| All right, Good evening. Welcome to the 26th August 2025 Historic Preservation. | 00:00:23 | |
| We want to make sure our mics are all turned on. | 00:00:28 | |
| Thumbs up if you have it. | 00:00:31 | |
| To the left. | 00:00:34 | |
| To the right, all right. | 00:00:34 | |
| So we're going to do a roll call. We're going to start from our left and work our way to the right. | 00:00:37 | |
| Hi, good evening, everyone. It's Colleen Danos. | 00:00:41 | |
| Hey, what's up everybody? Melvin Taylor here. | 00:00:44 | |
| Choi Makala. | 00:00:46 | |
| Cynthia Calve. | 00:00:47 | |
| Selenda Perry. | 00:00:48 | |
| All right, looks like we have a quorum tonight. | 00:00:50 | |
| So we're going to start with the city. We're going to see if there's any initial. | 00:00:52 | |
| Comments from the city here. | 00:00:57 | |
| Not initially, but the historic Marcus discussion. Kelly has asked us to wait for her to return. She's. | 00:00:58 | |
| Away taking care of some family. | 00:01:04 | |
| Issue update is also has has told me she has a little bit more information on. | 00:01:06 | |
| Some other historical markers. | 00:01:11 | |
| So if we can maybe just push this to the next, sure. | 00:01:13 | |
| Discussion item next month. | 00:01:17 | |
| All right. Thank you, Taish. | 00:01:19 | |
| Be a change to the agenda. OK, Perfect. Anything else? | 00:01:20 | |
| Not until we. | 00:01:24 | |
| Not this moment. | 00:01:27 | |
| OK, cool, cool. And then so we need to approve the minutes from 24 June. | 00:01:28 | |
| 2025. | 00:01:32 | |
| I make a motion. We approve the minutes as submitted. | 00:01:33 | |
| Second, all in favor say aye. | 00:01:36 | |
| Aye, all right. | 00:01:38 | |
| Let's say we have approval for that. | 00:01:39 | |
| All right. So we have no old business. | 00:01:42 | |
| And we're going to move straight into the new business. So the first thing is. | 00:01:45 | |
| The request for removal of trees on the property of 126 Osborne. | 00:01:48 | |
| So the first thing is we'll hear from the city on that. | 00:01:53 | |
| Chad. | 00:01:57 | |
| Ingram, the applicant is not. | 00:01:58 | |
| Here, OK, I don't know if we can go out of order and start with. | 00:02:02 | |
| The second one and then. | 00:02:05 | |
| Hopefully he. | 00:02:08 | |
| Shows up OK. | 00:02:09 | |
| So we'll go ahead and move to be, we'll be. | 00:02:11 | |
| We'll think outside the box here. | 00:02:13 | |
| And then so we're going to talk about the request for a new roof. | 00:02:15 | |
| At the 200 Osborne. | 00:02:20 | |
| Street. | 00:02:21 | |
| And then we'll start with the city on there. Are there any comments from the city on there? | 00:02:22 | |
| No, it's just that we're kind of doing this in a retrograde way. | 00:02:27 | |
| It's already been done. | 00:02:31 | |
| We think it's great. It looks way better than the old brown shingle roof. | 00:02:33 | |
| So we're. | 00:02:38 | |
| We are in support of what has been done. | 00:02:39 | |
| Done. OK. | 00:02:41 | |
| Awesome. And do we have any representation for that? | 00:02:43 | |
| Come on up Sir, just state your name and your address. | 00:02:46 | |
| Oh, just for the thank you, Sir. No, no issues at all, Sir. The microphone. Yes, Sir. Brandon Bailey and 359 Knuckle Place, St. | 00:02:48 | |
| Mary's. | 00:02:53 | |
| Yeah, the reason we do the mic is we have about 25,000 people that chime in. | 00:02:57 | |
| From around the world. | 00:03:01 | |
| So we just want to make sure that everybody. | 00:03:03 | |
| Everybody hears you. | 00:03:05 | |
| Go ahead. So basically, uh. | 00:03:07 | |
| We were, I was. | 00:03:10 | |
| In purchasing that building. | 00:03:12 | |
| The Chris Awad was doing the remodeling inside. | 00:03:15 | |
| The roof needed to be replaced. It was leaking. | 00:03:19 | |
| So we replaced all the flat roof that was leaking and then there was a lot of issues with the shingle roof, so we went ahead and | 00:03:21 | |
| replaced it. | 00:03:25 | |
| Didn't actually know that we need to get approval on that. So we're here to retro. | 00:03:29 | |
| Approve it. | 00:03:33 | |
| Basically go. | 00:03:34 | |
| Yeah. Thank you for that. | 00:03:35 | |
| So we'll start, we'll go back. We'll go to the board here for now. But I just wanted to say I know that you all made me. | 00:03:37 | |
| Be making some future changes on there. | 00:03:42 | |
| But anything that happens, we just have to go through the board 1st just to make sure it's good. | 00:03:44 | |
| Yeah, for future reference, you said I just, I actually didn't even own the building at the time I. | 00:03:47 | |
| Think I closed on it like. | 00:03:51 | |
| Three weeks ago, maybe. | 00:03:53 | |
| OK. Yes, Sir. Yeah, congratulations on that, by the way. | 00:03:54 | |
| Yeah. And so we'll go to the board on that. And I know this is retroactive, but just wanted to see if the board had any questions | 00:03:58 | |
| or? | 00:04:01 | |
| Anything of that nature. | 00:04:04 | |
| I drove by there today and thought it was absolutely beautiful. Well, thank you. Appreciate it. | 00:04:06 | |
| Really. Look good. Yeah, we do have some. | 00:04:11 | |
| As well. Oh, I haven't had a chance to go in yet, We're waiting on some. | 00:04:14 | |
| Some plans to, we want to submit later date to to do some outside areas and some landscaping and stuff on that lot on the right. | 00:04:17 | |
| I was looking at. | 00:04:25 | |
| Some of the old guidelines on roofs and. | 00:04:26 | |
| It it looks like, you know, metal roof and it's in line with some of the. | 00:04:30 | |
| Features Architectural features that are in the guidelines units. | 00:04:35 | |
| Straight definitely didn't match anything on the building. Yeah, I feel like a different improvement, but. | 00:04:40 | |
| I do apologize. Like I said I. | 00:04:46 | |
| Didn't actually even know that I needed approval for that, or otherwise I would have. | 00:04:48 | |
| Reproved. No, I totally understand, Sir. | 00:04:51 | |
| Does anybody else have any questions or anything of that nature? | 00:04:54 | |
| No, I agree. Thank you for coming tonight. Yeah, that means a lot. We need to. | 00:04:57 | |
| Do we need to make a motion even my notes retro? Yeah, I would go ahead. | 00:05:00 | |
| And with the. | 00:05:05 | |
| The additions that. | 00:05:06 | |
| There are two feather flags in the right of way that need to get out of there. | 00:05:08 | |
| That's probably not your. | 00:05:14 | |
| Your problem and. | 00:05:15 | |
| He could put a sandwich board or something in the median. | 00:05:17 | |
| So upon. | 00:05:21 | |
| Complete approval for this would. | 00:05:24 | |
| Need to be taken down because. | 00:05:26 | |
| Are really only. | 00:05:28 | |
| Request OK. | 00:05:31 | |
| Not going to waste anytime here. | 00:05:32 | |
| Yeah. Do we have a motion for that or? | 00:05:35 | |
| I make a motion. We approve the request as submitted. | 00:05:37 | |
| I'll second it. | 00:05:40 | |
| All in favor say aye. | 00:05:42 | |
| Aye, all right. Easy day. | 00:05:43 | |
| Hey, thank you so much Sir. | 00:05:45 | |
| Thank you. | 00:05:46 | |
| And Brandon, I'll write you an approval letter over the next couple days, OK? | 00:05:48 | |
| All right, so we're going to move back to the 126 Osborne. | 00:05:55 | |
| Now let me ask you this question. Do we? | 00:05:58 | |
| Need the owner to be here to. | 00:06:01 | |
| Approve or deny this or. | 00:06:04 | |
| We do OK. | 00:06:06 | |
| I mean board of a representative or. | 00:06:07 | |
| So maybe we just need to. | 00:06:10 | |
| Uh, continue it to the next meeting, yeah. | 00:06:14 | |
| Well, if you don't mind, let's give them a couple seconds. I did. If you don't mind, add to the agenda tonight the Main Street | 00:06:16 | |
| conference that three of us attended in Fernandina. | 00:06:20 | |
| If just quick, I'm just for the public. | 00:06:24 | |
| Information Melvin and Cynthia attended the Main Street USA conference and lots of great historical information. | 00:06:28 | |
| New different ways to repair stuccoes and. | 00:06:37 | |
| And brickwork and. | 00:06:41 | |
| And they talked a lot about flooding, and there were a lot of. | 00:06:43 | |
| Management and leadership conferences and stuff, but. | 00:06:47 | |
| Overall, great, great conference. | 00:06:50 | |
| OK. It was for Florida. | 00:06:53 | |
| And so that obviously there was a couple different things. And then the state of Georgia, I know Georgia is having one later in | 00:06:54 | |
| Athens that we might have the opportunity to go through. | 00:06:59 | |
| Whether it's virtual or not, but I think that that might be a little more applicable. But really good conference. | 00:07:03 | |
| Great. Yeah, Thank you. Yeah, Second day, it was awesome. | 00:07:10 | |
| I really enjoyed the experience overall. | 00:07:13 | |
| We ended up getting some really good contacts and it was a good experience overall so. | 00:07:15 | |
| I it was. It was awesome. | 00:07:19 | |
| And I think that from that perspective, we just have a few more things that we have to get through. | 00:07:22 | |
| So really the next portion of the agenda I think we should go to. | 00:07:26 | |
| I do want to ask one question that is not on the agenda. | 00:07:31 | |
| And maybe talk about that for a minute or two and then go straight to the Spencer house. | 00:07:33 | |
| We'll skip the historic markers and then we'll. | 00:07:37 | |
| We'll end with. | 00:07:40 | |
| The new fine. | 00:07:42 | |
| The new fine capability so. | 00:07:44 | |
| So England, I wanted to ask a question about the. | 00:07:46 | |
| The street. The street. | 00:07:49 | |
| What do you call that? | 00:07:52 | |
| Street dining. | 00:07:53 | |
| Has anything come to light on that? | 00:07:55 | |
| Yeah, parklets. | 00:07:57 | |
| She's shaking her head yes. That will most likely go to council in September. | 00:07:59 | |
| Awesome. OK, good to go. | 00:08:04 | |
| I just want to make sure that didn't die on the vine. | 00:08:06 | |
| OK, awesome. | 00:08:10 | |
| OK. It's good to know we're making progress in that. | 00:08:11 | |
| So with that said or did anybody have any questions on that? | 00:08:13 | |
| OK, so then we'll go back to the agenda. | 00:08:16 | |
| So we have the Spencer House renovations. | 00:08:19 | |
| Do we, do we have any? Well, we'll start with the city first. The city have anything? | 00:08:22 | |
| OK now now this is just. | 00:08:26 | |
| A discussion, yes. | 00:08:28 | |
| This is not an end. | 00:08:30 | |
| All right, the painting portion of the house. | 00:08:33 | |
| Is going to be happening. | 00:08:36 | |
| And it's going to be a dark blue. | 00:08:37 | |
| This board has no say on color. | 00:08:40 | |
| So that is something you're going to start with. | 00:08:42 | |
| Once they get to the renovation part. | 00:08:44 | |
| Of the home which is going to be the. | 00:08:47 | |
| The front. | 00:08:49 | |
| Porch is whether they're going to stop painting. | 00:08:50 | |
| Do the front porch renovations and then finish painting. But tonight we're going to show you. | 00:08:53 | |
| And if you 2 could maybe come up and talk a little bit about it or you 3. | 00:08:58 | |
| About. | 00:09:02 | |
| The items that need to be repaired. | 00:09:03 | |
| If you just state your name and your address, that would be great. | 00:09:06 | |
| My name is Jane Alexander. My address is 101. | 00:09:09 | |
| Bryant St. | 00:09:13 | |
| And my name is Sean Ants. Thank you for having me this evening. I am at 607 Misty Harbor Blvd. in Woodbine. | 00:09:15 | |
| Nice, let me just get this pulled up real quick. | 00:09:22 | |
| And thank you for being here in. | 00:09:28 | |
| By getting becoming, you know, being proactive at this. | 00:09:29 | |
| Yeah, there's certainly we love, we love this because we can. | 00:09:32 | |
| You know, obviously it makes things easier when we go to vote for it. | 00:09:35 | |
| For you and. | 00:09:38 | |
| And for us? | 00:09:39 | |
| For sure. | 00:09:40 | |
| Yeah, we like to be proactive and you know, I came down and met with Tage and the group in the in the building division. | 00:09:41 | |
| Ahead of the. | 00:09:48 | |
| Even quoting the painting project to the Spencer House to. | 00:09:49 | |
| Make sure that we were checking all the boxes and that's ultimately, Melvin, how we ended up with the meeting that we had the | 00:09:52 | |
| other day to kind of prepare and go over it and make sure that we didn't. | 00:09:56 | |
| Need to officially secure an approval, but it was decided. | 00:10:00 | |
| In that meeting, it would just be a good opportunity to come and meet with you guys, talk about what we're doing and then. | 00:10:04 | |
| Jane has some renovation projects that. | 00:10:09 | |
| I've just been kind of helping her. | 00:10:12 | |
| You know, get to the point of selecting a. | 00:10:14 | |
| General contractor to do that piece and we're just going to handle. | 00:10:17 | |
| You know, kind of the. | 00:10:20 | |
| Painting, handyman type work and the general contractor work. | 00:10:21 | |
| And all this stuff. Awesome. | 00:10:25 | |
| So I think we can just kind of go. | 00:10:27 | |
| Through some of these pictures, I know they're a little bit. | 00:10:29 | |
| Kind of hard to see from a distance, but. | 00:10:31 | |
| And you can see now this is the. | 00:10:34 | |
| Second story balcony is what we're looking at right now. | 00:10:37 | |
| And this is. | 00:10:39 | |
| The roof of it. | 00:10:40 | |
| You can see it's in disrepair. | 00:10:42 | |
| A lot of these columns. | 00:10:46 | |
| As you can tell. | 00:10:48 | |
| You need to be prepared. | 00:10:49 | |
| You take a walk outside on top of this and it's squishy. | 00:10:51 | |
| Oh, sounds like a fun time. | 00:10:54 | |
| Yeah, so. | 00:10:57 | |
| We've had it closed off for about. | 00:10:59 | |
| Two years now. | 00:11:01 | |
| So here's. | 00:11:04 | |
| Jane, actually. | 00:11:06 | |
| Created this so I will. | 00:11:07 | |
| Definitely give her the. | 00:11:09 | |
| Recognition. | 00:11:11 | |
| With this, Jane, what do you do? What do you do over there? | 00:11:12 | |
| So I manage. | 00:11:15 | |
| Kind of all the operations there. And then I did manage Cedar Oak when we had it open and then I do a lot at our other property, | 00:11:17 | |
| Osprey. | 00:11:20 | |
| OK, awesome. | 00:11:24 | |
| So these are kind of a little bit jumbled up. I apologize. | 00:11:26 | |
| Here are some more of the. | 00:11:31 | |
| Damage you see that needs to be repaired along with the floorboards. | 00:11:32 | |
| More floorboards. You know, I'm thinking this. | 00:11:38 | |
| Also needs to be repaired here. | 00:11:41 | |
| Yeah, there were some question with. | 00:11:43 | |
| Becky, about the height of the railing going back and that'll all be addressed with the general contractor when we never apply for | 00:11:45 | |
| the permits. Yeah, correct. | 00:11:49 | |
| Yeah, just some more damage just to kind of show what's going on up there. | 00:11:57 | |
| And again picture. | 00:12:03 | |
| Of the. | 00:12:04 | |
| It looks very stately. | 00:12:08 | |
| And I really love the. | 00:12:11 | |
| The lighter tone. | 00:12:14 | |
| Room refunded Front. | 00:12:16 | |
| Paint blue. They have Paint blue Jinx. | 00:12:19 | |
| So this is just a guy that. | 00:12:26 | |
| Giving you guys a heads up of what's perfect. | 00:12:27 | |
| Going to become and I understand you you. | 00:12:30 | |
| Change you've been in contact with. | 00:12:32 | |
| A contractor who deals with. | 00:12:34 | |
| Homes and different things in the the historic district. | 00:12:37 | |
| So they have. | 00:12:41 | |
| Historic district background. | 00:12:42 | |
| From the conversation we had earlier with them at our office, so. | 00:12:45 | |
| I I wanted to just take a second to compliment the landscaping. | 00:12:50 | |
| It's really looks beautiful. I've noticed that the last time I was by there and it's just just gorgeous. It's going to really | 00:12:56 | |
| compliment the the beautiful. | 00:13:01 | |
| Oh my God, no, that's great. | 00:13:09 | |
| Very excited. | 00:13:13 | |
| To finally get it. | 00:13:15 | |
| Help me so so I actually want to jump in this really fast so like so the way this. | 00:13:16 | |
| Obviously I'm really excited about this. I wanted to see what we can do to help. | 00:13:22 | |
| So like, what questions do you have? | 00:13:26 | |
| That we can help you get ahead of some of the things. | 00:13:29 | |
| So like, you know, are you going to be using? What's your plan to use the? | 00:13:32 | |
| You know wood, you know, or. | 00:13:36 | |
| So in terms of the trim, there was. | 00:13:38 | |
| A few repairs done to it just out of necessity. | 00:13:41 | |
| Prior to us being engaged. | 00:13:44 | |
| And there was dissimilar materials and things like that, so. | 00:13:46 | |
| If we determine that anything needs to be replaced, I've got a. | 00:13:50 | |
| Caveat in our proposal to replace that like for like. | 00:13:54 | |
| Good. That's wonderful. Going back with the same aesthetics and. | 00:13:58 | |
| If we come across areas where it's easy enough to. | 00:14:01 | |
| Pull the the boards out that are dissimilar. We may talk to Jane about going ahead and. | 00:14:05 | |
| Getting that replaced. | 00:14:10 | |
| The roof was done. | 00:14:11 | |
| And some of the edges and and lines are kind of. | 00:14:13 | |
| Kind of awkward looking, so we're going to actually paint them to match the building so that it kind of hides that into the. | 00:14:18 | |
| Architecture of the building and. | 00:14:24 | |
| We're going to be working for about a month. | 00:14:27 | |
| On the project. | 00:14:29 | |
| You know, we're trying to make sure that they're. | 00:14:31 | |
| You know, clientele can still come in and access the property and have, you know, access to certain areas. | 00:14:33 | |
| At certain times, and so I will. | 00:14:39 | |
| Make sure that everybody has my contact information if there's. | 00:14:42 | |
| Anything that we're doing to be disruptive to the community, please call me. It's not complaining. | 00:14:45 | |
| We want to be good stewards of our, you know, our neighbors and whatnot, so. | 00:14:51 | |
| Tage has reached out on several occasions and you know. | 00:14:55 | |
| I know his company and I've seen the work that they that they do in Fernadina they're. | 00:15:00 | |
| Good, good people. | 00:15:05 | |
| So, umm. | 00:15:06 | |
| I was going to ask with with that said too like. | 00:15:07 | |
| I'm really excited about this. | 00:15:09 | |
| Do we? I mean what we need to approve for this? | 00:15:11 | |
| Nothing. Yeah. So it doesn't really seem information giving session. | 00:15:15 | |
| Yeah, because this is a chance for Jane to ask questions. | 00:15:19 | |
| For you to ask questions. | 00:15:23 | |
| So depending. | 00:15:24 | |
| The next meeting or a meeting after that? | 00:15:27 | |
| She's prepared to come with it. | 00:15:29 | |
| To and. | 00:15:31 | |
| The materials and. | 00:15:33 | |
| Yeah, and I was going to ask you and looking at the and I'm kind of getting ahead of myself here. | 00:15:35 | |
| Like in looking at these pictures like. | 00:15:39 | |
| If he needed to do I'm. | 00:15:42 | |
| In with respect to the Board. | 00:15:43 | |
| If you need to replace those columns or something online, we have to approve that. | 00:15:45 | |
| Yeah, like for like. | 00:15:48 | |
| No, but we appreciate you bringing in front of us. But anything that's the alteration from the original design. But I have to tell | 00:15:50 | |
| you, I've lived here a long time and everybody goes go past that pink house. | 00:15:55 | |
| And then turn right. I don't know what we're going to do in the future. It's beautiful, absolutely stunning. So I'm very excited | 00:16:00 | |
| to see some stuff done here. | 00:16:04 | |
| Yeah, I guess from my perspective, I would just ask you guys back if there's. | 00:16:09 | |
| Things that I can do to help prepare Jane. | 00:16:14 | |
| For presenting to you. | 00:16:17 | |
| When the permit is submitted and all that occurs. | 00:16:20 | |
| You know, specific. | 00:16:23 | |
| Things that you can help us. | 00:16:25 | |
| You know, be better prepared for that meeting. We want, I think the. | 00:16:26 | |
| The application process is really clear. I think the thing that we've had a tough time with in the past is. | 00:16:30 | |
| Material list and building lists and real schematics of what it's going to look like when the. | 00:16:36 | |
| The product is finished. You know, we don't have a paint palette for our historic district, so thank you for sticking with | 00:16:41 | |
| something that's in line with what. | 00:16:45 | |
| What's historic? But umm. | 00:16:49 | |
| Yeah, probably just the materials list and a real. | 00:16:50 | |
| Understanding for us to grasp of what's going to what it's going to look like when it's finished. Thank you. | 00:16:53 | |
| Yeah, it'll look like. | 00:16:59 | |
| Basically this. I mean, we have no intention really of changing anything. | 00:17:01 | |
| Out of other than a necessity to change, the only discussion that we've had about potential changes is the railing that's there is | 00:17:04 | |
| low. | 00:17:08 | |
| And by code it is likely going to require a taller rail, but it would be the same exact design, look and finish. It will just be | 00:17:13 | |
| safe. | 00:17:17 | |
| Taller and safer based on. | 00:17:21 | |
| Thank you requirements. | 00:17:23 | |
| Yeah, this sounds gonna be pretty easy. | 00:17:26 | |
| Awesome. | 00:17:29 | |
| Yeah, we look forward to working with you. | 00:17:30 | |
| Yeah, no problem. Thank you for your time, Sir. And I just have a couple more things to say. | 00:17:33 | |
| The two non parking. | 00:17:40 | |
| Besides, you have on the South side of the building. There's no parking. You'll be towed. | 00:17:42 | |
| That city property? | 00:17:46 | |
| That that's in the city right of way. | 00:17:48 | |
| The science got to move. That's public parking. | 00:17:50 | |
| You can put him in the back. | 00:17:54 | |
| Where your parking is meant to be. | 00:17:55 | |
| Yet on the side, like if you're looking straight at your building, the parking on the side right here, that is city right away. | 00:18:00 | |
| So anybody can park there, even people who are staying there can. | 00:18:06 | |
| There, but it can't be exclusive to your problem. | 00:18:10 | |
| The parking in the back. | 00:18:13 | |
| The building is that was what that is meant for and you can put those signs back there in case anybody. | 00:18:15 | |
| Places that and then. | 00:18:21 | |
| That the T sign you guys have out? | 00:18:23 | |
| That that can't be there, but. | 00:18:26 | |
| What I would suggest you do is get a sandwich board. | 00:18:28 | |
| And put it in the median. | 00:18:31 | |
| And you could have your daily. | 00:18:33 | |
| You know, tea. | 00:18:35 | |
| Specials or whatever you have going on. | 00:18:37 | |
| That way so we can put it in a medium, yes, but. But more like a sandwich board. Yeah, yeah, not that sign, but. | 00:18:39 | |
| More like you'll see like. | 00:18:46 | |
| Divine did in the bookstore. | 00:18:48 | |
| What those folks did, that's. | 00:18:50 | |
| The kind of. | 00:18:52 | |
| What I would follow. I've got a question for you about those. Those have to be removed every day. | 00:18:53 | |
| No, yes. | 00:18:57 | |
| Now they're supposed to be. | 00:19:00 | |
| Not everybody does it, but they're supposed to be taken. | 00:19:02 | |
| OK, OK. | 00:19:09 | |
| Did you want to? | 00:19:12 | |
| No. | 00:19:14 | |
| So. So that would be my only. | 00:19:16 | |
| Request. | 00:19:18 | |
| Just so whenever you come back. | 00:19:19 | |
| That you're totally in compliance and there's no. | 00:19:21 | |
| Issues OK. | 00:19:23 | |
| Yeah, and the one thing too I'll say too is like the. | 00:19:25 | |
| You know, becomes a bureaucracy sometimes. I think the board here, we're pretty good at proving most things like that I come | 00:19:28 | |
| through and that are within reason. | 00:19:31 | |
| With something this big, it can go back and forth. | 00:19:35 | |
| Like it'll like. | 00:19:37 | |
| You know every month, right? So we'll come back. | 00:19:38 | |
| Oh yeah, you didn't have this one thing. | 00:19:40 | |
| So we have to go back and then. | 00:19:42 | |
| You come back the next month and then you know, I mean. | 00:19:44 | |
| So it's good that you're getting ahead of it that way we can. | 00:19:46 | |
| You know, just boom, knock it out and be done. | 00:19:49 | |
| Well, that's that's why we engaged. | 00:19:53 | |
| Proactively. Yep. | 00:19:55 | |
| To make sure super smart. | 00:19:57 | |
| And we appreciate that. | 00:19:59 | |
| Thank you and congratulations. | 00:20:00 | |
| Yes. | 00:20:03 | |
| It's gonna be awesome. | 00:20:03 | |
| Thanks so much. | 00:20:05 | |
| Thank you. | 00:20:06 | |
| Thank you all for your time. Thank you very much. Thank you and. | 00:20:07 | |
| Think we have? | 00:20:11 | |
| The retroactive, I'm sorry, the new fine. | 00:20:13 | |
| The side of the city. What do you all want to kind of let us know what that looks like? | 00:20:16 | |
| I just wanted to. | 00:20:20 | |
| That e-mail just lets you know that's now in place and the historic district does have a line item. | 00:20:21 | |
| With finance, so any. | 00:20:27 | |
| Finds that we do. | 00:20:29 | |
| Get for folks do not file. COA can go into that. | 00:20:31 | |
| Line item and we can use. | 00:20:34 | |
| Those funds for maybe? | 00:20:37 | |
| The signage if we decide to, or other projects that we're not able to get federal funding. | 00:20:39 | |
| Just for the public, can you explain those fines? | 00:20:44 | |
| And how, I mean how they come about. | 00:20:47 | |
| I don't think we've talked about them. | 00:20:49 | |
| File for COA and you're supposed to. | 00:20:52 | |
| And they didn't, and they did the work. | 00:20:55 | |
| Then you're going to have to come retroactively and along with that it's going to be $1000. OK, thank you. I have a question about | 00:20:57 | |
| that. | 00:21:00 | |
| Can are if they. | 00:21:03 | |
| Up if somebody. | 00:21:06 | |
| Submits an application for building permits or something like that in their in their in the historic district. | 00:21:07 | |
| Are those? | 00:21:13 | |
| Building permits issued without a. | 00:21:13 | |
| COA. | 00:21:16 | |
| No, they should not be. They should not be. So somebody should have a heads up before they do the work. I mean, I'm thinking about | 00:21:17 | |
| somebody that's been living here for, you know, 20 years or whatever, and they don't. | 00:21:23 | |
| Necessarily know that they're supposed to have a COA. | 00:21:28 | |
| So that the building permits will not, should not be issued before the COA is going to be submitted together so. | 00:21:31 | |
| They should be submitted. They can be. | 00:21:38 | |
| Yeah. | 00:21:41 | |
| Yeah, yeah. I'm just saying as a protection for the, for the. | 00:21:43 | |
| Owner the property owners and and so it doesn't come around and. | 00:21:48 | |
| Bought them, you know, on the backside is that. | 00:21:52 | |
| Maybe we should. | 00:21:55 | |
| Try to have it so that the building permits are not issued without an approval of the COA in the in the historic district, No, | 00:21:56 | |
| Yeah, they they would. | 00:22:00 | |
| Okay. | 00:22:04 | |
| Perfect an issue, a approval before. | 00:22:06 | |
| That's the start. | 00:22:08 | |
| We're moving forward anybody that has a COA application. | 00:22:10 | |
| It's coming to our office and we're talking about it. | 00:22:14 | |
| That's very first start. We'll talk about moving forward. | 00:22:17 | |
| What they need to do after that? | 00:22:20 | |
| Yeah, and I'll say this publicly too. It's like. | 00:22:22 | |
| I hope we see zero finds. | 00:22:25 | |
| You know what I mean? I hope that we work towards 0 fines. | 00:22:28 | |
| Yeah, yeah. | 00:22:31 | |
| You never know. | 00:22:33 | |
| You know and. | 00:22:34 | |
| What is there should help us in some way? | 00:22:36 | |
| Where we're able to get. | 00:22:38 | |
| Funds federally or from the state. | 00:22:40 | |
| For our own projects. | 00:22:43 | |
| Yeah. | 00:22:44 | |
| I think it just helps have a more bite also. | 00:22:45 | |
| Just in case, right? And also I think it's going to be like. | 00:22:50 | |
| Spread the word a little bit. | 00:22:53 | |
| Yeah. | 00:22:55 | |
| You should probably check with the city before you do anything. | 00:22:56 | |
| An historic district. | 00:23:00 | |
| So I think it's. | 00:23:01 | |
| Yeah, I think one of the issues for me is a relative newcomer is. | 00:23:03 | |
| The delineation of the historic district. | 00:23:07 | |
| As Mr. Raley said that. | 00:23:10 | |
| You know, he wasn't aware that. | 00:23:13 | |
| He was on the historic property and needed that certificate of appropriateness that we just approved, so I'm just wondering how we | 00:23:15 | |
| can. | 00:23:19 | |
| Educate and let people know. | 00:23:24 | |
| There's a map on the website that clearly defines where the. | 00:23:27 | |
| Historic district does. | 00:23:30 | |
| People need to just be aware of it. | 00:23:32 | |
| There's also been some talk about. | 00:23:35 | |
| Possibly putting together a flyer just to let folks know what they need COA for. I think that's a good idea. | 00:23:38 | |
| Yes, our historic district is not huge. | 00:23:44 | |
| So. | 00:23:48 | |
| You know. | 00:23:49 | |
| I think that would be a good idea we've been talking about. | 00:23:51 | |
| Is there a way to put it maybe on the? | 00:23:54 | |
| Water bill or something like that also do that. | 00:23:57 | |
| That might be a little helpful. They just kind of. | 00:24:01 | |
| Kind of thought. | 00:24:03 | |
| I think the more that we can get ahead of it, the better. | 00:24:06 | |
| That way somebody's not surprised that. | 00:24:09 | |
| That's a lot of money. | 00:24:11 | |
| From some of us, maybe some not. | 00:24:13 | |
| $1000 yes, for the retroactive even though the work was completed before you passed the bill, Yeah. | 00:24:17 | |
| I don't think that's right, but. | 00:24:23 | |
| Eric, do you want to come up and state your name and address? | 00:24:25 | |
| In my boss. | 00:24:28 | |
| Yeah, I mean, I didn't build. | 00:24:31 | |
| Do you want to? | 00:24:32 | |
| Do you want to come up and say your name and address just because we have people in the? | 00:24:34 | |
| Caught him for the for the Bailey. | 00:24:38 | |
| 359 Michael Place again. | 00:24:40 | |
| No. I mean, I mean, I'll pay the $1000, I don't really care, but I don't think that's fair. | 00:24:44 | |
| Especially since it was passed after the work was complete. | 00:24:48 | |
| And after the permit was spooled. | 00:24:51 | |
| Mr. Bailey, you did not own the building when that work was done. That's correct. | 00:24:53 | |
| Who owned the building? | 00:24:59 | |
| Jeremy Nelson, mentor. That's where the fine should come from. | 00:25:00 | |
| As far as I'm concerned. | 00:25:04 | |
| Yeah, I agree. | 00:25:06 | |
| That's right. I mean, he also didn't have anything to do with the renovations either. | 00:25:07 | |
| Wow, but. | 00:25:11 | |
| Where he owned a building and renovations weren't being were being done and he didn't know about them. | 00:25:13 | |
| I mean, he knew about him, yes. OK. | 00:25:17 | |
| Yeah, iPhone in this case that we just. | 00:25:19 | |
| Waving conversation I need to have. | 00:25:22 | |
| OK, Absolutely. OK. | 00:25:25 | |
| OK. I mean, yeah, especially since like the work was completed. | 00:25:27 | |
| The permit was pulled and all that was decided before you passed that rule, and then you passed the rule after all the work's | 00:25:31 | |
| done. | 00:25:34 | |
| Before you even notified me. | 00:25:37 | |
| And why'd you let the work get completed? | 00:25:39 | |
| Without notifying anybody. | 00:25:41 | |
| I did y'all drop out every day? | 00:25:42 | |
| No one told me until doctor was already finished every day. | 00:25:44 | |
| You don't. | 00:25:48 | |
| No, it's $150.00 for me. I know. | 00:25:49 | |
| I don't drive light every day, so here's what I will say. I think that it looks like we need to work some things out here. | 00:25:51 | |
| And we'll, we'll talk and I'll make sure that I kind of follow up with this as well. | 00:25:58 | |
| So it sounds like the decision maker on that is not here right now. | 00:26:02 | |
| So we'll, we'll definitely follow up in. | 00:26:06 | |
| Make sure. | 00:26:08 | |
| Because if there were. | 00:26:10 | |
| You know, multiple people, multiple parties involved. We need to figure out. | 00:26:12 | |
| Where the findings to go? | 00:26:16 | |
| Yeah, yeah. But I understand your frustration. | 00:26:17 | |
| I get it. | 00:26:20 | |
| I get it. | 00:26:21 | |
| You know, it's not $1000 fine, it's just that's not fair. | 00:26:22 | |
| Yeah. | 00:26:25 | |
| Not not to pass the law, pass a rule. | 00:26:26 | |
| A fine after somebody had already completed something. | 00:26:29 | |
| And then try to read, you know, make a retroactive that's that's. | 00:26:32 | |
| Yeah, yeah, like I said. | 00:26:36 | |
| My boss in our department about it, yeah. | 00:26:39 | |
| No, that's fair. | 00:26:44 | |
| That's right. All right. Is there anything else on the agenda? | 00:26:45 | |
| Only Mr. Ingrams, and he's still not here. | 00:26:49 | |
| OK. And then anything else besides that? | 00:26:51 | |
| Do we have any public comments? | 00:26:56 | |
| Is there anything prohibiting us from? | 00:26:58 | |
| From discussing Ingram. | 00:27:00 | |
| Voting on it if we if there's a. | 00:27:02 | |
| Yeah, we can't do that. We can't do that. OK, Sorry, owners have to be here. | 00:27:05 | |
| OK, sorry or representative. | 00:27:09 | |
| Representative. | 00:27:11 | |
| OK, well. | 00:27:13 | |
| I don't, you know, this is like we're half an hour in here, man. | 00:27:15 | |
| So I think we. | 00:27:18 | |
| We can. | 00:27:19 | |
| You can call it a day. | 00:27:20 | |
| Zuri and listening about says anything we can, we can adjourn. | 00:27:21 | |
| Do we have a motion? | 00:27:25 | |
| I'll make a motion to adjourn. | 00:27:26 | |
| I'll second it. | 00:27:27 | |
| All in favor say aye. | 00:27:29 | |
| All right. | 00:27:31 | |
| That was quick. | 00:27:33 | |
| Yeah. And I understand that we're not charged. | 00:27:35 |

| All right. | 00:00:20 | |
| All right, Good evening. Welcome to the 26th August 2025 Historic Preservation. | 00:00:23 | |
| We want to make sure our mics are all turned on. | 00:00:28 | |
| Thumbs up if you have it. | 00:00:31 | |
| To the left. | 00:00:34 | |
| To the right, all right. | 00:00:34 | |
| So we're going to do a roll call. We're going to start from our left and work our way to the right. | 00:00:37 | |
| Hi, good evening, everyone. It's Colleen Danos. | 00:00:41 | |
| Hey, what's up everybody? Melvin Taylor here. | 00:00:44 | |
| Choi Makala. | 00:00:46 | |
| Cynthia Calve. | 00:00:47 | |
| Selenda Perry. | 00:00:48 | |
| All right, looks like we have a quorum tonight. | 00:00:50 | |
| So we're going to start with the city. We're going to see if there's any initial. | 00:00:52 | |
| Comments from the city here. | 00:00:57 | |
| Not initially, but the historic Marcus discussion. Kelly has asked us to wait for her to return. She's. | 00:00:58 | |
| Away taking care of some family. | 00:01:04 | |
| Issue update is also has has told me she has a little bit more information on. | 00:01:06 | |
| Some other historical markers. | 00:01:11 | |
| So if we can maybe just push this to the next, sure. | 00:01:13 | |
| Discussion item next month. | 00:01:17 | |
| All right. Thank you, Taish. | 00:01:19 | |
| Be a change to the agenda. OK, Perfect. Anything else? | 00:01:20 | |
| Not until we. | 00:01:24 | |
| Not this moment. | 00:01:27 | |
| OK, cool, cool. And then so we need to approve the minutes from 24 June. | 00:01:28 | |
| 2025. | 00:01:32 | |
| I make a motion. We approve the minutes as submitted. | 00:01:33 | |
| Second, all in favor say aye. | 00:01:36 | |
| Aye, all right. | 00:01:38 | |
| Let's say we have approval for that. | 00:01:39 | |
| All right. So we have no old business. | 00:01:42 | |
| And we're going to move straight into the new business. So the first thing is. | 00:01:45 | |
| The request for removal of trees on the property of 126 Osborne. | 00:01:48 | |
| So the first thing is we'll hear from the city on that. | 00:01:53 | |
| Chad. | 00:01:57 | |
| Ingram, the applicant is not. | 00:01:58 | |
| Here, OK, I don't know if we can go out of order and start with. | 00:02:02 | |
| The second one and then. | 00:02:05 | |
| Hopefully he. | 00:02:08 | |
| Shows up OK. | 00:02:09 | |
| So we'll go ahead and move to be, we'll be. | 00:02:11 | |
| We'll think outside the box here. | 00:02:13 | |
| And then so we're going to talk about the request for a new roof. | 00:02:15 | |
| At the 200 Osborne. | 00:02:20 | |
| Street. | 00:02:21 | |
| And then we'll start with the city on there. Are there any comments from the city on there? | 00:02:22 | |
| No, it's just that we're kind of doing this in a retrograde way. | 00:02:27 | |
| It's already been done. | 00:02:31 | |
| We think it's great. It looks way better than the old brown shingle roof. | 00:02:33 | |
| So we're. | 00:02:38 | |
| We are in support of what has been done. | 00:02:39 | |
| Done. OK. | 00:02:41 | |
| Awesome. And do we have any representation for that? | 00:02:43 | |
| Come on up Sir, just state your name and your address. | 00:02:46 | |
| Oh, just for the thank you, Sir. No, no issues at all, Sir. The microphone. Yes, Sir. Brandon Bailey and 359 Knuckle Place, St. | 00:02:48 | |
| Mary's. | 00:02:53 | |
| Yeah, the reason we do the mic is we have about 25,000 people that chime in. | 00:02:57 | |
| From around the world. | 00:03:01 | |
| So we just want to make sure that everybody. | 00:03:03 | |
| Everybody hears you. | 00:03:05 | |
| Go ahead. So basically, uh. | 00:03:07 | |
| We were, I was. | 00:03:10 | |
| In purchasing that building. | 00:03:12 | |
| The Chris Awad was doing the remodeling inside. | 00:03:15 | |
| The roof needed to be replaced. It was leaking. | 00:03:19 | |
| So we replaced all the flat roof that was leaking and then there was a lot of issues with the shingle roof, so we went ahead and | 00:03:21 | |
| replaced it. | 00:03:25 | |
| Didn't actually know that we need to get approval on that. So we're here to retro. | 00:03:29 | |
| Approve it. | 00:03:33 | |
| Basically go. | 00:03:34 | |
| Yeah. Thank you for that. | 00:03:35 | |
| So we'll start, we'll go back. We'll go to the board here for now. But I just wanted to say I know that you all made me. | 00:03:37 | |
| Be making some future changes on there. | 00:03:42 | |
| But anything that happens, we just have to go through the board 1st just to make sure it's good. | 00:03:44 | |
| Yeah, for future reference, you said I just, I actually didn't even own the building at the time I. | 00:03:47 | |
| Think I closed on it like. | 00:03:51 | |
| Three weeks ago, maybe. | 00:03:53 | |
| OK. Yes, Sir. Yeah, congratulations on that, by the way. | 00:03:54 | |
| Yeah. And so we'll go to the board on that. And I know this is retroactive, but just wanted to see if the board had any questions | 00:03:58 | |
| or? | 00:04:01 | |
| Anything of that nature. | 00:04:04 | |
| I drove by there today and thought it was absolutely beautiful. Well, thank you. Appreciate it. | 00:04:06 | |
| Really. Look good. Yeah, we do have some. | 00:04:11 | |
| As well. Oh, I haven't had a chance to go in yet, We're waiting on some. | 00:04:14 | |
| Some plans to, we want to submit later date to to do some outside areas and some landscaping and stuff on that lot on the right. | 00:04:17 | |
| I was looking at. | 00:04:25 | |
| Some of the old guidelines on roofs and. | 00:04:26 | |
| It it looks like, you know, metal roof and it's in line with some of the. | 00:04:30 | |
| Features Architectural features that are in the guidelines units. | 00:04:35 | |
| Straight definitely didn't match anything on the building. Yeah, I feel like a different improvement, but. | 00:04:40 | |
| I do apologize. Like I said I. | 00:04:46 | |
| Didn't actually even know that I needed approval for that, or otherwise I would have. | 00:04:48 | |
| Reproved. No, I totally understand, Sir. | 00:04:51 | |
| Does anybody else have any questions or anything of that nature? | 00:04:54 | |
| No, I agree. Thank you for coming tonight. Yeah, that means a lot. We need to. | 00:04:57 | |
| Do we need to make a motion even my notes retro? Yeah, I would go ahead. | 00:05:00 | |
| And with the. | 00:05:05 | |
| The additions that. | 00:05:06 | |
| There are two feather flags in the right of way that need to get out of there. | 00:05:08 | |
| That's probably not your. | 00:05:14 | |
| Your problem and. | 00:05:15 | |
| He could put a sandwich board or something in the median. | 00:05:17 | |
| So upon. | 00:05:21 | |
| Complete approval for this would. | 00:05:24 | |
| Need to be taken down because. | 00:05:26 | |
| Are really only. | 00:05:28 | |
| Request OK. | 00:05:31 | |
| Not going to waste anytime here. | 00:05:32 | |
| Yeah. Do we have a motion for that or? | 00:05:35 | |
| I make a motion. We approve the request as submitted. | 00:05:37 | |
| I'll second it. | 00:05:40 | |
| All in favor say aye. | 00:05:42 | |
| Aye, all right. Easy day. | 00:05:43 | |
| Hey, thank you so much Sir. | 00:05:45 | |
| Thank you. | 00:05:46 | |
| And Brandon, I'll write you an approval letter over the next couple days, OK? | 00:05:48 | |
| All right, so we're going to move back to the 126 Osborne. | 00:05:55 | |
| Now let me ask you this question. Do we? | 00:05:58 | |
| Need the owner to be here to. | 00:06:01 | |
| Approve or deny this or. | 00:06:04 | |
| We do OK. | 00:06:06 | |
| I mean board of a representative or. | 00:06:07 | |
| So maybe we just need to. | 00:06:10 | |
| Uh, continue it to the next meeting, yeah. | 00:06:14 | |
| Well, if you don't mind, let's give them a couple seconds. I did. If you don't mind, add to the agenda tonight the Main Street | 00:06:16 | |
| conference that three of us attended in Fernandina. | 00:06:20 | |
| If just quick, I'm just for the public. | 00:06:24 | |
| Information Melvin and Cynthia attended the Main Street USA conference and lots of great historical information. | 00:06:28 | |
| New different ways to repair stuccoes and. | 00:06:37 | |
| And brickwork and. | 00:06:41 | |
| And they talked a lot about flooding, and there were a lot of. | 00:06:43 | |
| Management and leadership conferences and stuff, but. | 00:06:47 | |
| Overall, great, great conference. | 00:06:50 | |
| OK. It was for Florida. | 00:06:53 | |
| And so that obviously there was a couple different things. And then the state of Georgia, I know Georgia is having one later in | 00:06:54 | |
| Athens that we might have the opportunity to go through. | 00:06:59 | |
| Whether it's virtual or not, but I think that that might be a little more applicable. But really good conference. | 00:07:03 | |
| Great. Yeah, Thank you. Yeah, Second day, it was awesome. | 00:07:10 | |
| I really enjoyed the experience overall. | 00:07:13 | |
| We ended up getting some really good contacts and it was a good experience overall so. | 00:07:15 | |
| I it was. It was awesome. | 00:07:19 | |
| And I think that from that perspective, we just have a few more things that we have to get through. | 00:07:22 | |
| So really the next portion of the agenda I think we should go to. | 00:07:26 | |
| I do want to ask one question that is not on the agenda. | 00:07:31 | |
| And maybe talk about that for a minute or two and then go straight to the Spencer house. | 00:07:33 | |
| We'll skip the historic markers and then we'll. | 00:07:37 | |
| We'll end with. | 00:07:40 | |
| The new fine. | 00:07:42 | |
| The new fine capability so. | 00:07:44 | |
| So England, I wanted to ask a question about the. | 00:07:46 | |
| The street. The street. | 00:07:49 | |
| What do you call that? | 00:07:52 | |
| Street dining. | 00:07:53 | |
| Has anything come to light on that? | 00:07:55 | |
| Yeah, parklets. | 00:07:57 | |
| She's shaking her head yes. That will most likely go to council in September. | 00:07:59 | |
| Awesome. OK, good to go. | 00:08:04 | |
| I just want to make sure that didn't die on the vine. | 00:08:06 | |
| OK, awesome. | 00:08:10 | |
| OK. It's good to know we're making progress in that. | 00:08:11 | |
| So with that said or did anybody have any questions on that? | 00:08:13 | |
| OK, so then we'll go back to the agenda. | 00:08:16 | |
| So we have the Spencer House renovations. | 00:08:19 | |
| Do we, do we have any? Well, we'll start with the city first. The city have anything? | 00:08:22 | |
| OK now now this is just. | 00:08:26 | |
| A discussion, yes. | 00:08:28 | |
| This is not an end. | 00:08:30 | |
| All right, the painting portion of the house. | 00:08:33 | |
| Is going to be happening. | 00:08:36 | |
| And it's going to be a dark blue. | 00:08:37 | |
| This board has no say on color. | 00:08:40 | |
| So that is something you're going to start with. | 00:08:42 | |
| Once they get to the renovation part. | 00:08:44 | |
| Of the home which is going to be the. | 00:08:47 | |
| The front. | 00:08:49 | |
| Porch is whether they're going to stop painting. | 00:08:50 | |
| Do the front porch renovations and then finish painting. But tonight we're going to show you. | 00:08:53 | |
| And if you 2 could maybe come up and talk a little bit about it or you 3. | 00:08:58 | |
| About. | 00:09:02 | |
| The items that need to be repaired. | 00:09:03 | |
| If you just state your name and your address, that would be great. | 00:09:06 | |
| My name is Jane Alexander. My address is 101. | 00:09:09 | |
| Bryant St. | 00:09:13 | |
| And my name is Sean Ants. Thank you for having me this evening. I am at 607 Misty Harbor Blvd. in Woodbine. | 00:09:15 | |
| Nice, let me just get this pulled up real quick. | 00:09:22 | |
| And thank you for being here in. | 00:09:28 | |
| By getting becoming, you know, being proactive at this. | 00:09:29 | |
| Yeah, there's certainly we love, we love this because we can. | 00:09:32 | |
| You know, obviously it makes things easier when we go to vote for it. | 00:09:35 | |
| For you and. | 00:09:38 | |
| And for us? | 00:09:39 | |
| For sure. | 00:09:40 | |
| Yeah, we like to be proactive and you know, I came down and met with Tage and the group in the in the building division. | 00:09:41 | |
| Ahead of the. | 00:09:48 | |
| Even quoting the painting project to the Spencer House to. | 00:09:49 | |
| Make sure that we were checking all the boxes and that's ultimately, Melvin, how we ended up with the meeting that we had the | 00:09:52 | |
| other day to kind of prepare and go over it and make sure that we didn't. | 00:09:56 | |
| Need to officially secure an approval, but it was decided. | 00:10:00 | |
| In that meeting, it would just be a good opportunity to come and meet with you guys, talk about what we're doing and then. | 00:10:04 | |
| Jane has some renovation projects that. | 00:10:09 | |
| I've just been kind of helping her. | 00:10:12 | |
| You know, get to the point of selecting a. | 00:10:14 | |
| General contractor to do that piece and we're just going to handle. | 00:10:17 | |
| You know, kind of the. | 00:10:20 | |
| Painting, handyman type work and the general contractor work. | 00:10:21 | |
| And all this stuff. Awesome. | 00:10:25 | |
| So I think we can just kind of go. | 00:10:27 | |
| Through some of these pictures, I know they're a little bit. | 00:10:29 | |
| Kind of hard to see from a distance, but. | 00:10:31 | |
| And you can see now this is the. | 00:10:34 | |
| Second story balcony is what we're looking at right now. | 00:10:37 | |
| And this is. | 00:10:39 | |
| The roof of it. | 00:10:40 | |
| You can see it's in disrepair. | 00:10:42 | |
| A lot of these columns. | 00:10:46 | |
| As you can tell. | 00:10:48 | |
| You need to be prepared. | 00:10:49 | |
| You take a walk outside on top of this and it's squishy. | 00:10:51 | |
| Oh, sounds like a fun time. | 00:10:54 | |
| Yeah, so. | 00:10:57 | |
| We've had it closed off for about. | 00:10:59 | |
| Two years now. | 00:11:01 | |
| So here's. | 00:11:04 | |
| Jane, actually. | 00:11:06 | |
| Created this so I will. | 00:11:07 | |
| Definitely give her the. | 00:11:09 | |
| Recognition. | 00:11:11 | |
| With this, Jane, what do you do? What do you do over there? | 00:11:12 | |
| So I manage. | 00:11:15 | |
| Kind of all the operations there. And then I did manage Cedar Oak when we had it open and then I do a lot at our other property, | 00:11:17 | |
| Osprey. | 00:11:20 | |
| OK, awesome. | 00:11:24 | |
| So these are kind of a little bit jumbled up. I apologize. | 00:11:26 | |
| Here are some more of the. | 00:11:31 | |
| Damage you see that needs to be repaired along with the floorboards. | 00:11:32 | |
| More floorboards. You know, I'm thinking this. | 00:11:38 | |
| Also needs to be repaired here. | 00:11:41 | |
| Yeah, there were some question with. | 00:11:43 | |
| Becky, about the height of the railing going back and that'll all be addressed with the general contractor when we never apply for | 00:11:45 | |
| the permits. Yeah, correct. | 00:11:49 | |
| Yeah, just some more damage just to kind of show what's going on up there. | 00:11:57 | |
| And again picture. | 00:12:03 | |
| Of the. | 00:12:04 | |
| It looks very stately. | 00:12:08 | |
| And I really love the. | 00:12:11 | |
| The lighter tone. | 00:12:14 | |
| Room refunded Front. | 00:12:16 | |
| Paint blue. They have Paint blue Jinx. | 00:12:19 | |
| So this is just a guy that. | 00:12:26 | |
| Giving you guys a heads up of what's perfect. | 00:12:27 | |
| Going to become and I understand you you. | 00:12:30 | |
| Change you've been in contact with. | 00:12:32 | |
| A contractor who deals with. | 00:12:34 | |
| Homes and different things in the the historic district. | 00:12:37 | |
| So they have. | 00:12:41 | |
| Historic district background. | 00:12:42 | |
| From the conversation we had earlier with them at our office, so. | 00:12:45 | |
| I I wanted to just take a second to compliment the landscaping. | 00:12:50 | |
| It's really looks beautiful. I've noticed that the last time I was by there and it's just just gorgeous. It's going to really | 00:12:56 | |
| compliment the the beautiful. | 00:13:01 | |
| Oh my God, no, that's great. | 00:13:09 | |
| Very excited. | 00:13:13 | |
| To finally get it. | 00:13:15 | |
| Help me so so I actually want to jump in this really fast so like so the way this. | 00:13:16 | |
| Obviously I'm really excited about this. I wanted to see what we can do to help. | 00:13:22 | |
| So like, what questions do you have? | 00:13:26 | |
| That we can help you get ahead of some of the things. | 00:13:29 | |
| So like, you know, are you going to be using? What's your plan to use the? | 00:13:32 | |
| You know wood, you know, or. | 00:13:36 | |
| So in terms of the trim, there was. | 00:13:38 | |
| A few repairs done to it just out of necessity. | 00:13:41 | |
| Prior to us being engaged. | 00:13:44 | |
| And there was dissimilar materials and things like that, so. | 00:13:46 | |
| If we determine that anything needs to be replaced, I've got a. | 00:13:50 | |
| Caveat in our proposal to replace that like for like. | 00:13:54 | |
| Good. That's wonderful. Going back with the same aesthetics and. | 00:13:58 | |
| If we come across areas where it's easy enough to. | 00:14:01 | |
| Pull the the boards out that are dissimilar. We may talk to Jane about going ahead and. | 00:14:05 | |
| Getting that replaced. | 00:14:10 | |
| The roof was done. | 00:14:11 | |
| And some of the edges and and lines are kind of. | 00:14:13 | |
| Kind of awkward looking, so we're going to actually paint them to match the building so that it kind of hides that into the. | 00:14:18 | |
| Architecture of the building and. | 00:14:24 | |
| We're going to be working for about a month. | 00:14:27 | |
| On the project. | 00:14:29 | |
| You know, we're trying to make sure that they're. | 00:14:31 | |
| You know, clientele can still come in and access the property and have, you know, access to certain areas. | 00:14:33 | |
| At certain times, and so I will. | 00:14:39 | |
| Make sure that everybody has my contact information if there's. | 00:14:42 | |
| Anything that we're doing to be disruptive to the community, please call me. It's not complaining. | 00:14:45 | |
| We want to be good stewards of our, you know, our neighbors and whatnot, so. | 00:14:51 | |
| Tage has reached out on several occasions and you know. | 00:14:55 | |
| I know his company and I've seen the work that they that they do in Fernadina they're. | 00:15:00 | |
| Good, good people. | 00:15:05 | |
| So, umm. | 00:15:06 | |
| I was going to ask with with that said too like. | 00:15:07 | |
| I'm really excited about this. | 00:15:09 | |
| Do we? I mean what we need to approve for this? | 00:15:11 | |
| Nothing. Yeah. So it doesn't really seem information giving session. | 00:15:15 | |
| Yeah, because this is a chance for Jane to ask questions. | 00:15:19 | |
| For you to ask questions. | 00:15:23 | |
| So depending. | 00:15:24 | |
| The next meeting or a meeting after that? | 00:15:27 | |
| She's prepared to come with it. | 00:15:29 | |
| To and. | 00:15:31 | |
| The materials and. | 00:15:33 | |
| Yeah, and I was going to ask you and looking at the and I'm kind of getting ahead of myself here. | 00:15:35 | |
| Like in looking at these pictures like. | 00:15:39 | |
| If he needed to do I'm. | 00:15:42 | |
| In with respect to the Board. | 00:15:43 | |
| If you need to replace those columns or something online, we have to approve that. | 00:15:45 | |
| Yeah, like for like. | 00:15:48 | |
| No, but we appreciate you bringing in front of us. But anything that's the alteration from the original design. But I have to tell | 00:15:50 | |
| you, I've lived here a long time and everybody goes go past that pink house. | 00:15:55 | |
| And then turn right. I don't know what we're going to do in the future. It's beautiful, absolutely stunning. So I'm very excited | 00:16:00 | |
| to see some stuff done here. | 00:16:04 | |
| Yeah, I guess from my perspective, I would just ask you guys back if there's. | 00:16:09 | |
| Things that I can do to help prepare Jane. | 00:16:14 | |
| For presenting to you. | 00:16:17 | |
| When the permit is submitted and all that occurs. | 00:16:20 | |
| You know, specific. | 00:16:23 | |
| Things that you can help us. | 00:16:25 | |
| You know, be better prepared for that meeting. We want, I think the. | 00:16:26 | |
| The application process is really clear. I think the thing that we've had a tough time with in the past is. | 00:16:30 | |
| Material list and building lists and real schematics of what it's going to look like when the. | 00:16:36 | |
| The product is finished. You know, we don't have a paint palette for our historic district, so thank you for sticking with | 00:16:41 | |
| something that's in line with what. | 00:16:45 | |
| What's historic? But umm. | 00:16:49 | |
| Yeah, probably just the materials list and a real. | 00:16:50 | |
| Understanding for us to grasp of what's going to what it's going to look like when it's finished. Thank you. | 00:16:53 | |
| Yeah, it'll look like. | 00:16:59 | |
| Basically this. I mean, we have no intention really of changing anything. | 00:17:01 | |
| Out of other than a necessity to change, the only discussion that we've had about potential changes is the railing that's there is | 00:17:04 | |
| low. | 00:17:08 | |
| And by code it is likely going to require a taller rail, but it would be the same exact design, look and finish. It will just be | 00:17:13 | |
| safe. | 00:17:17 | |
| Taller and safer based on. | 00:17:21 | |
| Thank you requirements. | 00:17:23 | |
| Yeah, this sounds gonna be pretty easy. | 00:17:26 | |
| Awesome. | 00:17:29 | |
| Yeah, we look forward to working with you. | 00:17:30 | |
| Yeah, no problem. Thank you for your time, Sir. And I just have a couple more things to say. | 00:17:33 | |
| The two non parking. | 00:17:40 | |
| Besides, you have on the South side of the building. There's no parking. You'll be towed. | 00:17:42 | |
| That city property? | 00:17:46 | |
| That that's in the city right of way. | 00:17:48 | |
| The science got to move. That's public parking. | 00:17:50 | |
| You can put him in the back. | 00:17:54 | |
| Where your parking is meant to be. | 00:17:55 | |
| Yet on the side, like if you're looking straight at your building, the parking on the side right here, that is city right away. | 00:18:00 | |
| So anybody can park there, even people who are staying there can. | 00:18:06 | |
| There, but it can't be exclusive to your problem. | 00:18:10 | |
| The parking in the back. | 00:18:13 | |
| The building is that was what that is meant for and you can put those signs back there in case anybody. | 00:18:15 | |
| Places that and then. | 00:18:21 | |
| That the T sign you guys have out? | 00:18:23 | |
| That that can't be there, but. | 00:18:26 | |
| What I would suggest you do is get a sandwich board. | 00:18:28 | |
| And put it in the median. | 00:18:31 | |
| And you could have your daily. | 00:18:33 | |
| You know, tea. | 00:18:35 | |
| Specials or whatever you have going on. | 00:18:37 | |
| That way so we can put it in a medium, yes, but. But more like a sandwich board. Yeah, yeah, not that sign, but. | 00:18:39 | |
| More like you'll see like. | 00:18:46 | |
| Divine did in the bookstore. | 00:18:48 | |
| What those folks did, that's. | 00:18:50 | |
| The kind of. | 00:18:52 | |
| What I would follow. I've got a question for you about those. Those have to be removed every day. | 00:18:53 | |
| No, yes. | 00:18:57 | |
| Now they're supposed to be. | 00:19:00 | |
| Not everybody does it, but they're supposed to be taken. | 00:19:02 | |
| OK, OK. | 00:19:09 | |
| Did you want to? | 00:19:12 | |
| No. | 00:19:14 | |
| So. So that would be my only. | 00:19:16 | |
| Request. | 00:19:18 | |
| Just so whenever you come back. | 00:19:19 | |
| That you're totally in compliance and there's no. | 00:19:21 | |
| Issues OK. | 00:19:23 | |
| Yeah, and the one thing too I'll say too is like the. | 00:19:25 | |
| You know, becomes a bureaucracy sometimes. I think the board here, we're pretty good at proving most things like that I come | 00:19:28 | |
| through and that are within reason. | 00:19:31 | |
| With something this big, it can go back and forth. | 00:19:35 | |
| Like it'll like. | 00:19:37 | |
| You know every month, right? So we'll come back. | 00:19:38 | |
| Oh yeah, you didn't have this one thing. | 00:19:40 | |
| So we have to go back and then. | 00:19:42 | |
| You come back the next month and then you know, I mean. | 00:19:44 | |
| So it's good that you're getting ahead of it that way we can. | 00:19:46 | |
| You know, just boom, knock it out and be done. | 00:19:49 | |
| Well, that's that's why we engaged. | 00:19:53 | |
| Proactively. Yep. | 00:19:55 | |
| To make sure super smart. | 00:19:57 | |
| And we appreciate that. | 00:19:59 | |
| Thank you and congratulations. | 00:20:00 | |
| Yes. | 00:20:03 | |
| It's gonna be awesome. | 00:20:03 | |
| Thanks so much. | 00:20:05 | |
| Thank you. | 00:20:06 | |
| Thank you all for your time. Thank you very much. Thank you and. | 00:20:07 | |
| Think we have? | 00:20:11 | |
| The retroactive, I'm sorry, the new fine. | 00:20:13 | |
| The side of the city. What do you all want to kind of let us know what that looks like? | 00:20:16 | |
| I just wanted to. | 00:20:20 | |
| That e-mail just lets you know that's now in place and the historic district does have a line item. | 00:20:21 | |
| With finance, so any. | 00:20:27 | |
| Finds that we do. | 00:20:29 | |
| Get for folks do not file. COA can go into that. | 00:20:31 | |
| Line item and we can use. | 00:20:34 | |
| Those funds for maybe? | 00:20:37 | |
| The signage if we decide to, or other projects that we're not able to get federal funding. | 00:20:39 | |
| Just for the public, can you explain those fines? | 00:20:44 | |
| And how, I mean how they come about. | 00:20:47 | |
| I don't think we've talked about them. | 00:20:49 | |
| File for COA and you're supposed to. | 00:20:52 | |
| And they didn't, and they did the work. | 00:20:55 | |
| Then you're going to have to come retroactively and along with that it's going to be $1000. OK, thank you. I have a question about | 00:20:57 | |
| that. | 00:21:00 | |
| Can are if they. | 00:21:03 | |
| Up if somebody. | 00:21:06 | |
| Submits an application for building permits or something like that in their in their in the historic district. | 00:21:07 | |
| Are those? | 00:21:13 | |
| Building permits issued without a. | 00:21:13 | |
| COA. | 00:21:16 | |
| No, they should not be. They should not be. So somebody should have a heads up before they do the work. I mean, I'm thinking about | 00:21:17 | |
| somebody that's been living here for, you know, 20 years or whatever, and they don't. | 00:21:23 | |
| Necessarily know that they're supposed to have a COA. | 00:21:28 | |
| So that the building permits will not, should not be issued before the COA is going to be submitted together so. | 00:21:31 | |
| They should be submitted. They can be. | 00:21:38 | |
| Yeah. | 00:21:41 | |
| Yeah, yeah. I'm just saying as a protection for the, for the. | 00:21:43 | |
| Owner the property owners and and so it doesn't come around and. | 00:21:48 | |
| Bought them, you know, on the backside is that. | 00:21:52 | |
| Maybe we should. | 00:21:55 | |
| Try to have it so that the building permits are not issued without an approval of the COA in the in the historic district, No, | 00:21:56 | |
| Yeah, they they would. | 00:22:00 | |
| Okay. | 00:22:04 | |
| Perfect an issue, a approval before. | 00:22:06 | |
| That's the start. | 00:22:08 | |
| We're moving forward anybody that has a COA application. | 00:22:10 | |
| It's coming to our office and we're talking about it. | 00:22:14 | |
| That's very first start. We'll talk about moving forward. | 00:22:17 | |
| What they need to do after that? | 00:22:20 | |
| Yeah, and I'll say this publicly too. It's like. | 00:22:22 | |
| I hope we see zero finds. | 00:22:25 | |
| You know what I mean? I hope that we work towards 0 fines. | 00:22:28 | |
| Yeah, yeah. | 00:22:31 | |
| You never know. | 00:22:33 | |
| You know and. | 00:22:34 | |
| What is there should help us in some way? | 00:22:36 | |
| Where we're able to get. | 00:22:38 | |
| Funds federally or from the state. | 00:22:40 | |
| For our own projects. | 00:22:43 | |
| Yeah. | 00:22:44 | |
| I think it just helps have a more bite also. | 00:22:45 | |
| Just in case, right? And also I think it's going to be like. | 00:22:50 | |
| Spread the word a little bit. | 00:22:53 | |
| Yeah. | 00:22:55 | |
| You should probably check with the city before you do anything. | 00:22:56 | |
| An historic district. | 00:23:00 | |
| So I think it's. | 00:23:01 | |
| Yeah, I think one of the issues for me is a relative newcomer is. | 00:23:03 | |
| The delineation of the historic district. | 00:23:07 | |
| As Mr. Raley said that. | 00:23:10 | |
| You know, he wasn't aware that. | 00:23:13 | |
| He was on the historic property and needed that certificate of appropriateness that we just approved, so I'm just wondering how we | 00:23:15 | |
| can. | 00:23:19 | |
| Educate and let people know. | 00:23:24 | |
| There's a map on the website that clearly defines where the. | 00:23:27 | |
| Historic district does. | 00:23:30 | |
| People need to just be aware of it. | 00:23:32 | |
| There's also been some talk about. | 00:23:35 | |
| Possibly putting together a flyer just to let folks know what they need COA for. I think that's a good idea. | 00:23:38 | |
| Yes, our historic district is not huge. | 00:23:44 | |
| So. | 00:23:48 | |
| You know. | 00:23:49 | |
| I think that would be a good idea we've been talking about. | 00:23:51 | |
| Is there a way to put it maybe on the? | 00:23:54 | |
| Water bill or something like that also do that. | 00:23:57 | |
| That might be a little helpful. They just kind of. | 00:24:01 | |
| Kind of thought. | 00:24:03 | |
| I think the more that we can get ahead of it, the better. | 00:24:06 | |
| That way somebody's not surprised that. | 00:24:09 | |
| That's a lot of money. | 00:24:11 | |
| From some of us, maybe some not. | 00:24:13 | |
| $1000 yes, for the retroactive even though the work was completed before you passed the bill, Yeah. | 00:24:17 | |
| I don't think that's right, but. | 00:24:23 | |
| Eric, do you want to come up and state your name and address? | 00:24:25 | |
| In my boss. | 00:24:28 | |
| Yeah, I mean, I didn't build. | 00:24:31 | |
| Do you want to? | 00:24:32 | |
| Do you want to come up and say your name and address just because we have people in the? | 00:24:34 | |
| Caught him for the for the Bailey. | 00:24:38 | |
| 359 Michael Place again. | 00:24:40 | |
| No. I mean, I mean, I'll pay the $1000, I don't really care, but I don't think that's fair. | 00:24:44 | |
| Especially since it was passed after the work was complete. | 00:24:48 | |
| And after the permit was spooled. | 00:24:51 | |
| Mr. Bailey, you did not own the building when that work was done. That's correct. | 00:24:53 | |
| Who owned the building? | 00:24:59 | |
| Jeremy Nelson, mentor. That's where the fine should come from. | 00:25:00 | |
| As far as I'm concerned. | 00:25:04 | |
| Yeah, I agree. | 00:25:06 | |
| That's right. I mean, he also didn't have anything to do with the renovations either. | 00:25:07 | |
| Wow, but. | 00:25:11 | |
| Where he owned a building and renovations weren't being were being done and he didn't know about them. | 00:25:13 | |
| I mean, he knew about him, yes. OK. | 00:25:17 | |
| Yeah, iPhone in this case that we just. | 00:25:19 | |
| Waving conversation I need to have. | 00:25:22 | |
| OK, Absolutely. OK. | 00:25:25 | |
| OK. I mean, yeah, especially since like the work was completed. | 00:25:27 | |
| The permit was pulled and all that was decided before you passed that rule, and then you passed the rule after all the work's | 00:25:31 | |
| done. | 00:25:34 | |
| Before you even notified me. | 00:25:37 | |
| And why'd you let the work get completed? | 00:25:39 | |
| Without notifying anybody. | 00:25:41 | |
| I did y'all drop out every day? | 00:25:42 | |
| No one told me until doctor was already finished every day. | 00:25:44 | |
| You don't. | 00:25:48 | |
| No, it's $150.00 for me. I know. | 00:25:49 | |
| I don't drive light every day, so here's what I will say. I think that it looks like we need to work some things out here. | 00:25:51 | |
| And we'll, we'll talk and I'll make sure that I kind of follow up with this as well. | 00:25:58 | |
| So it sounds like the decision maker on that is not here right now. | 00:26:02 | |
| So we'll, we'll definitely follow up in. | 00:26:06 | |
| Make sure. | 00:26:08 | |
| Because if there were. | 00:26:10 | |
| You know, multiple people, multiple parties involved. We need to figure out. | 00:26:12 | |
| Where the findings to go? | 00:26:16 | |
| Yeah, yeah. But I understand your frustration. | 00:26:17 | |
| I get it. | 00:26:20 | |
| I get it. | 00:26:21 | |
| You know, it's not $1000 fine, it's just that's not fair. | 00:26:22 | |
| Yeah. | 00:26:25 | |
| Not not to pass the law, pass a rule. | 00:26:26 | |
| A fine after somebody had already completed something. | 00:26:29 | |
| And then try to read, you know, make a retroactive that's that's. | 00:26:32 | |
| Yeah, yeah, like I said. | 00:26:36 | |
| My boss in our department about it, yeah. | 00:26:39 | |
| No, that's fair. | 00:26:44 | |
| That's right. All right. Is there anything else on the agenda? | 00:26:45 | |
| Only Mr. Ingrams, and he's still not here. | 00:26:49 | |
| OK. And then anything else besides that? | 00:26:51 | |
| Do we have any public comments? | 00:26:56 | |
| Is there anything prohibiting us from? | 00:26:58 | |
| From discussing Ingram. | 00:27:00 | |
| Voting on it if we if there's a. | 00:27:02 | |
| Yeah, we can't do that. We can't do that. OK, Sorry, owners have to be here. | 00:27:05 | |
| OK, sorry or representative. | 00:27:09 | |
| Representative. | 00:27:11 | |
| OK, well. | 00:27:13 | |
| I don't, you know, this is like we're half an hour in here, man. | 00:27:15 | |
| So I think we. | 00:27:18 | |
| We can. | 00:27:19 | |
| You can call it a day. | 00:27:20 | |
| Zuri and listening about says anything we can, we can adjourn. | 00:27:21 | |
| Do we have a motion? | 00:27:25 | |
| I'll make a motion to adjourn. | 00:27:26 | |
| I'll second it. | 00:27:27 | |
| All in favor say aye. | 00:27:29 | |
| All right. | 00:27:31 | |
| That was quick. | 00:27:33 | |
| Yeah. And I understand that we're not charged. | 00:27:35 |
