Very happy. 00:05:25
Thank you very much. 00:05:26
Appreciate all you do for our kids. 00:05:27
All right, we have a presentation next from. 00:05:49
The dazzle for the. 00:05:52
Saint Mary's Incubator grant I believe Mr. Sean Meyer is gonna. 00:05:54
Give that to us. 00:05:57
And Mr. Jelly? 00:06:03
Set the button. There you go. 00:06:08
So you got to be smart and equipment you operate so. 00:06:10
Good evening. My name is Sean Myers. I'm here with. 00:06:13
Ken Jelly here with the Development Authority. 00:06:17
And we're here today to present to you. 00:06:21
Grant that we've been working on for quite some time now. 00:06:24
So. 00:06:27
We've got a few things we're going to talk about, but there's a package that Ken is going to provide. 00:06:29
So all of you, all of you. 00:06:35
So while he's doing that, I'll just kind of. 00:06:37
Walk through So the purpose is really to provide a grant designed to assist with technology procurements. 00:06:39
And facility upgrades for? 00:06:45
Business within 1000. Boundaries of the city of Saint Mary. 00:06:47
Thank you. That's basically what the antenna. 00:06:50
We have for my 4 primary goals. 00:06:53
Goal number one was to. 00:06:57
Really to energize the commercial corridor. 00:06:58
And you do that by infusing and helping those. 00:07:01
Our business owners that's. 00:07:04
Part of what the goal? 00:07:05
And we want to accomplish here. 00:07:07
But also improve the foot traffic as folks are walking around. 00:07:09
How do we make out corridors? How do we make out areas look a little bit more pleasing? So we're. 00:07:12
Offering grant and support. 00:07:17
In support of that. 00:07:19
Preserve and beautify. 00:07:21
The cosmic corridors. 00:07:23
And also improve the visual aesthetics of commercial buildings when within the city. 00:07:25
Of Saint Mary's SO. 00:07:30
In your hands, you have what we call our deliverables. 00:07:31
Those were things that when we were done. 00:07:34
What would be the things that? 00:07:36
We said we had a good product by which we can. 00:07:38
Have a applications, our process and everything. So the first thing that you have is our. 00:07:41
There's some big requirements, Business incubator grant requirements. 00:07:47
And so we didn't do this in a vacuum. 00:07:52
We collaborated or got the approval for Mr. Stephen Blackerby. 00:07:55
So all of our processes went through him while we're trying to do a good thing. 00:07:59
We wanted to make sure that we were not imposing additional risk. 00:08:03
To the city. 00:08:06
So that's where we ran through him to get that done. 00:08:07
The grant application in itself. 00:08:09
It's the next thing that you have. 00:08:11
And also the grant flyer. 00:08:13
And the good thing we like about the flyer is it's about collaboration. 00:08:15
The flyer is not just about the dazzle grant itself. 00:08:19
But it also has the DDA grant because if you're advertising. 00:08:23
Why not advertise for all? 00:08:27
And also. 00:08:29
Is the TIPS grant from the JDA also? 00:08:30
Sort of flying accomplishes those things right there. 00:08:32
And so. So again, you have the requirements there. 00:08:35
You got about 3 1/2 pages, and we're not going to belabor you with going through all that. So what I'm going to do is kind of 00:08:39
spike out. 00:08:42
Some of the main aspects of the grant program. 00:08:46
Is eligible for small business within the city. 00:08:49
Within the city proper, that's part of the dazzle. 00:08:52
Boundaries. 00:08:56
And this eligible up to a $5000 grant. 00:08:57
The applicant must be licensed within the city and they also must obtain all permits as necessary. 00:09:00
To apply for the grant. 00:09:06
After must also submit an application provide. 00:09:09
A detail of exactly what it is they're going to do. 00:09:12
The application itself has been submitted to the committee and there's several of us on that. The committee will review it and get 00:09:16
it to the dazzle within 45 days, and the next step will be to simply provide feedback. 00:09:23
On approval or disapproval. 00:09:29
And if we disapprove something, we're not just going to. 00:09:31
Disapproving and say disapprove it will be reason. 00:09:34
Rationale such that perhaps if they get these things corrected. 00:09:37
Resubmit and to get. 00:09:41
A grant approved. 00:09:43
And lastly, it comes to the finances, right? 00:09:45
So once it's approved by the dazzle. 00:09:48
Then a member of the board will actually go out and look. 00:09:51
And whatever it is that they had the grant approval for. 00:09:55
We would verify that those things are in place before. 00:09:59
We provided reimbursement, so it's not. 00:10:02
Give it to you and you go, no, it's you go do it. 00:10:05
And we will reaction reimburse you. 00:10:08
And then then earlier I mentioned about collaboration. 00:10:10
All of us are bound to finances, right? So one thing that we realize is that. 00:10:15
One of our organizations that we partner with, we work with, in fact, we actually. 00:10:20
Used a lot of their information with the DDA. 00:10:25
So Andy, is that the DDA comes into a situation where their own financial hardships. 00:10:27
We can actually use our grant to kind of help. 00:10:33
Help them out if they have such a need so. 00:10:36
We want to be kind of a collaborative effort. 00:10:39
And then in terms of finances from an operating budget? 00:10:42
Dazzle approved. 00:10:46
Five, $15,000 this past year. 00:10:47
And fortunately. 00:10:50
Through the efforts of our. 00:10:51
Board and council and Mr. England mayor. 00:10:53
You all are allowing us an additional $15,000. 00:10:57
So very appreciative of that. So I want to thank you all for. 00:11:00
For that. 00:11:03
So we have a sum total of $30,000. 00:11:04
Of a budget by which we can operate here. 00:11:07
For grants. So that's really all that I had. 00:11:10
And I did want to say a special thanks for some folks again. 00:11:15
To all of you for your approval. 00:11:17
To Mr. Jelly, Timely Sailors. Dennis Moore. 00:11:20
For the work that they've put in. 00:11:23
In regards to the application. 00:11:25
Requirements and everything. 00:11:27
And also to Mr. Steve Hahn. I didn't. 00:11:29
I want to leave him out because he's done. 00:11:31
A great job in providing leadership. 00:11:34
For the Thousand to help us stay on track and actually be. 00:11:37
What we what I feel is a very solid and strong board and also to Mr. Ingram, he is the council that. 00:11:40
Represents and supports Dazzle, so I want to say thanks for those and with. 00:11:47
That before I. 00:11:51
Ask them any questions that you all have from us. 00:11:53
Mr. Jelly, anything that you need to add? 00:11:56
Thank you, Sean. The only thing I wanted to say was that. 00:11:59
In addition to. 00:12:04
This being. 00:12:07
In my opinion. 00:12:08
And in Dazzle's opinion. 00:12:09
An extremely helpful product that's going to move. 00:12:12
A lot of our businesses forward. 00:12:17
I I got to thinking about. 00:12:20
Back around 79 or so when I first came to Saint Mary's. 00:12:22
One of the things that I love to do. 00:12:27
Was just simply walk up and down the streets. 00:12:29
It was quiet. There were a lot of trees. 00:12:32
Shade a few cars. 00:12:35
And in talking with some of the local businesses today? 00:12:38
Their vision is very much the same when it comes to. 00:12:44
Needing some money, needing a grant. 00:12:47
In order to. 00:12:50
Bring out and make the front of their business. 00:12:52
Pop, if you will. 00:12:55
To make the pedestrian traffic. 00:12:57
Want to come by the businesses? 00:13:01
Look at the signage. Listen to. 00:13:04
Maybe some music? 00:13:08
Or just simply enjoy the peace and solitude. 00:13:09
This grant can do an awful lot for the small businesses that want to. 00:13:14
Move forward. 00:13:19
And invigorate the the city. 00:13:20
By enhancing their overall appearance. 00:13:23
So, uh. 00:13:26
I'm really excited about the program. 00:13:27
And we have. 00:13:29
Interest in it as I speak. 00:13:31
And certainly want to thank Sean for being the big mover and shaker on this and. 00:13:34
Putting things together and everybody else that was on the team. Thank you. 00:13:38
All right. 00:13:42
Thank you. I don't know if you specifically said it. 00:13:46
Sean that. 00:13:48
That these grants are up to $5000. 00:13:50
So and of course combined with the. 00:13:53
Facade grant that the DDA has up to $5000. 00:13:56
And then the. 00:14:00
Tip program. 00:14:01
From the Joint Development Authority. 00:14:03
Is actually a low interest loan. 00:14:05
Believe it's up to $30,000. 00:14:07
If not mistaken. 00:14:10
So there is some help for our businesses to address some of the things and I certainly appreciate. 00:14:13
Hard work of Desmond, they all been. 00:14:18
Working a while to get this just right and I'm glad it's ready to roll out and. 00:14:20
Spend that $30,000 this year. 00:14:26
Thank you. 00:14:27
OK, we have the. 00:14:33
Board appointment announcement for the Tax Allocation district #3 Advisory Board. We have one seat available there. 00:14:34
We have. 00:14:42
Camden County. 00:14:44
Board of Education Sex educational structural view committee. 00:14:46
And we have the Orange Hall Management committee. 00:14:49
Debbie Elsie and Wendy Creevy. 00:14:53
And we have currently. 00:14:56
Two applications. 00:14:58
Umm, available for. 00:14:59
That. 00:15:02
One is Miss Debbie Elsia. 00:15:04
To resubmit so I'll entertain any emotions. 00:15:06
I make a motion that we approve both of them. 00:15:11
On the on the. 00:15:14
May 2nd. 00:15:15
Second, second by Mr. Jones. OK. And for the record, that second was? 00:15:17
Kathy Dempsey. 00:15:22
Any other discussion? 00:15:25
Ma'am Wendy Crazy. 00:15:27
So I'm assuming she did not. 00:15:31
Didn't submit an application for reappointment, so. 00:15:35
OK. Any other discussion? 00:15:39
All those in favor. 00:15:42
Aye, any opposed? 00:15:43
That's unanimous, man. 00:15:45
Yes, Sir. 00:15:46
All right. Thank you to our. 00:15:48
New member and our reappointed member we. 00:15:50
Appreciate y'all working. 00:15:53
And effort in that. 00:15:55
Regard. 00:15:56

Public just. 00:20:48
To make sure we get all of those. 00:20:50
Umm 1 addition. That's not only the sheep. 00:20:53
Ladies and gentlemen, I received word. 00:20:57

Agenda We would have items. 00:27:23

FGH. 00:27:29
JKL. 00:27:34
MN O. 00:27:37
PQ and R. 00:27:40
So we'll now move to the granting audience to the public. 00:27:46
If you'd like to come up and speak on anything. 00:27:50
Hopefully pertinent to city business. 00:27:53
Please give us your name and. 00:27:57
Your address please and respect the 5 minutes. 00:27:59
Time break. I get this set for short people. OK, can you hear me? OK, OK, let me stand back a little bit. 00:28:02
Name is Roger Shaw, 30 Marymount Court, St. Mary's. 00:28:10
And as you know, I've been speaking out about this intersection. 00:28:14
Of Coleraine and Winding Rd. 00:28:17
And a need for a light. 00:28:19
And the problems with roundabout. 00:28:22
I've been talking about this for over a year and a half. 00:28:25
On Amelia Island. 00:28:28
The roundabouts or a pain to navigate and if anyone has driven between Boston. 00:28:29
Portsmouth, NH. 00:28:35
The roundabouts there are a huge problem. 00:28:36
In north San Diego County. 00:28:39
There are two cities, Carlsbad and Oceanside. 00:28:41
Carlsbad did everything right. 00:28:44
Oceanside did everything wrong. 00:28:46
Oceanside put in a number of roundabouts. 00:28:48
Ten years later, they tore them all out. 00:28:51
At a cost of. 00:28:54
2,000,464. 00:28:55
1500. 00:28:58
The difference between a. 00:29:00
Light and around about. 00:29:02
Has to be huge. 00:29:03
So they basically I asked for a horse. 00:29:08
And I got a guilty Campbell. 00:29:11
These plot ones could be used for better civic improvements. 00:29:14
Then this gateway to Kingsland, Saint Mary's Monument. 00:29:18
I have talked to many people. 00:29:22
And they agree with me. 00:29:23
And if council won't listen to the citizens? 00:29:25
The only recourse is to vote those. 00:29:27
On the Council. 00:29:30
Who vote for this? 00:29:31
And are up for election in 26. 00:29:33
Who will send the message to the rest of the Council? 00:29:35
That this can happen to them in 20. 00:29:38
Thank you. 00:29:40
I would just like to quickly address that that. 00:29:41
The Department of Transportation, Georgia Department of Transportation is the one who has made the. 00:29:44
Definitive and final answer on what could go at that intersection where there be a. 00:29:51
A light or. 00:29:58
The roundabout. 00:29:59
So it's really kind of. 00:30:00
Our control, if I'm not mistaken, Mr. Horton, is that correct? 00:30:02
So yeah. 00:30:06
And we've all agreed that. 00:30:11
It looked like a light would be a lot cheaper and a lot faster you could get the light up. 00:30:14
3 or 4 weeks. 00:30:19
We're roundabout. We'll take a. 00:30:20
But it would it would take there'd be some. 00:30:22
Engineering that we still have to go on for turn lanes and things with with light so. 00:30:25
It's not a whole lot cheaper as well. 00:30:29
I mean $1,000,000 or so, but I mean a good bit cheaper but. 00:30:32
It's not like just. 00:30:36
You know $50,000 to put a light up but. 00:30:38
Yesterday, I think, yeah, couple minutes left. Is there any way it's possible that? 00:30:41
That Saint Mary's in Kingsland. 00:30:44
And going together on this and say, hey, wait a minute. 00:30:46
I mean, you know, the state doesn't have ultimate power. 00:30:49
Over the individuals. I hope not. I hope it hasn't come to that. 00:30:53
I left California 11 years ago. 00:30:56
And it's just starting to see more and more like California all the time. 00:30:58
With this road is. 00:31:01
Plan to become part of the state highway. It's not currently now but it's in their plans. 00:31:03
Become part of the. 00:31:08
Permanent evacuation route. And yeah, when you see a roundabout during investment evacuation, they're requiring it to be that way, 00:31:09
Sir. 00:31:13
And we are going in together on this with the city of Kingsland. 00:31:17
But not to. 00:31:23
And user supply funds. I understand that. 00:31:25
Yes, still. 00:31:28
It's a camel, not a horse. 00:31:33
Shirley Sussman, 114 Boston Court. 00:31:45
I understand. 00:31:50
While I'm not your father to ask you. 00:31:51
It's been over a year ago at. 00:31:54
I mentioned Gilman. 00:31:56
Paper Plant. 00:32:00
About the condition that it. 00:32:02
How it looked. 00:32:04
And uh. 00:32:06
You know nothing has been done about it. I think you may remember. 00:32:06
Been over a year ago, I said about it looks so bad when you come in into Saint Mary's. Everybody know what Gilmore old plant. 00:32:11
Worth that big old ugly building that's sitting there with all the black mold coming down and you're talking about fixing things 00:32:18
up. And I'll say. 00:32:22
I see in this umm. 00:32:26
Is it DASM? 00:32:29
Grant that you got going on, it says by commercial building. 00:32:30
Are used for commercial purpose and include. 00:32:34
Office building, all that type of stuff. 00:32:37
When you try to do use that. 00:32:39
To make that building look better, are you going to? 00:32:42
Try to make that building better. 00:32:45
By contacting the people who. 00:32:48
That owns that building. Who went on over that is. 00:32:50
And so that building actually. 00:32:54
Horrible when you come into Saint Mary. 00:32:57
Yes, you may speak, there is currently, there's currently a company looking at purchasing that building. 00:33:01
They're in their final phases of due diligence and so we hope very shortly that. 00:33:07
They they will conclude and purchase the building and they have. 00:33:13
For significant plans to. 00:33:17
To fix the building and make numerous changes to it and improvement so. 00:33:19
Hopefully. 00:33:24
That will happen very soon. It's going to be a year. 00:33:25
Later again when I come back up, this thing about that. 00:33:27
Moving on. 00:33:32
And also we hope to have our blight ordinance presented to council either September maybe or early October, so then we would have 00:33:34
some teeth to actually address that problem if it doesn't happen. 00:33:40
323. 00:33:47
But anyway, moving on. 00:33:48
I wanted to ask you all. 00:33:50
Coming into Saint Mary's after your Passover? The railroad track. 00:33:51
Who owns that? 00:33:55
God awful looking yet orange trailer sitting over there. 00:33:57
It's been sitting there for a long time. 00:34:01
Why are we allowing that to sit there? 00:34:04
It's a trail. It's, you know, like I have a 18 Wheeler and. 00:34:08
And the trail on the back of it? Well, one has been sitting. 00:34:12
You know what? God? 00:34:15
Everybody know what Godwin used to be, right? 00:34:16
I went over across the street, there's a trailer sitting over there. Why is it sitting over there? 00:34:18
Yes, I see. Not sure but. 00:34:25
You're not sure there. Again, hopefully OK things like that can be addressed in our bite organs. 00:34:28
Oh, I'm so nice. 00:34:36
Also, I wanted to thank Bobby. He's not here, but I wanted to thank Bobby for what he did about coming out on Boston and. 00:34:40
On the umm. 00:34:48
Drain something up. 00:34:50
And drain a pass out there for the water can go through because the water had gotten so bad when the rain you step out your. 00:34:52
Apartment you step in war so I really do appreciate him on. 00:34:59
Taking care of that, that was really, really good. 00:35:04
But uh. 00:35:06
These other thing like this trail. 00:35:08
And this here, that big God awful ugly building. 00:35:10
Y'all, I hope I don't be coming back up here a year later and asking you the same thing. 00:35:13
Because I'm not gonna say it so nicely, OK? 00:35:19
Yes, ma'am. Thank you. 00:35:22
Robert Moore, 509 Westgate Circle It's been a minute. 00:35:28
Ma'am, I haven't seen you at church. I go to second service. How about you? 00:35:31
You go first, third. 00:35:35
OK, I'll be looking for you. 00:35:36
A few more days. 00:35:38
I see. I got you. You know what? I'll catch you and we'll talk about private property because. 00:35:41
I don't know, I don't want to over. 00:35:46
Overly oppressive blight ordinance and then it's like an HOA. So we'll talk more. 00:35:48
Alright, umm. 00:35:52
Well, good evening Mayor, council staff. 00:35:55
You haven't seen me here for a while because now I've put on a new head as. 00:35:58
A small business owner? Well, more my wife. I'm just a handyman and the bookkeeper. 00:36:01
Studio 9/1. 00:36:08
Our new owner I think. 00:36:09
Has taken the city up on the facade grant. 00:36:11
I don't agree with the paint scheme, so I guess I'll talk to Candace a little more about that. But hey, my money's not my paint. 00:36:14
So that's it. I do want to say big kudos. Thank you to Councilman Nasimento, Candace and I forget your. 00:36:22
Nicole. 00:36:30
They came down, sat in our lobby. 00:36:31
I asked the question of hey, we often say 1 Saint Mary's. I see a whole lot of Main Street. 00:36:33
Down past Bucky's. 00:36:39
What about Midtown love? 00:36:41
You know, we pay taxes too if they're on the Spurs, so help us out. 00:36:43
So we had some really good ideas. 00:36:47
Trying to roll stuff out with that said. 00:36:49
With this being the last meeting of this month. 00:36:54
September. Suicide awareness. Suicide Prevention. 00:36:58
Myself and the other operation in the Plaza where Veteran owned. 00:37:01
So we're rolling out a thing to pair up with. 00:37:06
Champions for Heroes. 00:37:09
Gentlemen out of St. He takes. 00:37:10
Dogs from shelters train them. 00:37:13
To be PTSD service dogs for veterans and 1st responders. 00:37:15
So I'm going to be working with Main Street staff and Allison Shores of the chamber. 00:37:19
So if there's anybody that's a veteran. 00:37:23
Or small business owner that wants to get in on it to help that out. 00:37:26
We're trying to shoot for September 22nd. 00:37:29
Is in the veteran community. It's on average 22 a day. 00:37:31
Decide to leave this world. 00:37:35
Not by the Lord's choosing. 00:37:38
So we try to change that. 00:37:40
More often, if you can support with your business some kind of proceed, maybe mayor you can hold like a big Ed McMahon. 00:37:42
You know, check, you know, small businesses of Saint Mary's for veterans. I don't know how everyone, brand, network and we'll give 00:37:48
it to the the dog charity. 00:37:53
Umm, and then also Chief. 00:37:58
Better Are you sure if you get calls of kind of a sketchy looking guy in school zones? I'm trying to grab a mustache for the first 00:38:01
time. That's just me going home. 00:38:04
So Crooked River and. 00:38:08
Sugar Mill. 00:38:09
That's just, you know, I've met Northeast and guys so. 00:38:11
Don't come after me. 00:38:13
I do appreciate the work that Public Works guys have been putting in a lot more effort up the spur and out there to the North End. 00:38:16
And, umm. 00:38:22
So I wanted to make sure to acknowledge. 00:38:23
The Councilman and the Main Street staff are coming down. 00:38:27
Umm, we're just kind of breakthrough, and I think that there's going to be. 00:38:31
A great shift with the new City Hall. 00:38:34
Kind of come in from out of downtown. Nothing is downtown but. 00:38:37
We're all trying to make a dollar the same way. 00:38:40
That shifting up there to that Plaza. 00:38:42
It's going to be a power shift. 00:38:45
And. 00:38:48
I would be remiss if I didn't talk about the roundabout. 00:38:49
Yes, there's got to be a solution. 00:38:52
I guess when my former job working in utilities and right of ways and all that. 00:38:54
You got G dot and G dot is. 00:38:58
Like a Medusa, and I don't know how you sleigh that one. 00:39:01
I hope that. 00:39:04
Stephen Sainz and Senator Hodges. 00:39:06
I have been engaged to get in the error of the bureaucrats. That's G dot. 00:39:08
I believe that roundabouts have a place because I've seen them use on. 00:39:15
Jekyll and Saint Simons. I think that's when you have flow from all directions evenly and. 00:39:19
It all kind of flows, but. 00:39:23
A light when most of your thoroughfare is Daytona 500 and then slow slow walk coming in from the sides that a light would be 00:39:25
quicker and easier but. 00:39:29
A solution either way. 00:39:34
So thank you for your. 00:39:36
Good evening. Thank you. 00:39:38
I don't know if you've been to the new buckies up there north of. 00:39:41
North of Deck, north of Brunswick, they had a big roundabout right there. 00:39:48
And you don't get much busier. 00:39:52
To the Bucky. 00:39:54
Larry White, 102, soulless. 00:39:56
Nobody in this state. 00:40:01
How to drive in a roundabout? 00:40:02
I'll tell you that right now. 00:40:05
Even lights they have a problem with. 00:40:09
They don't know how to drive in a four way stop. 00:40:11
They had a couple not more than a few days ago, one day last week. 00:40:14
The lights at the corner of Colerain. 00:40:18
And. 00:40:21
Saint Mary's Road went out. 00:40:22
So they had installed stop signs. 00:40:24
It's made it a four way stop. 00:40:27
They don't know how to do a four way stop in this state. 00:40:29
They don't. 00:40:33
Never works before we stop. 00:40:35
Even round about you. 00:40:37
I know you can't. You don't have any option with your roundabout. It's up to the state because it's going to become state highway. 00:40:39
But just stand by. 00:40:44
OK. 00:40:46
Eventually, they are everybody peaceful. 00:40:49
We do. 00:40:51
Last thing. 00:40:53
I had the first day of school last week. 00:40:55
At Myrily Clark. 00:40:58
And that was a. 00:41:01
I can't use my Navy term. 00:41:03
But it was a mess. 00:41:06
All right, it was so bad. 00:41:08
That when he was picked, we was trying to get home. I lived on the end of the. 00:41:11
Of drive. 00:41:15
My wife and I. 00:41:16
Try to come down. 00:41:17
Nuclear off a Coleraine. 00:41:19
To get home. 00:41:21
Right, and the line for pick up after school. 00:41:22
Was all the way out on Colerain. 00:41:27
And they were blocking. 00:41:29
The lane on Nicola Drive trying to get by. 00:41:31
I had to go on a left hand lane. 00:41:34
To drive to get by. 00:41:36
Something has to be done about the Traveller, as a matter of fact there. 00:41:38
Can the county sheriff's? 00:41:43
Deputy parked past Merrily Clark. I had to stop and tell him what was going on. 00:41:44
And he left and went down to the end. 00:41:49
There were Coleraine to find out what was going on. 00:41:51
But it was a big mess. 00:41:54
I do want to say that I do want to. 00:41:59
Think the code enforcement people. 00:42:01
If that Lady. 00:42:05
All you have to do is call them and tell them. 00:42:07
When that trailer is at and then we'll get rid of it for you. 00:42:09
Thank you. 00:42:13
And I'll put out Mr. White that the item F that we. 00:42:16
Consented to. 00:42:21
Department of Defense installation Radiance funding. There's money there for. 00:42:23
For studies for turn lanes in those three. 00:42:28
Elementary schools, yeah. 00:42:31
Quilted greater. 00:42:33
Sugar Mill and Mary Lee Clark. 00:42:35
But I don't know if you have enough room there in front of Marilee Clark for turn lane. 00:42:37
You look at the ditches on one side. 00:42:41
On either side before you get to the school. 00:42:44
You got a big problem. 00:42:46
Thank. 00:42:48
Several years old. 00:42:54
Good morning. I mean good afternoon. 00:43:03
Evening Mayor and Councilman. 00:43:05
Is that my time yet? 00:43:08
I'm just checking with the chief to make sure. 00:43:10
I'm hoping that'd be short. 00:43:14
That thing that I roan about things. 00:43:16
Oh, just a matter of fact. 00:43:19
When the stop lights went out. 00:43:23
Your name and address. 00:43:26
Birth of Seals, 816 Bellevue Drive. 00:43:28
Saint Mary's. 00:43:32
Stuff like right across. 00:43:36
It went out and. 00:43:39
Everybody just. 00:43:41
Rose no one knew what. 00:43:42
To do and I'm. 00:43:45
Come on, somebody needs a move. 00:43:47
So that stoplight, that stop sign thing is a trip. 00:43:49
Wrong about There's gonna be worse. 00:43:53
Especially, like my man said, 500. 00:43:55
I don't know how it's going to work on anyway. 00:43:59
I I want to speak about. 00:44:04
The tedious coastal renewal. 00:44:05
I was under the impression. 00:44:10
That being tedious lead fiber optics. 00:44:12
Through the whole. Well, at least down here. 00:44:16
My son, everybody, my side and. 00:44:18
And so I'm looking at this will also decrease the bill. 00:44:21
To $1100. 00:44:25
I'm like, I was lost with that. 00:44:28
Because I thought we had fiber optics, all of it through. 00:44:31
This was the tedious. 00:44:35
Contract renewal. 00:44:37
And. 00:44:39
To renew our contract the current City Hall building. 00:44:40
With tedious for Internet. 00:44:43
And phones. 00:44:45
This we had five optics about two years ago. It's not more. 00:44:47
So I'm like, what kind of a scene is we talking about here? 00:44:52
I'm hoping that that might have been an error. 00:44:55
Or somewhere along those lines, but. 00:44:58
It didn't make sense to me. 00:45:01
So I think we need to look into that. 00:45:03
Because that's me. 00:45:05
Looking at his brows through quickly. 00:45:07
And I think. 00:45:10
That to me is a. 00:45:11
Something we need to look into if we save him money. 00:45:13
You know this 11112 dollars. 00:45:17
With the option to move this service to the new building once it is completed with a standard service. 00:45:20
Move requests. 00:45:25
I thought all I was already done. 00:45:27
You know all the five optics. 00:45:29
'Cause I had a peanut extra for where I live. 00:45:32
And he were down there, so I'm lost with that. 00:45:35
The City Hall conceptual layout. 00:45:40
Umm, I went. 00:45:43
Quickly. 00:45:46
I I know it's not a cut and dry situation but. 00:45:49
The conceptual layout, you're going to blanket out some of those areas. 00:45:52
To cut back on the. 00:45:57
So right now, you know I look at the. 00:45:59
This the fox with the armor. 00:46:02
The legal stuff when they come into. 00:46:07
You they they're using. 00:46:09
You know what I mean? 00:46:12
So why don't we use it down there? 00:46:13
For the time being. 00:46:15
You know what I mean? So that cut back a lot of money right there. 00:46:16
And just blank that area off. 00:46:19
And don't worry about for a while. 00:46:21
God is used here. We do that right now. 00:46:23
Does that come to a couple of D? 00:46:26
That the jury. 00:46:27
The judge doing his thing. 00:46:29
So you could do this thing. Same thing over there. 00:46:30
So if you want to look at the world. 00:46:32
Try and cut back on. 00:46:34
Monies, That's the way to do it, and later on we just pick it up. 00:46:36
That is the current plan under that conceptual drawing. 00:46:40
Good. I'm, I'm, I'm, I'm with you on that. 00:46:43
And. 00:46:47
This year's application for nomination. 00:46:49
Saint Mary's Main Street Development Authority of Saint Mary's. 00:46:52
I look at this application, it's like you're running for office. 00:46:57
We have a. 00:47:02
This includes just those two, Dazzle and DD. 00:47:03
And I was wondering. 00:47:08
The folks who are on the council. 00:47:10
Mr. Ingram is the one who? 00:47:13
Put this out. 00:47:14
This year. 00:47:17
I'm like. 00:47:19
That's that's a lot. 00:47:21
Because it will be active for volunteers. 00:47:23
To come to these boards or some of it needs to be done, Don't get me wrong. 00:47:25
But it's a lot up in the end. I think we need to look at that again or. 00:47:29
I don't know if you guys get involved with it. 00:47:33
But maybe. 00:47:35
Who the DDA or the Dazzle people? 00:47:37
They need to look at it a little bit more. 00:47:40
Because you're asking for a lot, don't get me wrong. 00:47:42
That's how I see it. Thank you. 00:47:46
You were there. 00:47:48
Good evening Christine, Adam on 901 and Saint Mary's. 00:48:01
Two things. 00:48:05
To follow Mr. Seals. 00:48:06
On the application for nomination. 00:48:09
I took a look at this based on. 00:48:12
My three years on the tree board. 00:48:14
Putting bite into an application is really important. 00:48:17
Because there's a lot of work these boards do. 00:48:22
I would like to make a recommendation that a little more might be put in. I was going to give this to Mr. Ingram, but I'll just 00:48:26
give this to you, Mr. Mayor. You might give it to him. 00:48:30
Instead of. 00:48:35
The recommended. 00:48:37
3/4 of meetings, which means. 00:48:38
You only have to come nine months out of 12. 00:48:41
I recommend. 00:48:45
11. 00:48:46
That's what the tree board is, and there's a lot of work the tree board does and I'm sure there's more work. 00:48:47
That these two groups do. 00:48:53
You really have to be committed to the volunteer effort. 00:48:55
Another piece to add. 00:49:00
They're saying here. 00:49:02
You're gonna act. 00:49:04
With regard to the city of Saint Mary's. 00:49:05
How about also adding and to her citizens? 00:49:07
Because I think the citizens have to be represented. 00:49:11
In all the decisions any of these boards do. 00:49:14
And then the third one which is not included. 00:49:17
I'd love to see a little. 00:49:20
Emphasis on ethics. 00:49:22
Because some of these boards have people that. 00:49:24
Have conflicts of interest? 00:49:28
And they don't recurse themselves. 00:49:29
From the business matters at hand when those board meetings have. 00:49:32
Conversations regarding. 00:49:37
What could be a potential conflict of interest? So I'll just leave this with you and you can give it to him. 00:49:39
As recommendations. 00:49:44
Now speaking from the tree board, I want to. 00:49:46
Sincerely thank. 00:49:50
The city. 00:49:52
Those of you. 00:49:53
All who? 00:49:55
Met up at the tree. 00:49:56
By locals. 00:49:58
I counted it. 00:50:00
There were. 00:50:02
11 people. 00:50:03
From the city there. 00:50:04
And on a per. 00:50:07
Capital basis. That was a very expensive meeting we had for about an hour. 00:50:08
I want to thank the city also for commissioning a contract arborist to render an incredibly. 00:50:13
Detailed report. 00:50:20
Which resulted in 100% success. 00:50:22
In trenching for that power. 00:50:26
To the transformer. 00:50:29
Without. 00:50:31
Damaging 1 route. 00:50:33
On that tree. 00:50:34
So the city was able, I think, in the first history of the tree board. 00:50:36
And the city? 00:50:41
To protect the tree. 00:50:42
Proactively. 00:50:44
From something that could have been potentially a catastrophic event for. 00:50:46
A45 year old tree that was really important to the city. 00:50:51
I want to also thank. 00:50:56
Miss Crystal. 00:50:58
Jerry, who is doing an enormous amount of work and has been the most proactive collaborator of anybody that the tree board has 00:51:00
worked with in the city. 00:51:05
I'm sorry to say that, but she's fabulous. 00:51:11
And helping the tree board. 00:51:14
Put together. 00:51:16
Several grants and submissions. 00:51:18
Where champions of her and her office. 00:51:21
Were champions of her process of collaboration. 00:51:25
Were champions and are absolutely over the moon. 00:51:29
With her interest in attending meetings and presenting what she needs from our board. 00:51:33
To give to her the content that she needs just to create the submission. 00:51:39
And we can't thank her enough for reaching out to the state. 00:51:45
Contacts that we have after we've made that introduction. 00:51:49
To continue a strong city collaboration with the state. 00:51:52
That's amazing. 00:51:56
So thank you, Crystal. 00:51:58
Thank you. Thank you. 00:52:00
Thank you, ma'am. 00:52:03
Terry Brumble of 805 Riverview Dr. West. 00:52:14
I went to a meeting last week, Orange Hall and. 00:52:17
Few of you guys were there too. The Orange Hall meeting, we had two proposals there for how to deal with Orange Hall. 00:52:20
One was bringing the foundation back the. 00:52:26
Councilman T. 00:52:28
Then put forward and then the DDA put forward their proposal where the DDA would take charge. Orange Hall, I think y'all got 00:52:30
really close to where you need to be, which is a hybrid. 00:52:35
Operation where you bring the foundation back to raise money and do the preservation. 00:52:40
Get the Historic studies report. 00:52:46
Updated and do all that stuff and raise money. 00:52:48
And the other is. 00:52:51
DDA and the Orange Hall Committee will commercialize the building so they'll be self sustainable. 00:52:52
Years down the road. 00:52:58
And that the organizational. 00:53:00
Structure should be those two committees speeding up through. 00:53:02
The city manager, City Council, because you're obviously going to have some conflict between preservation and utilization that you 00:53:05
guys will have to make the decision. 00:53:09
But I think if you have, if you put those two ideas together, you will have what it takes to get Orange all where it needs to be. 00:53:13
That's just my thought on that. 00:53:20
And so a couple other little things that so much stuff on the agenda was kind of hard to. 00:53:22
Read all these numbers and everything, but we're awarding a. 00:53:28
Contract for. 00:53:32
It's probably bluff free engineering to bring it up to 1,000,000 gallons a day. 00:53:33
But we got a proposal under that defense funding thing to. 00:53:37
Spend $600,000 studying scrubby blood. So do we need? 00:53:41
That to go along with the contract we're getting ready to award or we, that kind of confused me. 00:53:46
Because that's just a study. Scrubby blood. 00:53:52
Which obviously we've already done and we got a proposal to upgrade. 00:53:55
So just my thought on that but. 00:53:58
That's why we awarded a contract for the fire station. 00:54:01
That was double the low bid. 00:54:04
Do we have a reason for throwing a low bid out? 00:54:07
We did OK. 00:54:11
And let's see, what else. 00:54:12
I think that's it. 00:54:16
Thanks. 00:54:18
Yeah. So one of the questions I asked as well, you know, about the bid. 00:54:20
And uh. 00:54:25
Yeah, they, the committee had some very good reasons for why they chose that particular bidder. 00:54:26
You know, maybe. 00:54:32
Be comfortable with with the answers about the. 00:54:33
The quality of the interview when they interviewed the companies, the. 00:54:36
Experience. 00:54:39
Of the contractor in previous projects. 00:54:41
Anyone else? 00:54:52
OK, we'll close public comment. 00:54:56
And move to the approval of the consent agenda. 00:54:59
Some move second. 00:55:03
Motion by Mr. Jones, second by Mr. Nascimento. Any other discussion? 00:55:06
All those in favor. 00:55:10
Aye, any opposed? 00:55:11
That's unanimous, Madam. 00:55:15
Yes, Sir. 00:55:16
And we will now have the uh. 00:55:17
Entertain a motion for approval of the agenda. 00:55:19
Hello, second, second Mr. 00:55:25
Any discussion? 00:55:28
All those in favor. 00:55:30
Aye, any opposed? 00:55:31
All right. Thank you. 00:55:33
Moving on to now, our new business items that. 00:55:36
For discussion. 00:55:39
The new City Hall. 00:55:41
Conceptual layout. 00:55:43
So just comment on a couple things that actually were mentioned. 00:55:45
And some of the changes we don't unfortunately have in the packet. 00:55:50
The. 00:55:54
The prior. 00:55:57
Schematic for the drawing, but just to point out to you a few things that we're done. 00:55:58
The. 00:56:04
Department was moved. 00:56:07
Kind of further north. 00:56:09
Towards the front of the building. 00:56:10
Kind of to the where the space to the left is from the chambers. 00:56:15
Previously. 00:56:19
The planning department was in that space. 00:56:20
And so they have now been moved down. 00:56:23
Toward the front of the building, toward the bottom of the page there. 00:56:26
Along with the. 00:56:29
The DDA Main St. 00:56:31
Program. 00:56:33
And. 00:56:35
Formerly. 00:56:38
Corner area was was more. 00:56:39
Anticipated the Joint Development Authority and the Chamber of Commerce might be in there and some other things, but and of 00:56:41
course. 00:56:45
The larger space up at the top was. 00:56:49
Predominantly. 00:56:51
The area for the court, the new courtroom and all those associated rooms. 00:56:52
So we do have kind of a plan. 00:56:57
Now where? 00:57:00
You'll scroll back. 00:57:01
Up to the bottom. 00:57:03
So that hallway just to the right of. 00:57:05
Of the. 00:57:09
We kind of see the two conference tables at the planning and the in the. 00:57:11
Development. There's the hallway. There's several offices down that hallway there. 00:57:15
In an area that can still be. 00:57:19
Shut off. 00:57:21
From the rest of administration. 00:57:22
To have. 00:57:25
Meeting spaces for. 00:57:28
Council for the judge to have space for this. 00:57:30
Clerk of the Courts. 00:57:34
To do her administrative work. 00:57:35
And still kind of keep that area, you know, kind of separate from. 00:57:38
The main waiting room and those kinds of things like like we have here on normal Friday mornings now, so. 00:57:42
The other major change that occurred? 00:57:48
When planning office was moved and is now utilizing a entrance off the front of the building. 00:57:51
Was some significant. 00:57:58
Facade work and. 00:57:59
Design work that was on the east side of the building, which is the left of the page there as you look at to it. 00:58:03
Most of all that has been removed now, except for that one exit ramp there. 00:58:09
So we should see some. 00:58:13
Significant cost savings in that. 00:58:15
Work that would be done on the side of the building in addition to the square footage. 00:58:18
That we're saving from the relocating of. 00:58:22
Of the planning down. 00:58:25
And condensing some of that area there, so. 00:58:26
Those are the main. 00:58:30
Changes on the Council has any other? 00:58:32
Comments that we had this over for discussion. 00:58:34
I know that. 00:58:37
Obviously we have to get bids and everything, but with these changes, which I think are good, getting rid of the council offices 00:58:38
that probably won't be utilized in several of the. 00:58:42
The things the mayor just said, what is the estimated cost with these changes and maybe an estimated timeline? Because that's 00:58:46
probably the. 00:58:49
Number one question that citizens will have. 00:58:53
There's a great deal of your. 00:58:57
Can you hear me? 00:59:00
Yes. 00:59:01
As far as the cost goes. 00:59:02
We really don't know. 00:59:04
And that's just being as honest with you as I can be. 00:59:05
With the way the bench came in, that wasn't what we were expecting prior to. 00:59:09
But there's there's a lot of components there that. 00:59:14
How dollar components? 00:59:17
We took out some warming kitchens and we took out some bathrooms and other things like that. 00:59:20
They there's a. 00:59:26
It was anticipated that a lot of the. 00:59:29
Engineering work that's done on the outside to the side that the bear was referring to. 00:59:31
That has been minimized. 00:59:37
You know some of the facades. 00:59:39
Work that's. 00:59:41
Usually a costly item. 00:59:43
But to be able to tell you exactly, I'm uncertain. 00:59:46
What I mean is when we got our last bid of 10 million, not including the roof, I'm assuming we had a scope of work. 00:59:49
And with these changes, if you backed out what some of those are, can we get at least a rough estimate of what we've been expected 00:59:55
to come in? 00:59:59
Or is not not that? 01:00:04
The architect was kind of. 01:00:05
You know, unwilling kind of number because. 01:00:09
Well, the seven million, you know, we had two bids. We had two numbers. We had the 7 million, we had the 10 million. 01:00:12
OK, all the components that you see here. 01:00:20
For within that 7 million. 01:00:23
So the big cost savings is what we did with. 01:00:26
The the Main Street area. 01:00:29
JDA Chamber. 01:00:32
Stuff that we were looking at there. 01:00:33
The exterior. 01:00:36
Work all the way around the engineering stuff there. 01:00:39
And that. 01:00:42
Meeting room, it had a kitchen up there in it and the court cost. 01:00:44
So those. 01:00:48
Those those two rooms. 01:00:49
And that other room? 01:00:52
Weren't factored into that $7 billion range. 01:00:54
OK, so. 01:00:57
But we've consolidated the Main Street, we've consolidated. 01:00:59
Planning and zoning. 01:01:04
So there's a savings there. 01:01:06
Then there's the savings on the exterior work. 01:01:08
So. 01:01:11
To be able. 01:01:13
And the way the market is right now, Moon certain. 01:01:15
And providing that this would go through the conceptualized plan. 01:01:17
What would be the timeline? 01:01:21
For the next step, is that the. 01:01:22
Construction drones will be modified. 01:01:25
Probably. 01:01:30
Month and 1/2. 01:01:32
I'm not real sure, I'll have to get with the architect on it and get it holding to get a time frame to hold him to. 01:01:35
And then you've got. 01:01:41
Put it out Forbid. So that's probably another 4560. 01:01:42
Days. Umm. 01:01:46
Then coming back in, then it's. 01:01:49
Reviewing figure the month on that. 01:01:51
And then putting it out. 01:01:55
And bringing you all and going through that process. 01:01:57
Thank you. 01:02:01
Yes, Sir. So I can't be more. 01:02:02
So kind of given that time frame then maybe? 01:02:07
We'd be looking to vote on a. 01:02:10
Potential contract. 01:02:12
Maybe January timeframe kind of seems like it. 01:02:14
Everything goes well. 01:02:17
Any other questions, comments? 01:02:21
You have a motion. 01:02:26
To move. 01:02:27
Mr. Jones, Mr. Rassi first, Second. 01:02:30
Any other discussion? 01:02:32
All those in favor. 01:02:34
Aye, any opposed? 01:02:37
You get that taken care of and. 01:02:41
Two weeks. 01:02:42
Two weeks since Mr. Ingles, not here. I had to throw that out for you. 01:02:43
OK, next item is. 01:02:50
The Georgia Forestry Commission Relief Program grant applications. 01:02:53
And we had that for discuss. 01:02:58
Right I. 01:03:00
I'd like to echo. 01:03:01
Compliments to. 01:03:03
Crystal Cherry on the grants. 01:03:05
Application. 01:03:06
And the main reason I wanted to bring this to discussion is to just to let people know that although there is a match. 01:03:08
We had a conversation earlier today. 01:03:16
And we can do that. 01:03:19
Through. 01:03:22
A non cash mechanism. 01:03:24
And I think that's important for people to understand. So instead of 30,000, it's a grant of 15,000. And if you want to add 01:03:27
anything to that. 01:03:32
That's correct. It's $15,000 cash match because we're outside of the sea just area. 01:03:38
That would. 01:03:45
Give us that waiver and because we're outside of that area. 01:03:46
So we can do the additional 15,000 income, correct? 01:03:50
Right, which would be. 01:03:55
Our overheads. 01:03:57
And the other. 01:03:58
Clarifying thing that I got. 01:04:02
Today on this was that the uh. 01:04:04
The plan also includes. 01:04:07
Three years of maintenance being provided as well. 01:04:09
And the watering and. 01:04:12
And trimming and things of those. 01:04:13
Trees as well. 01:04:16
Correct. So it's about 12:50 per tree for 12 crepe myrtles. 01:04:18
And that includes the. 01:04:24
Initial staking and then watering, mulching. 01:04:26
Pruning tree hill shakes and things like that for three years. 01:04:30
And and replacement if. 01:04:34
Correct. 01:04:37
Correct. 01:04:39
Perfect. Thank you. 01:04:40
All right. Any other discussion about the design? 01:04:43
Is there a motion? 01:04:46
Mr. Rassi and Mr. Connor. 01:04:49
Thank you. 01:04:52
Any other discussion? 01:04:53
All those in favor. 01:04:55
Aye, any opposed? 01:04:56
As unanimous man. Yes Sir. 01:04:59
OK, that brings us to item I, the Mission Trace covert replacement. 01:05:04
Change order number one Braille contract. 01:05:09
Good evening, Mayor. 01:05:13
Council on the 5th of May, where our construction was awarded the contract to replace the. 01:05:14
3 remaining culverts. 01:05:19
On Mission Trace Dr. 01:05:21
During construction, we discovered that one of the culverts. 01:05:23
The last one that they were working on specified in the invitation to bid was 18 inch round culvert. 01:05:26
In actuality, it's an 18 or 1515 inch Culver. 01:05:32
Round and actuality is. 01:05:36
Needs to be an 18 inch elliptical. 01:05:38
To convey the storm water properly. 01:05:41
To accommodate the elliptical pipe, the two concrete structures require modifications. 01:05:44
City Engineer scrutinized the cost estimate and has determined that the change order amount is a fair price. 01:05:50
And I would like to add that. 01:05:56
Route construction was able to remove. 01:05:57
A tree and stump at location. The first culvert location. 01:06:00
Without damaging the head wall. 01:06:04
So he was able to reuse that and is crediting us back. 01:06:06
$2500. 01:06:09
Of the contract that we. 01:06:12
Would have had to pay for that covert. 01:06:13
And we'll be able to use a. 01:06:15
Existing funds and highways and streets. 01:06:17
From this change order. 01:06:20
A discussion can have a motion. 01:06:24
I make a motion that we proceed forward with. 01:06:30
Harassing second by Mr. Connor. OK, any other discussion? 01:06:34
Yes. 01:06:38
Umm umm. 01:06:40
I understand. 01:06:42
What you presented but. 01:06:45
You know, I'm trying to understand why we keep getting these change orders and. 01:06:48
I think it's important for the city. 01:06:54
Umm, to try and change. 01:06:57
Our precedent on that? 01:07:02
We've had and not on this project, but other projects we've had a lot of change orders that we approve and. 01:07:04
I think if we want to. 01:07:13
To change the behavior that causes the change orders to occur even and this one is a. 01:07:15
Pretty good example. 01:07:23
Umm, when I went out to quote this. 01:07:25
I mean, it's easy to tell the difference between. 01:07:29
A round pipe and an elliptical. 01:07:32
Not always. 01:07:35
When it's behind a head wall, you have a drawing. 01:07:37
There's a drawing. 01:07:40
That you're looking at the survey that was done. 01:07:41
Came back and said that was a 15 inch round. 01:07:44
Culvert pipe, OK. And so our city engineer assumed that. 01:07:47
Survey was correct. 01:07:51
We did not have that. 01:07:53
Information at the time. 01:07:55
We have since found out that it. 01:07:57
Should be an 18 inch. 01:07:59
And we found some other documentation. 01:08:00
Regarding a stormwater master planning that showed that. 01:08:03
It should be an 18. 01:08:06
To convey all that water. 01:08:07
OK, so the. 01:08:08
That's that's what I'm saying as I think if we want people, if we want our contractors and our surveyors and our engineers to. 01:08:10
Be more careful when they give us a quote. 01:08:21
We have to stop approving. 01:08:24
Change orders. 01:08:26
Because that's really the only way. 01:08:28
To change. 01:08:31
The upstream behavior that causes it. 01:08:33
That's my comment. I think it's very easy, I understand. 01:08:37
That this is not. 01:08:41
And I don't even want to say it's not a lot of money because it's not our money. It's the citizens that are having to pay for this 01:08:43
change order. But I think when people give us a quote. 01:08:48
Sometimes when you're in business and you make a mistake. 01:08:53
You have to. 01:08:57
Assume responsibility for it. 01:08:59
And I hate to cut you off and. 01:09:02
You're saying exactly what I've been saying for years. 01:09:06
You know. 01:09:09
We have these. 01:09:11
Put these things out, Forbid. 01:09:12
People. 01:09:15
They'll bid on them and then they'll come a long way to run and say, well, we didn't know. 01:09:16
That this was the case and it's. 01:09:21
$300,000 extra. 01:09:24
To make it right. 01:09:27
And if you're going to bid on something, you. 01:09:29
Darren sure will need to know what you did. 01:09:32
If it was federal, a federal bid or whatever, you just have to eat it. 01:09:35
And I said this time and time again. 01:09:40
Make sure that these. 01:09:42
People when they did know these things. 01:09:44
They know what they're doing. 01:09:47
I've never seen a change order come back and say. 01:09:48
We did. 01:09:51
We're going to give you back another $9000. As always, they need more money. 01:09:54
And. 01:10:00
I'm I'm just against. 01:10:01
Except that anymore change orders. 01:10:04
When it's going to cost us like this? 01:10:07
To just and I know this sounds blunt, but like if the mistake was made in the measurements. 01:10:09
The company should eat the mistake. The formula should go as this. 01:10:15
Stop approving change orders. 01:10:19
We stopped getting change orders. So as blunt and I know that sounds harsh and everything, but I agree with Missy, I agree with 01:10:21
Mr. Jones like. 01:10:25
The more we keep voting no. 01:10:29
On these change orders that we'll stop getting. 01:10:32
Change orders and we would change the behavior. It would change the pattern. 01:10:34
So I think as a as a business owner, I know this is a much bigger scale, but if this is a mistake made on my end, it's something 01:10:38
as a business I would eat. 01:10:41
I guess. 01:10:46
You know, there's, there's two sides of this and. 01:10:47
As a business owner myself, you know. 01:10:50
The my understanding of this was that there were. 01:10:52
Drawings from the previous construction. 01:10:56
That did not. 01:10:59
Accurately, uh. 01:11:00
Depict the size that was in the ground. 01:11:01
And that's what the specifications that went out. 01:11:04
The bid four were based on the. 01:11:07
Previous as built which were incorrect. 01:11:09
So, uh. 01:11:12
We provided. 01:11:13
You know we provided incorrect information to. 01:11:15
In the bid package for what this was supposed to be. 01:11:18
So you know. 01:11:22
When somebody calls me for. 01:11:24
You know, printing the job and. 01:11:25
I give them a price. 01:11:28
You know for A1 sided flyer, you know, and then they. 01:11:29
It comes back and it ends up that it's two sided or something, you know, I didn't know about that other side. 01:11:33
You know, they gave me incorrect information, you know? 01:11:38
At that point I have to change the price because they didn't give me the correct information to bid on. 01:11:41
You know if. 01:11:48
If my employees made a mistake. 01:11:49
Then that's something different. 01:11:52
But in this situation, I think we. 01:11:54
We provided incorrect information in the bid based on our as built drawings. 01:11:56
Yeah, you know, and. 01:12:02
And I think you know. 01:12:04
To your point and what Mr. Smith just shared with us that. 01:12:06
This contractor did. 01:12:09
In good faith. 01:12:11
You know was able to save a component and is crediting us back. 01:12:12
You know, today we're doing a positive change or they were giving us money back. 01:12:16
Until this you know this changed. 01:12:20
This this was discovered so. 01:12:23
I think this is a little bit different situation. I agree with the concept and I certainly agree with the point. 01:12:26
About, you know. 01:12:31
You know what you can be aware of, but. 01:12:32
Certain situation. 01:12:36
As this one appears to be to me. 01:12:37
Well. 01:12:39
I understand what you're saying, but this is not anything that's hidden. This is a culvert. 01:12:41
And there were three of them. 01:12:46
And so the person that was bidding on the job. 01:12:48
Although they got drawings from us. 01:12:52
I would think that if you're going to put a bid in on a job, you would go and look at it. 01:12:55
And so when you do that. 01:13:00
You should. 01:13:02
Be able to identify they certainly have the construction acumen. 01:13:03
To identify the fact. 01:13:08
That there may be mistake. 01:13:10
On the as built drawings and I think it's incumbent upon the contractor. 01:13:13
To go and take a look at it, it's a little bit different than a printing job. 01:13:19
And, you know, I'd like to change the behavior, and I think Mr. Nassimeno's point. 01:13:23
About. 01:13:29
The bluntness. 01:13:30
If we stop approving change orders, we will see fewer. 01:13:32
Request for change orders because people will be more careful. 01:13:36
About. 01:13:41
Delivering as built drawings or not going to inspect the work site? 01:13:42
That's my position on it. 01:13:48
Discussion or anything? 01:13:53
Add there one question, what could you have done any differently to Tank to change the outcome? 01:13:55
In this particular case, yes. 01:14:01
There's unless we had ripped the road up ourselves and. 01:14:04
Verified that it was an 18 inch elliptical versus a 15 inch. 01:14:07
Round as the as bolts that we had on hand said. 01:14:11
And you didn't have any paperwork of that? 01:14:15
Prior to that day. 01:14:17
No, Sir. 01:14:18
And now with CAD 3D that Chris, our city engineer is using, we're trying to get. 01:14:21
All the ads builds up to date and accurate. 01:14:26
But it's a process. 01:14:29
But we are trying to your point to make it. 01:14:31
So we don't have these mistakes in the future. So I think it would probably be very beneficial. 01:14:33
If we could find a way to make sure that we don't make that mistake again. 01:14:39
And go ahead and have that. 01:14:43
Have what you're going to do for for tasking that already. 01:14:48
You know. 01:14:52
Yeah, Chris is working on getting standard details of all the. 01:14:54
Those type of things for the city so we can have. 01:14:57
We know that. 01:15:00
If the city put in this type of structure, it's going to be this way. By looking at the structure, you could tell. 01:15:03
Is it rounded? Elliptical? 01:15:08
In fact, he and I were discussing that this afternoon and he said. 01:15:11
In his previous private. 01:15:14
Sector Life. 01:15:16
That's what he would do for developments would be. 01:15:18
You can tell just by looking at the standard drawing. 01:15:20
What was supposed to be in? 01:15:23
You know, because I can certainly see lens viewpoint on it know if, but maybe some, Jeremy said. Well. 01:15:25
But is there any way that we can that this doesn't happen again? 01:15:31
I mean, that's the biggest question. 01:15:35
That's the goal. I can't guarantee that it won't happen again. 01:15:37
I mean, none of us can. 01:15:40
We'll do our due diligence. 01:15:42
I in over 20 years in county government. 01:15:46
Now six years in city government. 01:15:51
Change order. 01:15:55
Will cripple an organization. 01:15:56
And if you let it continue to happen, it's going to. 01:15:59
It's going to hurt us. We're growing. 01:16:02
We had growing pains and I know people make mistakes. 01:16:04
But you know if you make a mistake. 01:16:08
And. 01:16:10
You you need. 01:16:13
You need to eat it. 01:16:15
And I don't know whether it's on our side of their side. 01:16:16
But you know, I just can't see. 01:16:20
Every time somebody come up and say well, there's a change order. 01:16:24
You know we. 01:16:27
Orange Hall was another good example. 01:16:28
You know, and I said that then I would never vote for another change order. 01:16:31
Unless it's absolutely. 01:16:36
Necessary and I just don't see where this is necessary. 01:16:38
And I think this sends a message to your point. 01:16:42
Councilman Jones. 01:16:45
Two businesses that hey, that council does not. 01:16:47
Approve change orders. So what they'll do is they'll those bids will might. 01:16:51
Bid a little higher, but the bids are going to start getting very competitive now. 01:16:56
Knowing that we're just not going to accept change orders. 01:16:59
So as harsh as it is, and I agree, maybe it's a little stern because maybe that was partially our fault. 01:17:03
But uh. 01:17:09
I think we need to send the message and just say we're just not. 01:17:09
We're just going to say no one change orders. 01:17:13
And that's that's how I plan on voting. 01:17:15
During my time here so. 01:17:17
OK, so do I have a motion? 01:17:22
Did you already have a motion now? 01:17:30
You've already had a motion in a second. 01:17:32
OK, I'm sorry. OK, so. 01:17:36
So we had a motion to approve. 01:17:40
The change order so. 01:17:43
All those in favor. 01:17:45
All those posed. 01:17:48
Any abstentions? 01:17:51
So we have two. 01:17:54
So. 01:17:56
Do we have a reason for abstaining? 01:18:03
Concern to abstentions. 01:18:06
3-4 and. 01:18:09
33 opposed. Right, 3 opposed. 01:18:11
So we have to give a reason. 01:18:14
No, not at all. And so the motion fails. 01:18:19
Great. Yes, ma'am. All right. 01:18:23
Thank you. Thanks, Sir. 01:18:25
OK item. 01:18:30
S is the intergovernmental agreement for. 01:18:31
Roundabout at Winding Rd. in Laurel Island Pkwy, Coleraine. 01:18:35
Road between city is Kingsland and. 01:18:39
Saint Mary's. 01:18:41
And I have a motion. 01:18:43
No motion. 01:18:53
Make a motion. 01:18:56
Have we approve it? 01:18:57
Mr. Racing. 01:19:00
There a second. 01:19:02
I'll second it. Oh, go ahead. 01:19:05
Second by Miss King. 01:19:07
All right, just in discussion. 01:19:08
The problem that I have with a roundabout is the same problem that everybody. 01:19:19
Happen with a roundabout. They're going to have to get extra property and. 01:19:23
It's going to take a lot of changes. 01:19:28
Where a light? 01:19:32
Would be a lot. 01:19:34
Easier I mean. 01:19:35
You might have to do a little bit more studies, but you could stick a light up there. 01:19:37
Next week. 01:19:41
And. 01:19:43
I'm like. 01:19:44
Some of the folks said I came. 01:19:47
The lights were out. Two lights were out between me and the City Hall. 01:19:49
And you had a lot of us. 01:19:54
Saint Marian's. 01:19:55
Didn't know how to navigate those lights. 01:19:57
And it was, it was embarrassing. And I in the in the roundabout is not that bad. 01:20:00
All you have to do is heal. 01:20:06
All you have to do is deal, but you know. 01:20:08
Sometimes we don't know how to do that. 01:20:12
And. 01:20:15
The state. 01:20:17
Gonna dictate how this goes. 01:20:18
So I'll probably vote for it. 01:20:21
But I'm. 01:20:23
I don't think it's really. 01:20:25
What we need? 01:20:27
Oh, like you said, you know, it's like I-95 going one way. 01:20:29
And then? 01:20:34
The people are going to. 01:20:35
Coming down these other places, they're going to still be stuck there. 01:20:36
20 or 30 minutes and try to run out and somebody in front of somebody is going to. 01:20:41
It's gonna cause it's gonna be some problem. 01:20:45
Wrong pain, so. 01:20:48
This month. 01:20:51
Would mark 8 months. 01:20:52
That I've been on council and to me this is the most important one. 01:20:54
I want a new City Hall. I was really hoping to have a Christmas ham. 01:20:59
And therefore this Christmas don't even look like we're going to vote on it till January, but. 01:21:02
This is more important than City Hall, my daughter. I'm not trying to play the daddy cart here, but I'll do it. My daughter is 01:21:07
going to be driving next week. 01:21:10
And I would never forgive myself if she got into an accident like what happened on the first day of school at that intersection. 01:21:14
Now, does a roundabout or a light stop accidents? 01:21:19
No, I almost got on one with the dead red light are the. 01:21:24
The light over here in front of the Hardee's building. 01:21:27
So light nor roundabout will not stop accidents but. 01:21:29
I had dead set, determined to go on Anthony's TV show on again. 01:21:33
I'm not trying to be a regular on that show, but I just I feel the frustrations of citizens when they want to see something. 01:21:39
And when something is determined to be a quick response project back in August of 2023. 01:21:45
If that's a quick response part. 01:21:51
Project. I don't know what a slow response project is and I'm thinking about the bridge on Burrell being another. 01:21:52
Quick response project and it's very frustrating for citizens to see something and they have the same question I do. 01:21:58
Why can't we be approved for a lie? I understand it's not a state road, but it will become one. 01:22:04
But why can't we have a lie instead? And honestly, I still haven't really gotten an answer from that. 01:22:09
Can you speak to that? Why it's approved for a roundabout but not approved for a traffic light? 01:22:15
The G dot does. 01:22:21
A safety score, if you will, when they review it. 01:22:26
And actually around about. 01:22:29
Had a better score than a traffic light. 01:22:31
Is that the on the information I got it would reduce it would be a reduction of injury crashes by 71% for a roundabout. 01:22:34
60% for a traffic signal Is that is that the study refreshment? 01:22:42
So, and I don't know statistics, I'm not the one who does the study, but I do know that around about $3.4 million and a traffic 01:22:46
light is 750,000 to $1 million. So it's not a little different, it's a lot of different. 01:22:52
Are if you remember our initial cost for City Hall renovations were $3,000,000. Now we've since come a long way from that. 01:22:59
But you're telling me? 01:23:05
That a roundabout cost more. 01:23:07
Than the entire renovations of City Hall on our. 01:23:09
You know, first conceptual drug just sounds bananas to me. And maybe I'm just new at this and I'm just learning things, but that's 01:23:12
a lot to ask. 01:23:15
Of a city on a budget like that. So to your point, Mr. Shaw, I agree with everything you said. Now that being said. 01:23:19
I love roundabouts, I really do. You know, I go to Portugal at least probably once a year. 01:23:25
They don't even have lights there. It's all roundabouts and it's beautiful traffic flows. 01:23:30
If it were up to me and I can wave a magic wand, I would change every single light here to a roundabout, but he is dead set when 01:23:34
he says that. 01:23:37
And, umm. 01:23:41
My friend Mr. Stu in the back said it said it right the other day when we spoke. 01:23:42
We don't know how to navigate roundabouts. 01:23:46
And my advice to that is if we could put some sort of illustrated signs. 01:23:49
Best we can, maybe. 01:23:54
Educate the public, but as well as putting illustrated signs on how to navigate that roundabout before they come up to it, since 01:23:55
that's going to be the only one in Camden County. But I cannot with clear conscience vote no when we have it on the table. 01:24:03
Kingsland's offering to pay half and spearhead the project. 01:24:10
Coincidence. I don't know why all the sudden coincidentally happened, but it happened. 01:24:14
And at this point, people want to see something done. 01:24:18
And I don't think a traffic lights going to happen. So we have to have something and this is on the table. Those are those are my 01:24:21
two cents on that. 01:24:25
And I agree with that. There are some long term considerations as well for maintenance as you said. 01:24:29
You don't ever have a light go out. 01:24:35
At a roundabout and everybody was just complaining about, you know, the safety issues that occur. 01:24:38
When that happens. 01:24:43
You know, and there are. 01:24:45
Some long term maintenance. 01:24:47
You know, costs that go into maintaining. 01:24:49
Lights and things that you save overtime now, does it make up the? 01:24:51
$2,000,000 difference. 01:24:56
I don't know how long it have to be that way. 01:24:58
In order for that to happen, but. 01:25:00
That is some of the some of the things that occur. 01:25:02
You know, umm. 01:25:05
I agree with Mr. Instrumental We. 01:25:08
A little bit of something better than a lot of message. Yeah, you're right. 01:25:11
We've been fighting this. I mean, that's a death trap. 01:25:16
It is. It is slow people down. It's a good thing, but. 01:25:19
Even though roundabout is not the answer. 01:25:24
Look like it's all it's the best thing that we have is I feel like. 01:25:27
High 5 You have to take spinach. I don't want to do it, but you know you're going to have to. 01:25:31
And and I do believe that the current. 01:25:39
Conceptual design from dot. 01:25:42
Does not. 01:25:44
Necessarily include any right of any right of way. 01:25:46
Purchases or anything that's done within the current right there was a minimal. 01:25:51
Exposure on that regard. 01:25:57
It got into a little bit on a couple of different sizes, but it was almost a compact. 01:25:59
Right away, if you will. 01:26:05
There is an island there, you know, that was the conceptual. 01:26:07
And but it did have. 01:26:11
Very little impact on arrival. 01:26:13
OK. All right. 01:26:16
And we're ready to vote. 01:26:18
Yeah, all those in favor. 01:26:20
Aye. 01:26:23
Any of folks? 01:26:25
I believe that was a begrudging unanimous vote. 01:26:30
Mayor Lockhart, I have a question, Sir. Yes, ma'am. Could you, Sir? Could you check on item E as in elephant? 01:26:37
I thought initially you had that as a consent, but then why have you reading it? It's not on the consent list. 01:26:43
I just want to make sure because I had a nice. 01:26:48
Yes, ma'am, it was a concern. Thank you. 01:26:51
OK. 01:26:58
That brings us to the announcement of the calendar, Madam Clerk. 01:26:59
Yes, Sir. 01:27:02
On Thursday, August the 21st here in Council Chambers, we have a 2:00. 01:27:05
PM Requests for proposal for operation of the ferry service on Tuesday, August the 26th at 3330 PM and Ward Hernandez Building. 01:27:09
Saint Mary's Convention and Visitors Bureau Authority. 01:27:17
Followed also by the Historic Preservation Commission meeting. 01:27:20
At 5:30 PM on Tuesday the 26th here in Council Chambers. 01:27:24
Then on Monday, September the 1st. 01:27:28
City buildings will be closed in observance of Labor Day. 01:27:30
And the Saint Mary City Council meeting on September the 1st at 6:00 has been canceled due to Liberty Holiday. 01:27:33
All right. Thank you, ma'am. 01:27:41
One thing in. 01:27:43
To be looking out for. We haven't set the date yet. 01:27:44
But Mr. Brummelow had brought up. 01:27:46
About the orange all. 01:27:49
Committee. 01:27:51
Meeting that we had the other day and we agreed to have a work session. 01:27:53
To kind of hash out the different options and ideas and we'll. So we'll be setting that. 01:27:57
In the near future and you know, get that publicized out there, so. 01:28:03
Certainly want to hear what the public has to say about the future. 01:28:07
Desires and wishes. 01:28:11
You know for the city, you know for the Orange Hall. 01:28:13
And I think we all. 01:28:17
I want to preserve that building. 01:28:19
Just a matter of how and how we afford it, and exactly what. 01:28:22
What we do with it, So I encourage you to look for that so. 01:28:25
OK, Council member comments. 01:28:28
I'll, I'll, I'll go first. 01:28:35
I wasn't going to say anything about a few things, but. 01:28:38
The tree board lady, what's her name? 01:28:41
Yeah. 01:28:45
I wanted her to get with. 01:28:46
Robbie or. 01:28:49
Bother somebody to. 01:28:51
See About the Trees. 01:28:53
From. 01:28:55
The railroad track. 01:28:58
On the east side. 01:29:00
On the West side, a railroad track. On the West side from the railroad track. 01:29:05
Back. 01:29:09
I guess it would be library thing. 01:29:11
Those trees? 01:29:16
They've been hanging over the side. 01:29:17
We need to trim those trees up and make them look better You. 01:29:20
Sometimes you can't even walk down there because of the trees are so low. 01:29:23
They're hitting people side of the head. 01:29:28
Next thing I want to talk about is. 01:29:31
Relatives of dead people. 01:29:34
And I see Kate Westbury in the audience and. 01:29:36
I just wanna I. 01:29:41
I love all of the boys, I love all the volunteers. You do a fantastic job. 01:29:42
But. 01:29:47
Miss K. 01:29:48
I really love you and the job that you do. I've had to deal with some of the. 01:29:50
Relatives of dead people. 01:29:56
And it's it's, it's no. 01:29:58
There's no walk in the park. 01:30:01
I wouldn't take that job for money. 01:30:03
She does a fantastic job. She's. 01:30:06
In the graveyard where she knows everybody. 01:30:10
In there, probably on. 01:30:13
First name basis. 01:30:15
And the people, the relatives of the people, that's. 01:30:16
They're the ones that we have problems with and I've had to deal with. 01:30:21
Two or three of them they called me and they tell me that they're dissatisfied with what's going on and. 01:30:25
That their their relatives that are buried there, they're blocked by Santa Ana. They can't do these things and. 01:30:31
There's really nothing that. 01:30:39
She or I. 01:30:41
Can can do about some of the problems. 01:30:43
I thank you. I just want to say in the public, Miss Kay, you do a fantastic job and. 01:30:46
My hats off to you, all of the volunteers do but. 01:30:51
Especially UK. 01:30:54
Amen. 01:30:57
Well, I would certainly like to say thank you as well. 01:31:02
Because you do a good job in in your group does a good job and I really appreciate it. 01:31:05
But umm, when we talk about umm. 01:31:11
Cutting back trees. There are several places. 01:31:14
In Saint Mary's, I talked to several people last week. 01:31:17
And we've got some things going on to get that done. 01:31:21
So if you've talked to me in the last few weeks about some of our trees. 01:31:25
Hopefully we'll get some of that done in the next month or so. 01:31:30
Thank you. 01:31:34
I do want to thank Mr. Robbie Horton. I sent him a barrage of questions just trying to prepare for an interview that never 01:31:37
happened. 01:31:41
But it's made me kind of study up and understand. 01:31:45
Things and I know. 01:31:47
Mr. Shaw and Mr. Moore, Miss Shirley al brought up about. 01:31:49
That roundabout, I know that's frustrating. 01:31:53
And it's very frustrating when citizens. 01:31:55
You know, trust me, it's frustrating for me too. But. 01:31:58
If something like that took years. 01:32:01
Just to get to this point and even if we could change the mind of G dot to approve us for a light. 01:32:04
How much longer that would take? 01:32:11
And by the way, we may not. 01:32:13
Be good at driving roundabouts, but you know we're not good at we're not. 01:32:14
Good at navigating that intersection the way it is right now. 01:32:18
Yeah, there was an accident right there the first day of school. 01:32:21
There was 10 crashes this year. 01:32:25
There was 62 from 2013 to 2023. 01:32:28
And the statistics show we're just not good at doing what's. 01:32:33
There right now and at a growth rate of 3.8%. 01:32:37
Uh, you can extrapolate that out and see just how much traffic, just how much volume, just how many crashes are going to happen. 01:32:41
If we don't do something. 01:32:47
So it's frustrating as it is. Thank you for just being patient. 01:32:49
And understanding us that we just need to do something rather than nothing. 01:32:53
And we appreciate that and thank you, Mr. Horton, for all the info you got me on that. 01:32:57
I am very blessed. 01:33:02
To be here today. 01:33:04
And I want to thank you guys for your purse. 01:33:06
My family and. 01:33:09
We've been through a lot. 01:33:12
She's my mother, Seth, and I just thank you guys for your love. 01:33:13
OK. 01:33:22
Support of the mayor just. 01:33:24
Say, Miss K, we got you passed. 01:33:29
Next, I appreciate all your hard work working on that. It's been a long time coming to get the. 01:33:31
Remains area established there and now we have that option. 01:33:38
To helpfully preserve. 01:33:43
Some full size spaces for those who wish to be. 01:33:47
Buried in a traditional. 01:33:51
Casket and that type of thing, but. 01:33:53
To also help us maximize. 01:33:56
The monies that are raised. 01:33:59
For the cemetery so that it can eventually become. 01:34:01
Self-sustaining based on those funds, that's the ultimate goal here. 01:34:03
That's why there's a fee charged, you know, as much as anything is. 01:34:08
Is to try to set up a situation where the cemetery can be preserved and. 01:34:12
I really appreciate the hospital board for all their work and Miss K in particular first. 01:34:16
For what you've done there and, uh. 01:34:21
With that. 01:34:25
I will entertain a motion to go into executive session for. 01:34:26
Legal and real estate issues. 01:34:30
So move motion by Mr. Mass Minnow and a second by Mr. 01:34:32
Correct. Yes, Sir. All those in favor, aye. 01:34:36
OK. 01:34:40
You 2 chiefs ain't got nothing else to do. 01:34:50
We just like seeing you. 01:34:53
All right, Miss Walker read. That was a. 01:35:03
Already. 01:35:06
I was just gonna see your microphone so we could get you on. 01:35:08
OK, so. 01:35:12
Mr. Jones made the 1st in Mr. Rasi the 2nd at 8:19 to. 01:35:15
Sorry the system gave me. 01:35:31
I'm just correcting it. We're ready to go now. Motion to return to regular session but. 01:35:33
Motion. Mr. Jones, and second by. 01:35:39
Miss Kane, All those in favor. 01:35:41
I entertain a motion to. 01:35:45
Adjourn. 01:35:47
Jones and. 01:35:49
King, all those in favor, aye. 01:35:51

Your address please and respect the 5 minutes. 00:27:59
