| This evening I'd like to use this time to discuss an opportunity. | 00:00:28 | |
| That we have here in the city. | 00:00:34 | |

| So what we're seeing here is an area which we're referring to now as. | 00:00:51 | |
| The Commerce and Industrial Park Development district. | 00:00:58 | |

| The umm. | 00:01:06 | |
| Kings Bay Naval Base in conjunction with the Kings Bay Naval Base. | 00:01:09 | |
| A group. | 00:01:14 | |
| Called the Military Housing Authority. | 00:01:15 | |
| Has approached the city. | 00:01:17 | |
| About. | 00:01:19 | |
| Constructing. | 00:01:20 | |
| Roughly 900. | 00:01:22 | |
| Beds. Bedrooms. | 00:01:24 | |
| For unaccompanied sailors. | 00:01:26 | |
| On the north rung. | 00:01:28 | |
| Of the former airport. | 00:01:29 | |
| So that's the opportunity. | 00:01:32 | |
| This overlay. | 00:01:35 | |
| Is really an attempt at. | 00:01:37 | |
| Preserving the underlying light industrial zoning. | 00:01:41 | |
| Of our Commerce Park. | 00:01:45 | |
| But also. | 00:01:47 | |
| Allowing and facilitating. | 00:01:48 | |
| That partnership? | 00:01:50 | |
| For off base housing. | 00:01:52 | |
| With. | 00:01:54 | |
| The naval base. | 00:01:55 | |
| So I'll let that sink in for a minute because I do feel as though. | 00:01:57 | |
| The the vision for the Commerce Park. | 00:02:02 | |
| Was one of. | 00:02:05 | |
| Industry and manufacturing and commerce. | 00:02:07 | |
| And when I first learned of this opportunity, I did feel that it was a bit of a pivot. | 00:02:11 | |
| From that. | 00:02:16 | |
| But I think the partnership. | 00:02:18 | |
| With the naval base. | 00:02:20 | |
| As well as and I'll zoom in so hopefully these lines become a little bit more. | 00:02:22 | |

| So this on on the overlay area, this the shaded area that you're seeing. | 00:02:30 | |
| Constitutes the overlay district that we're proposing, and I'll get into that. | 00:02:36 | |

| This parcel that's identified as Parcel 12. | 00:02:47 | |
| That's the area in which the Military Housing Authority is thinking about this proposal. | 00:02:51 | |

| Let's talk through some of the. | 00:02:59 | |
| Reasoning behind. | 00:03:03 | |
| This move. | 00:03:05 | |
| When the city was first approached. | 00:03:06 | |
| With with this proposal. | 00:03:09 | |
| The first thought was. | 00:03:12 | |
| To rezone to. | 00:03:14 | |
| R3, which is multifamily residential. It's a. | 00:03:16 | |
| All throughout the city, that's how we get condominium development. | 00:03:20 | |
| And multifamily development. | 00:03:24 | |
| And staff and I were considering this and. | 00:03:26 | |
| Talking with the Navy and talking with the military Housing Authority and with our mayor and. | 00:03:29 | |
| Other department heads. | 00:03:35 | |
| The thinking was that. | 00:03:36 | |
| To introduce that. | 00:03:38 | |
| Type of zoning. | 00:03:39 | |
| Deteriorate. | 00:03:44 | |
| The kind of underlying. | 00:03:45 | |
| Thinking or approach of the overall commerce. | 00:03:49 | |
| So what we wanted to do here was. | 00:03:52 | |
| Facilitate the creation of this off base housing in partnership with the Naval Base. | 00:03:54 | |
| But also maintain. | 00:04:00 | |
| The underlying light industrial zoning. | 00:04:02 | |
| And why is that important? | 00:04:05 | |
| That's important both to. | 00:04:08 | |
| Satisfy the vision of the Commerce Park. | 00:04:10 | |
| And it is also important for. | 00:04:13 | |
| The areas that we have included in the. | 00:04:16 | |
| Overlay which are not part of the. | 00:04:18 | |
| Commerce Park, but all the properties along Industrial Drive. | 00:04:21 | |
| So if you've ever taken a drive. | 00:04:25 | |
| Along Industrial Drive. | 00:04:27 | |
| You'll know that there's all sorts of manufacturing, industrial storage operations and processes happening there. | 00:04:29 | |
| There are also a few. | 00:04:37 | |
| Things that don't necessarily comply with our. | 00:04:39 | |
| Like industrial zoning or general industrial zoning? | 00:04:43 | |
| And this overlay is an attempt. | 00:04:47 | |
| To take the light industrial zoning. | 00:04:49 | |
| And overlay as the term. | 00:04:52 | |
| Conveys additional uses. | 00:04:55 | |
| OK, one of those additional uses. | 00:04:58 | |
| As you can see in the draft. | 00:05:01 | |
| That we have provided. | 00:05:03 | |
| And you're really getting to see kind of how the sausage is made in this draft. | 00:05:06 | |
| If you will, because there's even areas here where it was in one section and we moved it to another section and. | 00:05:10 | |
| You know so but one of the permitted uses. | 00:05:16 | |

| Dormitory style housing or military housing in conjunction with. | 00:05:21 | |
| The Kings Bay Naval Base. | 00:05:26 | |

| What we're doing here is we're attempting to. | 00:05:30 | |
| Maintain that underlying light industrial zoning. | 00:05:34 | |
| And add uses to it. | 00:05:38 | |
| Which will not only facilitate this off face housing proposal. | 00:05:40 | |
| But will also facilitate. | 00:05:44 | |
| The Pigmental Studios project. | 00:05:46 | |
| And offer a few other uses. | 00:05:48 | |
| To the properties along. | 00:05:52 | |
| Industrial Drive. | 00:05:54 | |
| The last thing I'll say before we open up for discussion here. | 00:05:56 | |

| Many of you, if you have ever driven. | 00:06:02 | |
| Along Point Peter Rd. | 00:06:05 | |
| And taking it until it's terminus. | 00:06:07 | |

| Of the naval base. | 00:06:15 | |
| When these discussions started taking place. | 00:06:16 | |
| That was a stated goal. | 00:06:20 | |

| Off base housing creation. | 00:06:23 | |

| The rear gate, South gate, however you want to talk about it. | 00:06:26 | |
| Would eventually. | 00:06:31 | |

| From a. | 00:06:35 | |
| Planning. Uh uh. | 00:06:36 | |
| And frankly, economic development perspective. | 00:06:38 | |
| This is a tremendous opportunity for the city. | 00:06:42 | |
| To eventually achieve the the reopening of that gate. | 00:06:46 | |
| But also. | 00:06:51 | |
| To bring a great deal more traffic. | 00:06:52 | |
| Meaning foot traffic to our Midtown corridor. There will also be associated traffic. But if we think about. | 00:06:56 | |
| 900 unaccompanied sailors and their. | 00:07:04 | |
| Purchasing power right there next to. | 00:07:07 | |
| Midtown, it's quite a nice. | 00:07:09 | |
| I think synergy to help with some of our Midtown revitalization efforts. | 00:07:12 | |
| With that I'm. | 00:07:17 | |
| Kind of end. | 00:07:18 | |
| But I do have a conceptual. | 00:07:20 | |
| That I can show in the group. | 00:07:24 | |
| To further. | 00:07:27 | |
| Kind of help us understand. | 00:07:28 | |

| So the other part of this plan is that. | 00:09:09 | |
| Builders drive. | 00:09:12 | |
| Which, if any of you have driven on the new Brick Hill Rd. | 00:09:13 | |
| Within the Commerce Park, which runs on the East West runway, there's a Rd. | 00:09:17 | |
| Right up the center. | 00:09:22 | |
| Of the northern runway, Former runway. | 00:09:23 | |
| And that is. You can see it a bit here on this overlay. | 00:09:27 | |
| That will become. | 00:09:32 | |
| The roadway that goes up through the northern rung of the airport. | 00:09:37 | |
| Goes out into the commercial pod. | 00:09:42 | |
| And eventually enters out. | 00:09:46 | |

| So this is the concept. | 00:09:51 | |

| And then 4 bedrooms and four bathrooms and they'll be. | 00:10:27 | |
| A quad on the first floor. | 00:10:31 | |
| And a quad on the second floor. | 00:10:32 | |

| I just before we get started and want to stress what a big deal opening that gate is because I was on the master plan when it was. | 00:10:43 | |
| Developed and that was one of our goals was to try to get that gate open. | 00:10:54 | |
| It's not just the 900. | 00:10:59 | |
| Housed individuals there. | 00:11:02 | |
| It's the entire base. Once they close that gate downtown dried up. | 00:11:04 | |
| It was very active, the businesses were doing well, there was a lot going on. | 00:11:09 | |
| They closed that gate. | 00:11:14 | |
| Everyone started hurting. It really made a huge difference. So this really. | 00:11:17 | |
| Is a big deal getting that gate open? | 00:11:22 | |
| And it's worth any little sacrifice we might have to make to do that. | 00:11:25 | |

| The gate opening, I think it's a big deal too, but they've been talking about opening that gate for 15 years. | 00:11:42 | |

| The city agreeing to Something's going to. | 00:11:49 | |
| Influence their opinion about opening it. If they build something, they're likely to open. | 00:11:51 | |
| But they've been talking about this for 15 years and I don't. | 00:11:55 | |
| Even though I agree, it would be phenomenal. | 00:11:58 | |
| If it happened, I don't really have a high level of confidence that it may one way or another. | 00:12:00 | |

| That will eventually. | 00:13:21 | |

| Is a private entity. | 00:13:25 | |
| That enters into an intergovernmental services agreement. | 00:13:27 | |
| With the naval base. | 00:13:31 | |
| And that allows them to. | 00:13:33 | |
| Not have to follow certain federal. | 00:13:36 | |
| Procurement, construction requirements. So the short answer is. | 00:13:40 | |
| It saves money. | 00:13:45 | |
| So building off base is not held to the same requirements which are very costly to build on base. | 00:13:47 | |

| The the anticipated owner of the property would be a private sector developer and not the base. | 00:13:57 | |
| It is that they are entering into an agreement. | 00:14:04 | |
| With the base and if you. | 00:14:07 | |
| Read the overlay this is getting. This is a very. | 00:14:09 | |
| Nuanced part of the overlay, which we gave a lot of thought to. | 00:14:13 | |
| The language is. | 00:14:18 | |
| In conjunction with the Naval Submarine Base, Kings Bay. | 00:14:20 | |
| And we were very specific with that because. | 00:14:24 | |
| I think it is not a good move to open ourselves to speculative. | 00:14:28 | |
| Off base housing. | 00:14:33 | |
| So what this overlay is doing is really only allowing it if it is in conjunction with. | 00:14:35 | |
| You know, we stopped short of saying in partnership with, but in conjunction with. | 00:14:42 | |
| The Kings Bay Naval Base. | 00:14:46 | |

| Umm, 900 beds. I'm just going to tell you that. | 00:14:53 | |
| I don't think this is a. | 00:14:57 | |
| Economic stimulus to downtown or midtown or anything else. The reason I'm saying that and I have. | 00:15:00 | |

| And many of the Navy personnel who get base assisted housing their Bah. | 00:15:10 | |
| As part of their compensation when they live off. | 00:15:15 | |

| Because they're already in our apartment communities. | 00:15:23 | |

| If the Navy's got an active investment in the success of 900 beds off site. | 00:15:28 | |
| It would require those sailors to 1st. | 00:15:33 | |

| Before going to the third party. | 00:15:40 | |

| The majority of this land that is identified in the overlay district. | 00:19:21 | |
| Is light industrial zoning. | 00:19:27 | |
| What we're doing in the overlay is we're. | 00:19:31 | |
| Including light industrial zoning. | 00:19:34 | |
| We're bringing in. | 00:19:37 | |
| General industrial zoning. So again. | 00:19:39 | |
| We're kind of adding. | 00:19:41 | |

| One of the things that was at the. | 00:19:43 | |
| Foundation of this. | 00:19:46 | |
| Move with the overlay. | 00:19:48 | |
| Is really that? | 00:19:50 | |
| Perhaps our development patterns? | 00:19:51 | |
| To date have not really shown us. | 00:19:54 | |

| Military dormitory housing in conjunction with. | 00:20:30 | |
| Naval Submarine Base, Kings Bay. | 00:20:34 | |

| Keeping that design standard of the R3 medium and high density so that the. | 00:20:37 | |
| The Military Housing Authority has their assurance that. | 00:20:42 | |
| That same density that is allowed in the R3 will be allowed here, but there's that extra. | 00:20:45 | |
| Caveat requirement of in conjunction with the Naval base. | 00:20:52 | |
| So the only. | 00:20:56 | |
| The only housing is in conjunction with the military. | 00:20:58 | |

| Commercial fitness and recreation facilities. | 00:21:06 | |

| Idea as to why we did this overlay is that. | 00:21:10 | |

| A commercial fitness activities along industrial drive which we don't. | 00:21:17 | |
| Really facilitate that use as a permitted use in our light industrial zoning. | 00:21:22 | |
| But one could. | 00:21:28 | |
| We already see it, and one could envision. | 00:21:29 | |
| Something similar to a CrossFit gym, which is, you know, probably. | 00:21:32 | |
| Pretty popular amongst unaccompanied. | 00:21:37 | |

| With the naval base. | 00:02:20 | |

| To rezone to. | 00:03:14 | |
| R3, which is multifamily residential. It's a. | 00:03:16 | |
| All throughout the city, that's how we get condominium development. | 00:03:20 | |
| And multifamily development. | 00:03:24 | |
| And staff and I were considering this and. | 00:03:26 | |
| Talking with the Navy and talking with the military Housing Authority and with our mayor and. | 00:03:29 | |
| Other department heads. | 00:03:35 | |
| The thinking was that. | 00:03:36 | |
| To introduce that. | 00:03:38 | |
| Type of zoning. | 00:03:39 | |
| Deteriorate. | 00:03:44 | |
| The kind of underlying. | 00:03:45 | |
| Thinking or approach of the overall commerce. | 00:03:49 | |
| So what we wanted to do here was. | 00:03:52 | |
| Facilitate the creation of this off base housing in partnership with the Naval Base. | 00:03:54 | |
| But also maintain. | 00:04:00 | |
| The underlying light industrial zoning. | 00:04:02 | |
| And why is that important? | 00:04:05 | |
| That's important both to. | 00:04:08 | |
| Satisfy the vision of the Commerce Park. | 00:04:10 | |
| And it is also important for. | 00:04:13 | |
| The areas that we have included in the. | 00:04:16 | |
| Overlay which are not part of the. | 00:04:18 | |
| Commerce Park, but all the properties along Industrial Drive. | 00:04:21 | |
| So if you've ever taken a drive. | 00:04:25 | |
| Along Industrial Drive. | 00:04:27 | |
| You'll know that there's all sorts of manufacturing, industrial storage operations and processes happening there. | 00:04:29 | |
| There are also a few. | 00:04:37 | |
| Things that don't necessarily comply with our. | 00:04:39 | |
| Like industrial zoning or general industrial zoning? | 00:04:43 | |
| And this overlay is an attempt. | 00:04:47 | |
| To take the light industrial zoning. | 00:04:49 | |
| And overlay as the term. | 00:04:52 | |
| Conveys additional uses. | 00:04:55 | |
| OK, one of those additional uses. | 00:04:58 | |
| As you can see in the draft. | 00:05:01 | |
| That we have provided. | 00:05:03 | |
| And you're really getting to see kind of how the sausage is made in this draft. | 00:05:06 | |

| Meaning foot traffic to our Midtown corridor. There will also be associated traffic. But if we think about. | 00:06:56 | |

| Purchasing power right there next to. | 00:07:07 | |
| Midtown, it's quite a nice. | 00:07:09 | |
| I think synergy to help with some of our Midtown revitalization efforts. | 00:07:12 | |

| It's the entire base. Once they close that gate downtown dried up. | 00:11:04 | |
| It was very active, the businesses were doing well, there was a lot going on. | 00:11:09 | |
| They closed that gate. | 00:11:14 | |
| Everyone started hurting. It really made a huge difference. So this really. | 00:11:17 | |
| Is a big deal getting that gate open? | 00:11:22 | |
| And it's worth any little sacrifice we might have to make to do that. | 00:11:25 | |

| Influence their opinion about opening it. If they build something, they're likely to open. | 00:11:51 | |
