It's unanimous, man. 00:02:56
Yes, Sir. 00:02:57
All right, our first item on the. 00:02:59
Agenda Tonight is a presentation by. 00:03:02
Our district health director for. 00:03:06
Coastal Health District doctor Bonzo ready. 00:03:07
Glad to have you here if you'll please come to the. 00:03:09
Podium there. 00:03:13
And we're actually going to tag team of presentations. So my colleague is going to also present with me, Terry Farrell, a lot of 00:03:15
you all know. So I'm going to let him start out. 00:03:19
Thank you. 00:03:24
All right, so. 00:03:27
You just go to the mic. Closer to the mic please. 00:03:30
All right, not a problem. 00:03:35
So. 00:03:38
Yeah, and this is adapted from a couple different presentations we did. 00:03:39
Umm, but the picture is just something we did with the Citizens Academy. 00:03:44
We had to say something interesting about ourselves. I was in the class for the first year, first time this year. 00:03:48
Did some stuff with some kids and then. 00:03:54
Let them shake my beard because we have to do a mass fit for emergency preparedness. 00:03:56
So that's me, and then there's Doctor Rennet giving and I giving vaccination. 00:04:01
So this year, on May 7th, we opened the new health department to the public. 00:04:07
It was about since it was originally, I proposed 7. 00:04:12
Eight-year project at least. 00:04:17
So now the environmental health and all the clinics are together so. 00:04:19
We do work together with emergency preparedness and some other activities that I'll mention. 00:04:22
So being in the same building, being centrally located and next to Healthcare is really. 00:04:27
Beneficial to us? 00:04:32
So Georgia, we are the. 00:04:34
Kenton County Board of Health, part of the. 00:04:37
Tulsa Health Districts as 18 health districts in Georgia. 00:04:40
All the counties have their own Board of Health and then is divided up into those administrative areas. 00:04:43
And what we do? 00:04:50
And I will flip foot. 00:04:53
And I primarily do environmental health, but these are the programs that we do. 00:04:54
I'm vitamin health Marty Preparedness. 00:05:00
Our Women's Health epidemiology we do emergency preparedness. 00:05:03
And a little of everything the way. 00:05:07
So my site does. 00:05:10
The umm. 00:05:12
Non clinical side and then they do the clinical side. 00:05:14
The way one person put in is your working groups like EPA and EPD. 00:05:17
They protect the environment from people. We. 00:05:21
Protect people from the dangers in the environment. 00:05:24
And so for environmental health, I've got 4 specialists only myself. 00:05:28
And the chloric and the county population we do the cities and the county as a whole. 00:05:32
About 58,000 people. 00:05:36
When I went to that. 00:05:39
So these are all of our programs. 00:05:40
They're all mandated by the official creditor so. 00:05:43
Those are the references and how? 00:05:47
We'll kind of go through everything quickly for the second time, but any questions, we're definitely open to you at the end. 00:05:49
Our facilities and I'll. 00:05:57
Get a little more detail with the food. 00:05:59
So food service. 00:06:01
We do your construction plan review. 00:06:03
We do inspections. 00:06:06
We involve, you know, do complaints. We work with cities for permitting. 00:06:08
And licenses. 00:06:12
Some food service with the same thing with swimming pools. 00:06:14
Our plan reviews, inspections, water chemistry, all of those tests. 00:06:17
Hotels, so we look for bed bugs to make sure things are clean and sanitary. 00:06:22
When I'll talk about in a. 00:06:27
Friends of download slides that we also do body arts. Those are our facilities that we do. 00:06:29
With your septic systems. 00:06:35
So you are not on sewer, you're on septic? 00:06:37
That can affect the environment, that can affect your neighbors. It can make people sick. 00:06:40
So we permit. 00:06:45
Look at the soul and see what's the best way to get rid of it. 00:06:47
We also just do different projects. We did a grant in Brown Town. 00:06:50
All right, and. 00:06:54
There was an impaired waterway that. 00:06:59
We don't have improved that. The Riverkeeper actually says they're seeing some species come back to the area, crossfish and other 00:07:01
things. 00:07:04
Into that product thing. 00:07:08
For a plantation along with. 00:07:10
Systems. 00:07:13
Rabies controls. 00:07:15
I don't want to throw handles the animals. 00:07:17
And the bikes we. 00:07:19
Through the quarantine, the testing. 00:07:21
The advice for people? 00:07:24
In the guidance. 00:07:26
Has been a very active year. 00:07:27
Everywhere. 00:07:30
Across our district. 00:07:31
And we've been testing a lot. 00:07:33
Buy a lot more. I'm talking about, you know, a few. 00:07:36
Few months, but we've been testing a lot of animals. 00:07:38
I'm more than normal. 00:07:41
We haven't had any positives in Camden. They have had I think 2 and the rest of the district. 00:07:42
So with rabies, we need to quarantine the animal. 00:07:48
We test and. 00:07:51
If we. 00:07:54
Can't find the animal or it's positive we get post explosive treatment. 00:07:56
With treatment. 00:07:59
People don't get it, but if you get symptoms from rabies it's about 100% fatal. 00:08:02
So. 00:08:08
And then? 00:08:11
We had a local rule, we now have a state body art rule. 00:08:12
So you may not like to see the restaurant. 00:08:15
You may not like how a tattoo looks. 00:08:18
We're worried about whether or not it will make you sick. 00:08:20
All right, water testing, a lot of that is for home loans. 00:08:25
And also for businesses. So if you have. 00:08:29
A restaurant in Son of Wells and mobile restaurant units we umm. 00:08:32
Have requirements for water testing. 00:08:35
We usually this is more. 00:08:39
Complaint but smart for Iraq falls under us. 00:08:42
And then tanning beds register. We don't expect them, but they register to stay. 00:08:45
And so back to those same programs. 00:08:51
We do emerging preparedness, so we have that emergency support functions 6:00 and 8:00. 00:08:54
That sheltering in public health. 00:08:59
The big thing that we do is the functional medical needs registry. 00:09:02
Or functional access medical registry. 00:09:05
Basically somebody that has a need. 00:09:08
Doesn't have a way out, especially in hurricanes. We coordinate with the state to take them out. 00:09:11
That we want, we are not. 00:09:15
We don't want to be their Plan A because. 00:09:17
You lose control over what's going to happen to yourself you have the mercy of. 00:09:20
What facilities are available? 00:09:24
But we are that backup, that Plan B. 00:09:26
So if anyone needs that number, anyone you want to recommend? 00:09:28
And they can just call that and see if they. 00:09:32
Qualify. 00:09:34
And so we do that, you know, these are some of the things of functional needs. 00:09:36
And from the medical? 00:09:44
So I said we will. 00:09:46
And inspect the shelters will help keep people, you know, get people out where they need to be. 00:09:47
And we'll work with the city in the county for that. 00:09:52
For the next section is what our clinics do. 00:09:54
And I didn't want to announce someone who's here, Melissa Perkins. 00:10:00
Wait, everybody. So. 00:10:03
Melissa is our nurse manager for Camden County Health Department and voice is kind of betraying her right now. She lost her voice 00:10:05
so so I was going to her to do a little bit, but she's going to be excused for tonight. So the big, big take home point about this 00:10:10
is that. 00:10:14
Previously, we had a Camden County Health Department location site in Woodbine, which is where we had our WIC services. 00:10:19
We had environmental health in Kingsland, we had our. 00:10:25
Clinic in Saint Mary's. 00:10:27
And it was confusing and it was kind of disjointed. 00:10:29
And this kind of coming together was really the vision of a lot of people actually in this room as well. 00:10:31
And so and it really came together. So there's one stop shop for everything. 00:10:35
So you know that when you go online and you Google Camden County Health Department. 00:10:39
You need to go there for environmental health Wick. 00:10:43
Clinic, whatever it is, Immunizations. 00:10:45
You're at the right place. 00:10:47
So in addition to the things that Kerry mentioned, which are some things that a lot of people don't know about. 00:10:48
So there's also some other program that we're going to briefly go to the last couple minutes. 00:10:53
I mentioned our WIC program, our women, infant and children's program. 00:10:58
Also for family planning or contraception, pretty much any kind of birth control except getting your tubes tied. You can get it 00:11:01
the health department. 00:11:04
Our Breast and Cervical Cancer program is for people who are uninsured or unable to afford. 00:11:08
Mammograms or pap smears, You can get those done through the health department. 00:11:13
If your pap smears abnormal, we have a way to help you get a colposcopy which is the follow up test. 00:11:16
A reminder about WIC is something that's very underutilized. People look at WIC is just the place you go to get your formula. 00:11:22
If you're having trouble for a baby formula. 00:11:27
But also you can use it to get certain healthy foods as well. 00:11:29
And for some reason, Wick is not viewed like a lot of other programs that we all taxpayers pay into. 00:11:33
I don't hear people who get Medicare, who get the 65 and say I don't want that health insurance, You know, I don't want a handout. 00:11:39
But people tend to look at Wick that way. This is something we all pay to. It comes out of your paycheck every month. 00:11:45
With the federal taxes and it goes towards WIC programs where people are eligible. 00:11:50
We're really encouraging people to take advantage of that, whatever you will be spending on these things on the list. 00:11:53
Put them away in a college fund or something like that. 00:11:57
And again, income eligibility is very different from a lot of the. 00:12:00
The different what people feel like, our entitlement programs. 00:12:04
It's actually 185% of federal poverty limit. 00:12:07
So, umm. 00:12:10
For example, a family of four making more than $59,000 is actually eligible for WIC. 00:12:11
So a lot of. 00:12:16
People, kind of middle class citizens, are not taking advantage of these benefits that are here. 00:12:18
So in addition to the things I mentioned. 00:12:25
For these things, rapid fire, isn't it Kind of. 00:12:28
Barely tap it. 00:12:31
So in addition to Wake, we offer breastfeeding support, safety classes, car seat education for first time parents. I remember the 00:12:34
first time I had to use a car seat, I didn't know what I was doing. 00:12:38
Enrollment in pet pregnancy. Medicaid newborn screening. 00:12:43
Primary care, we have a fantastic family nurse practitioner, Mallory Chapel, who's providing sports, physical sick visits, annual 00:12:47
Wellness exams at the health department. 00:12:51
And very soon should, we're looking into actually having teledentistry services in this area of the district as well. 00:12:55
In terms of epidemiology and all of us are still like have PTSD from COVID, right? But there's other disease outbreaks that happen 00:13:01
from time to time. Our epidemiology team is. 00:13:05
Always from providing surveillance of those diseases. 00:13:09
We look for tick borne illnesses, mosquito borne illnesses. There's a lot of surveillance that happens. 00:13:13
And also immunizations, vaccines. 00:13:18
FBI transferring treatment for people who were not able to afford it. 00:13:21
We never turn anybody away because of inability to pay. We'll see people with or without insurance and work with work within 00:13:24
people's budget to make sure they have what they need. 00:13:28
We provide pre exposure prophylaxis for HIV which a lot of people don't know about. 00:13:32
Georgia, unfortunately, has the highest incidence rate of. 00:13:36
HIV outside of Washington, DC. 00:13:39
And so there's a pill people can take once a day. We obviously try to get people to change behavior. 00:13:41
But if they're not changing risky behavior, there's a pill you can take, one say, that'll almost eliminate your risk of HIV. 00:13:46
And also testing, if somebody does test positive, we provide treatment as well. 00:13:51
So as far as other things we do provide tuberculosis testing and treatment and follow up as well. Melissa is very busy doing that. 00:13:56
So anytime somebody has a positive test for latent or active TB, she and her team actually get treatment. 00:14:02
And follow up testing done to make sure they don't spread it in the community. 00:14:07
We've had a lot of outbreaks around the country and with TV and Kansas and other places, and we do not want it in Camden County. 00:14:10
So thanks to our team in Chatham County who actually let us. 00:14:17
Go for some other slides. 00:14:20
And I have contact information information for Terry and Melissa as well. 00:14:21
And these slides are available to anyone, feel free to share them with anybody who wants it. 00:14:26
And you can also go to coastalhealthdistrict.org. My contact information is there as well. I think they have my e-mail and phone 00:14:30
number there, so. 00:14:33
Feel free to reach out to me if there's anything you have questions about as well. 00:14:37
All right. So thank you all so much. 00:14:41
Any question? Very much, Doctor Red. 00:14:44
And I'm happy to take any questions or people can e-mail or call. 00:14:47
OK. Thank you. 00:14:50
As a former public health employee myself, I have. 00:14:52
Glad to have you all here and appreciate the good work you're doing in our community So. 00:14:55
Our next presentation is going to be introduced by. 00:15:04
I'd like to introduce Christine Adamo. Most of you know her. 00:15:09
Chair of our tree board and. 00:15:13
She's going to talk to us about. 00:15:17
Establishing a green infrastructure unit. 00:15:21
Using some grant money that we have been awarded on our tag to grant. 00:15:24
Umm, and I want you to just keep an open mind. 00:15:31
This might be something that will help us. 00:15:35
With our stormwater. 00:15:38
Credit management. 00:15:41
In the credit manual we talk about having somebody storm water manager. 00:15:44
Look at. 00:15:50
Ways that people can mitigate stormwater runoff on their property, either commercial or private. And this all takes monitoring and 00:15:54
someone who knows something about. 00:16:00
Umm, ecology. 00:16:07
So we could share the cost of that? 00:16:09
With an arborist. 00:16:12
Through this funding, I will let you. 00:16:14
Take it from there. 00:16:16
OK. Thank you. 00:16:18
Good evening. 00:16:19
I'm representing the tree board in this presentation. 00:16:21
Justin, FYI the tree board is mandated by the state of Georgia as well as the federal government because the city of Saint Mary's 00:16:25
is a tree city. 00:16:31
And as most of you know. 00:16:37
And many of you may not know. 00:16:39
Our city was awarded a three-year $350,000 grant last year. 00:16:42
In September, October I believe. 00:16:49
That three-year grant. 00:16:52
Is basically our opportunity as a city. 00:16:55
To underwrite. 00:16:59
Planting of trees. Education. 00:17:00
Of all of us, including residents and city. 00:17:03
Employees. 00:17:08
As well as. 00:17:09
The ability to hire a full time arborist, 100% paid in year 1. 00:17:11
50% paid in year 2. 00:17:17
And 25% paid in year 3. 00:17:20
So that kind of seeds us with an opportunity to vision forward. 00:17:23
As to what we might. 00:17:27
Want to think about? 00:17:29
In terms of being a tree city with tree issues. 00:17:31
This tree, by the way, is a tree that. 00:17:35
Is on the Wheeler St. 00:17:38
It's not a healthy tree. 00:17:41
But it's a tall one. 00:17:43
And it needs help. 00:17:45
OK, here's the opportunity. 00:17:48
Saint Aries received this grant. 00:17:51
And we're in an opportunity to create a tree maintenance program. We don't really have one. 00:17:53
We have a Department of Public Works. 00:18:00
That has. 00:18:02
A huge agenda. 00:18:03
With lots of things in moving parts. 00:18:05
Tree maintenance. 00:18:09
Is one of them. 00:18:10
But we don't have a tree specialist. 00:18:12
In that department. 00:18:14
We actually don't have a tree specialist in arborist. 00:18:15
On our staff. 00:18:18
In the city we now have the ability to hire. 00:18:19
A tree arborist. 00:18:23
And tree arbors, by the way, are certified. 00:18:24
Qualified. They have to keep their registration. 00:18:27
And their certification through. 00:18:30
Continuing education credits. 00:18:33
They're usually people that are environmentalists. 00:18:35
People that are multi talented but have a direct interest in nature, trees and the environment. 00:18:38
We also. 00:18:47
Have been dusting off the 2019 Store water Management program. 00:18:49
And with that, there will be additional dollars coming through a tax. 00:18:54
We don't have to talk about that. 00:18:58
But there is a need to manage that program as well. 00:19:00
And once again, we have an overburdened Department of Public Works. 00:19:04
That is straight out. 00:19:09
Dealing with. 00:19:10
Mostly crisis management issues. 00:19:11
And to. 00:19:14
Tree maintenance, which now we're paying for. 00:19:15
With a grant. 00:19:18
And a storm water management program that could potentially underwrite. 00:19:20
A professional that understands hydrology and what our city needs. 00:19:24
Might be an opportunity to kind of. 00:19:29
Hold them together. 00:19:31
The city also. 00:19:33
You know, is up a renewal of the PSA timely because we had a work meeting and. 00:19:36
I'm excited because. 00:19:41
This City Council and mayor is supporting a deep dive and a look at. 00:19:43
The city taking back management of our green spaces in terms of Parks and Recreation. 00:19:48
Other municipalities, both small like ours as well as larger ones. 00:19:54
Have a professional. 00:19:59
Director responsible for all three of these functions parks, recreations, water, stormwater management and trees. 00:20:01
This tree. 00:20:12
Is also on Wheeler St. 00:20:13
If the city had a tree maintenance program. 00:20:17
And if the city had a professional. 00:20:21
Responsible for making sure these trees are maintained and looked at and cared for. 00:20:24
This tree would not have fallen down unprovoked. 00:20:30
No wind. 00:20:34
No rain. 00:20:36
This tree. 00:20:39
Fell down. 00:20:40
On June the 27th. 00:20:41
Of this year. 00:20:44
In the middle of the afternoon. 00:20:45
It took down the electric wires. 00:20:47
That took down the power. 00:20:50
From the waterfront to Hall St. 00:20:52
For 4 1/2 hours. 00:20:54
It also did property damage to a house across the street. 00:20:58
And I understand. 00:21:03
That that owner of that property on the. 00:21:04
September 9th. 00:21:08
Submitted a bill for repairs. 00:21:10
To their house totaling that. 00:21:13
Episode and one preceding to that. 00:21:15
From another trail on Wheeler St. going down. 00:21:18
Totaling 2200 dollars. 00:21:21
So I'm hoping that. 00:21:23
After a month, a review of that. 00:21:25
This resident. 00:21:27
Will have a compensation from the city because of this tree. 00:21:29
Was on the city property. 00:21:33
It's on the right of way. 00:21:35
Let's look at a couple of key concepts. 00:21:38
I mean, what is green infrastructure? It's basically everything that's. 00:21:40
That's green, you know. 00:21:44
Trees. Parks. 00:21:46
Pavements that should. 00:21:49
Probably be water permeable because we're on a coastline community. 00:21:50
Anything that has to do with green space. 00:21:56
And more advanced. 00:22:00
Municipalities. 00:22:02
Many roofs and part of development includes mandates and ordinances that require development to. 00:22:03
Support green infrastructure by bringing in roofing materials and housing materials. 00:22:11
That enabled that development to support. 00:22:17
Green infrastructure. 00:22:21
Help water run off. 00:22:24
Help mitigate. 00:22:25
Pollution. 00:22:27
Which many of our residents complain of because of our burning issues in the city. 00:22:28
Urban. 00:22:35
Many of you might know. 00:22:37
That the city of Saint Mary's has had a tree inventory. 00:22:39
The trees. 00:22:43
That are in the public right of way have actually been looked at. 00:22:44
I think something like close to 5000 trees. 00:22:48
Individually have been looked at by a team of five. 00:22:52
Professionals and arborists. 00:22:55
For their health. 00:22:58
Their age. 00:22:59
The risk of those trees. 00:23:01
Falling and creating permanent damage to either. 00:23:03
Life, uh. 00:23:07
Or limb or structure. 00:23:08
We have a database of those trees. 00:23:11
The city now has evidence. 00:23:14
Of what trees? 00:23:17
Are risky. 00:23:18
To both life. 00:23:19
And property. 00:23:21
And we really do need to pay attention to that. 00:23:23
Because. 00:23:25
All those trees are public. 00:23:26
Property. 00:23:28
And if anything happens relative to any of those trees like the Wheeler St. trees. 00:23:29
The city is culpable. 00:23:35
Because they we now have. 00:23:36
That information. 00:23:39
That is available to all of us, including our residents. 00:23:40
I don't want to belabor the point of the importance of sustainable development, because I know we have. 00:23:47
A director of community development that's really very apprised and extremely concerned about sustainable development. 00:23:52
I've spoken. 00:24:01
Many times over the course of the three years that I've been here with Miss Stein and I think that she would support and does 00:24:02
support a real attention too. 00:24:08
Trees and tree maintenance in our city. 00:24:13
To the point where her assistant director. 00:24:16
Is in training to actually become a certified artist. 00:24:18
On top of having her grant money to hire. 00:24:22
A full time person. 00:24:25
OK, benefits. 00:24:29
Air quality. 00:24:30
These are all. 00:24:32
Pretty quite self-evident, but what I want to point out here is. 00:24:33
Community engagement. 00:24:37
We write a newspaper column. 00:24:40
In the local paper here and we actually get people that call us. 00:24:42
That our citizens and residents of Saint Mary's regarding trees that have issues, trees that they think. 00:24:48
Need to be saved. 00:24:54
Trees. Umm. 00:24:56
That need help and they don't know where to go. 00:24:57
So community engagement is a real plus. 00:24:59
For paying attention to the city's green infrastructure program. 00:25:03
There's lots of potential opportunities here. 00:25:08
In our development areas in the way we manage our storm water runoff. 00:25:12
In the way we look at our intermodal conductivity. 00:25:17
Which we hear a lot about from our community development. 00:25:22
Many of our go karts or golf carts, excuse me, our go karts or golf carts. Although we do have golf. 00:25:26
Go carts, some of the kids are up there with them. 00:25:32
Are gasoline driven? 00:25:34
And those fumes? 00:25:36
Contribute to pollution. 00:25:38
Our trees are important in helping to mitigate that pollution. 00:25:40
So it's a secondary thing. 00:25:44
I'm going to just throw this out. 00:25:47
Like Miss Keene said. 00:25:49
To keep an open mind. 00:25:50
Because this is really visionary. 00:25:52
And the city isn't. 00:25:54
But I'm an entrepreneur. And if we don't? 00:25:56
Think visionary. We're never going to get out from where we are right now. 00:25:59
Organizationally speaking, we do not have a structure. 00:26:05
That supports. 00:26:10
The management. 00:26:11
Of our green. 00:26:13
Infrastructure which right now. 00:26:14
Are our trees. 00:26:17
We don't have an organizational structure that supports. 00:26:18
Our Parks and Recreation, if we actually take that. 00:26:22
Landscaping and grooming. 00:26:26
And management of all the water issues around that as well, we don't have that. 00:26:28
It will require the city to take a deep dive. 00:26:33
Into how you organize. 00:26:36
That special skill set? 00:26:39
Where does it? 00:26:42
Public works? Community development? Does it sit in collaboration? Do we need to take a look at the organizational structure at 00:26:43
large? 00:26:47
Very important. 00:26:51
I heard a little bit about budget. 00:26:54
Earlier when we were talking about taking on the PSA responsibilities for the green part anyway. 00:26:56
Our grant is based on hiring a professional arborist. 00:27:03
Which market rate? 00:27:09
Is anywhere from 90 to 120,000 a year. 00:27:11
Part of the issues that we've been dealing with internally. 00:27:15
Is that many of our direct. 00:27:20
Level physicians aren't competitive salary wise. 00:27:22
With that professional skill set. 00:27:26
And what I have noticed personally is that we tend to dumb down that opportunity to becoming a consultant. 00:27:29
So rather than hire a full time person and upgrade and take a real hard look at our director's salaries. 00:27:38
We hire a consultant for 60,000 or 70,000 year. 00:27:45
They're off the payroll sheet. 00:27:50
And we don't have to really contend with the inequities and salaries. 00:27:54
We have an opportunity because the grant allows us to hire a competitively. 00:28:00
Salaried professional. 00:28:06
So in the future. 00:28:08
When the board, the tree board brings the possibility. 00:28:10
Of this person to you for consideration. 00:28:14
I want you to think about what that might be. 00:28:18
Be able to. 00:28:20
Start. Start. 00:28:22
Relative to a green infrastructure unit here. 00:28:22
Same thing with your storm water management, your hydrologist. 00:28:26
Much easier to create a consulting role than it is to bring a professional in. 00:28:30
And make them accountable for a piece of our. 00:28:35
Very important infrastructure. 00:28:38
That we don't have capability. 00:28:41
And we don't have capacity in public works. 00:28:43
Public Works is. 00:28:46
Overwhelmed. 00:28:47
With day-to-day stuff. 00:28:49
They don't have the capacity. This is a way to improve an expanding capacity. 00:28:50
And you could also include your Parks and Recreation. 00:28:56
There are models in the state of Georgia where you have a director of Parks and Recreation where trees. 00:28:59
And stormwater runoff. 00:29:05
Your Parks and Recreation grounds. 00:29:09
Come under. 00:29:11
That works. 00:29:12
We're not recreating the wheel. 00:29:14
We do have money. 00:29:17
We have a new tax, though also support it. 00:29:18
We can integrate these with existing business operations and once again. 00:29:21
The city could take a look at where do these professionals most? 00:29:26
Are most able to. 00:29:32
And provide that. 00:29:34
Best value and being the most accountable for the. 00:29:35
Biggest asset, one of our biggest assets. 00:29:39
Our inventory tells us that our trees. 00:29:42
Only in public spaces. 00:29:45
Are valued at over $8 million. 00:29:47
Based on their age and their health. 00:29:51
And that was only 5000. 00:29:53
We have 4 times that many that were not inventoried. 00:29:57
Think about it. That's close to. 00:30:02
$35 million. 00:30:03
In asset credibility. 00:30:06
Through our trees. 00:30:08
Savannah understands that. 00:30:10
We have that opportunity to capitalize. 00:30:13
And manage it. 00:30:16
And there's lots of different infrastructure projects which we can manage and we talked about them earlier. 00:30:19
Urban parks. 00:30:26
And all the way through. 00:30:28
Some of what the tree board is doing, you're going to find that we're going to be planning 50 trees in the in the fall. 00:30:29
In the by the consolidated housing project. 00:30:35
Which will in itself be. 00:30:39
A microclimate. 00:30:41
In the inner. 00:30:43
Section of the downtown area. 00:30:46
Which, by the way, is minus a lot of trees. 00:30:48
And all the benefits of that greenery. 00:30:50
There's lots of innovative technologies and solutions that can be brought to bear on all of our projects. 00:30:55
The common challenges. 00:31:04
Funding. 00:31:05
We're offering you the opportunity to at least get the first year 100% paid for it with personnel because we've got that money. If 00:31:06
we don't use it by the end of the year, we're going to lose it. 00:31:11
And the Georgia Forestry Commission will not. 00:31:17
Be looking at giving us money again if we don't use what they gave us to begin with. 00:31:19
And of course. 00:31:25
Education. 00:31:27
The tree board has been. 00:31:28
I think. 00:31:30
Fairly good in helping educate the public. 00:31:31
With the importance of our trees as a commodity and an asset. 00:31:34
The longer vision. 00:31:39
For all of us is to have and contribute to sustainability and a. 00:31:40
Planning effort. 00:31:47
And preservation of. 00:31:48
Some of our key assets which are live and really require special skill sets that none of us have. 00:31:50
Tree on the right. 00:31:58
Was Wheeler St. again? 00:32:00
Willow Street is like our Savannah. 00:32:02
It has. 00:32:05
The highest density of the oldest live oaks in the city. 00:32:06
And they go over a lot of the wires. 00:32:11
We don't prune them. 00:32:15
Religiously. 00:32:16
Umm, we don't debris them from the Moss, which is also providing dead weight in a storm and hurricane. 00:32:18
And that tree lens come down. 00:32:25
And then? 00:32:28
We have problems. 00:32:29
With our power sources. 00:32:31
The picture on the left is our city. 00:32:33
It's online. I picked that out of online. That was 3 1/2 years ago. 00:32:36
Brilliant. 00:32:41
At sunset. 00:32:42
So, uh. 00:32:44
I just want to make a case that we all should be considering and when we come back to Council. 00:32:45
And we continue to put our. 00:32:51
Our citizens. 00:32:53
In an education mode with our paper articles. 00:32:55
To really seriously deep dive on the value of having free money pay. 00:32:58
For the opportunity to start a green infrastructure unit. 00:33:03
Are there any questions? 00:33:08
Thank you. That's not good. I love questions. OK, thank you all. 00:33:12
OK. Thank you, Mr. Mayor. 00:33:26
All right, our. 00:33:29
Board announcements for term expirations. The Orange Hall Management committee. 00:33:30
Those two positions. 00:33:34
Debbie Elsie. 00:33:37
Creepy. 00:33:38
The Saint Mary's Library board. 00:33:40
Andy Diffendurfer. 00:33:42
April Jeans and Beth Zupan. 00:33:44
The board appointment for the new board of the Tax Allocation district #3 Advisory Board. One seat. 00:33:48
And we have the Camden County Board of Education Sex Education Instructional Review Committee. 00:33:54
So if you have any interest in serving. 00:34:01
In any of these capacities. 00:34:03
Please add our city current now. 00:34:06
That we were ready for our report for our city man. 00:34:11
Good evening, Mayor and Council. 00:34:21
Public works. 00:34:25
The staffing levels just keep everybody in line. 00:34:27
Where we're at with that we're currently. 00:34:30
We have 3 vacancies for equipment operator ones. 00:34:32
I'm sure the laborers. 00:34:36
We have two equipment operator twos which are CDL drivers. 00:34:38
We have one. It's actually. 00:34:43
Going through your process as we speak. 00:34:45
We have one vacancy for an equipment operator through which is a mowing crew lead. 00:34:49
They also have three staff assistant positions that they're trying to fill. 00:34:55
There is a. 00:35:00
From the last hiring event, two of the staff assistant physician were looking to be filled. 00:35:02
And started in the process, so we're. 00:35:07
We're working on it. 00:35:09
Additional hiring events for the equipment operator positions will be set up in the next week or so. 00:35:12
Mowing Coast Brewery continues. 00:35:17
The contract for the waterfront. 00:35:21
Park St. Mary Street, Osborne and Hwy. 40 on their schedule. 00:35:22
City Council awarded the contract that is landscaping for the mowing of Dilworth St. Charlie Smith Highway and Corran Rd. which 00:35:27
they had. 00:35:31
As soon as they were awarded, they were. 00:35:36
Cutting grass. 00:35:38
Santa Cruz had been. 00:35:40
Both continuing their mowing around as well as working on mowing some ditches with the sidearm mowers throughout the city. 00:35:42
Umm, the. 00:35:50
Ditches the crossing areas and the Gaines Davis subdivision. 00:35:54
Area have been completed. 00:35:58
Both pitch crews are working in the downtown area. 00:36:01
And long. 00:36:04
The Mission Trace cover is only one covert remains to be replaced. This is due to a revision. 00:36:07
To the pipe that crashes the road. 00:36:12
Needing to be elliptical versus round. 00:36:15
They found with going with the round, it actually played approximately 6 inches above. 00:36:18
The pavement, so they have to go back in. 00:36:23
And make that change. 00:36:25
Mr. Amos is working. 00:36:27
On providing a contractor with your value. 00:36:29
Invert elevations for construction. 00:36:32
To resume. 00:36:35
The yellow placed drainage. 00:36:36
Something's been worked on for a while. 00:36:38
The Federal Works Department has been in contact with three residents. 00:36:41
Also please counsel. 00:36:45
Be aware this is a change from the brief that I sent you last week. 00:36:47
Have been in contact with the residents with. 00:36:53
From which easements were needed to his style drainage swell. 00:36:56
To mitigate the drainage issues at the rear of the properties. 00:37:00
Our 3 residents have. 00:37:03
Agreed to provide the necessary easements for the project. Next step is for our city attorney. 00:37:05
To develop a necessary easement of darkness. 00:37:11
Documents. 00:37:14
That have been. 00:37:15
That will have to be executed to record. 00:37:17
So the city can begin. 00:37:19
The Broiled. 00:37:22
Braille Bridge. 00:37:24
Project. 00:37:26
A conceptual plan for the bridge replacement has been submitted to the city for review, which shows the bridge. 00:37:27
Suddenly in order to avoid railroad. 00:37:33
To avoid the railroad right away. 00:37:38
And other utilities that currently exist on the north side of the bridge. Next step is for Jude. 00:37:40
Or GDOT engineers to design the project. 00:37:45
The winding Rd. multi use path. 00:37:49
Judah has submitted an agreement to the city that will be. 00:37:51
Taken to the August 4th City Council meeting. 00:37:54
Consideration. 00:37:57
The agreement is for the right of way acquisitions. 00:37:59
Phase of the project. 00:38:02
Had several questions from council on this next one St. Sweeper acquisition. 00:38:06
The city is currently evaluating multiple St. Sweeper brands. 00:38:11
Through demos and we'll conclude this process in the next couple of weeks. 00:38:15
In order to provide more flexible St. Sweeper models. 00:38:19
That do not require CDL drivers. 00:38:22
Are being evaluated. 00:38:25
The swimming pool lead abatement project. 00:38:28
Notice to proceed has been issued for. 00:38:31
Project contractor has 10 days to begin. 00:38:34
Once they are done, the city will begin with a demolition. 00:38:37
The finalist department. 00:38:41
Will be conducting the annual property tax on Monday, August the 5th at 10 AM. 00:38:42
In council chambers. 00:38:49
The tennis courts. 00:38:52
As we mentioned earlier in the. 00:38:54
The previous workshop, Mr. Williams is working to create the RFP for redoing of the tennis courts. 00:38:56
At their quarter park. 00:39:02
The gateway project according. 00:39:05
To the developer Phase two of the archaeological studies should be completed in the next two weeks. 00:39:07
The ferry service, The RFP's have gone out and are due. 00:39:14
Closed on August the 21st. 00:39:18
Grant Update Council provided you with. 00:39:21
A large piece with that and that lists all of the. 00:39:25
All the different grants and. 00:39:27
The money is associated with. 00:39:30
The ones in yellow. 00:39:33
Are underway at some point in time in the process. 00:39:38
As far as Lemig. 00:39:43
I've also provided you with a sheet that had. 00:39:45
That gives you a status of where we're at with our limit projects. 00:39:48
Give you a second Council, have any questions? 00:39:54
I have a question. Yes, ma'am. 00:40:07
On the umm. 00:40:10
The maintenance contracts. 00:40:12
For mowing with coastal greenery and UMM. 00:40:15
Also. 00:40:20
I know they're supposed to edge, but it looks like they're using. 00:40:23
Roundup or some similar product to kill the grass for edging. 00:40:26
Can we have we had a talk with them about? 00:40:31
Not doing that and actually. 00:40:35
Using that to kill the cracks on the sidewalk but not the edge. 00:40:37
Yes, ma'am. We have had some conversations with them regarding that. There's an allowance. 00:40:41
For them to do that in the contract. 00:40:47
But we're also asking them to come back instead of doing that. 00:40:50
Give us some of what it might cost us. 00:40:53
Instead of doing that, actually doing the edging. 00:40:55
On a more regular basis. 00:40:59
OK, because. 00:41:02
It's pretty unattractive to kill grass on the edge. They're not good shots. 00:41:03
OK, right, right. 00:41:09
That's the best way I can say it. 00:41:11
Anything else? 00:41:15
Thanks, Robbie. Thank you. 00:41:18
We'll move to set our consent agenda. 00:41:24
In old business. 00:41:28

Item G. 00:43:27
Rezoning request for tax parcel 121O21B by Ryan Holmes in VR. 00:43:28

Item 8 Rezoning Request for Tax Parcels 1201021C by Ryan Holmes NVR Inc. 00:43:44
From C2 highway commercial and community districts to R1 single family residential. 00:43:50
Item I Rezoning Request for Tax Parcel 134029 by Ryan Holmes VR Inc. 00:43:59
From our five townhouse dwelling district to our one single family residential. 00:44:05
Item J Contract school resource officer, Camden County School board. 00:44:12
And item K. 00:44:19
The legislative copier replacement for Ashley's Business Solutions. AMJ Leasing. 00:44:21
OK, so to recap. 00:44:26
On the consent agenda is item. 00:44:34
A&B. 00:44:36
In old business. 00:44:40
Item B. 00:44:42
DEF. 00:44:44
Ghi. 00:44:47
J&K. 00:44:51
Make a motion. 00:44:54
No motion yet. 00:44:56
We're going to. 00:44:57
Have our granting audience to the public now. 00:44:58
So if you'd like to speak on any matter on the agenda or. 00:45:02
Not only agenda. 00:45:06
Please come forth, give us your name and address and please. 00:45:08
Respect the five minute time allowance. 00:45:13
Christine Adamo, 901 and. 00:45:21
Speaking from the Trade Board. 00:45:24
On your item Georgia Power easement agreement. 00:45:26
When I reviewed. 00:45:30
That plan? 00:45:32
No trees. 00:45:34
Were included. 00:45:35
On their diagram. 00:45:37
And there are a lot of live oaks. 00:45:39
In that area where they're going to be digging. 00:45:43
In order to preserve the integrity of those trees, some of which are very old. 00:45:48
A process called directional boring. 00:45:53
Has to happen. 00:45:56
It's expensive. 00:45:58
George Power tends not to use that process because it is more expensive. 00:46:01
There. 00:46:08
A clause. 00:46:09
In that contract. 00:46:10
That releases them from liability for any damage to any trees. 00:46:12
I think. 00:46:19
The. 00:46:20
The tree board and I think we'd like to thank the city. 00:46:22
Would want to be very careful. 00:46:26
And assuring. 00:46:29
All of us. 00:46:30
That those trees that are in that area. 00:46:32
Are marked and handled properly with any type of drilling and boring that they're doing. 00:46:35
There are two issues that I think we have to pay attention to that has not happened in the Park Service. 00:46:43
We don't have a city Rep. 00:46:51
On premises. 00:46:53
Observing and watching and holding the contractors to their. 00:46:54
Their agreement? 00:46:59
If you could make sure that the Georgia Power. 00:47:02
Does protect those trees and does the right process so it doesn't interfere with the roots. 00:47:06
Then I still think the city needs to have somebody there when their. 00:47:13
Engaging around those trees. 00:47:17
Because the Park Service has exposed. 00:47:19
Live Oaks. 00:47:23
And one water oak. 00:47:24
On Saint Aries Rd. there which now I have had unarborous in to look at them. 00:47:28
Unfortunately, he said. 00:47:33
They're gonna die. 00:47:35
Because the roots have been exposed in the. 00:47:36
Dirt has been taken away from. 00:47:39
The infrastructure of those trees and they're on our property. 00:47:41
So I'd hate to see that happen again with this project. 00:47:46
So I would caution you to look at that contract carefully for how we manage the trees. 00:47:50
In that area. 00:47:55
Thank you. 00:47:57
Thank you. 00:47:58
816 Riverview Dr. 00:48:11
I got my. 00:48:14
Timer when I was. 00:48:15
The first person. 00:48:21
And, umm. 00:48:22
I'm trying to give her. I'm trying to give her this. 00:48:24
Into the lamb timer. 00:48:26
But she probably didn't see me. 00:48:28
Anyway, umm. 00:48:31
Two questions before I install time myself. 00:48:32
I would like to know you know the. 00:48:35
The Camden County helped. 00:48:37
The back here. Where are these guys located? 00:48:40
101 Winding Rd. 00:48:44
It's a new building. 00:48:50
OK. 00:48:52
Advanced. Advanced. 00:48:54
Rehabilitation in that area over there. 00:48:56
Oh, that's where that is OK. 00:48:59
I, you know, I didn't know who that was. And I mean, and so. 00:49:02
Basically the time you know, when we had a covet thing. 00:49:05
We were going up to Kingsland. 00:49:08
To do the COVID injections so. 00:49:11
Hopefully any kind of immunization. 00:49:13
They will be handling it then. 00:49:16
Alright. 00:49:18
Nice and. 00:49:21
It's OK to ask the question, right? 00:49:26
Yes, Sir. All right. 00:49:27
The other one was. 00:49:32
Miss, Miss Animal. 00:49:36
You know. 00:49:39
You're doing a fantastic job. 00:49:41
Because you know. 00:49:44
I'm hard on you guys. 00:49:46
The three hovers. 00:49:47
But I think you know. 00:49:49
Is making sense of what you're doing. 00:49:52
Pretty much. 00:49:56
You got a grant. 00:49:58
You need to use that money up. 00:49:59
You know and. 00:50:02
I want to go straight to. 00:50:13
The policy regarding oversight and direction of City Hall city staff. 00:50:19
There was. I'm looking at the policy. 00:50:23
And I saw where. 00:50:27
It's Stephen. 00:50:29
That in the first paragraph. 00:50:32
This the last. 00:50:35
Sentence Uh. 00:50:36
All directive assignments or requests exceeding the duties work. 00:50:39
Assignments or performance of staff should be. 00:50:43
Communicated through. 00:50:46
Or by the city manager. 00:50:48
Or his designee. 00:50:50
I know we have a. 00:50:53
Assistant city manager here. 00:50:54
Something like why is he not in there? 00:50:56
And then? 00:50:59
Or is it designate? 00:51:00
That's my taking meaning of a president, Vice president. 00:51:02
If he ain't there. 00:51:07
He gets, he gets the, he gets the rule. 00:51:09
And he's not there. 00:51:12
Then he can do the designation. 00:51:13
That's something that's something we need to kind of look at. 00:51:15
But again. 00:51:18
Is up to you guys. 00:51:19
Um. 00:51:22
I am. 00:51:26
That you understand 'cause God stands to. 00:51:30
Stands to an agreement. 00:51:34
Only if you guys were looking at Nuity. 00:51:36
I said we just went. 00:51:38
Moonlight want to discuss? 00:51:41
I guess we're getting monies coming from the Coast Guard, the federal government. 00:51:44
So one of the things that I knew. 00:51:48
Right now. 00:51:52
We are according to. 00:51:55
The information outlet. 00:51:58
Reading is that. 00:51:59
The city is providing. 00:52:02
Or is the city providing the clinical? 00:52:05
There's a contract. 00:52:08
With that particular. 00:52:09
The contract I have right now. 00:52:13
I know we don't have any outside contracts for the city. 00:52:16
Who? I think the city. 00:52:19
Is doing their own thing. We have everything comes under the city manager. 00:52:21
So the thing with the Coast Guard? 00:52:25
According to. 00:52:29
When I seen him and said that they have an outside contractor. 00:52:31
So are you going to learn that in there? 00:52:35
You know what I mean? 00:52:38
That's the question I'm asking. Or you know, maybe you can look at it later on. 00:52:40
I was going to send. 00:52:44
I was gonna send when it's too late. 00:52:45
To the little thing that you put, you put out before me before. 00:52:48
But I said, yeah, it's too late for you to do that. 00:52:51
I think they become a seat myself. 00:52:54
But I think it's something you look at. 00:52:56
Because those are two things that go on here to you. 00:52:59
Because they have a contractor that's cleaning that place. 00:53:02
Well, maybe we need to go, you know, and. 00:53:05
Include that. 00:53:08
Get rid of that contractor. 00:53:10
I didn't include it. 00:53:12
What the city? 00:53:14
Is taking care with the cleaning stuff all? 00:53:16
It may be good to have. 00:53:20
When I was saying contract just a small small business. 00:53:22
But again, you guys went ahead and. 00:53:25
The different way, so I guess that has to be included. 00:53:27
That's how I look at it. 00:53:30
The last one I have is excuse me? 00:53:39
The school resource officers. 00:53:42
I was wondering. 00:53:48
You know. 00:53:50
I was looking at the whole thing. 00:53:51
And they have time on their hand. 00:53:53
Well, I guess let's see Witness. 00:53:55
When they're not there. 00:53:58
You know, they they go through training. 00:53:59
I don't know what kind of training they're doing all the time. 00:54:02
There for summertime. 00:54:05
Six weeks. 00:54:07
And for Christmas? 00:54:09
There's two weeks, so I know. 00:54:11
Oh. 00:54:15
The head of the Police Department, he mentioned that. 00:54:18
These guys are training to do anything. 00:54:20
So are we using those guys? 00:54:23
You know, outside when it's. 00:54:26
When we've got them up there. 00:54:29
They're using them. 00:54:30
All right, let's make sure. 00:54:32
Yeah, Cam's up there, Mr. Seals. 00:54:34
But yes, they are certified police officer. 00:54:36
Messiah. 00:54:40
Oh my God. 00:54:48
Busted. 00:54:57
Nobody. Maybe Mr. Maybe Mr. White will yield back. 00:55:05
A minute of that time I gave you. 00:55:09
I won't yield anything to Burt. 00:55:11
Larry White, 102 Sylvia's Court. 00:55:15
I'd like to talk about item E in your. 00:55:18
In your agenda, which was your? 00:55:20
Conceptual plot. 00:55:22
Or plat for this housing development. 00:55:24
By Saint Mary's. 00:55:26
Going over towards. 00:55:28
40. 00:55:29
That's right behind my housing department. 00:55:32
Right back in back of. 00:55:35
Mickler Drive. 00:55:37
And the school there, Mary Clark. 00:55:40
But it's on the other side of the railroad tracks. 00:55:42
My concern is, and I talked to Jamie earlier, but. 00:55:45
She had said that. 00:55:48
My concern is that you will not put a. 00:55:49
Breakthrough a drive through for. 00:55:52
To Mickler Drive from this housing department. 00:55:54
The other thing too. 00:55:57
You've got Mary Lee Clark Elementary School there, right next. 00:55:59
I assume and she said that to the school board said that just because. 00:56:03
You have another huge. 00:56:06
Housing developed there that not everybody there is going to be able to go to. 00:56:08
Marilee Clark Elementary School. 00:56:11
But I don't. 00:56:13
Final thing I'd like you to consider. 00:56:14
As you've got over. 00:56:17
150 units. 00:56:18
Going in there. 00:56:20
Private single home some of its. 00:56:22
Duplex multi family homes. 00:56:24
I'm concerned about the traffic. 00:56:28
Trying to get out on Saint Mary's Road from there. 00:56:30
We've got another huge goal. They're going to exit 1. 00:56:33
When Saint Mary's Road, which is going to. 00:56:35
A lot of traffic on Saint Mary's Road. 00:56:37
And Saint Mary's Rule is not a state highway. 00:56:40
It's maintained. It's maintained by the city. 00:56:43
So he's going to have to look at the. 00:56:46
One of the things you have to look at the wear and tear of the highway. 00:56:47
On Saint Mary's Road. 00:56:50
Plus the access. 00:56:52
From all these developments under Saint Mary's Road. 00:56:53
Second item. 00:56:58
I'll bring it up again. 00:56:59
Broken record. 00:57:01
Golf carts. 00:57:02
He said he needs to look at the possibility of allowing people. 00:57:05
To live in our my area because you got. 00:57:07
That's a good quarter of the city of Saint Mary's. 00:57:10
I live in my area. 00:57:12
They cannot get across to downtown with a golf cart. 00:57:14
So we can't drive golf carts. 00:57:17
To downtown Saint Mary's. 00:57:19
Last thing I have is I would like to give a. 00:57:23
In the Old Navy terms, it used to be a BZ. 00:57:26
To the director. 00:57:29
The Saint Mary's Senior Center. 00:57:32
That's Latoya and I can't. 00:57:34
Remember her last name? 00:57:36
Walter Waltz. 00:57:38
She's doing a fantastic job for the seniors. 00:57:40
In the Senior Center of Saint Mary's. 00:57:43
I can remember when my first started going to the Senior Center, my wife and I. 00:57:45
This is back in 2010. 00:57:49
Maybe Yeah, 2010. 00:57:52
Probably less than 100 people that would go. 00:57:54
With a Senior Center and old. 00:57:57
On Davis St. 00:57:59
And any day you could go in there and you maybe see 20 to 30 people. 00:58:00
And there. 00:58:04
Around after lunch is over, it's all gone anyway. 00:58:06
But anyway, right now in the last. 00:58:10
Figures that we got. 00:58:12
From the Senior Center you have, we have over 1000 registered. 00:58:13
People at the Senior Center. 00:58:16
So the city has to look at. 00:58:19
You're getting an increased population with all these housing developments. 00:58:20
So you're going to get more senior people. 00:58:24
Coming into Saint Mary's. 00:58:26
You have to do everything you can. 00:58:28
As the City Council to maintain. 00:58:30
That Senior Center like it should be maintained. 00:58:33
And in my opinion. 00:58:35
The director there, she's doing a fantastic job. 00:58:37
But she's under a lot of stress. 00:58:41
So I think she's going to need some help there. 00:58:44
Full time help. 00:58:46
Maybe a full time assistant director? 00:58:47
For the Senior Center, you may look at that when you talk about your budget for next year. 00:58:50
Thank you. 00:58:54
You know, just want to point out that the development there will. 00:58:56
As part of its final. 00:59:00
Planning process will include a traffic study. 00:59:03
Is that correct? 00:59:06
Miss Tang. 00:59:08
Yes, that was a condition of approval and if the Council would like, and also for the public. 00:59:12
A representative of the development team is here with a very thorough presentation that he'd like to give. 00:59:17
Thank you. 00:59:23
So yeah, I mean, if you want to. 00:59:27
Come up and speak that real quickly, yeah. 00:59:29
We'll give you 5 minutes now. 00:59:31
Thank you. My name is Jeff White, 226 Woodsong Lane in Saint Augustine. I am a. 00:59:41
The regional entitlement manager for Ryan Holmes, the. 00:59:48
Or NVR as the parent company. You can research under both. 00:59:53
And uh. 00:59:57
Part of our area is southern Georgia, which we love. 00:59:58
Umm. 01:00:01
Give Jamie a moment here to bring up my slides. We we. 01:00:05
Are looking at for a project that is along Saint Mary's Road. 01:00:08
It's 162 1/2 acres north of Hwy. 40. 01:00:13
In between Hwy. 40 and. 01:00:17
Colerain Rd. 01:00:20
What we're asking for is a rezoning. 01:00:21
Of the property. 01:00:24
In order to construct a. 01:00:26
A community consisting of 100 and 7950 foot lots. 01:00:28
And 100 and 4632 foot lots so. 01:00:33
To Mr. White's point earlier, the total number is 325. 01:00:36
A residence. 01:00:41
The community will include amenities like a pool. 01:00:43
Clubhouse. 01:00:46
Playground. 01:00:47
We also plan on. 01:00:48
Including interconnectivity with golf cart. 01:00:49
Biking and walking paths. 01:00:52
And the design was done to minimize wetland impacts as much as possible to preserve. 01:00:55
As much wooded area as we can. 01:01:01
Thanks. The existing zoning. 01:01:03
Is R5 to the north, which allows for high density townhomes. 01:01:07
At a rate of 16 units per acre. 01:01:12
And then there is commercial zoning on the remaining parcels. 01:01:15
Our application is to move the R5 zoning to the southern end. 01:01:19
Of the property. 01:01:22
And then downs on the commercial zone. 01:01:23
Areas to R1. 01:01:27
Uh, with a bonus to provide for the new land developed within the new land development code. 01:01:29
To allow for. 01:01:34
50 foot by 120 foot. 01:01:35
Lots in the R1 we feel that this. 01:01:39
With the current adjacent uses. 01:01:42
Of residential to the east, the proposed higher density uses to the West and to the north. 01:01:45
Our vision for Oscar Oaks would serve the community as a whole. 01:01:50
By providing a needed transition between these existing and future communities. 01:01:54
A little bit about Ryan Holmes. We're the 4th largest home builder in the country. We operate in 14 states. 01:02:00
15 states. Excuse me. 01:02:06
Been in business since 1948. 01:02:08
We have high standards and. 01:02:10
We don't want to compromise. 01:02:15
Our reputation. 01:02:16
Nor do we want to compromise the reputation of this fine city. 01:02:18
Our intention is to be good neighbors. 01:02:21
And we feel that this community, with this community, and we feel that the way it's designed and the homes that will be built here 01:02:23
is something the entire community of Saint Mary's can be very proud of. 01:02:27
Throughout the last downturn. 01:02:33
Ryan Holmes was one of only three builders that remained profitable through the recession of 08. We actually gained market share 01:02:35
and we feel like that was because of our. 01:02:40
Discipline and the way that we. 01:02:45
Conduct business. 01:02:48
Was a testament to that. 01:02:50
Here's a site plan showing of what the proposed community. 01:02:52
Conceptually, will look like at this point. 01:02:56
Again, this is just conceptual. 01:02:59
On the map you're looking at. 01:03:01
The white areas is actually the home sites. Those are the home lots. 01:03:03
All of the green area. 01:03:09
Is. 01:03:11
Either preserved. 01:03:12
Untouched. 01:03:13
Three you know what wetlands or treat areas? 01:03:15
Or if it is. 01:03:20
Feasible. We have. 01:03:21
What we would like to have is. 01:03:22
Open Recreation Park. 01:03:24
Without impacting on the environment. 01:03:26
There's also here what the. 01:03:30
A concept of what the monument the entry monument might look like. 01:03:32
Here's an example of one of our existing communities. 01:03:36
In the area. 01:03:39
To kind of give you an idea and we kind of think this is what that feel might look like. 01:03:41
You can see we've tried to. 01:03:45
Save as much trees as possible. 01:03:47
Even between the ponds. 01:03:51
If we don't, we don't want to takedown anything. 01:03:53
More than is necessary, and we anticipate Oscar Oaks might have this same. 01:03:56
Type of feel. 01:04:00
The standards within the community. 01:04:03
Will have landscape that will be managed by the HOA. Well, the landscape standards that will be enforced by the HOA. 01:04:05
To ensure that it's held up long after we're gone. 01:04:15
Shrubs around foundation shade trees. 01:04:19
Streetscape Trees. 01:04:22
Those are all part of what will be our typical landscape standards. 01:04:23
Transportation within the community this is what our. 01:04:28
Cross section of what? The typical right away, the 60 foot right away? 01:04:33
Will look like so we'll have a sidewalk on one side. 01:04:36
A vehicle path and then with a separate. 01:04:41
Bike and or you know. 01:04:44
Cart path. There will also be the landscape buffer that will provide for shade trees. 01:04:47
We don't want homes to look. 01:04:54
Appear feel in any way that they're on top of one another. 01:04:57
That's within the. 01:05:03
The detached 50 foot lots within the. 01:05:04
There were some within the Planning and Zoning Commission. 01:05:07
There were some comments about additional parking and the code. 01:05:11
Within the. 01:05:15
The attached which we're doing is duplexes. 01:05:17
The code states that you need to provide 2 parking spaces per unit. 01:05:20
Which we will have with A1 car garage and then a spot on the driveway. 01:05:25
And then you need to provide. 01:05:30
One space. 01:05:32
Per 4 units an additional visitor. 01:05:33
Guest parking. 01:05:35
With our 146 units, that means we need to record. 01:05:37
We're required to provide at least 37 spaces. 01:05:40
What we were proposing is that we have. 01:05:43
In lieu of the. 01:05:46
The golf cart path over here where the duplexes are. 01:05:47
That we can have. 01:05:51
Parallel parking spaces, and there's enough room there we can provide 101 spaces. 01:05:52
Nearly three times. 01:05:58
The required amount. 01:05:59
For the amenities we want, we believe that. 01:06:03
Having a community with a fine with. 01:06:08
As good amenities as we can provide. 01:06:10
Feasibly, uh. 01:06:14
Helps us to sell houses, so we want to provide something that will do that we a pool. This is an example of another community. 01:06:15
This would be the minimum. 01:06:19
Of what we were doing. This is a much smaller community. There is a. 01:06:24
We design the pool and. 01:06:29
To accommodate for the number of residents. 01:06:32
Then we kind of work backwards from there. The size of the pool will dictate. 01:06:36
How many stalls you have in the restrooms will have that you know the playground, The number of parking spaces? 01:06:40
So we have yet to design all that, but I just wanted to give you an idea of this is. 01:06:46
What the minimum would look like for us? 01:06:49
So and another. 01:06:52
Picture there and maybe one more in there. 01:06:56
So one more this is if we have the room and because we have yet to determine yet if there is availability. 01:06:59
We are certainly open to other types of. 01:07:07
Amenities such as pickleball courts, dog parks, maybe a larger clubhouse. 01:07:10
Something that can be used for the community. 01:07:15
We know this helps us to sell and all this will be owned and operated. 01:07:17
By HOA and they will you know a professional management company. 01:07:21
That that's what they do. They make sure that the standards are upheld. They make sure the pool is clean. 01:07:26
Lawns The common area lawns are getting maintained. 01:07:31
That sort of thing. 01:07:34
So here's an example of the homes that we had planned on putting in this. 01:07:35
Community these would be what would be on the 50 foot lots. They could be one or two-story. 01:07:41
Range between 3:00 and 5:00 bedrooms. 01:07:45
And from 1600 to 2400 square feet. 01:07:48
These are some of our single level ones that would also be on the 50 foot lots. 01:07:53
And then this rendering is a new product that we've designed specifically for this community. 01:07:58
It's a 24 foot wide. 01:08:04
Duplex on a 32 foot lot. 01:08:07
So each unit is 24 feet wide. 01:08:09
That leaves an 8 foot set back on either side of each building. 01:08:12
Giving 16 feet space. 01:08:16
Of space between. 01:08:19
Neighbors. 01:08:21
Between the buildings. 01:08:22
So even though they're an attached duplex, we want it to have. 01:08:23
The feel of driving through. 01:08:27
Detach your. 01:08:30
Typical single family detached community. We don't want it to look like. 01:08:32
Rows and rows of buildings. 01:08:36
There's now, as you've seen, kind of what we've. 01:08:41
Envisioned to be in the in the community. There was some talk in our last meeting about from some of the neighbors. 01:08:43
And we wanted to show kind of. 01:08:49
And what the what the community will look like from the outside. 01:08:50
The top example shows. 01:08:56
Where the community will border along Saint Mary's Road. 01:08:58
So starting with the property line along St. Mary's Rd. 01:09:03
We have. 01:09:06
Provided. 01:09:07
A 50 foot buffer. 01:09:08
Landscape buffer before reaching the 120 foot deep lot, so there will be 50 feet. 01:09:10
Of the existing trees that will remain. 01:09:16
Before we get to. 01:09:19
To our laws. 01:09:21
They should protect the view from both sides. The traffic along the road doesn't see the houses and the residents don't see the 01:09:21
road. 01:09:24
That would be our intention. 01:09:27
The bottom exhibit. 01:09:29
Is a skill drawing from the southwest part of the property where the lots. 01:09:32
Our closest to Torrey Drive. 01:09:36
From Tory Drive there are existing trees. 01:09:39
With the railroad tracks on either side. 01:09:41
This next one shows this is the existing pictures of what it looks like. 01:09:45
On Tory drive right now. 01:09:49
So looking at that, the one on the right is if you're looking. 01:09:52
Standing in the center of Tory Drive. 01:09:56
Looking towards the property that we. 01:09:59
That the proposed community there are railroad tracks. You can vaguely see them, slightly see them behind those trees. 01:10:02
And then as you. 01:10:11
So now you can get a vision of going through and you see there there's. 01:10:13
Trees. The railroad tracks. 01:10:17
Then we will provide another 30 feet. 01:10:19
Of landscape buffer before you get to. 01:10:21
The buildings. 01:10:25
We want to make sure and these are the scale drawings of what? 01:10:27
And actually what the duplex the side of it looks like? 01:10:31
Umm, we don't anticipate. 01:10:34
With the thickness of the existing landscape that is there. 01:10:37
That it should be. 01:10:42
Visible. Certainly not an eyesore for any of the residents there on Torrey Drive. We don't want to mess up their view. Everything 01:10:45
there should stay exactly as it as it seems right now. 01:10:50
Again, our application is to. 01:10:56
Move the R5 zoning to the southern end of the property and down zone the commercial to R1. 01:10:58
The proposed conceptual site plan. 01:11:05
Of the 100 and 4632 foot lots and 100 and 7950 foot lots. 01:11:08
Is significantly less density. 01:11:13
Than what is allowed under the current zoning. 01:11:15
So we ask that the City Council and staff that they approve this rezoning. 01:11:18
And conceptual Pratt. 01:11:23
So that we can ensure the community that what is built here. 01:11:24
Is something that fits with the future growth of Saint Mary's and something we can all be proud of for decades to come. 01:11:28
Thank you. 01:11:34
Thank you. Thank you. 01:11:34
And as you know, I attended the planning. 01:11:37
Meeting where? 01:11:39
Your project was discussed and. 01:11:41
Appreciate your. 01:11:45
Responsiveness to some of the queries that the. 01:11:47
The citizens brought out there with the. 01:11:50
And the extra drawings that you provided here to kind of illustrate some of that and? 01:11:53
And the changes to allow for the additional parking as well. So appreciate y'all doing that so. 01:11:58
Thank you man, I like to say. 01:12:03
You move from AB to AB plus when you talk about the tennis courts and. 01:12:06
Pickleball Cortana. 01:12:10
Now if you. 01:12:13
For the golf course out there, you have a straight A. 01:12:14
Then I drove back. 01:12:19
So I drove to the Washington DC area and back and. 01:12:20
Saw numerous billboards for Ryan home developments along the way so. 01:12:23
OK. 01:12:29
Any other? 01:12:32
Public comments. 01:12:33
Kenjelly, 102 Saltgrass trace here in Saint Mary's. 01:12:37
Mr. Mayor, Councilmembers, I just wanted to say that the the new program regarding. 01:12:41
Cumberland Services for automatic. 01:12:48
Pick up, at least in the areas that I have seen in the last month or so. 01:12:50
Service is working very well. 01:12:55
It just I put out bulk. 01:12:57
It's gone. It's just it's working very, very well so. 01:13:00
The other item I wanted to mention was. 01:13:06
Regarding our Public Works Department. 01:13:09
They we had an awful lot of trees overhanging China One drive. 01:13:13
And I had gone down and asked that somebody take a look at that and maybe trim it for us. 01:13:19
Early last week, I guess. 01:13:27
Then we're out there in force with their. 01:13:29
Upright tremor. 01:13:32
And and did that. 01:13:34
Work and picked up. 01:13:36
The limbs that came down. 01:13:38
And then today, out there in the hot sun. 01:13:41
All day long. 01:13:44
Digging up asphalt to make some repairs on the storage drain lines. 01:13:46
And then getting it all completed by the end of the day. 01:13:50
So. 01:13:53
I want to give kudos to our public works department. They work. 01:13:55
Very, very hard. 01:13:59
Everything is I had an opportunity to interface with our. 01:14:01
Our Police Department regarding. 01:14:04
An item that was. 01:14:07
Unlawfully removed from my property. 01:14:10
They did an awesome job. I mean, this was not a big deal. It's not a. 01:14:15
Very expensive item. 01:14:18
But uh. 01:14:21
They they really were very, very professional. 01:14:22
And uh. 01:14:26
I thank them very much for their efforts so. 01:14:27
Thank you. 01:14:30
Thank you. 01:14:31
Anyone else? 01:14:38
OK, we'll close the. 01:14:40
Running audience to the public. 01:14:42
And move to the approval of the consent agenda. 01:14:43
Move. 01:14:49
Second approved by Mr. Rassi, a second by Mr. Ingram. 01:14:51
Any other discussion? 01:14:54
All those in favor. 01:14:56
All right, any opposed? 01:14:58
As unanimous, Madam Clerk. Yes, Sir. 01:15:00
And the approval of the agenda. Have a motion to progress the agenda. 01:15:03
Hello, Mr. Jones. 01:15:09
Second Second by Mr. 01:15:12
Any other discussion? 01:15:15
All those in favor. 01:15:16
Aye, any opposed? 01:15:18
That's unanimous, man. 01:15:20
Thank you. 01:15:21
OK, that takes us to. 01:15:22
The first item for discussion. 01:15:25
In their new business, the Georgia Power Easement Agreement. 01:15:28
Guarding the 25 foot utility. 01:15:31
And the. 01:15:34
Power line, I guess it needs to go in there. 01:15:37
So want to discuss it. So yeah, I had. 01:15:44
Some questions when we're looking at the underground distribution construction agreement. 01:15:46
It says it's the policy of Georgia Power to avoid digging in the drip line of any trees while installing. 01:15:55
Distribution facilities on a customer's property. 01:16:01
Then it goes on to say in order to install underground facilities in the areas specified. 01:16:05
Georgia Power Company would have to install electrical facilities within the drip line of trees alongside Route. 01:16:12
So. 01:16:21
The map that we have. 01:16:23
In the packet here. 01:16:28
If I'm reading it correctly, it looks like they're going to be installing. 01:16:31
Be a single line. 01:16:36
Umm, and we don't have a legend of the trees. 01:16:42
That are there. 01:16:47
And I have not had a chance to go look at them. 01:16:48
Uh, I believe that there are very old live oaks. 01:16:54
And you know. 01:16:58
I don't want to repeat the mistakes that we made in the past. 01:17:02
With the parking lot. 01:17:07
You know, I think we all recognize that. 01:17:08
Um, trees are live oaks, you know, we boast having. 01:17:13
Live oaks and being a tree city, and I think you know. 01:17:18
We have to behave that way. 01:17:22
So I'm concerned. 01:17:24
About this, and what I'd like to suggest is that perhaps we. 01:17:27
Ask for another route to be identified. 01:17:33
I'm gonna speak a little bit. 01:17:41
In a slight objection only to if we can. 01:17:43
Maybe discuss what we could maybe put any contingencies on. 01:17:46
But uh. 01:17:50
This was supposed to be agenda item. 01:17:50
Like the previous meeting and for whatever reason it didn't make it and this group has been desperately wanting to get power to 01:17:52
that Marina and Doc. It's been completed for some period of time. 01:17:56
And. 01:18:01
You know if we can discuss any type of positive solution to move forward tonight? 01:18:02
I think we need to do so. 01:18:06
OK, Mr. Black be. 01:18:14
This animal she mentioned several methods. 01:18:16
That they could use and. 01:18:19
That's not in their. 01:18:21
For a, Georgia Power is probably not going to use that method, so they have a standard clause, which I would assume is standard. 01:18:23
Is it possible to add? Just ask them so. 01:18:29
Going with what Chad just said so we can move this along. 01:18:32
To just remove that clause so they would use the best method possible. 01:18:35
You know, so they don't kill any trees. 01:18:40
It's pretty much if it's on them. 01:18:42
You know, obviously they're going to use. 01:18:43
Best method possible. 01:18:45
To keep the trees integrity. 01:18:47
I can certainly reach out to the. 01:18:49
The easement acquisition managers that I've been dealing with on this, I will tell you that they are. 01:18:51
Not the easiest. 01:18:56
To to deal with in terms of their. 01:18:58
Their agreements, because they are. 01:19:01
Very particular that it has to be a. 01:19:02
Specific form. 01:19:05
And they're very slow to ever. 01:19:07
Get back to me. This has been dragging out for a while because they originally sent me these agreements. 01:19:09
And had a difference. Well, I won't even call it a survey, it was a drawing. 01:19:13
To depict where the facilities would be. And it was. 01:19:17
So vague and poorly. 01:19:22
Drawn that, I couldn't even tell where they were. 01:19:24
Housing to locate anything and so. 01:19:26
We had to get a new survey done, a better survey done, and I think that was done at the. 01:19:28
A neighboring property owners expense. They hired the surveyor. 01:19:32
Prepare the survey that you see in the. 01:19:36
Materials today. 01:19:38
But I could certainly go back to them and attempt to. 01:19:40
Edit these documents but. 01:19:45
I can't tell you whether I'll have any success getting them to agree to change. 01:19:47
What's in their standard forms? 01:19:50
How about getting? 01:19:52
AKM. 01:19:55
To go back, maybe that would be easier. 01:19:56
To actually mark. 01:19:59
The locations of the trees and identify. 01:20:01
What they are? 01:20:04
So that we can see. 01:20:06
You know, it may be that Georgia Power just stuck this in there. 01:20:09
And, you know, to protect themselves. 01:20:14
And in fact, we're not. 01:20:18
Going to be digging. 01:20:21
So almost incomprehensible as to where they were proposing to put anything, right? Jeff did this at AKM, right? Could he go back 01:20:34
and. 01:20:38
Put the umm. 01:20:42
The trees on here, because it might be that we're worrying about something that's not going to happen. 01:20:46
I mean if we can determine. 01:20:52
Also, if it's important to say. 01:20:54
You know the property owner. 01:20:56
Which it seems to because I have had. 01:20:58
Some discussions with one of the representatives and this has been something hot. 01:21:00
You know, they've been trying to move forward on. 01:21:04
Up if they agree to. 01:21:06
Replant or replace trees. 01:21:10
That's not an option. 01:21:12
I don't know how old these trees are, but we cannot. 01:21:13
Keep just taking down. 01:21:17
100 year old live oaks. 01:21:19
And so. 01:21:22
We're protecting, you know, the. 01:21:25
Quality of our. 01:21:27
Waterfront and sort of our brand. 01:21:31
Which? 01:21:34
I understand completely that they've been trying to get this done. 01:21:35
But are we able to? Let me ask you a question. 01:21:39
OK. So this is city property that we're providing a utility easement across. 01:21:44
And we provided it in a large rectangle that gives them a lot of latitude. 01:21:49
I guess my question is, is could we? 01:21:55
Make a more narrow easement. 01:21:58
That, uh. 01:22:01
Goes out. 01:22:03
Side of the tree canopy because that, you know, the middle of that property, I mean that's where the golf carts and everybody 01:22:04
pulls in. 01:22:07
You know, if you came out further to the east. 01:22:10
Which is gonna be. 01:22:12
More expensive to them because they're gonna have to run more cable. 01:22:13
You know, more copper or whatever, but if it came out. 01:22:16
And we forced the issue with the location of the easement. 01:22:20
To be further to the east. 01:22:23
Away from the canopy. 01:22:26
Would that be a possible? 01:22:28
Way of controlling what happens where. 01:22:30
I mean, I don't know why we gave them necessarily a. 01:22:36
25 foot. 01:22:39
Easement, you know. 01:22:41
You know, just done and that was just kind of a customary thing to do, but. 01:22:44
Could we Could we control it that way? 01:22:48
I think we would have to talk to the surveyor about about that. 01:22:52
Again, I don't. I don't know either where the trees are in relation to the eastern area. Some of them are fairly close to the 01:22:56
building, so they already have. 01:23:00
Probably underneath the. 01:23:04
Underneath the building on one side. 01:23:05
Sure. So. 01:23:08
I think the bigger ones are near the playground. 01:23:10
Right, all right. 01:23:13
There's a large wide opening in the middle. There is golf carts and everything pull in. So this 25 feet is. 01:23:15
Nowhere near those ones near the park. 01:23:22
Now these are ones that are right up across. 01:23:25
Right up next to the building, basically where it wings. 01:23:26
Where Lang's locals is. 01:23:30
That's the building we're talking about. So it's on the, it's on the east side. 01:23:33
Of the West side of that opening. 01:23:37
And there are a couple of trees that are near the building there. 01:23:40
But if we force them to come a little more West. 01:23:43
I mean a little more EA, little more east in a in a narrow. 01:23:47
5 or 10 foot path. 01:23:51
That gets them outside of the drip line. 01:23:53
They're still going to have to go from the pre-existing transformer there at the corner. 01:23:55
East and then South and then back to the West. 01:24:01
Where they want to place the new transformer. Is that correct? 01:24:04
What's going to happen? 01:24:07
But right now they show this proposed line kind of right through the middle. 01:24:10
Of the 25 foot area. 01:24:14
You know, like I said, there's no guarantee that they're going to go right there. 01:24:16
But if we narrow that. 01:24:20
You know, narrow that area and. 01:24:22
And place that area. 01:24:24
Outside. 01:24:25
The only thing I guess that comes into play is. 01:24:28
Future. 01:24:30
Future plans for that area that the city might have. And now we've got a. 01:24:33
Power plant under the middle of it or whatever, whether that's going to cause a problem. 01:24:36
Down the road, but. 01:24:40
Are we able to go ahead and vote on it with the contingency that they removed that clause so that they'd be responsible for any 01:24:43
damage trees? 01:24:47
We could vote, but I, I'm, I'm going to go with Mr. 01:24:53
Glad to be there that I don't think that they're going. 01:24:56
I mean, this is Georgia Power. I expect you're going to have more success. 01:24:59
Dealing with Georgia Power. 01:25:03
Relocating the easement area then getting them changed. 01:25:05
Yeah, and. 01:25:08
May I ask a quick question? 01:25:09
Rob, I mean Bobby. 01:25:13
Yeah, Bobby, real quick. 01:25:15
Looking at the. 01:25:17
Plans what I'm accustomed seeing is. 01:25:18
When reviewing plans. 01:25:21
It appears. 01:25:23
And mine's real small. 01:25:24
That's reason asking. 01:25:26
It appears that they haven't indicated that there are some trees. 01:25:27
In that line. 01:25:31
Right there and right there. 01:25:34
Trees along the property left. 01:25:38
Right. I mean, we've got. 01:25:42
We've got on the phone, you know, just a Google here. I mean, there's a larger tree in the front north part of the property. 01:25:45
That is the drip line probably most concerning. Of course, they're going to have to go. 01:25:51
They're going to have to go. 01:25:56
Under or near some of the other trees to get over their final destination. But that one tree? 01:25:57
Closer to the front could. 01:26:03
Even the transformer right now is sitting underneath that tree line, so they're going to have to go. 01:26:06
Through that tree line. 01:26:11
You know, unless. 01:26:12
We somehow could require them to do the directional boring. 01:26:14
And I don't know that you could even then. 01:26:18
Really get away from. 01:26:20
This this root field. 01:26:22
Right. Totally. 01:26:24
Even on a board you have to have a board pit. 01:26:26
To start and receive the pit at the end. 01:26:30
So you got to have it somewhere on each end. 01:26:33
Be able to go down in the ground and then come out of the ground. 01:26:36
Which is a more massive the whole? 01:26:39
In comparison. 01:26:42
Now those are small holes for a. 01:26:43
Yeah, but when you're talking about a trench cut like this to where you're talking about bigger than a trench. 01:26:46
Yeah, that's what my point is. 01:26:51
So can we get? 01:26:54
The easiest way maybe? 01:26:56
Is to get Jeff to actually mark. 01:26:58
The where the tree is located. 01:27:01
And then we can look at the canopy of the tree. 01:27:04
And see if we can. 01:27:07
Take the easy legal route and just. 01:27:09
Narrow. 01:27:13
The easement. 01:27:14
To I mean, it's not we're, we're not going to protect everything, but perhaps we can avoid killing them. 01:27:16
Trees. So I guess in the interest of trying to move forward. 01:27:24
If we. 01:27:28
Could we do? 01:27:29
Some sort of conditional or approval based on. 01:27:32
Having uh. 01:27:35
The Surveyor. 01:27:37
Provide. 01:27:39
The most or least. 01:27:40
Damaging, you know, path, you know. 01:27:44
As an easement. 01:27:47
I would advise against OK. 01:27:49
Even conditionally approving an easement if you're not 100% sure where the location of the easement is going to be because I don't 01:27:52
want there to be any uncertainty about where what we've approved or not approved. 01:27:57
So this this myself, right a bit, I mean. 01:28:01
Do you think we need to get an authorist out there? 01:28:04
To give us a route that they might think's best. 01:28:07
Yeah, OK. 01:28:10
I mean. 01:28:15
They're they're the professional trees and we're definitely not professionals. 01:28:16
****** ***? OK. 01:28:22
We we have a retired arborist on the tree board. 01:28:25
OK. 01:28:31
Actually worked. 01:28:32
So he could do it and we also have a very good artist and Fernandina, who's just a great. 01:28:38
He'd be good. 01:28:47
With that, with that person that you're talking about there. 01:28:48
If they came over and gave us the information that the professional information is, are they telling us? 01:28:52
If we do it like that, it's not going to kill. 01:28:58
Well, they never guarantee it. They give a recommendation on the best, right? 01:29:01
And we have to understand. 01:29:06
They're not. They're not going to change. So we have to get the best recommendation of where. 01:29:09
That's what we're. 01:29:13
Looking at not how? 01:29:14
Because they're not. It's the same place, right? We have to modify the easement. 01:29:16
Based on. 01:29:21
We want to be able to. 01:29:23
So somebody want to make a motion to that effect so we can. 01:29:27
You know, I do have one question too, while we're in the middle of this. 01:29:32
This book. 01:29:35
Well, I don't know if there's a Mr. Back to be questioned or a staff question, but. 01:29:36
How soon can we get somebody out there and how long does it take to redo the easement? 01:29:41
After we've if we decide to move it a little bit. 01:29:45
Redoing the easements could be. 01:29:49
Easy because. 01:29:50
I don't think we're talking about changing the document, changing the survey that's attached to the document. So it's really a. 01:29:52
It's really a matter of how quickly the surveyor can prepare. 01:29:57
A revised survey and the. 01:30:00
In our place, Arborist has been free. 01:30:02
Responsible for getting up here. OK, so it's really going to vote on this next meeting. 01:30:05
OK, yeah, I bet he, the arborist will probably be here this week and then it would probably take the surveyor. 01:30:10
A week to put the survey. 01:30:16
Stuff together. 01:30:18
I'll say that there's going to still be a delay because I'm going to then send it back to Georgia Power and they're going to send 01:30:20
it up their chain of command. 01:30:23
To get a. 01:30:27
Final approach sometimes can take a little while. 01:30:27
Could take a couple weeks at least for that. 01:30:31
It would take a lot longer to regrow the trees. 01:30:36
Project that transport is going to be there for hundreds of years too, so. 01:30:41
Yeah. All right. So. 01:30:46
I entertain a motion of some sort. 01:30:49
Move this on. 01:30:51
I make a motion. 01:30:55
That we direct. 01:30:56
Counts our management to contact the arborist that we used on Wheeler St. 01:30:58
And get in touch with AKM Surveying. 01:31:07
Once that evaluation is done to get a new survey for Mr. Blackerby. 01:31:11
To incorporate. 01:31:17
Into the documents that he's already prepared. 01:31:19
OK, a second from Mr. Connor. 01:31:23
Yes. Any discussion? Other discussion? 01:31:26
One more question, Mr. BlackBerry. So if we do get our survey done and we get everything moved forward and we're just waiting on 01:31:29
Georgia Power. 01:31:32
Could we still have a vote at the next meeting for optics that we approve it contingent on Georgia Power accepting? 01:31:36
You could, and then it'll be up to them to actually accept it. They could reject it so. 01:31:41
We're not happy with the correct That's on them. At least we as a city are trying to be good business partners. 01:31:46
Yes. 01:31:52
Any other discussion? 01:31:55
All those in favor. 01:31:57
Aye, any opposed? 01:31:58
That's unable. 01:32:00
Yes, Sir. 01:32:01
And I believe that is. 01:32:07
Everything on the agenda. 01:32:09
So that takes us to the announcement of the calendar. 01:32:11
Yes, Sir. 01:32:15
On Tuesday. 01:32:20
July 22nd at 2:00 PM Hearing Council Chief, I'm sorry. 01:32:22
The meeting had been rescheduled for the CBB to July 15. 01:32:25
The HPC meeting scheduled tomorrow on Tuesday, July 22nd at 5:30 PM has been canceled. 01:32:29
Due to lack of agenda items. 01:32:35
And then initially on Wednesday, July 23rd. 01:32:37
We have the. 01:32:41
The 10 AM. 01:32:42
Orange, I'm sorry, 10 AM. 01:32:44
Oak Grove Authority meeting was rescheduled to the 16th. 01:32:46
And then on Monday, August the 4th at 6:00 PM. 01:32:50
City Council meeting. 01:32:53
All right. Thank you. 01:32:55
Councilmember Connie. 01:33:00
Anyone have any comment? 01:33:04
I do want to say actually, uh. 01:33:06
I won't repeat what I said. Thank you so much to this time for what she does and to her team. 01:33:08
We talked about the work session, but I'd also like to thank our city manager. 01:33:12
Mr. Robbie Horn, I gave him a. 01:33:15
A pretty long list of stuff. 01:33:17
To just get questions. 01:33:20
Answered and answered each and everyone of them. I just appreciate that responsiveness and the detail. 01:33:21
You put into that and the information that was presented today in the work session, so. 01:33:26
Thank you so much. 01:33:31
For the great job you've done. 01:33:32
I would echo that. 01:33:33
Very helpful information. 01:33:35
I just stole my Thunder too, because that's what I was going to say. 01:33:37
Good little consensus. 01:33:42
For change. 01:33:44
I was going to comment. 01:33:49
You know, Mr. Steele's brought up a question on. 01:33:51
The uh. 01:33:54
Policy regarding oversight and direction of city staff. 01:33:55
You know you question the verbiage community, but communicated by the city manager or its designee? 01:33:59
You know, based off my interpretation from a conversation I didn't have with. 01:34:05
Attorney BlackBerry, who did put it together for us. 01:34:09
That that's not just worded for day-to-day regular operation. 01:34:12
It's also worded cases say disaster, emergency if for some reason they're both. 01:34:16
Busier ones out of town or whatever the case may be. 01:34:21
That it is, you know, the city manager who would, you know, empower somebody else with powers as well. So that's why it's worded 01:34:24
the way it is and not just specifically one other roller position. 01:34:28
Does that make sense? 01:34:32
Yeah, yeah. But. 01:34:34
Again. 01:34:36
Entire possibilities. 01:34:51
So that's. 01:34:54
You got 10 years left, Charlie. You're on the clock. 01:34:56
I have no additional comments because we don't have time. 01:35:09
No, Sir. 01:35:13
Oh, I don't have a few things I need to share with you everybody. 01:35:15
There are two. 01:35:19
Incredible men. 01:35:21
Are human. 01:35:23
A man and a woman who passed away but in the last few days. 01:35:25
And uh. 01:35:29
And one of them was. 01:35:31
Very historic. 01:35:33
In our community, Matt Jackson. 01:35:34
His funeral will be on Saturday. 01:35:38
And then? 01:35:41
Miss Casey. 01:35:44
Ben Casey's wife passed away yesterday. 01:35:45
And he's the county commissioner. 01:35:49
And so. 01:35:51
Just lift the families up in the prayer. 01:35:52
Or great people. 01:35:55
He left an incredible legacy in our county. 01:35:57
And are well respected their families. 01:36:01
Just keep them in your prayers. 01:36:05
There's a heavyweight to bear. 01:36:07
Thank you. 01:36:10
Thank you. And with that, we adjourned. 01:36:11
We need a motion. Oh yeah. 01:36:14
Motion to adjourn Second. 01:36:19
Take that away. Motion by. 01:36:21
By Mr. Connors Ingram. 01:36:25
All those in favor, aye. 01:36:29
Unanimous. 01:36:31
Aye aye, aye, aye aye. 01:36:34
Have a good night everyone. 01:36:38

All those in favor. 00:02:52
Aye, any opposed? 00:02:53

No, Sir. 01:35:13
