| The municipal clerks profession is one of the oldest among public servants, which traces back to biblical times and. | 00:02:59 | |
| Whereas municipal clerks. | 00:03:05 | |
| Provide a professional link between citizens, local governing bodies. | 00:03:07 | |
| And departments of government. | 00:03:11 | |
| Professional missile. | 00:03:13 | |
| Municipal clerks. | 00:03:15 | |
| Have pledged to be ever mindful of their neutrality and impartiality. | 00:03:16 | |
| Rendering equal service to all and whereas municipal clerks. | 00:03:20 | |
| Serve as the Information Center on functions of local government and community. | 00:03:24 | |
| They continually strive to improve administration of the affairs in the office of the Professional Municipal Clerk through | 00:03:29 | |
| participation in education programs, seminars, workshops. | 00:03:35 | |
| And annual meetings of their state and international professional organizations. | 00:03:40 | |
| And whereas it is most appropriate that we recognize accomplishments. | 00:03:45 | |
| Of municipal clerks as they celebrate the 56th anniversary. | 00:03:49 | |

| And to public health, high quality of life and well-being of the people of the city of Saint Mary's, Georgia. | 00:04:49 | |
| And whereas these infrastructure facilities and services could not be provided. | 00:04:54 | |
| Without the dedicated efforts of public works professionals. | 00:04:59 | |
| Who are engineers, managers and employees at all levels of government and the private sector? | 00:05:02 | |
| Who are responsible for rebuilding, improving and protecting our nation's transportation? | 00:05:08 | |
| Water supply, water treatment, and solid waste systems. | 00:05:13 | |
| Public buildings and other structures and facilities. | 00:05:17 | |
| Essentials for our citizens. | 00:05:20 | |
| And whereas it is in the public interest for the citizens, civic leaders. | 00:05:22 | |
| And children in the city of Saint Mary's, Georgia, to gain knowledge of and maintain an ongoing interest in understanding. | 00:05:26 | |
| Of the importance of public works. | 00:05:33 | |
| And public works programs in their respective communities. | 00:05:36 | |
| And WHEREAS, the year 2025 marks the 65th annual National Public Works Week sponsored by the American Public Works Association, | 00:05:39 | |

| I am of the opinion that the barrier for the city to fully engage this ordinance. | 00:21:55 | |
| May be a schedule of storm water utility user fee charges. | 00:22:01 | |
| Based primarily on the amount of impervious services located on each improved property. | 00:22:06 | |
| Is the most appropriate inequitable means. That's a quote out of the ordinance. | 00:22:12 | |
| In this case, this challenge will never be easier. | 00:22:18 | |
| Let's fight the bullet and define specifics and implement down as always. | 00:22:21 | |

| Future judicious adjustments can be made. | 00:22:29 | |
| Put it in place now. If you need to make adjustments as you always do, review it and make your adjustments. | 00:22:33 | |
| I respectfully suggest that the utility ordinance should not continue to be ignored. | 00:22:39 | |
| It is past time to include the significant city utility responsibility. | 00:22:45 | |
| In his coming and future city budgets. | 00:22:50 | |
| Suggesting that there is insufficient time to include this in this coming year's budget. | 00:22:53 | |
| And billing schedule should not stand. | 00:22:59 | |
| No matter what the council decides, there will be complaints. | 00:23:02 | |
| From the public in general, and probably more specifically from business owners, churches, et cetera. | 00:23:06 | |
| The pain will be worth the gain. | 00:23:12 | |
