We're going to call to order the city of Saint Mary's. 00:00:00
City Council meeting. 00:00:03
For April 28th. 00:00:05
And we are going to begin with our. 00:00:07
Invocation by Councilman King. 00:00:09
Council Member. Council Wilmington. 00:00:12
Gracious God. 00:00:17
Be with us as we make decisions for our city. 00:00:19
Help us to listen carefully. 00:00:22
Speak truthfully. 00:00:25
And act justly. 00:00:27
Bless our city and those who lead it and guide us and all that we do. 00:00:29
Amen. 00:00:34
And we'll have our roll call, Madam Clerk. 00:00:40
Yes, Sir, Councilman Jones, Post one, I'm here. 00:00:55
Councilman Connor Post to present. 00:00:58
Councilman Ingram Post 3 here. 00:01:01
Councilman NASA Minto Post 4. 00:01:04
Councillor Grassi Post Five President. 00:01:06
Councilman King Post 6 present. Mayor Lockhart. I'm mostly here, Madam. Sir, we have a quorum. All right. Thank you for the 00:01:09
record. Unanimous vote will be a vote of 6. 00:01:14
Yes, Sir, and. 00:01:19
One item that we're going to make a request that when we do have votes, if you would not mind. 00:01:21
Voting by a show of hands moving forward. 00:01:28
Just to be a little clearer, we had kind of a closer vote. 00:01:32
Last meeting and there was some confusion about who was voting for what so. 00:01:35
When you vote now, which will please raise your hand? 00:01:39
Signify so thank you. 00:01:43
We have the approval of our minutes to have a motion to approve. 00:01:46
Don't move. Motion by mystery England Second, second second by Mr. Rassi. Are there any discussion? 00:01:49
All those in favor. 00:01:58
Aye, any opposed? 00:01:59
And any abstractions. 00:02:02
The man that's unanimous? Yes, Sir. Alrighty. 00:02:04
The first item. 00:02:07
We have as a presentation. 00:02:10
From the Knights of Columbus. 00:02:12
And so. 00:02:14
See are there any other nights in the room? 00:02:20
So gentlemen, that was supposed to be here, had to be out town when we cancelled the meeting last week, so. 00:02:25
Come on up. 00:02:31
The highlighted star to see Catholic Church the Knights of Columbus men's group from behind the. 00:02:34
City Hall here had a race a couple of months ago now. 00:02:39
But just trying to coordinate and get. 00:02:44
Get it all done or whatever, but through the course of that race we were able to raise. 00:02:46
$3000 to go to the K9 program at City of Saint Mary's and we're happy to donate that and look forward to supporting. 00:02:51
OK, now program with future races and so it's running shoes and let's get out there and help us where the cost. 00:03:00
Thank you very much. Appreciate it. 00:03:08
The check is free K9, not a boat. 00:03:27
OK, we have the. 00:03:39
Development authority of Saint Mary's commercial industrial property availability. 00:03:41
As to the DASM Kenjelli board member. 00:03:49
So I guess it's. 00:03:52
Presentation for you. 00:03:53
Example there. 00:03:56
Council members, members of the public. 00:03:59
Angeli, 102. 00:04:03
Apologize Sir, could you press the little button? 00:04:05
It's on. 00:04:07
Jelly 102 Salt grass trace here in Saint Mary's. 00:04:13
About 3 months ago. 00:04:17
My boss, Steve Hahn, was the. 00:04:19
Chairman of. 00:04:21
The development authority of Saint Mary's. 00:04:23
Asked if. 00:04:25
I could put together a working group and come up with. 00:04:27
A list of properties. 00:04:31
In Saint Mary's along. 00:04:33
The commercial corridor and and up and down. 00:04:36
The Charlie Smith Senior Highway. 00:04:41
And identify these properties that may be available to developers, whether they be. 00:04:45
Zone, commercial or zone? 00:04:50
For industrial applications. 00:04:53
So I put together A-Team. It was a working group of. 00:04:56
For individuals. 00:05:03
Was. 00:05:05
Tommy Sailors, one of our Dazzle members. 00:05:07
Shawn Meyers, another Dazzle member. 00:05:10
Representative from our. 00:05:13
A group of developers in this general area. 00:05:17
And Andrew Gross volunteered to assist us. 00:05:20
And myself. 00:05:25
We started with a windshield tour up and down Osborne, starting at the White House radio station. 00:05:28
And driving down 40. 00:05:34
Trying to identify properties that not only had signs. 00:05:38
Posted that the property was for sale but also areas that look. 00:05:42
Like they probably would be. 00:05:47
And after that? 00:05:49
Windshield Tour. 00:05:51
Of Shawn Meyers put together a list of the properties. 00:05:53
By partial lumber. 00:05:57
And we we sort of refined that list a little bit. 00:05:59
And then? 00:06:03
Thanks to our Community Development Director offering the assistance of her staff. 00:06:05
We worked with Elise Pierce. 00:06:11
And Miss Becky Grace. 00:06:14
Who put together and at least put together this particular map? 00:06:18
Which is a representation of the properties that we feel are available. 00:06:22
For development, whether they be commercial or industrial. 00:06:29
With parcel numbers. 00:06:33
And. 00:06:35
Then working with. 00:06:37
Mr. Gross, we sort of wanted to know. 00:06:38
Would a developer be interested in? 00:06:42
Just a parcel number. 00:06:46
Or with the developer be interested in acreage or maybe in. 00:06:48
What the price might be? 00:06:54
So that all rendered down into just one item and that is acreage? 00:06:57
So the second book that we put together. 00:07:03
Is going to be broken down into. 00:07:07
Up to 2 acres. 00:07:10
Up to 5 acres, up to 10, so on and so forth. We have one property that's almost 60 acres. 00:07:12
Up to this point in time, we have identified about 42, maybe 43 properties. 00:07:18
That appear to be available for either commercial or industrial use. 00:07:24
And then we discussed the protocol. 00:07:30
What? What type of protocol would we want to see if a developer came into the city? 00:07:33
Looking for a property? Let's say that's 35 acres. 00:07:40
It was decided that. 00:07:45
The Main Street office would be the front door. 00:07:47
And thanks very much to Candace and to Nicole. 00:07:50
For all the assistance they've given us in. 00:07:54
Printing all of the pages. 00:07:57
And putting this book together. 00:07:59
Thank you very much. 00:08:02
So the Main Street office is the front door for this project. 00:08:04
10 it's already started working. 00:08:08
The developer goes to the Main Street office as I'm interested in. 00:08:11
And this map. 00:08:15
Along with another map that's. 00:08:17
Same parcels but the. 00:08:19
Boundary outlines look a little bit different. 00:08:22
And the topography is a little bit different. 00:08:24
To give the developer. 00:08:27
An idea of. 00:08:28
Where the property is, what surrounds it? Are there any wetlands in the area? 00:08:30
Is it a joined by a lot of? 00:08:36
Forest. So on and so forth. So. 00:08:39
Those two drawings are readily available in the Main Street office. 00:08:42
They were developers for you to look at that. 00:08:46
When? 00:08:49
Decides on certain parcels that they may be interested in. 00:08:50
We give them the book. 00:08:54
And all of the parcels are? 00:08:56
Available by parcel number. Again, like I said about 4243 right now. 00:08:58
And. 00:09:03
Where the developer decides I'm interested in this particular one, or maybe 2-3 or four. 00:09:05
The next step is. 00:09:12
The developer is directed to. 00:09:14
The planning and building department. 00:09:16
Who takes a quick look to make sure that his zoning is correct. 00:09:18
And all the other information that's pertinent. 00:09:22
Is there? 00:09:26
Again asking what are you interested in developing? 00:09:27
And if the answer is I'd like to put an amusement park on these two acres and, well, you probably can't do that because the 00:09:31
ordinance wouldn't allow it. 00:09:35
And the program. 00:09:40
Is going to have a second book which will be broken down completely by acreage. 00:09:43
And the developer may be interested in just simply looking. 00:09:48
At that aspect of it. 00:09:51
So that's the program in a nutshell. And and once again. 00:09:53
We've had a tremendous amount of help and you know, the community development director staff has been phenomenal and Main Street 00:09:57
staff has been wonderful and all the folks in in the working group have participated and, and really. 00:10:04
Really pulled very hard in order to get this thing put together. 00:10:12
That's the presentation. Thank you very much. 00:10:16
Thank you. 00:10:18
Thank you very much, Mr. Jelly. I appreciate the hard work. 00:10:22
That are. 00:10:25
Hey, DASM staff is doing, we're going to triple your salary next year for all the hard work you're doing. I really appreciate 00:10:27
that. 00:10:30
It's a great resource to have as we look to grow the city so. 00:10:36
We have next. 00:10:42
Board appointments due to vacancies, we have the Orange Hall committee and we do have one application. 00:10:44
That has been submitted. 00:10:51
If Council is. 00:10:53
So, so ready to move forward, I'll, I'll take a motion to. 00:10:57
Do that or a weekend. 00:11:01
Thanks. OK. 00:11:03
OK, so we have a motion by Mr. Jones and second by. 00:11:06
Mr. Connor. 00:11:09
And this is an application for Wendy Creary. 00:11:10
To join the Orange Hall board. 00:11:14
Any other discussion? 00:11:18
All those in favor, please raise your hand. 00:11:20
Aye, all right. 00:11:22
Heard all the eyes down there so. 00:11:24
That's the requirement. Old habits. 00:11:26
So that was a that was a unanimous vote of 6 miss. 00:11:29
Walker Reed. Yes, Sir. 00:11:33
OK. 00:11:35
Next, we have the Saint Mary's Intercoastal Gateway Steering committee. We have a vacancy there. 00:11:39
Mr. Rudy. 00:11:45
And we have one application that has been submitted at this point. 00:11:46
Is there a motion? 00:11:51
So, motion by Mr. Nash, No second by Mr. Rassi. 00:11:52
Any other discussion? 00:11:57
All those in favor. 00:11:59
And that's unanimously. 00:12:02
Yes, Sir. 00:12:04
And. 00:12:07
Next on the list we have. 00:12:09
Announcement of a board appointment. 00:12:12
For the tax Allocation District 3 Advisory Board, we have one seat. 00:12:15
Still available there. 00:12:19
Encourage you to. 00:12:22
Consider applying for that. 00:12:24
We have board appointments due to term expirations, the Camden County Board of Education, Sex Education and Structural Review 00:12:26
Committee. 00:12:30
The Downtown Development Authority. 00:12:35
We have Mr. Daniel Black and Terry Landreth. 00:12:38
To have. 00:12:42
Are at term of expiration and eligible for. 00:12:44
To be re elected and we have. 00:12:48
5 total applications that have been received, including the. 00:12:51
Mr. Black and Mr. Landreth, we also have. 00:12:57
Mr. Nick Harris, Mr. John Knapp and. 00:13:00
Melissa Rogers. 00:13:03
And so I think we're prepared to vote for that tonight. And. 00:13:05
Since we have the two, we're going to do this one at a time. 00:13:09
And Mr. Jones, I'm not going to pick on you. I'm going to go to my left this time and start with Miss King. 00:13:12
Hey, so Miss Dean, can I have your two selections please? 00:13:18
Nick Harris and Terry Landreth. 00:13:24
OK, Mr. Rassi. 00:13:28
Daniel Black. 00:13:31
And Terry M Lander. 00:13:32
Mr. Nascimento. 00:13:35
Dan Black and Terry Landreth. 00:13:37
Mr. Ingram. 00:13:40
And damn black. 00:13:41
And Terry and lender. 00:13:43
Mr. Connor, Dan Black and Terry Landreth. 00:13:45
OK. And Mr. Jones? 00:13:49
Nick Harris and Terry Landon. 00:13:53
All right, so as I have it. 00:13:56
Madam Clerk, we have. 00:13:59
Four votes for Mr. Black and six votes for Mr. Landreth, so they will be reappointed. 00:14:01
So I have a motion to accept these two. 00:14:07
Nominations as voted so. 00:14:11
Moved by Mr. Nashman, a second by Mr. Ingram. 00:14:14
Any other discussion? 00:14:17
All those in favor, aye. 00:14:18
Aye, any opposed? 00:14:22
You're not opposed. You're 4. 00:14:24
That's gonna take a little while. 00:14:30
That's unanimous matter. 00:14:31
And thank you to everyone who. 00:14:36
Has applied in their willingness to serve and we could turn. 00:14:39
Continue to urge you. 00:14:42
To continue. 00:14:44
To try to do so. Thank you. 00:14:46
We also have a vacancy due to term expiration or not necessarily vacancy, but a term expiration of the Hospital Authority Patricia 00:14:49
Stevens position. 00:14:53
And. 00:14:58
The Saint Mary's Library Board Denise Proctor I do not believe we have any applications for. 00:15:00
Either of those positions yet? 00:15:05
OK. 00:15:09
So we have. 00:15:23
I guess we need to. 00:15:25
Yeah, if we go into the agenda, I'd like to make a motion. 00:15:27
For an agenda slide amendment. 00:15:32
That we. 00:15:34
Move. 00:15:38
The Robbie's roundup for the manager comments. 00:15:39
Up to right behind the set consent agenda. 00:15:43
The granting audience to the public. 00:15:46
To move right behind Robbie's roundup in between the second cent agenda. 00:15:49
Robbie's roundup granting audience to the public and then the approval of the agenda. 00:15:53
And then deleting the second set of audience public comments. 00:15:58
To where the first set of public comments can be anything public and agenda items. 00:16:02
OK, so we got that done right. We have a motion, so the order will be moving forward. We'd have the city manager's report. 00:16:08
The set consent agenda. 00:16:14
The granting audience to the public for. 00:16:16
All items agenda and non agenda. 00:16:20
Then approval of the consent agenda. 00:16:23
Approval of the regular agenda. 00:16:27
And then we move on into old business. 00:16:29
Is there a second to that motion? 00:16:32
Second. Second Mr. 00:16:34
All those in favor. 00:16:37
Aye, any opposed? 00:16:38
Any abstentions? 00:16:42
So is that unanimous? 00:16:44
Yes, Sir. 00:16:45
OK, so with that. 00:16:48
We will. 00:16:50
Go to the city manager. 00:16:52
Today, the mayor and council citizens. 00:17:01
Start my report by. 00:17:05
Umm and receive some word or had a meeting. 00:17:06
Oh, Bobby actually did. 00:17:10
Regarding the Burrell Blvd. Bridge. 00:17:12
Had to meet him with Jake by dot. 00:17:15
Earlier last week. 00:17:18
That conducted a construction constructability review with G dot staff. 00:17:19
Design engineers in the city to discuss the new bridge alignment. 00:17:24
G Dog is looking to adjust the alignment a little southerly to try and avoid any encroachment into the railroad right away. 00:17:28
In order to vote, avoid. 00:17:35
Long delays in dealing with the railroad company. 00:17:37
So that was the purpose of it and. 00:17:40
That's where we're working towards. 00:17:43
So is that going to require? 00:17:45
Some acquisition of land. 00:17:47
That's what's being looked at as. 00:17:50
Regarding the lift station 13 and 15 force main separation, if you remember that's a project we've been working on for some time. 00:17:56
We've also. 00:18:00
Acquired a grant for that as a part of that grant. 00:18:05
The NEPA. 00:18:08
Study is currently in progress and to be able to be Smith at the EPA. 00:18:10
It's part of the process because it's federal funding. 00:18:15
So that's. 00:18:18
That's in the works. 00:18:20
Our grant. 00:18:21
Grants community development. 00:18:24
Plan first application is due 5/15/25. 00:18:28
They're working on that, the Safe Streets for All Safety Action Plan grant. 00:18:32
Is due June the 26th of 25. 00:18:37
Completing the EPA application for. 00:18:42
Wastewater infrastructure. 00:18:46
Complete an application for lead line service line in. 00:18:49
Lumig supplemental funding. 00:18:52
Working with the US Army Corps of Engineers on potential funding for the following projects. 00:18:55
The same area straight flood and mitigation planning, Fire station 2. 00:19:00
Bunk room and kitchen. 00:19:04
Rehab Fire station 2 training facility. 00:19:06
Aquatic Training Center. 00:19:10
Swimming pool at Clark Center and Saint Mary's Road. 00:19:12
In our finance department. 00:19:16
As Councils aware citizens, if you are unaware, Council has been meeting since 9:00 this morning. 00:19:21
Working on our budget for the upcoming year. 00:19:27
A very long day but been very rewarding and alone. 00:19:30
And it was. It was a good. 00:19:34
Good day for conversations. 00:19:36
FYI, once again the Finance Department has received the Government Finance Officers Association Distinguished Budget Presentation 00:19:40
Award. 00:19:44
For the 25 budget document. 00:19:48
This is a significant achievement to the Finance Department as it reflects the commitment to meeting the highest principles of 00:19:50
governmental budgeting. 00:19:55
The Finance Department has had to satisfy nationally recognized guidelines. 00:19:59
As to how well the budget services? 00:20:04
Serves as a policy document, a financial plan, and operational guide. 00:20:08
In a communications device. 00:20:13
The budget can be viewed on the city's website. 00:20:15
When they. 00:20:18
Budget we're currently working on becomes. 00:20:20
Gets to the point where we're ready to call it the proposed budget that will also appear on the city's website. 00:20:24
Just have a while for the public. 00:20:30
Umm in tourism. 00:20:32
Own media report or free media? 00:20:35
To date, during the July 24 through June 25 contract periods, Saint Mary's and Cumberland Island, Georgia. 00:20:38

For those of you that haven't been bothered you. 00:21:35
The new location of the new Senior Center and behind. 00:21:38
Our future City Hall. 00:21:43
The parking lot is coming along very quickly. 00:21:46
It looks fantastic and it's going to be a huge asset. 00:21:49
Mr. Mayor, that concludes my. 00:21:56
Report to you soon. 00:21:59
Any questions? Thank you. 00:22:02
I'd like to ask Robin. 00:22:04
Questions about the bridge and grill? 00:22:06
Yes, Sir. 00:22:10
This anticipated construction. 00:22:12
2027. 00:22:13
Has to be completed or that's when it's gonna. That's more likely when they're probably gonna start construction. 00:22:15
Yes. 00:22:21
So how long do you think it'll take them, Robbie? 00:22:22
Your guess as good as mine when it comes to devotees. 00:22:25
That's just being as honest as I can be. 00:22:28
But they, they have told us on their, their actions are kind of representing that they're, they're saying it's on fast track. 00:22:32
And but they are moving extremely. 00:22:39
Fast. 00:22:41
Anything else? 00:22:45
That's it. Thank you. Thank you. 00:22:47
And before we go into the setting of the consent agenda, I believe we have a. 00:22:50
Motion to add an item. 00:22:55
Yes, I'd like to make a motion that we task our city manager to work with our staff. 00:22:58
To prepare a 10 year capital improvement plan. 00:23:06
To be completed for a work session. 00:23:11
Sometime in November of 2025. 00:23:14
OK, have a second, Second. 00:23:18
OK. Any other discussion? 00:23:21
All those in favour we add item K. 00:23:25
Yep. 00:23:32
And any. 00:23:34
Thank you for the yes votes. Any nays? 00:23:36
Was that did you vote yet? Yeah, we should do that was unanimous. 00:23:39
Should be verbal in here, yeah. 00:23:43
You're too quick on the draw putting. 00:23:47
All right, what is what is Adam? 00:23:50
H and I. 00:23:54
OK, so item H is the well, we're going to go through them here. 00:23:59
I don't. I don't have. 00:24:03
He has an old I have. He has AG. 00:24:04
Hold on. 00:24:08
I have the old agenda, I don't have a new one. 00:24:10
Coming coming your way. 00:24:13
Almost passed the text message. 00:24:16
OK. And just so everyone understands what we're doing. 00:24:18
Umm umm. 00:24:27
We're going to go down these items. 00:24:28
If there's general consensus of approval, will consent. 00:24:30
And. 00:24:36
Then we'll have the. 00:24:38
If not, if someone wants to discuss it or or. 00:24:39
Then we'll put it on the discussion. 00:24:44
After we hear from the audience, we will then vote on those things that have been consented to a. 00:24:47
Approved them. 00:24:53
We decided to change that and put something back on for discussion and then we'll proceed with. 00:24:55
The items that are intended to be discussed. 00:25:00
So. 00:25:03
First item. 00:25:06
His discussion and tasking the city manager for development, implication, implementation of social media policy. I'd like to 00:25:08
discuss that. Discuss. Discuss. Sure. 00:25:12
Ordinance amendment. That item B is ordinance amendment, agenda, order of business. 00:25:16
Section 2-4. So. 00:25:22
This is a. 00:25:26
Provision to. 00:25:27
The vision that we're currently doing right now. 00:25:29
So that we don't have to make the motions to continue that. 00:25:32
That will put it into the ordinance so that, Miss Walker, we will be able to prepare our agenda. 00:25:36
In this order. 00:25:41
Discuss. 00:25:42
Intergovernmental agreement for Parks and Recreation maintenance. 00:25:48
Operations and programming with. 00:25:52
Camden County, Cities of Kings and Woodbine. 00:25:54
And Saint Mary's and county. 00:25:56
Public service story so PSA agreement. 00:25:58
That's good. Discuss. 00:26:01
Ordinance Amendment. Alcohol, Chapter 10, Section 10, Dash 124 established regulations for alcohol catering licenses Discussed. 00:26:05
Discuss. 00:26:09
Ordinance Amendment. Alcohol, Chapter 10, Section 10-110. Restrictions on holding multiple alcohol license types. 00:26:16
To discuss. 00:26:24
Resolution terminating the temporary moratorium on new alcohol license applications. 00:26:27
I guess discuss it goes with the other ones. Yeah, OK. 00:26:34
Wetland mitigation phase A4 of wetlands permit for authorization of payment to Coastal Savannah Properties, LLC for 17.1 wetland 00:26:39
mitigation credits. 00:26:44
To the Army Corps of Engineer permit requirements. Approved. Consent Consent, Consent, consent. 00:26:49
H The Georgia Initiative for Community Housing support letter for Coleraine Crossing low income housing tax credit community of 00:26:58
the Georgia Department of Community Affairs. 00:27:02
OK, good set. 00:27:08
I the ordinance amendment zoned Plan development director. 00:27:10
District Chapter 110, section. 00:27:17
1/10/80. 00:27:19
Umm, good job. I would actually personally like to. 00:27:21
See if we could, if anybody opposed to moving that to next week, we have a meeting in a week. 00:27:26
We just had our presentation on that and I did have some emails out to some local contractors that I would like to. 00:27:31
He'll just have discussion with not that I oppose anything this time didn't appreciate his job that she's done and she did her job 00:27:37
is tasked but. 00:27:40
I would like to see if anybody opposed us moving into next week just to do one more due diligence before we vote on it. 00:27:44
OK, alright, so motion. 00:27:50
2nd and the second by Mr. Nassim. Any other discussion? 00:27:52
Yes, ma'am. 00:27:56
Yeah. So we're actually doing the consent, so we'll need to discuss it and then we'll discuss. 00:27:59
We'll discuss why not. 00:28:05
Ordinance Amendment. Chapter 86. Subdivisions. 00:28:10
Discussing scenario. 00:28:14
Discuss it for now, so. 00:28:16
So for right now on the consent agenda, we have items G&H. All other items will be up for discussion. 00:28:18
See Jim 10:00 here we come. So with that we'll now. 00:28:26
Grant Audience. 00:28:32
Grant audits to the public side, so Please remember as you come to the microphone. 00:28:34
To speak, give us your name and your address and try to keep comments to 5 minutes or less. 00:28:38
Larry White, 102 Sylvie's Court. 00:28:48
You just proved my point. 00:28:51
You approved a consent agenda. 00:28:53
I already approved something. 00:28:55
That I would like you all to discuss. 00:28:57
You've already approved the consent. You did not vote on it though, so it's not in stone. If you say something that makes us want 00:29:00
to put one of these things back on there, that's the whole point of it. 00:29:05
Item. 00:29:10
On you signing a letter. 00:29:12
I don't. I don't object you signing that letter. 00:29:13
But I would like to see I look right through your packet. 00:29:16
And there's nothing in your packet from the developer. 00:29:18
By conducting a traffic study. 00:29:21
About coming into Coleraine Rd. 00:29:23
From that housing development would have. 00:29:25
84 units. 00:29:28
In that housing development. 00:29:29
The 60, I'm sorry, 64 units in the housing involvement. 00:29:32
But there's nothing in there that says if they're going to conduct this traffic study coming out on Coleraine wrong. But because 00:29:35
there is no. 00:29:38
Traffic light at that intersection where they're having development. 00:29:42
Yeah, item, Item 2, I just found out tonight. 00:29:48
As I was coming here today, I discovered that. 00:29:52
That bridge across on Mickler Drive. 00:29:54
Right there by. 00:29:57
Marilee Clark Elementary School. 00:29:59
Has a pump, temporary pump. 00:30:02
Coming from 1 sanitary sewer line crossing the bridge. 00:30:04
And go to another standard, the same sanitary Lube line. 00:30:08
And I asked Bobby why this was there and he said because I'm vandals. 00:30:12
Broke the sewer line crossing the bridge. 00:30:15
And. 00:30:18
The city to expedite. 00:30:20
Repair of that sewer line. 00:30:21
Rather than taking months to do bidding. 00:30:24
And finding out it takes forever. I would hate to see that hose break. 00:30:26
And have raw sewer. 00:30:30
Sewage. 00:30:32
On the ground. 00:30:33
The other thing too is. 00:30:37
The city manager did not. 00:30:39
State in his report the status of the ferry if there's any progress made. 00:30:41
And establishing a ferry between Saint Mary's and Ferenita Beach. 00:30:46
And also. 00:30:51
Remind Jamie. 00:30:53
Please work on the cross. 00:30:54
Golf cart crossing. 00:30:56
For Douglas Brian. 00:30:58
Across Charlie Smith Senior Highway. 00:31:00
Thank you. 00:31:02
Robert Moore, 509 Westgate Circle Good evening, Mayor Council staff. 00:31:14
At 4 items Social Media topic Alpha. 00:31:18
Before you guys say no more use like that, I think the remainder of the council should have a one time use that you get to. 00:31:23
Kind of air your descents and then. 00:31:30
You guys can lock it down. We've got to be equitable. 00:31:32
The PSA. 00:31:36
Agreement 6 month extension. 00:31:37
Is that a six month extension of a MO U that does not outline? 00:31:40
What properties are the city? 00:31:46
And what is the PSA? 00:31:48
It was may or sorry. 00:31:49
March 3rd. 00:31:51
There were the ladies that were up in arms and there was that. 00:31:53
Little discussion between Councilman Connor and the. 00:31:57
And the audience about the tennis court and. 00:32:01
I've looked on the PSA website. 00:32:05
And other places and. 00:32:08
A definitive list of what is and what is not. PSA or. 00:32:10
The city. 00:32:15
Because I think that would clarify. 00:32:16
And help direct people that have grievances. 00:32:19
And so I urge you not to. 00:32:22
Approve that PSA until there's a. 00:32:26
List. 00:32:29
From the PSA. 00:32:30
And. 00:32:31
So I have Councilman Jones and Mr. Holland. 00:32:32
You 2 gentlemen on the PSA board. 00:32:36
Respectfully, I'm not impressed. 00:32:39
So please. 00:32:41
Umm, Crooked River, uh, ditches. 00:32:44
Crews have Doug. 00:32:47
But right now we don't have ditches. We're going to have mosquito traps because you have. 00:32:49
Clogged and. 00:32:54
Caved in culverts. 00:32:57
So hopefully we can come up with an idea of how to actually get that flowing. 00:32:59
And. 00:33:04
And the last thing is, if I understand right that. 00:33:06
Colerain Crossing. That's that open parcel in front of the trailer park. 00:33:10
Across from the water tower, when I when I put in that address, that's where it comes up. 00:33:16
No, OK. 00:33:21
But but it's between the Funeral Home and. 00:33:23
Like the fire station, St. Mary's Rd. 00:33:27
OK, I was trying to nailed it. 00:33:31
Worth of kings. 00:33:35
OK, so so between Winding Road and Kings Bay Rd. 00:33:37
It touches proteins correctly, OK. 00:33:43
Oh, OK, So that's kind of getting out there in my area over the winding road and the infamous intersection of death. 00:33:45
Because there's not a light. 00:33:52
So yes, I do agree with Larry White Notch that that happened that please. 00:33:53
Have them pay for a traffic study. Let's study it and study it to death and then maybe we'll get. 00:33:59
A traffic light. I've been here 21 years and. 00:34:04
I've always thought there should be a light there, but. 00:34:08
Anyways, thank you for your time. 00:34:12
Yeah. 00:34:18
Surely. Sessions 114 Boston Court. 00:34:26
I'm here in reference to the fairy. 00:34:29
I don't know. 00:34:33
But y'all approve it or not and my understanding of this fairy that you all are trying to get between here and. 00:34:35
For Indiana. 00:34:41
The taxpayer have to pay $10,000. 00:34:44
Oh, Matt. 00:34:48
Sounds good, but it's not good. 00:34:51
The reason why I'm saying that I've been coming here. 00:34:53
To this meeting for quite a while. 00:34:57
There are so many other issues that is so much more important. 00:35:00
Then a ferry between here. 00:35:05
And Fernandina? 00:35:08
One of the. 00:35:10
Drainage issues that we have when I was here before Mission Trace, we really was. 00:35:13
Discussing their problem. 00:35:18
And also, would you believe it's been seven years? 00:35:21
That I brought up the issues about the lighting of the streets around here in Saint Mary's. You can ride in Saint Mary's and look 00:35:25
down the street and it is scary looking because there are no lights. 00:35:30
And you cannot even see where you're turning if you know what. 00:35:36
What street it is, you know because you from here. But any other time you could not even hardly see the little little sign that 00:35:40
you have. 00:35:44
Turn which street? You turn it on here in Saint Mary's. 00:35:48
The waterfront area down there by the where the fountain is by the railroad track. 00:35:53
It looked terrible. 00:35:59
You need to clean it up. 00:36:01
And also when I was here. 00:36:04
We discussed the Aquatic Center. 00:36:07
About the plants and the money that would be involved. 00:36:09
Of trying to get that done. 00:36:13
So I want to ask you all. 00:36:15
Why are we trying to get protecting? 00:36:18
$1000 of taxpayers money. 00:36:21
To put a fairy out there when we got these storm issues, drain issues, street light issues. 00:36:24
The water fret down, I mean the. 00:36:32
The water fountain area which need. 00:36:35
Cleaning, I don't know how much that will cost. 00:36:39
On the. 00:36:41
The Aquatic Center. 00:36:44
And my thing is, there's so many issues that we need to take care in Saint Mary's beside. 00:36:46
Trying to get the Fern dinner. 00:36:52
We know how to get the frontier and anybody else know how to get the front? Frontina even goes way back in the 60s to 70 when Mr. 00:36:56
Bromley brought up building the bridge going crossfire. 00:37:01
You remember that, don't you, Miss Verdell? 00:37:07
So that's how long this going to Fern Dina. 00:37:10
Has been going on. 00:37:13
So I'm asking you, we trust you all as being good stewards about money. 00:37:15
Your money too, so why would you? 00:37:19
You have to spend unnecessary money to something that we can already all have been doing for years, getting a friend in it. Don't 00:37:23
take it for 35 to 40 minutes to get there. 00:37:28
It's not. I don't see where that's going to be in the help. 00:37:33
So if we can trust you being good stewardess with our dollar. 00:37:36
Let us take care of the issues that are in front of our face. 00:37:40
And we have some, we have a lot of issues here. 00:37:45
And just like the program for kids after school or during the summer. 00:37:48
Take $10,000 and then redo a building and have some place for them to go instead of being in the streets for your teens. 00:37:53
Excuse me? 00:38:03
And another thing is that. 00:38:04
I know you have your operating budget and your CPMC budget. You know the capital purchase amount of construction budget. 00:38:08
Your HR and everything. 00:38:15
But look when you look into that. 00:38:17
Look and see what the dollar is going to benefit. 00:38:20
The people. 00:38:25
On every day. 00:38:27
Item everyday things. 00:38:29
And you know. 00:38:31
Don't get me wrong about what I'm saying about this fairy. I don't hate a fairy. I know where I live, this Scotland, that is the 00:38:32
only way you can get to the other side of them. 00:38:36
Of country was going on a ferry every day. 00:38:40
So I don't have nothing against that, but I do have something against you taking. 00:38:44
Taxpayer dollar to. 00:38:49
Get something done that is not necessary, that is not. 00:38:51
Needed. Do you understand? 00:38:56
Season It's not needed. 00:38:58
If not, how many people are going to actually utilize this? 00:39:00
This fairy. 00:39:05
People going over the Fern dealing will get more benefit or coming over here but. 00:39:08
How many people? 00:39:14
25 That's not worth $10,000 for me. 00:39:17
I'm telling it's not, so please reconsider that issue on that ferry. 00:39:20
Because I think we got too many other issues that we need to take care at hand. Thank you. 00:39:25
Thank you. 00:39:31
102 Salt grass trace here in Saint Mary's. 00:39:39
I sort of feel obligated to. 00:39:43
Address the issue of the ferry. 00:39:47
I thought it was an awful lot of individuals that are visiting Saint Mary's from Fernandina. 00:39:50
And they would love the idea of being able to get over here quicker without having to drive. 00:39:57
And I would love them to come over here and spend their money so that we can capitalize on those. 00:40:03
Those tax dollars? 00:40:09
The other thing is to consider is the East Coast Greenway. 00:40:11
Right now. 00:40:16
Most of the bikers are jumping off around Brunswick. 00:40:17
Spending the night there. 00:40:21
Spending their money in Brunswick. 00:40:24
And then leaving Brunswick, heading for Florida. 00:40:27
Because our East Coast Greenway. 00:40:31
Although they could jump off 95 and come down Laurel Island Pkwy, come down Coleraine. 00:40:34
Upon the score 40 out to 40, turn left. 00:40:39
And go all the way down to the waterfront. But whoops. 00:40:42
No ferry to get them over Fernandina. 00:40:46
And, and there are quite a few people that enjoy writing that East Coast Greenway. 00:40:49
So not only is the ferry going to be. 00:40:54
Beneficial to folks from Fernandina coming over here. 00:40:58
Bicyclists using the East Coast Greenway. 00:41:02
But also there's a lot of. 00:41:05
Saint Mary's residence. 00:41:06
Kingsland Residence. 00:41:08
Woodbine Residence. 00:41:10
That would love to be able to take a ferry over there. 00:41:12
Enjoy a meal. 00:41:15
And not worry about having to drive back. 00:41:18
And run the risk of. 00:41:21
Getting into an accident so. 00:41:23
Their opposed their. 00:41:25
And. 00:41:27
Start up a business always costs money, doesn't really make any difference what kind it is. 00:41:28
So I just wanted to give my insight on that. Thank you very much. 00:41:35
Thank you. 00:41:38
816 Riverview Dr. 00:41:49
Saint Mary's. 00:41:52
I'm on a. 00:41:55
I have a few things since we don't have the. 00:41:58
Granted an ordinance. 00:42:01
On the north side so. 00:42:02
I live over here Tom Riverview Dr. 00:42:05
And I have to come down City Smitty Drive. 00:42:08
To get. 00:42:11
To close the train tracks. 00:42:14
But there's a Palmetto tree there. 00:42:17
Then I've had it and we talked about it before, but maybe a year ago, give or take. 00:42:20
I think they trimmed it back. 00:42:26
But it has grown back up again. I think we need to take that thing down. 00:42:28
Completely. 00:42:32
And it's right off of City Smith Dr. when you pick your right turn from 40. 00:42:33
You know, honest that the paramedic trees there. 00:42:39
Understanding Scratch will **** again. 00:42:42
You know, uh. 00:42:45
Since someone got everything. I mean I see the parking lot looks good with the hospital. 00:42:48
I mean when the senior said Senior Center is. 00:42:53
No problem there. 00:42:56
Um, we had a. 00:42:58
I guess we supposed to have a meeting. 00:43:01
Last week. 00:43:03
And we had a thing, this thing called a quorum. 00:43:05
And you know, when I come sitting, I want to keep, I have to be here. 00:43:08
To vote on stuff. 00:43:12
And, umm. 00:43:14
Pretty much. 00:43:15
And I remember the. 00:43:17
Your pants, Mayor or past mayor and Mr. Riley. 00:43:18
You'll always call in. 00:43:22
He would call in when he's not here. 00:43:25
However, I was made to understanding, can I make a vote? You couldn't vote, but at least he would call in and we would we'd have 00:43:27
him on. 00:43:30
On the line while he was participating so we didn't have to cancel the meeting. 00:43:34
To come back as it is right now. 00:43:40
Because of me, I have somebody to go to. 00:43:43
But I like to come to the meetings. 00:43:45
But I had a chance. My meeting. 00:43:47
To come here. 00:43:49
Someone you know You guys are fit to do a job. I'm hoping you can. 00:43:51
We show up. At least show up. Come on, guys, You know what I mean, you know? 00:43:55
Even the mayor can't make it. You know if a mayor pro 10. 00:43:59
You know he could do this at that meeting. 00:44:03
Could I still run? I would think. 00:44:06
Maybe there was something in alternative that was a little more drastic that I don't know about, but. 00:44:09
I just want to make sure that you. 00:44:14
We know that is, that is we that is supposed to be handled. Suppose you have in certain ways. 00:44:16
Estero. 00:44:22
The the water park issue only going to the water park issue 2. 00:44:27
When we were talking about. 00:44:33
The pump. 00:44:35
And you know for for for the. 00:44:37
The repair so they can have the. 00:44:40
Filtration, all that stuff moving. 00:44:42
However. 00:44:44
We have this thing here. We're talking. Maybe we need to. 00:44:46
Turn most of this stuff over to the private sector. 00:44:49
You know what I mean? 00:44:52
That was big. 00:44:53
And you know. 00:44:55
Three of y'all voted against it. 00:44:56
Repent of the pump and you. 00:44:59
Broke the deadlock. 00:45:01
Then the ferry issue came up. 00:45:04
You know the only person. 00:45:07
I voted against it. 00:45:11
Was Mr. Jones. 00:45:13
You know what I mean. I need. 00:45:15
Yeah, I guess you had to justify himself why he voted against it. 00:45:18
Because nobody else voted against it and I just so all of the private sector and all this stuff went all the window. 00:45:21
A small correction it is. 00:45:29
Private vendor is going to do the ferry service. We just voted for the idea. 00:45:31
To look for a private vendor to do a ferry service. 00:45:34
OK, sorry I just correct them. 00:45:40
Go ahead. We'll address that later. Go ahead. 00:45:43
All right, you see. 00:45:45
All that came up there that should even address. 00:45:48
Before y'all came out here. 00:45:51
So that we've all been the same sheet of music. 00:45:53
But you all didn't do that, apparently, because you know now. 00:45:56
Put your little two cents, two cents in there. 00:46:00
And I'm going like, whoa. 00:46:02
Is exactly. 00:46:04
Habitus cut that behind closed doors. 00:46:05
We don't come on here. 00:46:09
Once you voted. 00:46:11
We will know who voted for and against so that we have an idea. 00:46:13
It doesn't have to go to the Tribune. 00:46:18
Mr. Jones, how to defend himself first? 00:46:21
Couple of you guys. 00:46:23
Went against them. 00:46:25
So that was one of the things I want to kind of bring that up. 00:46:26
One of the things that came up like the PSC and the. 00:46:30
The basketball and the different courses, Mr. Jones said. He said, look, you know. 00:46:37
The PSA will gladly give. 00:46:42
Back to Saint Mary's, remember that was a discussion here that you had. 00:46:44
So. 00:46:49
I don't know why we still discussing. Just go ahead and write the letter. 00:46:51
So that when we give them back to Saint Mary's for those ports or whatever it is, the beast bore fields. 00:46:55
And we'll order the PSA hands. 00:47:01
We're still touching up, we're still talking about it in so many ways. 00:47:03
Um, Mr. Seals, that's your time. 00:47:07
Wow. 00:47:12
Alright, thank you. 00:47:16
Good. Good evening, Karen White. 00:47:28
609 Margaret St. 00:47:32
Well, I was going to let it slide about the tennis courts, but this gentleman in the back reminded me of that. So I too want to 00:47:35
know why we're dragging on with this PSA. I thought we were going to pull away from it and. 00:47:42
And be our own bosses for recreation. We've managed to come up with $328,000 for pumps. 00:47:49
Another $200,000 for more concrete, which I'm not saying is a bad thing for the seniors. 00:47:56
But where in the world and why in the world can't we come up with some money for recreation? 00:48:03
I don't know if you've driven by the basketball courts. I'll even throw those courts soon. 00:48:09
They're appalling. 00:48:14
The whole area is appalling for recreation. 00:48:15
And I am so tired of listening to people talk about what belongs to whom and what property is PSA and the courts are half PSA and 00:48:18
half Saint Mary's. 00:48:24
It's all getting a bit old. 00:48:31
So I'm hoping somebody does something. 00:48:33
Dave Schmidt won 12 new hammock circle up in chattel on. 00:48:47
As recently as yesterday, I drove out. 00:48:54
Of the mall. 00:48:56
Next to Hardee's. 00:49:03
And noticed that. 00:49:04
The uh. 00:49:06
Facing Charlie Smith Senior Highway turning left onto 40. 00:49:08
Or turning right onto 40. 00:49:13
The arrows that are supposed to be in the lanes that. 00:49:16
One of them defines the left turn. 00:49:19
The other one defined straight through or turning to the right. 00:49:22
Still aren't there? 00:49:25
I probably missed it. 00:49:36
Did you say when the parking lot might be open? 00:49:37
For the senior. 00:49:40
No, OK. 00:49:41
And. 00:49:44
It seems to me. 00:49:48
Like. 00:49:49
Right after you took office, Mr. Mayor. 00:49:53
There was a discussion about. 00:49:56
The order. 00:49:58
Business. 00:50:04
For these meetings. 00:50:07
And the proposal similar to the one that were. 00:50:09
We're doing right now. 00:50:12
Was made. 00:50:14
And there was pretty much a. 00:50:15
Groundswell of people that came up here for the second audience to the public. 00:50:19
And complained that it was a really bad idea. 00:50:24
None of us had any problem with you doing. 00:50:28
Open discussion at the first audience, the public. 00:50:31
But pretty much everybody in the room, as I recall. 00:50:35
Thought that. 00:50:38
Phase in the second audience, the public out. 00:50:40
Was a really bad thing for the audience. 00:50:43
Thank you. 00:50:48
My name is John DuPont. I'm part of the development team for the Coleraine Crossing project. 00:51:09
I just like to make a clarification. 00:51:15
This project is asking for support from the city. 00:51:19
Through the Georgia Initiative. 00:51:23
Of housing program. 00:51:26
Which will make. 00:51:28
Our application. 00:51:30
State PCA. 00:51:31
Competitive against other projects statewide. 00:51:34
These points are critical to our project. 00:51:38
The deadline for this decision is May 16. 00:51:41
If for any reason this we cannot. 00:51:44
Reach gain the support of the city. 00:51:49
Then we will fill our application will not be competitive. 00:51:52
In terms of a traffic study. 00:51:56
This is a very preliminary stage in the project. 00:51:58
We're trying to get funding support through the tax credits. 00:52:02
If indeed we are. 00:52:06
Successful. 00:52:08
We'll have to go through a complete development review. 00:52:09
Which will include the Department of Transportation study of the traffic onto Colerain Rd. which we will welcome at the time and. 00:52:13
That everyone will benefit from the outcome of it. I don't. I don't know what that would be, but I want to explain it. 00:52:20
This project is. 00:52:27
At a very early stage, we're seeking funding and financial support to bring affordable housing into the community with state and 00:52:28
federal money. 00:52:33
Will contribute to the tax role of the city. 00:52:39
So we thank you for your support. 00:52:43
Thank you. 00:52:46
Sir, could you please give us your address? 00:52:50
That's all right. 00:52:54
4076 Corrente Drive in Jacksonville, FL. 00:52:59
Thank you. 00:53:03
My name is Richard Gamble. 00:53:13
And I live at 107 Dilworth St. Marys, GA. 00:53:17
Hello, Mayor. 00:53:23
And council only eve of election night. 00:53:24
I received a text message from your mother. 00:53:28
She asked me to vote for you. 00:53:32
I'm sure it was went out to a lot of people. 00:53:34
And uh. 00:53:37
Well, I'm I'm saying that because. 00:53:39
I text back. 00:53:42
And I said that my wife Denise and I. 00:53:44
Had voted through. 00:53:46
Early mail in. 00:53:49
And that we had voted for you. 00:53:51
Now I'm bringing this up. 00:53:53
Because I gave her some other comments. 00:53:55
Please actually. 00:53:57
Have you been riding? I've been driving down the road with my wife. 00:54:01
And a song come on the radio. 00:54:06
And she say. 00:54:08
I like that, so turn it up. 00:54:10
Hmm, well that was my. 00:54:12
Feeling as I read Councilman Honest Jones guest view. 00:54:15
Turn it up. 00:54:21
I like that song. 00:54:22
It was consistent. 00:54:24
With a big principal in my religion. 00:54:26
The road lease travel in an environment where trendy and viral prevails. 00:54:29
Beauty is in maintenance. 00:54:36
And this ain't the first time that I said that. 00:54:38
But I think that I need to stop saying it. 00:54:41
And show it. 00:54:44
One of the things that Councilman Jones. 00:54:47
View. He talked about basic obligations and people have gotten up here and talked about that. 00:54:50
But I'm going to focus on one thing. 00:54:57
The ditches, OK. 00:55:00
How could we better spend our money? The dishes? 00:55:02
Now I brought up. 00:55:06
Well, I'm gonna say a couple other things. 00:55:10
He talked about no tax benefit. 00:55:12
That we will get in a tax benefit from that. 00:55:15
And I'm going to pass the 1st. 00:55:19
OK, this first one is about a. 00:55:22
An old man. He's 94 years old. 00:55:24
He lives in Pogeytown. 00:55:30
Of Pogeyville. 00:55:32
I just learned that area. I had to go over there, see it. Never been there. 00:55:35
So I went out there. 00:55:38
And I'm having a moment. 00:55:40
Councilman Jones, what's his name? 00:55:43
Billy Wilson. 00:55:45
And so I'm gonna pass this around. 00:55:49
And here's Dennis problem. 00:55:51
Billy has a ditch. 00:55:54
Which is not Billy's. 00:55:56
It's your ditch. 00:55:57
Alright, it's your. 00:55:59
Now in my ditch. 00:56:01
I don't let no weeds, but I don't. You might drive on my house and see me on my knees putting old weeds. I don't allow that. 00:56:03
Guess what? 00:56:10
Billing not only had weedies. 00:56:11
Bush a tree grew in village a tree. 00:56:13
And I'm gonna pass this around. 00:56:18
And it's a fully treated as one picture. 00:56:20
That I didn't have. 00:56:22
That Councilman Jones had, and that's the tree without the leaves, so you could see what the tree looked like and how long this 00:56:24
tree must have grown. Had to get there to do that in that ditch. 00:56:30
Alright, I'm gonna pass the pitch, I'm gonna start him here and y'all. 00:56:36
Y'all shooting man? 00:56:39
This is bit. 00:56:41
Now we need to fix this before Billy dies. Let him see this. 00:56:42
He's 94 passive level. 00:56:47
OK for me now. 00:56:53
I mean. 00:56:56
Although I was an investigator, we, we kind of saw stuff that's given to us, you know? 00:56:57
But it's obvious. 00:57:02
That. 00:57:05
He then received in the city services. 00:57:06
Now I need to do further investigation because I got my own life. 00:57:09
But I'll find out. Does he take taxes? 00:57:13
If he paid taxes. 00:57:16
And we have neglected him. 00:57:18
For that loan to allow a tree. 00:57:21
Councilman Jones has the tree without the bushes on it on his phone if he'll share that with y'all so y'all could see how big this 00:57:25
tree is. 00:57:29
To grow up in his dish. 00:57:34
You know, I, I think that that's a, that's an injustice. 00:57:37
And that's an injustice that you must. 00:57:40
Correct. 00:57:44
Or the next every election. 00:57:46
Our aim is y'all. 00:57:48
Yes, Sir. 00:57:50
That's right. 00:57:51
Now the second one. 00:57:52
Is right there on Dilworth. 00:57:54
And it must be the largest ditch I've. 00:57:56
I've ever seen. 00:57:59
When I was growing up, people were growing afros and I tried to grow in mind what I want to grow this big, they call it. They call 00:58:01
it a baby frog. Well, I have a baby ditch compared to this ditch. 00:58:06
And this is Randall and Kim. They live on. 00:58:12
On Dilworth St. 00:58:15
Now he has to cut that *****. 00:58:19
He used to cut it myself. 00:58:21
When I will pass through and I look at him, I say man couldn't dishes ain't too bad. Look at how Billy is. I mean he look like a 00:58:22
fullback, you know. 00:58:26
But now he's getting old like all of us. 00:58:31
And his wife has to happen. His son has to happen. 00:58:34
But guess who's ditch that is? 00:58:38
Yours while you are taking our own money. 00:58:41
Printed somewhere else. Yeah. I think I've covered everything. Let me. 00:58:44
Oh, I'm in with. 00:58:49
This this equation. 00:58:51
And equation must balance. 00:58:54
Venture capitalism. 00:58:57
Equals private sector. 00:58:59
Thank you very much. 00:59:02
Thank you. 00:59:04
Thank you, Mr. Cameron. 00:59:05
All right, is there anyone else? 00:59:16
All right, we'll close this. 00:59:19
I can't believe. 00:59:28
Jerry Bumble, 805 Riverview Dr. W Saint Mary's. 00:59:31
I can't believe anybody else hadn't got up here and talked about the. 00:59:34
Chapter 10. Ordinances. 00:59:39
We need passes to help our local businesses out. 00:59:41
So. 00:59:44
10 and 124. 00:59:45
Whatever needs to be passed and it'll help. 00:59:47
Local businesses make more money, which they need to, and it goes back in the community. 00:59:50
Other than that, the. 00:59:55
We need a capital improvement plan. It needs to be done, should have been done years ago. 00:59:58
On more. 01:00:04
We have a storm water ordinance, I think, waiting to be approved. 01:00:06
We just need to work some details out on the money. We need to get that approved. 01:00:10
And then we need to make it comprehensive by. 01:00:14
Having the city clean everybody's private culverts out on their driveways. 01:00:17
With a little bit of extra money you can do that. 01:00:21
And we'll solve our mosquito problems and we'll solve the drainage problems. And the city's made a good effort. 01:00:24
To get out there and clean these ditches out so far. 01:00:30
But without passing that ordinance and getting the money for the enterprise fund, you're not going to be able to do it fully. 01:00:32
And it won't work until you do the driveways. 01:00:38
I I. 01:00:42
Hello. Good evening everybody. 01:00:56
Mayor Council. 01:00:59
And staff um. 01:01:01
Stephanie Chain, 101. 01:01:03
Hollows, Dr. South and Saint Mary. 01:01:06
Please forgive me for my. 01:01:10
Like a dress I had. 01:01:13
Last minute order come in that they ordered for yesterday. 01:01:16
But it was today, so I had to do that real quick. 01:01:19
And uh. 01:01:22
Nosing my way over here. 01:01:23
I am. 01:01:25
Here today. How many minutes do I have just so? 01:01:28
55. 01:01:33
OK, so let me get this. 01:01:35
So. 01:01:37
I'm here in regards to the. 01:01:39
Catering license that some people need. I'm just going to share my experience. What's. 01:01:42
Happened to me when I tried or attempted to do a. 01:01:48
Umm, caring for alcohol to help out a business friend. 01:01:53
So. 01:01:57
I went through the process administration process. 01:01:59
Umm, here locally everything was smooth, fine, great. So I also you also have to do that with the state as well. 01:02:02
And when? 01:02:09
I did this with the state. This is my very first time so I asked a lot of questions. I want to make sure that I did everything 01:02:11
right. 01:02:14
Is there anything else you need from me? Is there anything else that you need from me? 01:02:17
I was on the phone with him for 20 minutes. 01:02:21
They said no, you're fine. 01:02:23
The week of the event I get a phone call from the state. 01:02:25
And they were like. 01:02:28
Where do I get my alcohol from? I'm like what do you mean? Where do I get it from? I get it from a distributor. 01:02:30
Everybody else would get it from that owns a business. That's what we have to do. 01:02:35
We're not buying it out of the grocery store. 01:02:38
Bringing it in and selling it. 01:02:41
And he's like, OK, that sounds like. 01:02:43
What I want to hear, I'm like, OK, well, like, what are we getting at, like. 01:02:47
If that was all that you needed, then. 01:02:50
You know what? What's the issue? 01:02:52
Umm. And he told me to explain. 01:02:56
The event. 01:02:58
And so. 01:02:59
I did and I. 01:03:01
When we were getting our alcohol in when the event was. 01:03:03
The time and all of that. 01:03:08
And, umm. 01:03:09
He'd stopped me and said I was in violation. 01:03:11
I'm like, what are you talking about? I asked. 01:03:14
The state. 01:03:17
What it was that we needed to make this go smoothly, nobody said anything about. 01:03:18
Having a certain amount of days on the piece of paper on the application that you're supposed to. 01:03:25
Umm, cover. 01:03:32
The event for even if the event is one day if you're getting alcohol. 01:03:35
Delivered by your distributor. 01:03:39
On certain days. 01:03:42
Then you have to have. 01:03:44
That on the application as well. 01:03:47
Nobody told me that. 01:03:49
And they also said the biggest issue was that. 01:03:50
I'm not supposed to have it delivered to my shop. 01:03:54
It should be delivered to wherever the event is supposed to be held. 01:03:57
And I'm like, well, no again, nobody told me that. 01:04:01
I'm just trying to do the right thing, do a good thing for a friend, not even really making any money off of this, I'm just trying 01:04:04
to help. 01:04:06
Umm and so he said that he has to come down here to see me. 01:04:10
Get my delivery in. 01:04:15
The second one, because I already had got one on Monday and so on that Friday he had to come down and I told him I don't have a 01:04:17
set time Sir. 01:04:21
It's just whenever they show up. 01:04:24
And I told him I could maybe a time frame and he said well I'll be there maybe 2 hours early. 01:04:28
To make sure I catch you. 01:04:33
Fine, so. 01:04:36
Basically, he had to watch me. I had to beg. 01:04:38
My distributor, my delivery guy to stay. 01:04:42
There's people like, man, I got to go. Like I, I don't know what you're talking about, Somebody coming here to watch me. 01:04:44
Bring this through the door and then you count the bottles. 01:04:51
I'm like, look, I was like, please just say So I tried to let him know that I'm going to be in like deep trouble with this doesn't 01:04:54
happen. 01:04:57
He came in. 01:05:01
He wants the guy. He waited. He watched my delivery guy bring in the bottles. 01:05:03
And me count everything. I'm so nervous. I was like shaking because I've never, you know, that was just something that I wasn't 01:05:08
expecting. I didn't understand it. 01:05:12
And. 01:05:16
He said. 01:05:18
He asked me. Well, were you trying to basically get an extra? 01:05:20
Product so you can take it back and sell and make more money. I'm like, no, that's not what I was doing at all. 01:05:26
I had no idea. I'm just thinking something here. I'm going to sell it. Like I said, I'm not making any money off of it really. 01:05:32
And that was it. 01:05:38
Like if there's alcohol left, you can't just leave it out at Orange Hall. Like you got to take it back where it came from. 01:05:40
But no, he says that. 01:05:45
If there's nowhere to put it. 01:05:48
Then you have to have you have to rent. 01:05:50
A trailer or something? 01:05:53
To store it until the event. 01:05:55
And then whatever you don't sell. 01:05:58
The venue, the excuse me, the distributor has to come back and pick it up. 01:06:01
That's what he told me. 01:06:06
So. 01:06:07
I'm like wondering like. 01:06:09
Why are you here? He told me. 01:06:10
I know. 01:06:13
That Saint Mary's does not know what they're doing. 01:06:14
That's what he said and he also told me. 01:06:21
That he will be back. 01:06:24
Every time we have an event. 01:06:27
Unless there is. 01:06:31
Some type of catering like. 01:06:33
Ordinance or something that is implemented to stop all of that because we don't have it. He'll be back. It's costing me time, it's 01:06:37
costing me money. It is. 01:06:42
Not saying that it was for me, but during that time that was what I was dealing with. 01:06:48
I had to beg this delivery man to stay and. 01:06:53
Not everybody will want to do that. 01:06:58
And also distributors probably don't want to come back here and pick up product. 01:07:00
After the fact that it's already been sold. 01:07:04
That's kind of like. 01:07:07
Against like the whole thing, right? It doesn't make any sense. 01:07:08
So he said he will be back every single time. 01:07:12
That we have an event down here with alcohol. 01:07:16
If we don't change the way. 01:07:20
That this is done. 01:07:23
And I don't know about anybody else, but I would just be in favor of it for anybody who needs it, because that was a harrowing. 01:07:25
An embarrassing and frustrating experience. 01:07:34
When I asked over and over again. 01:07:37
What is it that you need from me? And then I'm in violation here on the violation there. I'm accused of trying to like. 01:07:39
Skirt the system when I'm not. 01:07:45
I'm just trying to do a good thing. 01:07:47
Again. 01:07:49
So I would highly encourage you to think about that for when people do come. 01:07:50
You know, and need an event permit or need something, if that's all they want to do is a onesie to see, well, just let them know, 01:07:55
hey, you know, somebody might show up on you. 01:07:59
Or if they need the catering. 01:08:04
Then let them go forward and also sign up. Thank you guys so much for. 01:08:06
Approving this before for what we needed. 01:08:13
Our sales for our first one tasting that we're able to do like that increased 75%. Thank you so much. 01:08:15
I'm sorry. Thank you. Thank you. 01:08:21
Hello, Cancel. 01:08:31
Citizens Daniel Black, 113 Island State Landing, Saint Mary's. 01:08:33
I'll be quick. I just wanted to add to what Stephanie said. 01:08:37
When I think of Saint Mary's and where we're going and what we want to be and what I think. 01:08:42
You know the direction I'd like to see, I think opportunity. 01:08:47
I think growth, I think destination. 01:08:52
I think hospitality. 01:08:55
I think weddings. 01:08:57
Umm, I think Gem City and all those things. 01:09:01
Kind of work under the umbrella of hospitality kind of being the glue. If you, if you would think of that pulling all these small 01:09:04
businesses together, I think you need hospitality. 01:09:09
And hospitality is a good thing and I think. 01:09:15
Alcohol can sometimes sound like a trigger word. 01:09:17
A buzzword for bad, but I think it can be. 01:09:21
Not I think it could be the to help support small business. We had a great event yesterday at the Tasty Camden for anybody that 01:09:25
showed up. 01:09:29
But even an event like that cost. 01:09:34
The. 01:09:36
The person throwing it for the alcohol, it costs money. The way that we have to do it right now, the framework, you have to pay 01:09:38
the state for the special event license, you have to get approval and again with the alcohol getting delivered. 01:09:44
It's not being a good steward of treating alcohol well because it's sitting there on property for days and. 01:09:50
It's just, it's just kind of backwards. And I think with the way that this is framed up and it's written, it's protected. And I 01:09:56
think that's the number one thing about the catering ordinance is the way it's set up is. 01:10:02
It's not allowing people to just come and open up shop and sell alcohol on the corners, it's just supporting the businesses that 01:10:08
are already doing it. 01:10:12
Uh, uh, but doing it the hard way and this be a much easier way. I think it would be good to push us forward in the right 01:10:16
direction is my point of view. And. 01:10:20
And I think. 01:10:26
Again, we're a destination place and which you kind of catch up with with where we need to be with these. 01:10:27
Alcohol ordinances. 01:10:34
That's just my point of view. Thank you, counsel. 01:10:36
Okay, all right, so we're going to. 01:10:46
Move on now. 01:10:51
And. 01:10:53
So. 01:10:54
To refresh where we were on our consent agenda. 01:10:57
We currently have just items G&H as consent. 01:11:01
Is there a motion to approve? 01:11:07
Should have moved so that was a hour. 01:11:09
Allen and a second guy. 01:11:12
Mr. Ingram. 01:11:14
Any discussion? 01:11:16
All those in favor, aye. 01:11:18
Any opposed? 01:11:22
Opposed in favor, OK. 01:11:24
OK. That's unanimous, Madam. Yes, Sir. 01:11:28
OK, so we will begin. 01:11:31
With item. OK, I'm sorry. Yes, Sir. We now have the. 01:11:34
Oh yeah, good point. Mr. Ingram wanted to table a couple of them. 01:11:41
Under approval of right SO. 01:11:46
So we have the approval of the regular agenda now, so. 01:11:48
Their items be tabled and or added. 01:11:51
I was going to. 01:11:56
Request that items. 01:11:58
I and J be moved to the next meeting. 01:12:00
One week. 01:12:03
2nd. 01:12:05
OK, Yes ma'am. So you want a table? 01:12:07
Oh and also also with the removal of those two items, I would like to also. 01:12:13
Make a motion that we. 01:12:19
Extend the moratorium. The moratorium of four. 01:12:23
Applications. 01:12:29
Television applications for how long? For one day? Right now as it sits, it expires on the 4th I believe, and this meeting will be 01:12:30
on the 5th, so extends it one day. 01:12:35
OK. 01:12:40
Cover that until we have the meeting. 01:12:42
Because I know it was our resolution we did. 01:12:45
Are we good? 01:12:48
OK, so we have a motion. 01:12:49
To. 01:12:51
Move items I and J to next week's City Council meeting and to extend our moratorium on development for planned developments by one 01:12:53
day to. 01:12:58
Yeah, subdivision submission. 01:13:03
To one day, to the 5th. 01:13:06
There was a second. 01:13:09
By Mr. Massamento. 01:13:12
Any other discussion? 01:13:15
All those in favor. 01:13:17
Aye. 01:13:19
Any opposed? 01:13:21
You know, I guess it wants to see all the eyes. That's. 01:13:22
Jeanette McKinnon, OK. 01:13:27
And so. 01:13:30
Remind me, did we get? 01:13:32
We did get item K added right? 01:13:33
OK. 01:13:36
All right, so with those changes. 01:13:42
Umm, can I have a a? 01:13:46
Motion to approve the agenda as it now stands. 01:13:48
Motion by. 01:13:54
Mr. Jones and 2nd Mr. Rassi. 01:13:55
In discussion. 01:13:59
All those in favor. 01:14:00
Aye. 01:14:02
Any opposed? 01:14:03
All right. And that's a unanimous man. 01:14:05
OK, the first item is the. 01:14:09
Discussion and tasking of city manager for development implementation of social media policy so. 01:14:12
I'm going to use this opportunity just to speak very quickly to. 01:14:18
The ferry situation. 01:14:21
To clarify what happened at our former meeting. 01:14:23
We did not vote to spend $10,000. 01:14:27
We did not vote to start a ferry. 01:14:30
There is not a ferry operator in Fernandina. That's not in Florida, in Georgia. 01:14:32
We don't know where that ferry operator will be, what we voted on at that meeting. 01:14:38
Was simply to get more information and to start a request for proposal process. 01:14:43
Because several of us. 01:14:48
Spoke out and said that we want to see a business plan. 01:14:52
That we think is viable and will work. 01:14:56
And so no money was voted to be spent, No. 01:15:00
There is no vendor who's necessarily going to pay taxes. 01:15:04
Or permits or fees in Florida? 01:15:08
None of that has happened yet. Uh. 01:15:10
And so, umm. 01:15:12
You know. 01:15:15
What I want, you know, what I realized, you know, I say, you know. 01:15:18
There was something that was posted on on the cities Facebook page that wasn't. 01:15:22
Completely accurate as to exactly what. 01:15:26
Transpired at that meeting. 01:15:28
And. 01:15:30
Um, you know, when I was looking into it, I realized that we don't have. 01:15:32
Policy that governs. 01:15:37
The social media usage by the city city. 01:15:39
And to, you know, expound on that necessarily even web or whatever specifically that I'm aware of. 01:15:42
So quite simply, you know I've. 01:15:49
Our Robbie and I as assistant Miss Brown has been pulling some information. 01:15:53
Gotten some policies from the state economic development. 01:15:58
Who's recently? 01:16:02
Looked at their policy and so. 01:16:04
At this point in time I would just like to ask. 01:16:06
Mr. Horton and his office to to. 01:16:09
Prepares a policy for review. 01:16:13
So that. 01:16:15
I think we should have a policy and some of the things I've been reading are a little scary. 01:16:17
From a personal standpoint, if you're up, if you have your own personal Facebook page and you turn it into a public forum. 01:16:21
And you decide I don't like comment this person made about me on my page. Whatever, I want to delete it off my page. 01:16:29
You can actually get in a lot of legal trouble for that because you turned it into a public forum and so I think. 01:16:36
Council needs to be aware of some of these entities intricacies that should be in the policy as well. 01:16:42
As so they maintain, you know, social media. 01:16:48
Their social media presidents, presidents as well as the cities. 01:16:51
Uh, you know, in in the correct manner, so. 01:16:55
With that, I would just like to ask you that I don't know if anybody else wants to add to that, but. 01:16:58
When do you? 01:17:03
Want this to be. 01:17:05
Ready, I would say. 01:17:06
That you know, we probably. 01:17:09
Let's let's say this to Mark, because we got, we got budget things and some other things that we're working on. 01:17:12
But you know, I think we do need to. 01:17:18
You know, moving on and and get something for us to review so. 01:17:21
All right, 32 weeks. 01:17:25
So the next item was the. So do we. 01:17:29
Yes, Sir. 01:17:34
I've been told if you don't follow the news, you're uninformed. 01:17:39
If you follow the news, a lot of times you're missing. 01:17:44
Mission Form. 01:17:48
Now. 01:17:50
An article came out in the paper. 01:17:53
With all of the good things at the fair would do and. 01:17:55
The people looked at it and. 01:17:59
They saw that everyone voted. 01:18:01
For it except me. 01:18:03
And some of my constituents. 01:18:07
A lot of them are here today. 01:18:09
Wanted to know. 01:18:12
How come you voted against it? 01:18:13
And I said. 01:18:16
I didn't vote against the ferry. 01:18:18
I think that the ferry would be a great thing. As a matter of fact, I'd be one of the first people to pay money to use the ferry. 01:18:26
What I voted against was. 01:18:33
Taxpayers money being used. 01:18:36
And I know you said you haven't put any taxpayers money in it, but. 01:18:39
Ever since I've been on the board. 01:18:44
They've been putting in the budget. 01:18:48
Money for the ferry? 01:18:52
If you're not putting any money in the budget. 01:18:55
Or if you put money in the budget. 01:19:00
That means that you. 01:19:02
Is you're going to use taxpayers money if you can find something that'll work. 01:19:05
Now this theory. 01:19:09
Came about and it. 01:19:11
It failed once. 01:19:14
He got some kind of a grant. 01:19:17
And when the grant ran out, he. 01:19:20
He said he was going to shut it down. 01:19:23
My thing is. 01:19:28
Why I throw good money after bad money? I talked with. 01:19:31
Umm, 2 individuals years ago. 01:19:35
About a ferry, I say. 01:19:39
You you've been in the fairy business for a long time. Can it work? 01:19:42
He said hell no, Mr. Jones. 01:19:48
There is no way it can work. 01:19:51
And I said, well. 01:19:53
Would you bid on it? He said no. 01:19:55
And I'm not saying that. 01:20:00
This guy might not. 01:20:03
Miraculously. 01:20:06
Come up with some kind of formula. 01:20:08
Where he might make some money, but. 01:20:11
The people that's in the fairy business. 01:20:13
They said it won't work. 01:20:16
My thing is that. 01:20:26
We are looking at. 01:20:30
Hard times and times going to get harder. 01:20:32
You know, I don't even want to discuss. 01:20:36
Looking at a business or an entity where we're going to have to put taxpayer dollars in it and we're not going to be able to get. 01:20:41
Any anything out of it? 01:20:50
You know during that time that he failed, a lot of businesses failed. If I'm going to put money into a failed business, it's going 01:20:55
to be one of the restaurants or somebody in Saint Mary's. 01:21:00
That's that that need help. 01:21:06
We have talked about. 01:21:11
The trip from Fernandina. 01:21:13
To Saint Mary's back in the 60s. As a matter of fact, the house that I live on, on Hall St. 01:21:16
It had markers. 01:21:22
Where the governor back during that time? 01:21:23
With they were thinking about doing a joint venture to build a bridge. 01:21:27
And they said it just wasn't feasible. 01:21:33
I am not. 01:21:38
Trying to vote. 01:21:40
Against the ferry. What I'm trying to say is that. 01:21:43
The people were misinformed. 01:21:46
They thought that I was against a fairy and I wanted to correct that. 01:21:49
So I wrote an article and I put it in the paper and I did put it on social media. 01:21:55
Because a lot of things that's happening. 01:22:02
In the. 01:22:05
Especially things and and, and that's one of the ways I wanted to clear myself because. 01:22:09
It's in the, it's in the record that I voted against it, but. 01:22:16
It's also in the record that. 01:22:19
I voted against it because. 01:22:22
I didn't want to put taxpayers dollars into this theory. 01:22:25
Now. 01:22:30
We as account, we as a council. 01:22:33
We control. 01:22:37
What can and what cannot go? 01:22:39
In the media. 01:22:42
Robbie can make recommendations, but Robbie worked for us. 01:22:44
So what I would suggest is that if we're going to, if we're going to get some rules and regulations that. 01:22:48
You may be. 01:22:54
Have a couple of council people. 01:22:56
And Robbie or some staff members? 01:22:59
To get together. 01:23:02
And decide what we can and cannot do. 01:23:03
And the media. 01:23:07
I mean, it's, it's a slap in my face to tell me you know it. 01:23:09
I can express myself on our web page. 01:23:13
And there there were no lies I did not put. 01:23:18
Anything in that is not true. 01:23:20
And if you can find it, let me know. 01:23:25
And I'll apologize, but I was elected by the taxpayers. 01:23:28
I am indebted to the taxpayers. 01:23:35
And I'm going to make sure that I represent them. 01:23:37
Because. 01:23:42
This is my job. 01:23:44
I'm not going to be. 01:23:48
A lackey or somebody that's just. 01:23:50
March to everybody else's music. 01:23:53
OK, Miss Jones, we're a little. 01:23:56
Off topic necessarily a little bit and I don't. 01:23:58
I I I like that. I don't want to argue about it. 01:24:06
And I'm certainly not. 01:24:09
Colin, you a liar. 01:24:11
But I felt like that there based on what exactly transpired in the meeting and yes, the media. 01:24:14
The newspaper ran an article. 01:24:20
It was on the Jacksonville newspaper that we were already approved this ferry and it got construed out of. 01:24:21
Out of what actually? 01:24:27
Happened, you know. 01:24:29
For whatever various reasons and you know. 01:24:31
And what was on the city's Facebook page? 01:24:35
Did not set that record straight it. 01:24:40
It led to that same story. 01:24:45
That it was approved and the money had been spent. 01:24:47
And that there was a vendor. 01:24:51
That was not going to be paying taxes or fees in Saint Mary's, and we don't know that at this point. That did not happen. 01:24:52
And so it's just the fact that it wasn't clear. 01:24:59
That the cities. 01:25:03
Citizens should be able to go to the city resources, the city website and city Facebook page. 01:25:05
And. 01:25:10
The 100% truth Accurate. 01:25:13
Of what transpired. 01:25:15
And. 01:25:16
You know, we can go back and I went back and I watched the entire section of the meeting to see exactly what was said. 01:25:18
And how it's done and I'm not arguing with you that it's in the budget, was in the budget that you passed last year. 01:25:24
And others that were up here on the council passed. 01:25:31
Uh, but. 01:25:34
You know, we did not vote to actually spend that money yet, and we may not. 01:25:37
Depending on whether or not we see. 01:25:42
A business plan that we like and. 01:25:45
Others may now feel differently about supporting the business so. 01:25:47
Don't really want to get into that anymore at this point in time. 01:25:52
You know this subject will come up again potentially if we get request. 01:25:55
If we get proposals or whatever. 01:26:00
And you know, we'll, we'll talk about it at that point in time and and we will vote again. 01:26:02
Whether or not to actually spend the money. 01:26:07
At that time. 01:26:10
But I just want to be sure that we protect. 01:26:13
The information that the city is putting out there. 01:26:16
That the citizens can get. 01:26:19
The accurate information about what transpires. 01:26:21
Or what our policies or what's happening in the city when you go there as you get the unmitigated truth. 01:26:25
Because it was not. 01:26:30
Necessarily reported that way I didn't feel in the media well, I you know. 01:26:32
I was defending myself. 01:26:36
Because it it didn't. It didn't. 01:26:39
It didn't portray. 01:26:43
My feelings. He didn't say in the paper that. 01:26:44
I voted. 01:26:47
Against spending taxpayers dollars, it said. I voted against the ferries. 01:26:49
So, you know, I defended myself, you know, in the media and on. 01:26:54
Social media. 01:26:59
Now, uh. 01:27:01
It's up to. 01:27:03
The city to defend their position is not spending money. 01:27:06
You know, I didn't put, I didn't say that the city was spending money. 01:27:10
The media said that. 01:27:14
I don't have the excerpts here in front of me. 01:27:16
Exactly how it was worded, but. 01:27:21
That's really not, you know, just moving forward, I want to make sure that we have a policy that that kind of covers the city and 01:27:23
that we get. 01:27:27
You know accurate information and we utilize the resource. 01:27:31
In a way that we're all that we all vote to agree to do moving forward. You know that. 01:27:35
I'm totally with you that we get the council. 01:27:41
Members to help you know. 01:27:45
Mr. Horton, come up with that policy and then, you know, we'll come up with policy that we all agree on. 01:27:47
And that we vote on. That's all I'm asking for. 01:27:52
In this section. 01:27:54
I mean, but you know, the way it looks on the agenda is if you're trying to. 01:27:56
Say we're going to make some rules and regulations to stop him from doing certain things because it didn't fit your fancy. 01:28:00
You know, I've been in politics. 01:28:08
Well, I mean, that's exactly it. Our city's Facebook page should not be a political venue. We have personal Facebook pages. 01:28:10
For those kinds of things, it is a political venture. No Sir, it is not. It should not be individual politics and but. 01:28:18
I don't believe it should be. It'll come to a vote later and we'll decide. 01:28:25
What's in that policy? 01:28:29
You know. 01:28:31
I'm not trying to make an enemy out of you, Mr. Jones. Really not I. 01:28:33
Hey, you know what happens up here, you know? 01:28:38
Stays here, you know when I leave. 01:28:42
My heart is and yes Sir. 01:28:44
I say I. 01:28:48
OK, OK, let's let's can we move on? 01:28:49
So yes. 01:28:52
We have a motion. 01:28:54
There's no. It's this discussion just. 01:28:55
This is discussion and Robbie fantastic. I don't know that we need a, we don't need a vote to test, right. He's got 2 two weeks to 01:28:58
get it done. 01:29:02
Yeah, 2 two weeks. 01:29:07
What are we here? Not just to shoot? 01:29:09
OK, Item B. 01:29:12
The ordinance, amendment, agenda, order of business, Section 2-40. 01:29:14
So I know that. 01:29:21
Some of you wanted to discuss this. 01:29:22
I did not so. 01:29:24
As a. 01:29:30
As I kind of said, you know what we're trying to do what I was trying to do. 01:29:31
One of the things that. 01:29:37
Before I was in office that I didn't like is that. 01:29:41
Consent agenda was set and approved and voted on. 01:29:45
Before citizens ever got an opportunity to say anything. 01:29:48
And. 01:29:52
I felt like. 01:29:53
That was wrong. I felt like citizens ought to have a chance to. 01:29:54
Address things that are on the agenda before they get voted to the affirmative. 01:29:58
And so I wanted to. 01:30:02
Have the public have a chance to speak before we actually adopted? 01:30:04
And approved the consent items. 01:30:09
But I was hoping to save a little time. 01:30:12
You know and. 01:30:15
If there's someone within the audience that wanted to speak in the affirmative of an item. 01:30:16
And then they hear that the Council is is consenting to that item already. 01:30:23
Then maybe they don't feel like they need to get up and speak to the positive because we've already agreed that we're going to 01:30:28
pass it. 01:30:31
Just trying to save that little bit of time possibly. 01:30:35
But. 01:30:38
You know so and then we heard that. 01:30:40
We want we want to be able to comment on the city managers comments and he was given that at the end of the meeting. 01:30:43
So we move that up. 01:30:49
Prior to the public's comments as well to give you opportunity. 01:30:51
To comment on the city, the city manager's comments. 01:30:55
You know. 01:31:00
I feel strongly that, you know, based on what I just said, I feel strongly that the public ought to have an opportunity. 01:31:04
To address things that are coming before Council and we should hear. 01:31:10
Your opinions and we should know what they are. 01:31:13
And. 01:31:16
You know, we should have an opportunity to react to that. We have the opportunity to put something back on the. 01:31:17
Agenda for discussion and take it off the consent agenda because we have not voted to. 01:31:23
You know, approve that consent agenda until after you speak. 01:31:30
And that's the way it currently is written and to happen. 01:31:33
And it got construed a little bit. I'll tell you in Facebook where you know I was. 01:31:38
Gaslighted and flames that I was taking away people's opportunity to. 01:31:44
To speak on things. And it was the exact opposite of what I was actually. 01:31:49
You know, trying to do, you know, with it, with this revision. So point of order. Yes, Sir. 01:31:53
I think we probably need to make a motion in the second and then during discussion. 01:32:01
You can. You're absolutely correct. I forgot to do that. 01:32:07
Is there a motion to make a motion to? 01:32:12
And then the. 01:32:16
Or the agenda order. 01:32:19
Second, OK. 01:32:20
All right. I'm sorry. Thank you. Thank you, Mr. Jones. 01:32:24
So anyway. 01:32:27
That's kind of what I'd say, and you already kind of suggested some good point. 01:32:29
Is there is there any additional public comment as to why there should be a second granting of audience to the public? 01:32:33
In view of what? 01:32:42
Mayor Lockhart has. 01:32:44
Explained. 01:32:47
Here. 01:32:52
Basically. 01:32:59
Exactly what's going on here right now? See. 01:33:01
That's why we had a second. 01:33:04
For the. You know, those folks who. 01:33:07
They got what they got and they want to go, they believe. 01:33:09
You know what I mean? However, there's a lot of things like. 01:33:13
You know you caught me at 5 minutes and then bring up. 01:33:16
And then bring my time up because I'm doing all kind of other stuff like. 01:33:19
Some of the cutting the Bush bikes the city's may drive and this and that. 01:33:22
I normally come that out at the end. 01:33:27
I'd bring that up. 01:33:30
But it's the only other discussion here. 01:33:32
It would have been. 01:33:35
So I know what you're trying to do. 01:33:39
I think it's a good move, but it don't work. It's not gonna work right now. 01:33:42
Well, I mean your only I mean. 01:33:46
If we put granting public. 01:33:50
A second one back in there. 01:33:52
You only commented on things that have already transpired and happened that are done. They're done at that point and. 01:33:56
If you don't like something that happened, you know. 01:34:02
We have e-mail and phone and you can come to the office and see somebody. 01:34:05
You know, I just don't think that. 01:34:09
It was my feeling that. 01:34:12
Since we're not legally required to have any. 01:34:14
Public comment. 01:34:17
That happened too. Was just. 01:34:19
You know, making people sit to the end. 01:34:21
That want to talk about something that's not on the agenda. 01:34:24
You know, giving them the opportunity to get out of here a little earlier, You know, that was another part of it as well. 01:34:28
And you know so. 01:34:35
Anyway, that's just the way I feel, Burton. 01:34:37
Actually asked the question and I guess you're right. 01:34:41
Is not. 01:34:45
Anything written? 01:34:46
But it's they have the letter. 01:34:48
And a spirit of law. 01:34:51
At some point, they're going to. It's going to be written that you have. 01:34:52
The grant ordinance to the public is the figure licked. 01:34:56
The electorate do it, you know what I mean. We do. 01:35:00
You also have. 01:35:04
A very important venue for UMM. 01:35:06
Getting a message to all the council members and management. 01:35:10
And that is on the city website. It's a citizen input portal. 01:35:14
And it's a very effective way to express any concern that you have at any time. 01:35:20
Even. 01:35:26
After a meeting or before 1. 01:35:27
So there are many opportunities to communicate with us. 01:35:30
I've done that before. 01:35:36
You know, this is not the first time we're doing this year, but I knew. 01:35:37
In the biggest cities, that's we got hit with that. 01:35:40
And sometimes you write so we never hear about it. 01:35:43
So your best place is coming here so the public could hear it. 01:35:46
And you do a 5 minute deal. 01:35:50
And with that, but we do the. 01:35:52
Again, you know, I like it the way it was before. That's all I'm saying. Thank you. Thank you. You know, I said they. 01:35:54
Think you only allowed three minutes total over at Kings? One second. 01:36:01
I feel like we're trying to, we're trying to, you know? 01:36:05
Trying to give everybody the opportunity to talk and. 01:36:09
Without us keeping here all night long, but yes ma'am. 01:36:12
So I just wanted to add you apologize. I had Councilman Ingram made the motion for approval in Councilman Jones seconded. 01:36:16
Yeah. 01:36:25
OK. 01:36:26
All right. Is there any other discussion? 01:36:26
OK. 01:36:30
So we have a motion and 2nd to all those in favor of adopting the ordinance as. 01:36:32
Written aye aye. 01:36:37
Any opposed? 01:36:41
Right. So that's Miss Connors, you were affirmative. Yes, that's. 01:36:43
So we have 5 to 1 Madam. 01:36:47
Mr. Jones descended. 01:36:50
All right. Thank you. 01:36:52
OK, we have the item C Intergovernmental agreement for parks recreation. 01:36:54
Operation programming with Camden County Cities Kings and Woodbine St. Mary's Camden County Public service Target. 01:37:00
Do you want to speak on that, Mister? 01:37:06
Ortner. 01:37:07
Mr. Mayor, if I may do. 01:37:21
Back up a little bit on on something I left something out on on the managers. What my I'm very sorry for that. 01:37:23
And. 01:37:30
I was being burdened. 01:37:32
Dragging a little bit this afternoon. 01:37:33
I do want to recognize Main St. 01:37:36
Most of you have been a part of the process that we've been going through with Carl Vinson. 01:37:39
And our RSVP for midtown. 01:37:45
Over 100 people. 01:37:48
Have gone through the interview process and sat through and. 01:37:50
Provided input, that development has been a fantastic event and they're moving on and. 01:37:53
They'll be coming back and we're going through some more of it and getting down to the fine things. The other thing I wanted to 01:37:58
mention while I had the opportunity. 01:38:02
Was mentioned Taste of Camden while they're here. 01:38:05
Because I'll know soon as their topics done. They're no balance, but I want to recognize. 01:38:08
Kansas and Kate. 01:38:13
Our master's office. 01:38:15
Allison. 01:38:17
I also in the Chamber. 01:38:19
And tourism and everybody that was involved in the Taste of Camden that was held yesterday was a fantastic event. 01:38:21
Beautiful day for it. So I didn't want to leave that part out and I apologize. 01:38:28
Very sorry. 01:38:33
That ones only. 01:38:35
The question is the intergovernment agreement between. 01:38:38
City of Saint Mary's and PSA. 01:38:41
This is simply an extension for six months while we hash out. 01:38:44
The new agreement and get things. 01:38:48
Worded and settled. 01:38:51
I believe that all the municipalities and Cameron County as a whole have got their own input that they want to provide. You know, 01:38:53
the city of Saint Mary's does, and that's all we're doing is we're asking for time officially to be able. 01:38:58
To lock it down so it doesn't go on forever and we've got a time frame. 01:39:04
To get this accomplished. 01:39:09
So that's that's what they're asking for. What you've seen before is what's been approved by the city of Kingsland and by Camden 01:39:11
County. 01:39:14
How I didn't say it right. 01:39:18
But was not approved by Woodbine. Is that correct? 01:39:22
And that's my understanding we're talking to. 01:39:26
There was some wording on that. 01:39:31
So. 01:39:32
Would you like to provide some insight my understanding from? 01:39:34
The Woodbine City attorney is that he had. 01:39:37
Requested that. 01:39:40
Language be added to clarify that. 01:39:42
The cities and counties, essentially. 01:39:46
Don't object to and ratify anything that the PSA has been doing during this interim. Where? 01:39:49
We're not operating under an agreement currently that they're expired. You want to add language that basically says that what PSA 01:39:56
has done during that gap? 01:40:00
Is more or less like I said, ratified by the by the cities in the county. 01:40:04
That language did not get added into the agreement, I guess before the Woodbine. 01:40:10
City Council meeting and so. 01:40:15
When they took it up, they decided not to approve it and wanted to go. 01:40:17
Back get that language added to it. 01:40:20
Pardon me, I couldn't. 01:40:24
Here clearly did you say? 01:40:26
Thou did not ratify. 01:40:30
They weren't wood buying wants to add language stating that the actions of the PSA during this gap. 01:40:33
Where there's been no operable agreement that. 01:40:40
Whatever the PSA has been doing, they've essentially been doing it. 01:40:43
With I guess sort of an implied permission to continue operating. 01:40:46
And that that language just didn't get added prior to the Woodbine City Council meeting, which I think was last Monday or Tuesday. 01:40:50
And so they voted to. 01:40:57
They voted. 01:41:00
Well, they didn't vote to approve it and I think my understanding is they were going to go back to the county to try to amend the. 01:41:01
To make that revision and add that language in. 01:41:06
But I don't know the status of that. Have have the other municipalities in the county extended this for six months? Is there any 01:41:11
chance of shortening that? 01:41:15
I think they did. 01:41:24
It seems like a long time. 01:41:27
To take to. 01:41:32
Get it amended. 01:41:35
Let's get rid of this. 01:41:37
The softball, baseball season, let's get through that person and looking like that, I'm thinking. 01:41:39
But right now they've got the personnel in place. 01:41:45
Hurricane, I'm sorry, I didn't mean to turn out, but. 01:41:49
I just get through these rough seasons just until fall. 01:41:53
Evaluate it. 01:41:59
Just keep things sharp and going in the right direction. 01:42:01
That we need to change course. That's changed course. 01:42:04
But. 01:42:08
I agree. 01:42:09
I guess, yeah, my my initial concern was that it was it was a long period of time as well. I know that there are some things that. 01:42:16
We have been discussing amongst ourselves based on some of the comments that we had, you know, during. 01:42:23
The public comment there. 01:42:29
Comments we've heard before that you know we. 01:42:31
Want to make sure some actions get taken and. 01:42:33
And and so like I said, I, you know, I hate to push that out six months. 01:42:38
You know, but I do believe the agreement as it's written still gives. 01:42:44
US capability of. 01:42:49
The original. 01:42:52
I'm not mistaken. 01:42:53
Ability to. 01:42:55
Basically dissolve our. 01:42:57
Our spot in the agreement? 01:42:59
At any given time is that. 01:43:01
My recollection is that it gives us the ability, I think essentially cut back on the funding border with old funding. 01:43:04
For six months. 01:43:12
So I don't know if we. 01:43:18
Is it your understanding Woodbine is gonna? 01:43:21
Vote, vote and approval of once that language has been added to them. 01:43:23
That was the impression I got from the city attorney, is that if that language got added? 01:43:28
Probably would approve it, but I. 01:43:33
I can't say that with absolute certainty. 01:43:35
I don't know where that leaves, but they're not a signatory to this. 01:43:39
Yeah. 01:43:45
So do we have any kind of motion on this item? 01:43:49
2nd. 01:43:56
And so motion to approve. 01:43:57
The amendment as presented. 01:44:00
By Mr. Rassi and seconding. 01:44:02
By Mr. English, is there any other discussion? 01:44:05
All those in favor, we're talking about a six month extension. 01:44:09
Of operating, yeah. 01:44:13
Of the existing six year agreement so. 01:44:15
The previous six year group. 01:44:18
Thank you very much. 01:44:20
All those in favor. 01:44:21
Bye bye. 01:44:22
The others post. 01:44:25
So we have 5:00 to 1:00, this king being the dissenting book. 01:44:26
Yes, Sir. 01:44:30
Thank you, Jordan. 01:44:34
The next item we have is the ordinance. 01:44:36
Amendment for Alcohol, chapter 10. 01:44:41
Section 10, Dash 124 established regulations for alcohol. 01:44:44
Catering license. 01:44:49
So to get back to. 01:44:51
What? Mr. Jones reminded me. We're supposed to be doing so. 01:44:53
And I have a motion. 01:44:57
For this item. 01:45:00
I'd like to make a motion to approve the. 01:45:01
Ordinance. 01:45:05
OK, Mr. Ingram, Mr. Congress, OK, discussion, please. 01:45:07
My part of the discussion and I know we've had two local businesses owners speak. 01:45:14
You know on how this would benefit their business and it does seem like something has come up with a state that needs to be 01:45:20
attended to, which is why it's on here. 01:45:24
Uh, both of you have. 01:45:28
Read this and this is your world. This is your day-to-day. 01:45:31
I'm going to ask you on your opinion, does this accomplish? 01:45:37
What we needed to accomplish. 01:45:40
Thank you. 01:45:43
You got the microphone please. Sorry. 01:45:46
I think it's a step in the right direction for sure. I think, I think the student. 01:45:50
Cover all bases and protect all parties included. And I think, uh. 01:45:55
The parameters in which we have to follow make sense because that covers you with the insurance, covers you with the food. 01:46:01
We're not trying to have. 01:46:09
You know, we're, we're trying to maybe have someones wedding possibly or possibly host more festivals that include alcohol. 01:46:12
Uh, and it's, uh, I think if it's controlled and protected, it's a good thing. 01:46:20
You know, I think all the same laws still apply in the state, honestly. Also has a lot of protection and an umbrella that doesn't 01:46:26
allow you to get too loose with this kind of thing anyway, so. 01:46:31
I think Saint Mary's has a lot to offer and I think we're taking small steps under our own. 01:46:38
Kind of. 01:46:44
Terms to get to where, you know, slowly, but I think we're we're getting to, you know. 01:46:46
A place that Saint Mary's is a place that people want to go to and it's supporting all of us in the hospitality world. And again, 01:46:51
I think it's a great. 01:46:55
Space for. 01:46:59
Glue in the walkability and, and and all those things as well as we try to just move forward with this. So I think it's a great 01:47:01
thing and I love what you guys have taken the time to do. So I appreciate that. 01:47:06
And like the verbiage, everything seemed fair. Fee seemed reasonable. I do think so. Perfect. 01:47:12
Anything that was read that hey, that might need to change in a year or two or does it seem like it's kind of absolute for? 01:47:19
Here course the old future. 01:47:24
No, I think. 01:47:26
The time frame. 01:47:28
Was maybe the only space where I felt like it was. 01:47:29
It was reasonable what you guys were asking and you know, I, I think most, most events are going to have. 01:47:34
Some kind of planning behind it. So it's not like we're going to decide to have an event tomorrow night out of nowhere. So again, 01:47:41
I think this is great for all of us. 01:47:45
In a hostility world, thank you. 01:47:50
I wanted to thank Dan and Stephanie. I think they did a good job speaking and everything but. 01:47:53
Today we have an yet another chance for Saint Mary's to vote. Are they making things easier? 01:47:58
On small business or are they making things harder? 01:48:05
And you never get a vote out of me. And it's going to make, I mean, what Stephanie said, that's just utter nonsense. And like, 01:48:08
let's not be known as that city. 01:48:11
Who makes it so hard on a business to try to earn money? It's hard enough. Take it from us. Take it from me, take it from Dan. 01:48:15
Uh, taken from Stephanie. It's hard to do business anywhere, much less let's turn the tide and let's, let's vote on something like 01:48:24
this that would make it just easier for small business. 01:48:28
OK, so. 01:48:36
Here we go, right vote. We have a motion second. So all those in favor. 01:48:39
Aye, any opposed? 01:48:44
That's unanimous, Madam Clerk. 01:48:48
OK for item. 01:48:50
E Ordinance amendment Alcohol, Chapter 10, Section 10110 Restrictions on holding. 01:48:52
Multiple alcohol licenses. I will point out to the public if you've seen the. 01:48:59
The packet in advance there was a. 01:49:03
A change that I had discussed with Mr. Blackaby that I did not get to the clerk and it was an addition of. 01:49:06
One line basically in section E. 01:49:12
That basically says additionally A licensee may hold a license under section 10. 01:49:16
1/22. 01:49:22
For the provision of in room alcohol service to hotel patrons in conjunction with another license type. 01:49:24
Provided both licenses. 01:49:31
Pertain to the lawful activity conducted on the same hotel premises. 01:49:33
So this was basically to pro. 01:49:37
To clarify and to protect a hotel's. 01:49:39
Ability not only to have. 01:49:43
In room sales, in a mini bar or whatever, but also to operate a hotel. 01:49:46
Bar and Oregon have events in a conference space, those kinds of things that. 01:49:51
The potential gateway property hotel would be would be doing so we just wanted to clarify that language that. 01:49:57
A hotel would be able to. 01:50:03
To have those types of. 01:50:06
Duality, license or whatever something. 01:50:09
So with that, that is the. 01:50:12
Yeah. Do we have a motion to motion to approve second? 01:50:15
OK. So Mr. Ingram and Mr. Nassimento. 01:50:19
Any other discussion about this? 01:50:23
Just to be, just to be clear, is that a motion to? 01:50:26
Approve it with the revision that the mayor read to approve with the revision, Yes. 01:50:29
And your second as well second, OK. 01:50:37
OK, there's no other discussion, all those in favor. 01:50:40
Aye aye. Any opposed? 01:50:45
Any abstentions? 01:50:49
Unanimous, ma'am. Yes, Sir. 01:50:51
OK, that brings us. 01:51:00
So we had the. 01:51:05
Resolution for the moratorium. We have moved that to the next meeting now. 01:51:07
And no, that's not this. 01:51:11
Oh, I'm sorry, you're right, right? 01:51:15
OK. 01:51:17
Resolution terminating the temporary moratorium on new alcohol license applications. Motion to terminate the temporary moratorium. 01:51:18
Of the new alcohol license applications. 01:51:26
Is there a second, second, second by Mr. Mento? Any? 01:51:29
Discussion. 01:51:34
All those in favor. 01:51:35
Any opposed? 01:51:38
OK, so unanimous, Madam Clerk. 01:51:39
OK, that now takes a step item. 01:51:46
IE ordinance, amendment, zoning, plan development. 01:51:50
District Chapter 10. 01:51:54
110, Section 110, Dash. 01:51:56
We've already moved those, right? I'm sorry. 01:51:59
So we decided to move those two, I and J. 01:52:03
To next next week's meeting. 01:52:06
So that just leaves us. 01:52:11
K. 01:52:13
Which is a. 01:52:16
One of the things we discussed today. 01:52:18
During our budget meeting process about. 01:52:20
The creation of a capital improvement. 01:52:24
Plan. 01:52:26
And. 01:52:28
That when you said. 01:52:30
By November, Yeah, by. 01:52:31
And by mid November so. 01:52:33
Develop a 10 year capital improvement plan. And so we like to just ask the city manager. 01:52:38
With. 01:52:45
With putting that together for us. 01:52:46
OK, so that week do we do item H? 01:52:49
Do we want to say about November 17th? That would be the day of the second meeting in HG and H for consent items. 01:52:54
Yeah. 01:53:00
November 17th is our second council meeting, so we need to make a motion for that or no? 01:53:05
OK, Madam Clerk, I think we're ready for our counter. 01:53:19
Yes, Sir. 01:53:22
And I printed out a new one. I give it to you all after the meeting and you all added in a budget work session. 01:53:26
And I think I gave you the. 01:53:33
So just wanted to make note of that I do have that for you. 01:53:37
2nd. 01:53:41
On Thursday. 01:53:44
May 1st at 2:00 PM we have to reschedule tree board meeting. 01:53:46
It's going to be in the planning and building conference room. 01:53:52
They have moved it from the May 15th to May 1st. 01:53:55
And on Monday, May 5th at 6:00 PM, we have the City Council meeting here in Council chambers. 01:53:59
On Wednesday, May 7th, we have the development authority of Saint Mary's. 01:54:05
Meeting at 5:00 in the Main Street office. 01:54:09
And oh, that's it, Sir. I'm sorry. 01:54:11
Just that we have a meeting next week. I just read to them, that's it. 01:54:16
OK, alright. 01:54:19
Council comments. 01:54:24
Or just read them just random if you want to. 01:54:29
Comments. We're not going down the line. 01:54:31
I will share some good news coming up. 01:54:33
The 4th of July festival. The planning and strategizing with fireworks. 01:54:37
It's coming. We have the bars company that's going to help us. 01:54:42
Work the tubes and I know Bobby Moore, Chief Galloway and Todd ******. 01:54:48
Are going to provide help this year, right? 01:54:54
Okay. 01:55:00
And so and because they're because they're young. 01:55:01
And no, but it's really appreciative. Last year's efforts for the 4th of July was outstanding and. 01:55:06
The city staff was just phenomenal. 01:55:14
As well as a personnel, volunteer personnel, it helped out. 01:55:17
So we're excited about what we're going to be doing for this 4th of July, so. 01:55:21
As all of all the vendors and all the activities in Saint Mary's. 01:55:26
I'm done. 01:55:31
Now you want me to talk more? 01:55:34
No, you're good. 01:55:36
I think Mr. White's gone, but Larry White did ask us. Larry White is here. You're here. 01:55:40
You don't leave early. 01:55:46
The layer white is here and he did ask us about the. 01:55:49
Uh, item 8 that we did not put back on the discussion agenda. We left it as consent, but it was discussed. Did you hear that when 01:55:52
the gentleman stood up? Yeah, he's the developer. 01:55:57
So it would go to a traffic study. Just want to make sure that you know it's addressed. 01:56:01
And that's yeah, umm. 01:56:11
First of all, I want to. 01:56:14
Think they're already gone? 01:56:17
But a taste of Canyon was great. 01:56:20
I just wish I could have had a doggy bag to carry some home. 01:56:24
Couldn't eat it the way I wanted to and licking my fingers and thing. 01:56:28
And Chief? 01:56:31
I want to commend you for. 01:56:34
Giving some tickets for litter. 01:56:36
And justice, keep up the good work. 01:56:39
And I also want to say that. 01:56:42
Back on memorial project. 01:56:45
The film that came out is up for three. 01:56:48
Image. 01:56:53
We may be a part of history. 01:56:58
All right, Sir. 01:57:05
Anything else? 01:57:07
That leads to me and I do have a couple of things that I wanted to address, comments that were. 01:57:08
Made by some some of the folks. 01:57:15
First of all, we've had a discussion about the culverts and ditches and just to let you know that. 01:57:19
We will be setting a work. 01:57:26
Study. 01:57:29
Work session. 01:57:31
To look at best. 01:57:33
Methodologies and ordinances and. 01:57:35
Legality of going on people's private property and potentially damaging their driveways. 01:57:40
If we go in and clean out the culvert underneath there. 01:57:46
You know, underneath their driveway and their driveway ends up collapsing after a big rain because it gets washed out because it 01:57:51
was a rusty. 01:57:55
Metal culvert and when we tried to clean it out, we poked a hole in it, you know? 01:57:59
Different things that are concerned when you're, you know, those are technically people's private property underneath that 01:58:04
driveway where that culvert is, but we understand. 01:58:08
As a neighborhood and as a community, we have a. 01:58:14
We have a right to try to figure out a solution here and so we're going to have a work session and we're going to talk about. 01:58:17
Water jetting and augers and different things that. 01:58:23
And try to figure out what's the best way to move forward. We talked about, you know, monies in the budget to. 01:58:27
Procure the equipment necessary. 01:58:32
And trying to put in a plan in place so we can. 01:58:35
Find a way to address this problem and fix this ongoing issue and so. 01:58:40
Uh, Madam Clerk, will, you know, certainly put that information out there when we're going to have that work session and. 01:58:46
You know, we'd love to have you come and and. 01:58:52
And be a part of that solution. 01:58:54
Miss Shirley, I wanted to address the fountain area that you mentioned down there. Umm. 01:58:57
You know that fountain? 01:59:02
Is on private property. 01:59:03
And it is currently. 01:59:06
Being advertised for foreclosure and will be sold on the 1st on the courthouse steps on the 1st Tuesday in May. 01:59:08
So the previous cleanings that have been done were done by the landowner at the time. 01:59:15
And we really. 01:59:20
No way of going on that private property necessarily and. 01:59:22
And addressing some of the things like I'd love to see that fountain pumping again, so. 01:59:26
It's my intention that when we find out who the new owners. 01:59:31
Maybe or even discuss the possibility of a carve out of that property to. 01:59:35
To whether they would need that over to the city so that we would then have. 01:59:41
Control and access of that as a possible. 01:59:45
Ways that would. 01:59:47
Be something we could take care of moving forward so. 01:59:49
It's an eyesore. 01:59:51
And. 01:59:53
I can also promise you that my wife and I have on our. 01:59:55
Calendar to get down there and. 01:59:58
Clean that flower bed in front of the sign and try to put some better looking flowers in there so. 02:00:00
Is something we are aware of and we just need to get through this foreclosure so that we can address that. 02:00:06
And one of the last things I do want to. 02:00:14
Saying I'm gonna say it up here from the podium is that. 02:00:17
Mr. Gamble has left, but you know, Mr. Jones has previously mentioned to me I had not seen. 02:00:21
Necessarily opposed, I don't think but about. 02:00:27
The tree in the ditch situation and I hope it's something that we can. 02:00:30
Get rack divide. 02:00:35
We will get right as quickly as possible. 02:00:37
You know. 02:00:43
We don't want Miss Billy to die. 02:00:44
That tree there, if we can avoid that so. 02:00:46
With that, I appreciate everybody's input. I really do I'm. 02:00:51
Appreciate you here and we're glad to. 02:00:55
Here from yet. 02:00:57
I just want you to know that there are a lot of things sometimes that we're working on. 02:00:58
That because of the nature of the negotiations and those kinds of things that we can't necessarily tell you about. 02:01:04
But they are some of your concerns. 02:01:11
And. 02:01:14
It's not falling on deaf ears, you know, we're hearing them. 02:01:16
And we're trying to move them forward. 02:01:20
We can. 02:01:23
Walking chew gum at the same time so. 02:01:24
We can take on a couple of these things, but some of these things. 02:01:26
Yeah, when you're dealing with dot or government agencies or different real estate situations. 02:01:30
You know there are more complicated. 02:01:38
Than just going out and spending the money to fix it. 02:01:41
And you know, I am listening. I think all council is listening. 02:01:44
And we are diligently working on these things. And I know you've been hearing some of these things and. 02:01:49
I just promise you that I personally am listening and we're working on. 02:01:56
On addressing many of these things, I want to see you. 02:02:01
Appreciative of the tax dollars that you pay, that you see the results in the community. 02:02:06
I hope you noticed, you know, the streets are looking better, the curbs and the grass. You know, we're making some incremental 02:02:11
progress. 02:02:14
There's been some good work done down in the park with the fountain being sandblasted and repainted. The. 02:02:18
With the wood being replaced on the fishing pier. 02:02:23
Umm, you know it just it does take a little time sometimes to get to this. 02:02:26
Long list of things I now have on my notepad, so thank you. 02:02:31
How did I do my? 02:02:38
We do not have an executive session, do we? Or do we? 02:02:41
And we can have one real quick. I want to stick around that it's not even 8805 yet. 02:02:45
Motion to adjourn. 02:02:51
Motion. Let's go. 02:02:52
Second. Second by Mr. Nasim in all those in favor. 02:02:55
Any opposed? 02:02:59
It might. 02:03:00

It might. 02:03:00
