I wanted to take this evening to just walk through a few. 00:01:00

So I can take a little bit of time to go over briefly Exit 1, some of the progress that we're making there. 00:01:11
I'd also like to inform the Council. 00:01:19
Of some recent. 00:01:22
Recent actions that we've taken. 00:01:23
At the Cumberland Oaks apartment complex. 00:01:25
Give you an update on that. 00:01:28
I'd also like to give very brief update on where the Midtown revitalization plan is. 00:01:30
And then lastly, I'd like to talk about. 00:01:36
The development moratorium that we put into effect on September 15th. 00:01:40

So this development map, you've seen me put this forward before. The white outlines that you can see are the boundaries of the 00:01:51

Towards Saint Mary's Along Saint Mary's Road. 00:02:19
Exit 1 is an 1800 acre master development. 00:02:23
We are actively meeting with Radiant, the master developer. 00:02:27
As well as Taylor Morrison, which is an active construction project right now. 00:02:32
That includes 1300 single family homes. 00:02:37
On a resort. 00:02:41
Style gated community. 00:02:42
That will have a golf course and that will be. 00:02:44
On both the South and the north ends of the road. 00:02:47
Any of you who have driven this road have seen on the very. 00:02:51
Westerly portion on the northern side of the road. They've been doing some clearing. 00:02:54
That's the future Rd. that will call Still Waters. 00:03:00
Still Waters, Dr. 00:03:03
And that will lead up to the water treatment plant and the new fire station. So you see that active clearing happening there. 00:03:05
As you travel further east. 00:03:12
At the bend of the road, you'll see a lot of activity there. 00:03:15
That will be the major, the main entrance. 00:03:19
Into the Taylor Morrison development that will be known as Esplanade Blvd. 00:03:23
That is actively under construction now. 00:03:28
And you know, bits and pieces here and there. 00:03:32
Are happening within the Exit 1 development. 00:03:36
Just this morning I had a meeting with representative of Radiant to talk about their commercial. 00:03:39

So as we've. 00:03:46
Discussed before, there'll be commercial pods. 00:03:47
There'll be a westerly one on the North. 00:03:50
Side of Saint Mary's Road. 00:03:52
They'll be both on the southern side of Saint Mary's Road and the northern. 00:03:54
Right around that Esplanade Blvd. 00:03:58
A mix of commercial. 00:04:02
Retail, perhaps some manufacturing in other places as well as housing. 00:04:03

We've engaged the University of Georgia's. 00:04:18
Carl Vinson institute to do both. 00:04:21
A marketing and branding study which is LED up by. 00:04:24

And they will soon be kicking off a planning. 00:04:28
Phase and one of the things that we've discussed with them. 00:04:32
Is really how we can begin. 00:04:36
To think about. 00:04:39
Utilizing the right of way or the the kind of the roadway that is Osborne. 00:04:41

Blending it. 00:04:47
Into private property with some stormwater capture. 00:04:49
Interventions. So if you think about maybe Bioswale or some green infrastructure or some stormwater management. 00:04:53
At the Nexus of the public and private land. 00:05:00
So the thinking there is that. 00:05:04
We could help. 00:05:05
To mitigate any future stormwater utility costs. 00:05:06
But we could also create kind of an expanded right of way experience. 00:05:09
Part of our. 00:05:15
Comprehensive plan and master plan was really about creating. 00:05:16
A comprehensive look and feel and revitalizing midtown so that. 00:05:20
You get this feeling of arrival. 00:05:25
And then that continues all the way into downtown. 00:05:28

Flood insurance. I got the UGA part. I got the exit one part. 00:05:33
Let's talk about Cumberland Oaks. 00:05:37
As as Council knows and as many members of the public know. 00:05:40
Wait, two years ago now, I think we were. 00:05:46
We were accepted into the Georgia Initiative for Community Housing cohort. 00:05:50
This is referred to as as GIC. 00:05:56
Georgia Initiative for Community Housing. 00:05:58
We have an affordable housing committee that meets once a month. 00:06:00
That's in Main Street if anybody would like to join. It's open to the public. 00:06:04
That committee is very invested in ensuring that. 00:06:09
There are housing opportunities for all. 00:06:14
In Saint Mary's. 00:06:17
And I think. 00:06:18
Part of our investigation over the last year was. 00:06:20
Really looking at some of our. 00:06:23
Affordable housing. 00:06:25
Developments within the city. 00:06:29
And more investigation with residents of the Cumberland Oaks properties. 00:06:31
Reveal some poor housing conditions there. 00:06:35
And so really under the leadership of our building official. 00:06:39
And our code compliance. 00:06:44
Officers, we went and we did 100% inspection of all 154. 00:06:46
Units at The Oaks. 00:06:52
We found a great deal of violations, frankly. 00:06:54
And so we entered into a series of. 00:06:58
Notice of violations to the ownership and to the management. 00:07:02
And I'm, I'm, I'm hopeful. 00:07:06
Because they responded with the remediation plan. 00:07:09
Which they gave to us earlier this week. 00:07:12
And it. 00:07:16
It includes. 00:07:17
About $300,000 worth of improvements. 00:07:19
To the development. 00:07:22
So I think that's been a long time coming. 00:07:23
And I think it's really shows that we as a city are. 00:07:25
Demanding. 00:07:30
Proper management and good housing conditions. 00:07:31
For our. 00:07:35
Low income residents and residents who need affordable housing. 00:07:37
OK. So that's a good movement on that. 00:07:41
All right, so now we'll go into the. 00:07:43
Development moratorium and I've asked that our city engineer, Mr. Chris Amos. 00:07:47

Couple 17 days ago 15 days ago we passed. 00:07:57
A 90 day development moratorium. 00:08:00
And this moratorium applied to. 00:08:04
Major rezonings. New planned development districts. 00:08:07
New preliminary plots, Conceptual plots. Large civil plan sets. 00:08:12
In that time of this 15 days or so that we've had. 00:08:18
Chris and I have had several conversations. 00:08:23
With the development community. 00:08:26
And I think it's really important for us to take a little bit of time. 00:08:28
With the public and with. 00:08:32
To walk. 00:08:35
Through some of the conversations that we've been having and to go over some of the analysis that Chris and Public Works 00:08:36
Department. 00:08:40
Has been engaging in. 00:08:44
With our engineering partner Volkert. 00:08:47
Volcker So this map, you know, I alluded to it before. 00:08:50
The items that are in pink. 00:08:56
Other than Exit 1, these are all sort of proposed developments that have made their way through. 00:09:00
The land use cycle they're. 00:09:06
Pretty much ready to go. They have some. 00:09:08
Variations. They might need a civil plan set to be completed. 00:09:10
But they've really made it pretty far down the path. 00:09:15
The ones that are in yellow and and this is in flux all the time. 00:09:18
The developments that are in yellow are still more. 00:09:23
In what I would refer to as the entitlement phase. So they may be seeking zoning or they may already have zoning. 00:09:26
And just so that. 00:09:33
Council can, and the public can understand this a little bit better. 00:09:35
When I use the term entitlement. 00:09:38
I'm talking about we're we're. 00:09:41
We're entitling the land to have a certain use or a certain density on it. 00:09:44
And we do this through the act of zoning. 00:09:49
We do this through the act of a special use permit. 00:09:52
And and. 00:09:55
To entitle land in that way. 00:09:57
Really, once you've done it, you don't remove it. 00:10:01
Right. It's not like. 00:10:04
If you don't build it, you lose your zoning. We don't do that once you entitle a land with zoning. 00:10:05
That's what it is. 00:10:10
So all through this investigation, we've been trying to kind of think about. 00:10:11

It's basically let me backtrack a little bit and also share with you. 00:10:21

Plenty of treatment capacity. This is something that you know. 00:10:55
Unless you get into the weeds of it, you. 00:10:58
We don't really understand but. 00:11:01
To treat at a treatment facility, we have capacity. 00:11:03
To convey. 00:11:07
Is where we have some challenges. 00:11:09
So really, the moratorium and I'll. 00:11:11
Relinquish this. 00:11:14
Conversation so that Chris can walk through this a little bit but. 00:11:15
The moratorium was put in place. 00:11:18
For really three critical investigations to happen. 00:11:20
The first is this type of analysis. 00:11:24
We need to understand this infrastructure. 00:11:27
We need to understand its capacity. 00:11:29
And then part of the analysis that Chris is doing public works and with Volcker. 00:11:34
Is to think about. 00:11:39
Incremental improvements of that infrastructure. 00:11:41
You know, rather than looking at it whole hog, you know. 00:11:44
However many millions of dollars. 00:11:48
How do we incrementally improve that infrastructure? 00:11:50
That's one investigation. 00:11:54
Which I believe that will have completed within. 00:11:55
The next 45 days, something like that. 00:11:59
The the second is really for you as a body and for us as staff. 00:12:02
To understand the costs. 00:12:08
Of that. 00:12:10
You know, the the costs and the funding. 00:12:11
Of that type of. 00:12:14
Intervention and improvement. 00:12:16
And then the third investigation is really? 00:12:18
The framework or the rubric? 00:12:21
For how we will allow managed growth. 00:12:23
To proceed. 00:12:26
So I think the moratorium is a very critical time. 00:12:27
To get a little bit more information. 00:12:31
And so I'll, I'll now pass it over to Chris to kind of walk through this map a little bit. 00:12:33

But I think I know the map well enough that I can explain everything so. 00:12:46
So what we've done is we've taken Jamie's development map. 00:12:51
Overlay it on our sewer infrastructure. 00:12:54
And try to identify all of the critical areas of infrastructure that need to be. 00:12:57
Analyzed to make sure that we can manage the wastewater from these developments. 00:13:03
We have. Since the moratorium went in place, we have. 00:13:08
Gathered a lot of information pump. 00:13:12
Drawdown test and pump run times and a lot of technical data. 00:13:14
As well as a lot of the previous analysis that was done. 00:13:18
For specific. 00:13:24
Pop stations in the city. 00:13:25
That that other engineering firms have done. 00:13:27
And then those elements of the freeze nickels. 00:13:30
Water and sewer master plan. 00:13:33
Which is a very good framework. 00:13:35
For us to help. 00:13:37
Analyze this and figure out what needs to be done next. 00:13:38
Volkert is working on that modeling right now. 00:13:41
And we're having weekly meetings to go over where they are. 00:13:45
And. 00:13:48
Make sure that they have all of the information that they need to continue this bottling effort. 00:13:49
The purpose of the modeling is to define. 00:13:53
In a Broadway, what infrastructure improvements need to be? 00:13:56
Done and then start working on. 00:14:01
How those are phased, the incremental approach that Jamie mentioned? 00:14:04
We do have some challenges and a couple of the bases where we have developments that were. 00:14:09
That were suddenly had to be put on hold. 00:14:14
Some of them were. 00:14:17
Fairly far along with this came up. 00:14:18
And we're trying to figure out what. 00:14:21
What can we do to get those developments moving forward again? 00:14:23
And then look at the. 00:14:28
Larger effort that we have to do, including the cost. 00:14:30
And the. 00:14:34
Time frame that those improvements need to be done in. 00:14:36
So that we can. 00:14:39
Get everything back on track and there are probably some elements of the city. 00:14:40
That the moratorium is going to be in place for longer. 00:14:46
Than the 90 days. 00:14:48
Depending on what it's going to cost to build. 00:14:50
Sewer pump stations and other infrastructure to transport to convey and transport wastewater. 00:14:53
So we're early in this. We're early in that process. 00:14:59
And I expect that we're going to have. 00:15:03
Next week's meeting, I think I should be able to get some. 00:15:06
Some better data about where we are. 00:15:09
In that modeling effort. 00:15:12
And then as we go through the moratorium, we're going to be. 00:15:14
Converting from modeling to specific recommendations. 00:15:18
And defining what we can do and what it's going to cost. 00:15:22

As far as the scrubby Bluff plant. 00:15:31

And take it over to Scrubby Bluff instead. That'll free up a bunch of. 00:15:59

What that's going to take, We had some sort of surprising news from EPD after they had. 00:16:10
Made a commitment on the initial. 00:16:16
Expansion of scrubby that led to this. 00:16:18
Broader effort, and part of that may end up. 00:16:21

Utilizing. 00:16:25
As urban reuse golf course irrigation at exit 1. 00:16:27

You think about taking over the entire Osprey code area. 00:16:36
That's one of the things that we're looking at. I don't think we're not to the point that we know that that's feasible. 00:16:40
But I think that's a desirable goal is to take everything that's on that side of. 00:16:45
Saint Mary's wrote. I mean that side of 40. 00:16:50
And take all of that to exit 1. 00:16:52
That's that planning effort is separate from the stuff that Volkert is working on. 00:16:57
And there's some interaction between the two of them. There's some elements of this that are common. 00:17:02
To both problems that that they're working on together. 00:17:07

For estimated costs for the. 00:17:18
Projects that are fairly well along that we want to try and get. 00:17:20

I mean, those are our first priority on conveyance, correct? 00:17:26

Two large pump stations in the city. 00:17:36
That have to be. 00:17:39
Replaced. Not upgraded, but replaced. 00:17:41
One of them is Overall. It's off of Douglas Drive near Commerce Park. 00:17:44
And that one is already fully designed. 00:17:49
And is ready to go out to bed. 00:17:52
That's got to be done first before these other ones could be done because. 00:17:55
It's taking wastewater from the other systems. 00:17:59
And conveying that to the Point Peter Plant. 00:18:02
So the next one is in sugar mill. 00:18:05
Own Colerain. 00:18:08
And that one is designed. 00:18:11
Now we don't have that. 00:18:14
Project funded yet, but we have the full design drawings. 00:18:15
And that one can be made ready. 00:18:19
Forbid pretty quickly, but while Volkert is doing this modeling. 00:18:22
We want to make sure that. 00:18:27
The assumptions that were made on 13 and 15. 00:18:29
Are still good with what's happening with exit 1 and how we're shifting. 00:18:33
Some of the wastewater around, so they're going to be looking at 13 and 15 to make sure we don't need to tweak something on that 00:18:37
before it goes out to bid. But. 00:18:40
Those two projects are. 00:18:44
Critical parts of this infrastructure and they're basically ready to go. 00:18:46
They're also they're also part of that grant that we've got for. 00:18:49

Now that was a big part of why 15 wasn't ready to go as we didn't have anywhere to put it. 00:19:25

And I guess one of the as we upgrade. 00:19:38

So that would let us get development moving again. 00:21:41

To spend the bigger money and the bigger money may not be needed now that we are looking at at. 00:21:48

There's a storage component to that wastewater that has to be dealt with. 00:23:44

Component in as well. So I think right now we're focused on. 00:23:54
The city of Saint Mary's needs. 00:23:57
And whenever. 00:24:00
The the two consultants that are working on that wastewater treatment. 00:24:02
Plant we're supposed to have another meeting with them on. 00:24:05
Monday, you know, Monday. We're supposed to have a teams meeting with them on Monday. 00:24:10
To get an update on scrubbing. 00:24:14
So I'll have more information on that first of the week next week. 00:24:16

You know this moratorium and what's happening and decision making, but. 00:24:50

Trying to figure this out right now and I think the moratorium was really put in place. 00:25:01

We are actively meeting with Radiant, the master developer. 00:02:27
As well as Taylor Morrison, which is an active construction project right now. 00:02:32
That includes 1300 single family homes. 00:02:37

Style gated community. 00:02:42
That will have a golf course and that will be. 00:02:44
On both the South and the north ends of the road. 00:02:47
Any of you who have driven this road have seen on the very. 00:02:51
Westerly portion on the northern side of the road. They've been doing some clearing. 00:02:54
That's the future Rd. that will call Still Waters. 00:03:00
Still Waters, Dr. 00:03:03
And that will lead up to the water treatment plant and the new fire station. So you see that active clearing happening there. 00:03:05
As you travel further east. 00:03:12
At the bend of the road, you'll see a lot of activity there. 00:03:15
That will be the major, the main entrance. 00:03:19
Into the Taylor Morrison development that will be known as Esplanade Blvd. 00:03:23

Just this morning I had a meeting with representative of Radiant to talk about their commercial. 00:03:39

There'll be a westerly one on the North. 00:03:50
Side of Saint Mary's Road. 00:03:52
They'll be both on the southern side of Saint Mary's Road and the northern. 00:03:54
Right around that Esplanade Blvd. 00:03:58
A mix of commercial. 00:04:02
Retail, perhaps some manufacturing in other places as well as housing. 00:04:03

Utilizing the right of way or the the kind of the roadway that is Osborne. 00:04:41

Into private property with some stormwater capture. 00:04:49
Interventions. So if you think about maybe Bioswale or some green infrastructure or some stormwater management. 00:04:53
At the Nexus of the public and private land. 00:05:00

To mitigate any future stormwater utility costs. 00:05:06
But we could also create kind of an expanded right of way experience. 00:05:09

Let's talk about Cumberland Oaks. 00:05:37
As as Council knows and as many members of the public know. 00:05:40
Wait, two years ago now, I think we were. 00:05:46
We were accepted into the Georgia Initiative for Community Housing cohort. 00:05:50
This is referred to as as GIC. 00:05:56
Georgia Initiative for Community Housing. 00:05:58
We have an affordable housing committee that meets once a month. 00:06:00
That's in Main Street if anybody would like to join. It's open to the public. 00:06:04
That committee is very invested in ensuring that. 00:06:09
There are housing opportunities for all. 00:06:14
In Saint Mary's. 00:06:17
And I think. 00:06:18
Part of our investigation over the last year was. 00:06:20
Really looking at some of our. 00:06:23
Affordable housing. 00:06:25
Developments within the city. 00:06:29
And more investigation with residents of the Cumberland Oaks properties. 00:06:31
Reveal some poor housing conditions there. 00:06:35
And so really under the leadership of our building official. 00:06:39
And our code compliance. 00:06:44
Officers, we went and we did 100% inspection of all 154. 00:06:46
Units at The Oaks. 00:06:52
We found a great deal of violations, frankly. 00:06:54
And so we entered into a series of. 00:06:58
Notice of violations to the ownership and to the management. 00:07:02
And I'm, I'm, I'm hopeful. 00:07:06
Because they responded with the remediation plan. 00:07:09
Which they gave to us earlier this week. 00:07:12
And it. 00:07:16
It includes. 00:07:17
About $300,000 worth of improvements. 00:07:19
To the development. 00:07:22
So I think that's been a long time coming. 00:07:23
And I think it's really shows that we as a city are. 00:07:25
Demanding. 00:07:30
Proper management and good housing conditions. 00:07:31
For our. 00:07:35
Low income residents and residents who need affordable housing. 00:07:37
OK. So that's a good movement on that. 00:07:41
All right, so now we'll go into the. 00:07:43
Development moratorium and I've asked that our city engineer, Mr. Chris Amos. 00:07:47

Couple 17 days ago 15 days ago we passed. 00:07:57
A 90 day development moratorium. 00:08:00
And this moratorium applied to. 00:08:04
Major rezonings. New planned development districts. 00:08:07
New preliminary plots, Conceptual plots. Large civil plan sets. 00:08:12
In that time of this 15 days or so that we've had. 00:08:18
Chris and I have had several conversations. 00:08:23
With the development community. 00:08:26
And I think it's really important for us to take a little bit of time. 00:08:28
With the public and with. 00:08:32
To walk. 00:08:35
Through some of the conversations that we've been having and to go over some of the analysis that Chris and Public Works 00:08:36
Department. 00:08:40
Has been engaging in. 00:08:44
With our engineering partner Volkert. 00:08:47
Volcker So this map, you know, I alluded to it before. 00:08:50
The items that are in pink. 00:08:56
Other than Exit 1, these are all sort of proposed developments that have made their way through. 00:09:00
The land use cycle they're. 00:09:06
Pretty much ready to go. They have some. 00:09:08
Variations. They might need a civil plan set to be completed. 00:09:10
But they've really made it pretty far down the path. 00:09:15
The ones that are in yellow and and this is in flux all the time. 00:09:18
The developments that are in yellow are still more. 00:09:23
In what I would refer to as the entitlement phase. So they may be seeking zoning or they may already have zoning. 00:09:26
And just so that. 00:09:33
Council can, and the public can understand this a little bit better. 00:09:35
When I use the term entitlement. 00:09:38
I'm talking about we're we're. 00:09:41
We're entitling the land to have a certain use or a certain density on it. 00:09:44
And we do this through the act of zoning. 00:09:49
We do this through the act of a special use permit. 00:09:52
And and. 00:09:55
To entitle land in that way. 00:09:57
Really, once you've done it, you don't remove it. 00:10:01
Right. It's not like. 00:10:04
If you don't build it, you lose your zoning. We don't do that once you entitle a land with zoning. 00:10:05
That's what it is. 00:10:10
So all through this investigation, we've been trying to kind of think about. 00:10:11
You know. 00:10:19
It's basically let me backtrack a little bit and also share with you. 00:10:21
A map that our city engineer has been working on. 00:10:26

Plenty of treatment capacity. This is something that you know. 00:10:55
Unless you get into the weeds of it, you. 00:10:58
We don't really understand but. 00:11:01
To treat at a treatment facility, we have capacity. 00:11:03
To convey. 00:11:07
Is where we have some challenges. 00:11:09
So really, the moratorium and I'll. 00:11:11
Relinquish this. 00:11:14
Conversation so that Chris can walk through this a little bit but. 00:11:15
The moratorium was put in place. 00:11:18
For really three critical investigations to happen. 00:11:20
The first is this type of analysis. 00:11:24
We need to understand this infrastructure. 00:11:27
We need to understand its capacity. 00:11:29
And then part of the analysis that Chris is doing public works and with Volcker. 00:11:34
Is to think about. 00:11:39
Incremental improvements of that infrastructure. 00:11:41
You know, rather than looking at it whole hog, you know. 00:11:44
However many millions of dollars. 00:11:48
How do we incrementally improve that infrastructure? 00:11:50
That's one investigation. 00:11:54
Which I believe that will have completed within. 00:11:55
The next 45 days, something like that. 00:11:59
The the second is really for you as a body and for us as staff. 00:12:02
To understand the costs. 00:12:08
Of that. 00:12:10
You know, the the costs and the funding. 00:12:11
Of that type of. 00:12:14
Intervention and improvement. 00:12:16
And then the third investigation is really? 00:12:18
The framework or the rubric? 00:12:21
For how we will allow managed growth. 00:12:23
To proceed. 00:12:26
So I think the moratorium is a very critical time. 00:12:27
To get a little bit more information. 00:12:31
And so I'll, I'll now pass it over to Chris to kind of walk through this map a little bit. 00:12:33

But I think I know the map well enough that I can explain everything so. 00:12:46
So what we've done is we've taken Jamie's development map. 00:12:51
Overlay it on our sewer infrastructure. 00:12:54
And try to identify all of the critical areas of infrastructure that need to be. 00:12:57
Analyzed to make sure that we can manage the wastewater from these developments. 00:13:03
We have. Since the moratorium went in place, we have. 00:13:08
Gathered a lot of information pump. 00:13:12
Drawdown test and pump run times and a lot of technical data. 00:13:14
As well as a lot of the previous analysis that was done. 00:13:18
For specific. 00:13:24
Pop stations in the city. 00:13:25
That that other engineering firms have done. 00:13:27
And then those elements of the freeze nickels. 00:13:30
Water and sewer master plan. 00:13:33
Which is a very good framework. 00:13:35
For us to help. 00:13:37
Analyze this and figure out what needs to be done next. 00:13:38
Volkert is working on that modeling right now. 00:13:41
And we're having weekly meetings to go over where they are. 00:13:45
And. 00:13:48
Make sure that they have all of the information that they need to continue this bottling effort. 00:13:49
The purpose of the modeling is to define. 00:13:53
In a Broadway, what infrastructure improvements need to be? 00:13:56
Done and then start working on. 00:14:01
How those are phased, the incremental approach that Jamie mentioned? 00:14:04
We do have some challenges and a couple of the bases where we have developments that were. 00:14:09
That were suddenly had to be put on hold. 00:14:14
Some of them were. 00:14:17
Fairly far along with this came up. 00:14:18
And we're trying to figure out what. 00:14:21
What can we do to get those developments moving forward again? 00:14:23
And then look at the. 00:14:28
Larger effort that we have to do, including the cost. 00:14:30
And the. 00:14:34
Time frame that those improvements need to be done in. 00:14:36
So that we can. 00:14:39
Get everything back on track and there are probably some elements of the city. 00:14:40
That the moratorium is going to be in place for longer. 00:14:46
Than the 90 days. 00:14:48
Depending on what it's going to cost to build. 00:14:50
Sewer pump stations and other infrastructure to transport to convey and transport wastewater. 00:14:53
So we're early in this. We're early in that process. 00:14:59
And I expect that we're going to have. 00:15:03
Next week's meeting, I think I should be able to get some. 00:15:06
Some better data about where we are. 00:15:09
In that modeling effort. 00:15:12
And then as we go through the moratorium, we're going to be. 00:15:14
Converting from modeling to specific recommendations. 00:15:18
And defining what we can do and what it's going to cost. 00:15:22

As far as the scrubby Bluff plant. 00:15:31

To take Osprey Cove. 00:15:57
And take it over to Scrubby Bluff instead. That'll free up a bunch of. 00:15:59

What that's going to take, We had some sort of surprising news from EPD after they had. 00:16:10
Made a commitment on the initial. 00:16:16
Expansion of scrubby that led to this. 00:16:18
Broader effort, and part of that may end up. 00:16:21

Utilizing. 00:16:25
As urban reuse golf course irrigation at exit 1. 00:16:27
So again. 00:16:34
You think about taking over the entire Osprey code area. 00:16:36
That's one of the things that we're looking at. I don't think we're not to the point that we know that that's feasible. 00:16:40
But I think that's a desirable goal is to take everything that's on that side of. 00:16:45
Saint Mary's wrote. I mean that side of 40. 00:16:50
And take all of that to exit 1. 00:16:52
That's that planning effort is separate from the stuff that Volkert is working on. 00:16:57
And there's some interaction between the two of them. There's some elements of this that are common. 00:17:02
To both problems that that they're working on together. 00:17:07
So what do you have any idea of the? 00:17:11
Cost of. 00:17:16
For estimated costs for the. 00:17:18
Projects that are fairly well along that we want to try and get. 00:17:20
Finished. 00:17:25
I mean, those are our first priority on conveyance, correct? 00:17:26

Two large pump stations in the city. 00:17:36
That have to be. 00:17:39
Replaced. Not upgraded, but replaced. 00:17:41
One of them is Overall. It's off of Douglas Drive near Commerce Park. 00:17:44
And that one is already fully designed. 00:17:49
And is ready to go out to bed. 00:17:52
That's got to be done first before these other ones could be done because. 00:17:55
It's taking wastewater from the other systems. 00:17:59
And conveying that to the Point Peter Plant. 00:18:02
So the next one is in sugar mill. 00:18:05
Own Colerain. 00:18:08
And that one is designed. 00:18:11
Now we don't have that. 00:18:14
Project funded yet, but we have the full design drawings. 00:18:15
And that one can be made ready. 00:18:19
Forbid pretty quickly, but while Volkert is doing this modeling. 00:18:22
We want to make sure that. 00:18:27
The assumptions that were made on 13 and 15. 00:18:29
Are still good with what's happening with exit 1 and how we're shifting. 00:18:33
Some of the wastewater around, so they're going to be looking at 13 and 15 to make sure we don't need to tweak something on that 00:18:37
before it goes out to bid. But. 00:18:40
Those two projects are. 00:18:44
Critical parts of this infrastructure and they're basically ready to go. 00:18:46
They're also they're also part of that grant that we've got for. 00:18:49

Now that was a big part of why 15 wasn't ready to go as we didn't have anywhere to put it. 00:19:25

So that would let us get development moving again. 00:21:41

To spend the bigger money and the bigger money may not be needed now that we are looking at at. 00:21:48

There's a lot of moving parts here. We didn't have the answers to all of this, and this is. 00:22:02

There's a storage component to that wastewater that has to be dealt with. 00:23:44

Component in as well. So I think right now we're focused on. 00:23:54
The city of Saint Mary's needs. 00:23:57
And whenever. 00:24:00
The the two consultants that are working on that wastewater treatment. 00:24:02
