Making Gutters code by Caleb and Andrea West. 00:02:15
And Ambria, he's going to be your clicker, so you don't need a clicker, he's just going to do it for you. 00:02:25
Thank you. 00:02:30
Hello. 00:02:36
So I'm Andrea. This is my husband, Caleb. 00:02:38
Thank you, First off, for having us and for giving us the opportunity to be here and to speak with you guys. 00:02:43
I think we're going to be friends. 00:02:51
You said our address correct? 00:02:59
Sure, why not? 00:03:02
We live in 1808 Shadow Lawn drive in Saint Mary's. 00:03:04
We are going to be talking about making gutters code where. 00:03:09
Top 904 gutters. 00:03:13
So we're a local gutter company. 00:03:14
But we're originally from Atlanta, where gutters are code have been code for. 00:03:17
As long as I know. 00:03:22
And we're excited to be a part of possibly making some positive changes in our community. 00:03:24
OK. Let's going to kind of take the reins and. 00:03:30
Go over. 00:03:33
The Informational. 00:03:35
Pushing. All right, Well, OK. 00:03:37
One of the owners of Top line for gutters. 00:03:40
We are family owned. 00:03:43
All right, so we're here to. 00:03:47
Pretty much make a code, you all know what gutters are. 00:03:52
We're catching all the water from the roofline, taking it away from foundation. 00:03:56
That's the point of it. 00:04:00
We have been doing. 00:04:02
This for 10 years in Atlanta and in all metro Atlanta area is code to have it. So what it does is it protects the soil up 00:04:04
underneath your foundation. 00:04:09
Helps from cracking, helps your foundation from going on there. 00:04:14
As top runner for gutters and since the past three years we've been working here, we've had tons of houses where we do underground 00:04:17
drains. 00:04:20
There's a lot of houses with water sitting around the foundation. 00:04:24
Causes the foundation to drop below the grade. 00:04:28
And then so sometimes they'll go fix the siding. 00:04:31
And the base plates will be all rotted. 00:04:35
So then they got to repair all that, and that's underneath the stud structure of the home. 00:04:37
Um, so. 00:04:42
Yeah. 00:04:44
As far as that. 00:04:46
That's what gutters are. They test the water. They take it away from the foundation. 00:04:48
Depending on the grade of your house, you might need drains or getting the drain the. 00:04:52
Land graded right here. 00:04:58
Would help. 00:05:00
So, umm. 00:05:02
Once those people. So it's pretty much what I just explained. 00:05:04
People who don't have gutters, they always have rotted wood. 00:05:08
Rotten facial, rotten siding. Something is going to end up rotting over the time. Umm. 00:05:12
The foundation will crack. Those are $10,000 fixes. 00:05:16
You know, like I said, the foundation will go up underneath the grade, so every time it rains, water sits there, it's seeping in. 00:05:22
There's tons of houses in Saint Mary's. 00:05:26
And the county and on the other side of the river, even in. 00:05:31
Fernandina. 00:05:34
Area as well. 00:05:35
So. 00:05:38
This is a little bit about the drives we're doing previously underground drains because a lot of people who are doing like French 00:05:43
drains around here, it doesn't work. It's too muddy. 00:05:47
The tide comes in at most a lot of the houses around here. 00:05:51
We'll end up floating it up. 00:05:54
So the only way to really actually do it is PVC drains. Now that I'm not too sure about how the city would make a code and make 00:05:56
sure the drainage is right, but as long as it's way. 00:06:01
Right from the foundation, that's. 00:06:06
The biggest? 00:06:09
Part the biggest problem. 00:06:10
And and. 00:06:12
As far as once? 00:06:17
Once it is code, that will be pretty much the next step is the drains, getting it away from off of my yard, drying up my yard. 00:06:18
Keeping it from selling and protecting all the materials on the House. 00:06:27
And then city drainage also, so you guys are aware? 00:06:31
About that as well I. 00:06:35
So yeah, that's. 00:06:39
Pretty much us, there's also we can go into all sorts of different types of gutters and all that kind of stuff, but it's mainly 00:06:42
about. 00:06:45
Importance of gutters. 00:06:49
I thank you guys so much. Thank you. 00:06:54
Thank you. Thank you. 00:06:57
We have a life saving award. 00:07:03
Keith Galloway. 00:07:07
I I. 00:07:09
There's a lot of us. 00:07:30
Let's do it this way. 00:07:35
All right. As chief of Police, this is one of the greatest honors I've had since my tenure started here. 00:07:40
A lot of times law enforcement, it's a bad rap about things, but there are certain things in our careers that. 00:07:46
You will never forget. And one of them is a life saving, a citation that we're about to administer. 00:07:52
As Chief of Police of Saint Mary's Police Department, I take great pleasure in commending Sergeant Andrew T Bishop for services 00:07:57
set forth in the following life saving citation. 00:08:01
For outstanding service, was serving as a Patrol supervisor on May 12, 2025. 00:08:06
Sergeant Bishop performed his duties in exemplary and highly professional manner. 00:08:11
Sergeant Bishop responded to a report of an unconscious man in a vehicle on Hwy. 40 near Hubbard Rd. 00:08:16
After arriving on scene, Sergeant Bishop quickly assessed the condition of the man and determined he was experiencing A cardiac 00:08:22
arrest. 00:08:26
He quickly removed the man from the vehicle, retrieved his AED and attached it to the man once the initial shock was administered. 00:08:30
Sergeant Bishop began CPR. 00:08:40
This all occurred within 3 minutes of the initial call for help. 00:08:42
He continued doing life saving measures until relieved by additional driving medical emergency personnel. 00:08:47
While administering life saving measures, Sergeant Bishop remained cool and calm, and he provided A concise and accurate briefing 00:08:53
to other first responders of the condition of the man, enabling them to continue treatment. 00:08:58
Sergeant Bishop's quick response and application of knowledge were instrumental in saving the life of one of our citizens. 00:09:03
Reflects credit upon himself and Saint Mary's Police Department in keeping with our highest standards of law enforcement. 00:09:09
We are the initial first that got there first. He turned it over to very capable hands. So on behalf of Saint Mary's Police 00:09:15
Department, Sergeant Bishop, thank you for a job well done. 00:09:19
After Sergeant Bishop took over, got there. 00:09:39
This crew arrived on scene. 00:09:42
With this and the EMS unit. 00:09:44
They were able to shock the guy three times in the back. 00:09:46
Three times in the back of the ambulance, also with their life system. 00:09:49
And then get him to the hospital now. 00:09:52
We tried to find out. I know he was still with us the next day. 00:09:54
After that. 00:09:57
It's a lot of. 00:09:59
HIPAA violation to find out where people are and all that stuff so. 00:10:01
As of right now, so. 00:10:04
These are the four. 00:10:05
That were on scene 1 special person was on scene. 00:10:07
Mrs. Mason, he graduates Friday. 00:10:10
This was his first time. 00:10:13
He did CPR. 00:10:15
We want to get. 00:10:19
Wanted to give that out to make sure that everybody understood to come Friday. He's a graduation. He's has his Fire 1. 00:10:22
And then we're testing him, we're going to test him. So we got a CPR and all of a sudden he got thrown in the fire. 00:10:27
So ours is a little shorter. 00:10:32
We don't talk as much as the police. This is like saving what recognizes individual or teams who have demonstrated exceptional 00:10:35
professionalism. 00:10:38
And decisively saving medical interventions during emergency situation as a result of result. 00:10:42
And a life safe on May 12225, crews provided highly quality CPR to a patient, leading to a positive outcome. These awards, 00:10:48
ignoring those who have. 00:10:53
Gone above and beyond to help others. 00:10:58
Often often above personal risk. 00:11:01
And we Captain Todd. 00:11:04
Engineer who just got promoted to Lieutenant today. 00:11:06
Darren Drift, what are you doing here? 00:11:09
We have red wine and then Mason. 00:11:11
So, umm. 00:11:14
This is the fire department. 00:11:15
Thank you all very much. 00:11:34
And we have a. 00:11:49
Tax allocation district #3 Advisory Board. 00:11:51
A vacancy? 00:11:55
On that new, new board there. 00:11:57
And we have. 00:12:00
A board. 00:12:01

You will place drainage. The Public Works Department has been in contact with three residents. 00:16:07
From which easements are needed to install the drainage swell to mitigate the drainage issues at the rear of the properties? 00:16:13
All three residents have agreed to provide the necessary easements for the project. 00:16:20
Next step is for the city attorney to develop the necessary easement documents. 00:16:25
That will have to be executed and recorded before work can be done. 00:16:29
The manhole at Brant Creek, if you've noticed when you go down 40, there's we've got a. 00:16:34

We have met with his representatives but we are still not pretty to know what his plans are for Saint Mary St. 00:20:23
Mr. Jacobi filing bankrupt. 00:20:33
Where does that leave the city? 00:20:35
First, the city has no ties to any bond for the Cumberland Inlet project. 00:20:37
The JDA holds the bond for the Cumberland Inlet and is backed by the by Camden County. 00:20:42
There is a bond for the commerce part which is a part of TAD one. 00:20:48
Which is doing very well. 00:20:53
On some of the taskings that Council has given us, the social media policy, we have a draft almost complete and our media team has 00:20:56
been attending the latest training on social media from municipal governments. 00:21:02

Before sending to council, prior to asking for adoption. 00:21:13
The capital improvement plan. 00:21:18

That's very true. 00:25:41
Shirley Sassoon's, 114 Boston Court, St. Mary. 00:25:43
I have a couple. 00:25:48
Concerns. I think when I was here the last time, I said to you all that. 00:25:50
The light in the Saint Mary's was so bad. 00:25:54
Well, there are some St. lights that was out. 00:25:57
One was on Finley and 40. 00:26:00
And the other one was on Tyler Smith Highway and 40. 00:26:05
And they've been out for a little bit. I called Georgia Power myself. 00:26:09
And I want to let you know they did replace those lights. 00:26:14
And I think someone needs to look at some of the streetlights that are out here in Saint Mary's. 00:26:18
If you call Georgia Power. 00:26:24
And let them know it's a safety concern. 00:26:27
They will come out. 00:26:30
And replace those lights. 00:26:32
And I know it for a fact. 00:26:34
Because they did it for me. 00:26:36
They've done it for me in my. 00:26:38
Apartment area. 00:26:41
And they did it last week for the likes that I called out on Finley and 40 and Charlie Smith Highway in 40. 00:26:42
So someone need to look into that. 00:26:49
The lights that are out. Georgia Power will replace those lights. 00:26:52
That could be a safety concern. 00:26:57
OK, and my other heard about the. 00:27:00
Gutters The coating for the gutters. 00:27:04
And in consideration, I want you to think about when you if you decide to. 00:27:07
Have a cold for gutters. 00:27:13
Is this going to be a requirement for everybody to have? 00:27:15
Only homes and businesses. 00:27:19
And. 00:27:22
I got a little confused. 00:27:24
About what the requirement may be if you do decide to put a city code. 00:27:26
All gutters, are you going, is people going to be grandfathered in or they got to have gutters on their buildings or all new 00:27:32
buildings being built? 00:27:35
What is that you know? 00:27:40
And if it is for the old villains and homes, who's going to pay for these senior citizen gutters? 00:27:42
Just asking the question. 00:27:49
And which I don't have a problem with gutters, so don't get me wrong. 00:27:51
I don't have a problem with that because. 00:27:55
These girls are going to be just seamless gutters. Are they going to be gutters? 00:27:58
Leaf relief proof from Goddess which is the better one to me? 00:28:03
No and where. 00:28:07
I was looking at Jewel. 00:28:09
A chart and how the water was draining. 00:28:11
And with the water drainage problem, we have it now. Where's this water going? 00:28:14
And you know, we have. 00:28:18
I already have this drainage issue. 00:28:21
So I just wonder, where is the water going to be? 00:28:24
Go on, if you if you're going to have pipes going out, where's the water going to end up? 00:28:28
Also. 00:28:34
This street right here going down. I came down the other day. 00:28:36
And after that big rain, I saw a gentleman walking in the streets because the water on the sidewalk was flooded with water. 00:28:40
And he had to walk down the streets. 00:28:50
To get where he was going, you need to check that out. 00:28:53
OK, y'all took care of that. 00:28:57
All right, you let it rain. Then I come through there and find water that. 00:28:59
OK, And this is my last concern. 00:29:07
I'm just going to give you heads up and make you think brainstorm on something. 00:29:11
Umm, we are looking at presenting. 00:29:16
Something for another monument for all the fishermen that was here in Saint Mary's back in the days. 00:29:19
Because a lot of these fishermen, with so many of them. 00:29:27
And shrimp boats and back in my days, back in the 60s. 00:29:30
You know, fish, shrimps, everything was so plentiful. 00:29:34
And these guys fed a lot of Camden County and we want to honor these people. 00:29:38
Says we historic. 00:29:43
Historic them too, you know. 00:29:46
Put something up to recognize all these guys. 00:29:48
That was. 00:29:52
That was fishing for us and feeding us back in those days. 00:29:53
And where the docks we go. 00:29:57
Fuel shrimps and stuff for school clothes and all of that type of stuff and recognize the two gentlemen that got caught up in the. 00:30:00
The Bermuda Triangle that got lost up in there, that was from Saint Mary's, so there's a whole lot of history there. 00:30:10
That need to be put out. 00:30:16
And I think that it would be a great thing to have something down to the dock that recognized all of these. 00:30:18
Fisherman. It's a lot of. 00:30:25
And another day when you was talking about. 00:30:27
Mr. Wilson, he was one of them. 00:30:30
He said he's 94 years old now. 00:30:32
And he was one of the fisherman's I remember when I was younger. 00:30:34
Wilson. 00:30:38
Vicky and all of them, it's so many of them. So let's all of these guys and. 00:30:40
With something showing that they was loved and appreciated for all the hard work they did back in those days. 00:30:46
Thank you. 00:30:52
Thank you. 00:30:53
Now I will say that I know city staff calls Georgia Power regularly about lights and we did get a number of lights down town. 00:30:55
Also replace not long ago, but. 00:31:04
I encourage you to do what you did. It might, if that. If that helps added pressure, let's keep it up. 00:31:07
Tom-tom Canning, 410 Point, Peter Place. 00:31:20
During our Your Budget public meeting. 00:31:24
I mentioned 5 separate items. 00:31:27
Based on contact, eye contact, I believe you all. 00:31:30
Acknowledge them and whether you. 00:31:33
So I won't repeat those five items. 00:31:36
Based on the. 00:31:42
On the report of City manager, I know he's working with you guys to. 00:31:44
Start to get a work session going to have some heart to heart and some serious discussion about. 00:31:48
Storm water management, where we're going to go from there. 00:31:54
Some of you, not all of you, but I'll be glad to share with anyone that wants it. 00:31:58
I provided a base e-mail. 00:32:02
Reminding you. 00:32:05
Or informing them if you want to wear. 00:32:06
That within the Arab parameter of boundaries of Saint Mary's. 00:32:08
There are over 800. 00:32:14
On incorporated properties. 00:32:16
Obviously, unincorporated properties are not paying. 00:32:19
Tax dollars directly to. 00:32:22
The city of Saint Mary's. 00:32:25
However, when you start doing stormwater management. 00:32:26
I think you're going to find it. 00:32:29
Impossible to differentiate between one house or another and whether they're unincorporated, so please. 00:32:31
In your discussions. 00:32:38
Please make that a least a discussion item to say OK, what do we do about these? 00:32:39
800 property. I'm not saying they're all residential properties, but there are 800 different properties on board and. 00:32:45
If you're interested, I can. 00:32:51
Share more information how to come about that so 800 properties. 00:32:53
That in around are going to be impacted with whatever plan you come up with in your incorporated on your storm water management. 00:32:58
OK. And lastly on the old business. 00:33:06
The Commerce Park entrance signage. 00:33:11
I've heard pros and cons offline and. 00:33:15
I hope you seriously consider. 00:33:18
Regardless of the company that's bringing the sign to and install it. 00:33:22
I really I respectfully suggest that you use regular line power. 00:33:28
Rather than solar. 00:33:33
I think there's people in the audience who can probably talk more eloquently in detail about that subject, but my vote would be 00:33:34
for regular power, not solar on that type of song. 00:33:39
Thank you. 00:33:43
Thank you. 00:33:45
816 Riverview Dr. Mr. Seals, where's your timeline? 00:33:59
I know he's gonna answer that, man. Is it a truck? Believe it or not, but I got good news today. So I'm like, when I figure you 00:34:03
gonna **** ** up, I'm gonna go out and bring my time up. Yeah. 00:34:08
Can I see that anyway? 00:34:18
I did. 00:34:24
You know, two things I mentioned really here is about the Palmetto tree. 00:34:25
And the flags, those are two things that we did in my heart. 00:34:30
You know what I mean? And when I was coming out. 00:34:34
See this many. 00:34:36
I normally go to the left because I know that paramedical freak will be there. 00:34:38
And of course. 00:34:42
I went right by them with the mistakes gone. 00:34:45
So I'm like, I appreciate you guys. 00:34:47
Moving out parameter tree. 00:34:50
Because if. 00:34:52
It was scratching my truck and I know some other folks call, they talked about it. 00:34:53
And also the flags. But I'm glad the flags back flying, you know? 00:34:57
At our second City Hall. 00:35:02
Yeah, I know when we gonna move in full time. I was looking forward to that accident. 00:35:04
We wouldn't have to be jammed up in here, man. We. 00:35:08
I appreciate you guys doing what you're doing. 00:35:13
One of the things that I'm. 00:35:17
Is he decision? Citizen impact? 00:35:19
Is the portal up yet? Yes. 00:35:22
OK, good. Nice. 00:35:23
Umm, the. 00:35:25
You know I am on a flight. 00:35:31
I'm wearing the shirt here that's on a flight where you know. 00:35:34
The guys who? 00:35:37
Deliver of Brunswick. 00:35:38
And I would those are the guys who in the military. 00:35:40
Please go on. 00:35:45
Do on a flight it's they take you up to Washington DC. 00:35:46
To show all the sights is free of charge. 00:35:51
You know, and of course when we. 00:35:54
You know, you were doing the Vietnam War and all that stuff. We would not welcome back. 00:35:57
We should have and finally. 00:36:01
People are doing it. Last year I went on it. 00:36:04
I didn't see anything much about. 00:36:07
But I enjoyed it. 00:36:09
And they say big man, don't cry. It's nonsense. 00:36:12
Because when we came back on the Brunswick. 00:36:16
I was the fullest one in a wheelchair so. 00:36:18
Moving me in. 00:36:21
Distract up the band and I didn't know what they were all there, man it. 00:36:23
It took me. 00:36:27
And you know. 00:36:28
Mr. Rogers behind me here. 00:36:30
I encourage them to check it out. And he went and he said yeah, man, I cheered up. 00:36:33
So, so you know. 00:36:37
I won't let you, man go history. 00:36:40
It was nice, I enjoyed it. 00:36:42
And I'm glad he did. And. 00:36:44
Are the folks who, you know, I mean sort of Brunswick? 00:36:45
And it's called on a flight. 00:36:48
Just check it out and you I think you guys will enjoy it for those who contribute. 00:36:52
It costs you nothing. 00:36:57
To feed you the whole 9 yards. 00:36:58
There's a lot of things that are covered already. 00:37:04
Y'all didn't cover this one. 00:37:07
You know, like I said, I know a little bit upset with this jacuzzi thing. 00:37:09
And you know. 00:37:14
And Channel 4. 00:37:16
Last week. 00:37:18
Jacobis do not project dollar in Saint Johns County. 00:37:21
I don't know if you don't know that. 00:37:25
You know what I mean? It was on Channel 4. 00:37:27
So He's leave us here high and dry. 00:37:29
Then power, all this kind of stuff going on. 00:37:33
But he's doing that project down there in Saint Johns County, which I think is Saint Augustine. 00:37:35
So maybe. 00:37:40
You know, we need to check into that. 00:37:41
And get your legal people to make sure he's paying his bond or whatever he needs to pay why he's. 00:37:44
He's hanging us up. 00:37:49
You know so. 00:37:50
I mean, I know you guys can't see it. Rice it. 00:37:52
You know, I mean, he needs to go ahead and get his act together. Thank you. 00:37:54
Thank you. Thank you, Mr. 00:37:58
Larry White, 102 Sylvia's Court. 00:38:14
I need to give a shout out to the Public Works department. 00:38:17
Because they repaired that. 00:38:21
Leak. Sewage pipe leak. 00:38:22
Under the bridge on the. 00:38:24
On early on. 00:38:26
Mickler, Dr. An entirely manner. 00:38:30
I thought they did an excellent job. 00:38:32
And getting it repaired. 00:38:34
And at the same time though, I will put out the fact that. 00:38:37
Now that school has got about to get out. 00:38:41
I don't want him to slow down on their getting the. 00:38:43
The grass cut on Mickler Drive. 00:38:45
They let during the summertime, they tend to let it go. 00:38:48
Quite a bit when there's no schooling session. 00:38:51
The other thing is. 00:38:54
If you're going to talk about having a. 00:38:56
As a code. 00:38:58
For having gutters in the city of Saint Mary's. 00:39:02
Before he even talked about implementing it. 00:39:04
You need to have a public hearing. 00:39:07
So again to get to get the input. 00:39:09
From the from the citizens rather than just having work session. 00:39:11
When you all sit up here and talk about it. 00:39:14
And don't take any input from the public. 00:39:16
You need to get the input from the above before you start talking about that. 00:39:19
Thank you. 00:39:23
Roger Shaw, 30 Miramont Court, St. Mary's. 00:39:32
Yeah, that's kind of thing. 00:39:35
That Mister Seals. 00:39:38
That if anybody's interested in that Honor Flight. 00:39:39
Which is usually goes up in the beginning of May. 00:39:43
It is really something to attend. 00:39:47
And this time around, they were actually opening up. 00:39:50
To anybody that was in the military prior to 2021. 00:39:54
So it wasn't just the, you know, Vietnam. 00:39:58
Or out of kind of out of World War 2 veterans now. 00:40:01
There were a few Korean veterans, a lot of Vietnam Veterans. 00:40:04
And there were few few other people, Cold War type veterans. 00:40:08
Any, anything but anybody's interested, just contact the VFW or the American Legion. They'll hook you up with the people you need 00:40:11
to contact for that because there's a little bit of stuff you have to go through for that. 00:40:17
I hear somebody say something back there, OK. 00:40:22
That's that's one thing. Second thing. 00:40:25
Is I'd like to talk about the intersection of death out there at Winding Road and Coleraine. 00:40:28
I don't know who's responsible for trimming the bushes around there. 00:40:35
But on the southeast corner. 00:40:39
The bushes are so thick now. 00:40:42
That if you're going westbound on Winding Rd. 00:40:45
Trying to cross, you have to go out past the crosswalk. 00:40:49
To be able to see the traffic coming north. 00:40:53
It also restricts the people that are turning. 00:40:57
Left into winding. 00:41:00
Because you're out there in the middle and they got to turn in there. 00:41:02
So that's, I mean, it's bad enough as it is. 00:41:06
And with those bushes in the way, it makes it even worse. 00:41:09
OK. So I don't know who's responsible for that, but it should be great if somebody took a look at that and. 00:41:12
Trim those back, it wouldn't take too much. 00:41:17
I don't want to get my chainsaw and go out there and get trouble. 00:41:19
So anyway, thank you. 00:41:22
Thank you. 00:41:23
Good evening. 00:41:30
Doctor Lynn Davison. 00:41:31
805 Willow Street, right in Saint Meters. 00:41:33
And just to reiterate. 00:41:36
What was fairly had to see. 00:41:38
About memorial to the fishermen, I think. 00:41:40
Some of you guys, even the mayor, I have shared this information with you. 00:41:42
And. 00:41:47
We did all we could to make sure that we included everyone, all the names that you see on this paperwork. 00:41:48
I know these people personally. 00:41:54
Even the ones that got lost in the Bermuda Triangle. 00:41:56
I know them personally. 00:41:59
So all of this was written. 00:42:01
Basically from my memory. 00:42:03
And it happened at the time when Captain Matt Wilson, I think Brother Mike's. 00:42:05
Dad passed away a few months ago. 00:42:11
And I had a chance to sit down and think about this thing. 00:42:13
And I thought about how many fishermen have passed and gone on. 00:42:16
And we've never had the chance to tell them thank you. 00:42:20
From the city of Saint Louis. 00:42:24
Now, as I surely see it. 00:42:26
As we were kids growing up and. 00:42:28
Both families, black and white. 00:42:31
Basically, these fishermen say it. 00:42:34
All of state. 00:42:36
In fact, if you didn't work at the big meal. 00:42:38
You had a job down at the bounce. 00:42:41
So now that the docks are gone, I don't think we have finally. 00:42:44
Learn how to appreciate what we lost or what we had. 00:42:48
There are not many places that you could go. 00:42:52
And get fresh seafood. 00:42:54
Like you used to do down. 00:42:57
On the waterfront down in Saint Louis. 00:42:59
So certainly I think we ought to. 00:43:01
If you guys think it's a good idea. 00:43:03
Let's see if we can put something together to memorialize them. 00:43:05
And to show the rest of the families that are left and even the handful of living fishermen that are still here. 00:43:09
Show them that we really appreciate what they have done for us. 00:43:16
Let me tell you this too, my granddad, Captain Joe Henry Griffin. 00:43:20
Used to own the property right downtown. Where? 00:43:25
The Howard Gilman Park is right now. 00:43:28
Back in the day it used to be a old railway. 00:43:31
Where they brought the boats up out of the water. 00:43:34
To caught them and waterproof them and put them back in the water. 00:43:36
Put them back to work. 00:43:40
Well, that craft is lost now. 00:43:41
You know, not many places you can go where they have a railway. 00:43:44
To get the ships you know out of the water and do the work. 00:43:47
But uh. 00:43:50
We had all of that talent right here in Saint Mary's, Georgia. 00:43:52
So I think it's a good idea if we can get together. 00:43:56
And shoot. 00:43:59
The rest of these families, just how much we love and appreciate it. 00:44:00
Everything they have contributed toward the city of Saint Mary's, thank you so much. 00:44:04
Thank you. 00:44:09
Mark Phelps, 310 W Bryant St. Larry, thanks for the segue on what I'm going to talk about. 00:44:19
This just happens to be on the gutters issue itself. 00:44:24
I think kind of in a unique position to be able to make a comment on this. I recently acquired a new neighbor. 00:44:29
And. 00:44:35
Her house is very close to mine on a very small lot. 00:44:36
With a pretty big difference in elevation between our properties. 00:44:40
And thanks to cooperation between the owner, the builder and some of the Saint Mary's personnel. 00:44:43
They equipped that house with gutters and they equipped it with an underground. 00:44:51
System for moving the water from the house. 00:44:56
To Bartlett. 00:44:58
Last week we had a little bit of rain. 00:45:01
And I took the opportunity to take a walk out in the front of the house just to see what that drainage system was doing. 00:45:03
Bartlett Street. I have never seen such a torrent of water going down Bartlett St. before. 00:45:11
Probably 10 feet of my yard was under 2 inches of water. 00:45:16
And that's a good thing because had it not been all of that water within our foundation on my house because of the elevation 00:45:20
differences we have? 00:45:24
So that system worked exactly the way we thought it would. I'm very appreciative of it. 00:45:28
Our gutters required for everybody. I don't know, but I would suggest that if you're going to look at a gutter policy. 00:45:35
You need to look at a couple of other things too, which is the proximity of the homes to each other. 00:45:42
The elevation differences in the properties adjacent to the homes. 00:45:48
The natural drainage. 00:45:52
Whether it's going down the street or whether it's going to someone's house. 00:45:53
And the size of the lots for your drainage absorption. 00:45:57
All of those things come into play. 00:46:01
But it seems like the developers and the builders, they're getting more and more interested in smaller lots, houses closer 00:46:03
together. 00:46:06
So as they go into that thing, obviously the land is not going to drain as well. The drainage is going to be screwed up because 00:46:10
the elevations are messed up. 00:46:14
So in that case, you probably do want to take a look at gutters. If they're done correctly, if they're routed correctly, they do a 00:46:18
great job. 00:46:22
So please consider that. 00:46:26
Thank you. 00:46:29
Ken Jelly 102 Salt grass Trace here in Saint Mary's. 00:46:41
Mr. Mayor. 00:46:45
Council members. 00:46:47
Staff. 00:46:48
Members of the public. 00:46:50
So I'd like to talk briefly about the proposed sign for. 00:46:52
The Commerce Park. 00:46:57
The design of the sign looks looks awesome. 00:46:59
I think that it certainly will complement. 00:47:03
The entire. 00:47:07
Facility once the facility is completely built out. 00:47:09
And it will also stand out to visitors as they're driving by. 00:47:14
And give them a sense of. 00:47:19
The fact that you know Saint Mary's is. 00:47:22
Small. 00:47:25
It's friendly, but it's also progressive and progressive in the right way. 00:47:26
The two proposals that were. 00:47:31
Submitted for the manufacturer of the sign. 00:47:35
Both are very very similar. 00:47:40
One exception stands out. 00:47:42
And that is the lighting. 00:47:45
One proposal. 00:47:47
Recommends. 00:47:49
Cellular lighting. 00:47:51
And. 00:47:54
In my opinion. 00:47:56
That's something you really need to look carefully at because. 00:47:58
There's some trip lovers involved with this solar lighting. 00:48:02
For example. 00:48:07
You need solar panels. 00:48:10
So that's only going to. 00:48:12
Detract from the beauty of that entrance sign. 00:48:15
And then you need. 00:48:19
Battery. 00:48:20
And a battery pack. 00:48:21
And that has to be mounted somewhere. 00:48:23
Down near ground level or on ground level? 00:48:26
And it needs to be enclosed and protected from the environment. 00:48:31
In the specifications. 00:48:37
There's also an indication. 00:48:40
That, umm. 00:48:42
There's going to be. 00:48:44
An item installed called MPPT. 00:48:46
OK, maximum PowerPoint tracker. 00:48:49
So what? What does this do? 00:48:53
If the battery is fully charged. 00:48:56
And nightfall ensues. 00:49:00
The system turns the lights on. 00:49:03
The maximum PowerPoint tracker compares. 00:49:06
A differential. 00:49:10
Between. 00:49:12
The charge of the battery. 00:49:13
And how many hours the lights have to stay on until dawn? 00:49:15
Shuts them off. 00:49:19
And if too much power is being drawn from that battery. 00:49:21
The maximum PowerPoint tracker is going to reduce. 00:49:27
That voltage. 00:49:30
So that there'll be enough left. 00:49:31
Until dawn approaches. 00:49:34
Well, in theory that's a good idea. 00:49:37
I would prefer to have. 00:49:40
Lighting at a particular brilliance. 00:49:42
Continuously while the sign is. 00:49:46
Now, when it's cloudy outside. 00:49:51
It doesn't make any difference how smart that electrical device is. 00:49:54
When there's no sun. 00:49:58
There's no charging of the battery. 00:50:00
And there's no light. 00:50:03
The other thing about this big battery pack is during an electrical storm. 00:50:06
That might be a prime target. 00:50:10
For a lightning strike. 00:50:13
The other thing is. 00:50:15
Maybe that battery was damaged. 00:50:19
There's spillage. 00:50:21
There could be some problems with cleanup. 00:50:23
With lithium ion batteries. 00:50:26
One other item to consider. 00:50:33
Is that? 00:50:36
With solar power. 00:50:39
Regardless of how smart that equipment is. 00:50:42
When there's no sun. 00:50:45
There's not going to be any power. 00:50:47
There's not going to be any lighting. 00:50:49
For the price. 00:50:52
Compared to. 00:50:55
Georgia Power. 00:50:56
It would seem that. 00:50:58
Conventional power. 00:51:02
From Georgia Power. 00:51:03
To eliminate that sign. 00:51:05
In my opinion, would be the right decision. 00:51:08
Thank you. 00:51:10
Is anyone else? 00:51:22
OK. 00:51:26
Seeing none, we will. 00:51:28
Continue with the agenda. 00:51:30
So we first have the approval of the consent agenda and just to remind staff and everyone. 00:51:33
We have consent on item. 00:51:39
BD. 00:51:42
FG and H. 00:51:47
Have a motion to accept the consent agenda so moved. 00:51:50
2nd. 00:51:53
Yeah, that's Mr. Rassi and Mr. Connor. 00:51:54
All those in favor, aye. 00:51:57
Any post that's unanimous, man. 00:52:01
Yes, Sir. 00:52:03
All right, that takes us then. Now to our first item of business is from old business, the Saint Mary's Commerce Park. 00:52:04
Insurance signage. 00:52:11
So. 00:52:17
Are Miss Stein and Mr. Coughlin on tag team this? 00:52:21
All right, I'll stand here since I don't have a. 00:52:24
Designated seat. 00:52:28
Jamie, while you're getting started, you want me to talk through my stuff? 00:52:40
Yes, OK. 00:52:44
Thank you. I'm James Coughlin with the Joint Development Authority. Thanks for having me back. 00:52:47
This evening wanted to talk a little bit about take everybody back in the I guess not that far away back machine. 00:52:51
To when we decided to do this Commerce Park. 00:52:58
Umm, the City and the Joint Development Authority entered into an intergovernmental agreement for the repurposing or redevelopment 00:53:01
of the old airport into what we are we decided to call the Saint Mary's Commerce Park. 00:53:08
So in that IGA, the Joint development Authority, we serve as your manager for that facility and we are responsible for the the 00:53:16
build out of that park, the arrangement being that we would spend the money. 00:53:23
Based on what was approved. 00:53:30
And then once something was done, we would pay it and then we would submit an invoice to the city and the city would reimburse us. 00:53:32
In preparation for that. 00:53:41
We got some a lot of opinions of costs from different engineering groups based on what was planned. 00:53:43
And pre COVID. 00:53:49
Those estimates were around $5,000,000, around 4.74 point, $8 million. 00:53:52
Post. 00:53:58
They were just under $7,000,000. 00:53:59
Prices, as you remember, went up. 00:54:03
Incredibly right after COVID. 00:54:06
So given that, that $7,000,000 number that we are all working with. 00:54:09
City of Saint Mary's and the Development Authority of Saint Mary's issued A felon for 7.6 million. 00:54:15
To build out the park. 00:54:22
All right. So that was for the construction of the road. 00:54:24
Which use the old taxiway to convert that into a Rd. 00:54:27
The water, The sewer. 00:54:31
And then eventually contemplated signage, entrance, landscaping, that kind of thing. 00:54:33
At the time, we didn't know how much to anticipate for signage, but we built it into the bond. 00:54:39
Knowing that we would come back and see what we had left after the critical infrastructure was was installed. 00:54:45
In addition to that, 7.6 the JDA applied and was awarded at what at the time was called a Rural Innovation Fund grant by the state 00:54:51
of Georgia for 2.3 million. 00:54:57
So rather than draw on that bond that Deslam issued initially, we we drew down on that grant, that 2.3 million that the state 00:55:03
awarded us. 00:55:08
To preserve those those bond funds. 00:55:15
So. 00:55:18
Went ahead and put that project out forbid and kind of similar to a something Robbie mentioned earlier when we put that out forbid 00:55:19
initially nobody. 00:55:23
Bid on it. It was sort of in a sweet spot. 00:55:27
It was too big for the small guys, and it was too. 00:55:31
Yeah, Excuse me. It was too small for the for the big companies and it was too big for the small companies. But we finally got 00:55:34
Jeremy Rowell. 00:55:38
Went out there and bid on that and I think he did a great job. 00:55:41
That project was finished in October 2024. 00:55:44
The the road, the water, the sewer and we closed out that grant with the state. 00:55:47
And keep in mind the way that worked, every time Raul would invoice the JDA for some work being done out there, we would pay that 00:55:53
and then turn around and submit that to the city for reimbursement. 00:55:59
At the same time we were selling property out there, right. So even before it was developed as a commerce part, we were selling 00:56:05
property. We sold property, especially structural products, which is right there on the corner of Point Peter and and what is now 00:56:09
Brick Hill Rd. 00:56:14
They look fantastic. 00:56:20
We sold property to P EMB. 00:56:21
They didn't end up utilizing that site. It has since been resold, but the city got paid for that. 00:56:24
We sold land to SG blocks. They didn't use that land, but the city got paid for that. 00:56:29
We sold land to Pigmental Studios. 00:56:34
They are still waiting to develop that, but the city got paid for that. 00:56:36
And in turn, we are. In addition, we sold the former FBO building and the surrounding land around that and the city got paid for 00:56:39
that. So we generated millions in land sales for the city. 00:56:45
Each time we do that, the JDA handles all the surveying, the environmental work, the wetlands work, the civil engineering, all 00:56:50
that, and then we turn around the profits to the city. 00:56:55
So it's been very a very profitable venture for the city considering it was property sitting there generating no taxes and 00:57:00
honestly being a drain on on city resources for years. 00:57:06
So what we're coming to you with now is an effort to finish this out. Jamie is going to talk about it from a design standpoint. 00:57:14
But I just want to talk about it from a financial standpoint. 00:57:22
You do have funds left from that initial bond. 00:57:24
And you've got phones that have come back to the city from land sales. 00:57:28
The the bond funds that were issued. 00:57:31
Just, you know, keep in mind that. 00:57:34
That plan for that those bond funds has to has to go to the court, be validated by a judge. 00:57:37
Which it was. 00:57:43
You can't just use those funds for something else, so this is not like you're making a decision to use this for a sign and 00:57:44
entrance. 00:57:48
Or use it for the Aquatic Center or for some other expense that you might have. 00:57:52
The plan was to use that for the construction of that park and that's what those funds have to be used for. 00:57:58
So anyway. 00:58:03
That's I just wanted to tackle a little bit of the financial history and hand how we got here. 00:58:05
And I'll turn it over to Jamie to talk about the design. 00:58:09
I had a feeling I might need to drag this out a little bit. 00:58:13
How much was leftover from the bomb? 00:58:18
It's Marsha still here. 00:58:21
Marsha is not still here. 00:58:23
I'm not more than enough to pay for this. 00:58:25
For force in front of you. 00:58:29
I think part being the Rural Innovation grant. 00:58:30
Allowed us not to necessarily use all of the bond that was initially stipulated because we got reimbursed for for. 00:58:34
2.3, right. So 7.6 was was more than seven would have been enough to cover all the infrastructure costs and then we had the 2.3. 00:58:40
From the state, so there should be somewhere in the neighborhood of. 00:58:49
Million and a half left. 00:58:53
Where can I go? Oh, there she is. 00:59:00
All right. 00:59:02
Exactly. 00:59:06
I will say, once she's getting ready, the original plan was to have this sign ready to go back last fall. 00:59:11
And and to bring this before City Council then? 00:59:19
The initial design, we got it. We had comments back, we sent it back to the engineers. There was a lot of thought. 00:59:22
That went into this back and forth between the the engineers that were working on it, the landscape team. 00:59:29
And and Jamie's office and Bobby Mars office, everything from the, you know, the drainage, the irrigation, the electrical service, 00:59:35
etc. 00:59:38
I'll also let you know that on the landscaping. 00:59:42
Aspect of it. 00:59:44
Coastal Greenery was the only group to bid on it. 00:59:46
Which is why you have their proposal and they gave us three options, sort of a. 00:59:50
An economy class, if you will. 00:59:54
A business class and and then a first class option. We sort of arrived at a compromise between their economy class and their 00:59:57
business class. 01:00:01
So sort of a sort of a mid range landscaping project, but it was, it was more than that, more than just the price range it was 01:00:06
going through and identifying individual plants. For example, look at their shade canopy, how much of the road would that cover? 01:00:11
Would that be intrusive to truck traffic? 01:00:16
Would they cause maintenance issues down the road? 01:00:22
And that's why we're bringing this to you with the proposal to go with with a private firm. 01:00:25
That they would be responsible right now they're responsible for mowing out there and and the landscape maintenance out there. The 01:00:30
idea being that your public works staff is, is strapped enough as we know. I think Robbie went through and they're, they've got 01:00:34
about 9 positions. 01:00:39
To fill right now. 01:00:43
We want to make sure that once this is installed, we have somebody we can look to and hold accountable for the upkeep of it, so 01:00:45
that looks just as good. 01:00:49
Two years from now, as it does the day we put it in SO. 01:00:52
All right, Jenny, thank you. Much appreciated. 01:00:56
Thank you, Council, Mr. Mayor, and members of the public. 01:00:59
For the opportunity to present this. 01:01:03
And and really give you some detail behind how we arrived at. 01:01:06
Slightly of this design. Thank you to Mr. Horton for bringing up. 01:01:10
One iteration of the design. 01:01:15
What is different about what you're seeing here is that we have selected 2 specialty Live Oak trees rather than the palm trees 01:01:18
flanking the signage. 01:01:22
And I'll get to that a little bit later. Just wanted to offer a little bit of insight as. 01:01:27
To how we arrived at this design. 01:01:34
So what you're seeing in sort of the top panel on the right that is raised powder coated bronze. 01:01:36
Metal font. 01:01:45
That will come a little bit off the screen. There is also that will be on a monument sign that is made of tabby. 01:01:47
The brick below is a specialty brick called Cherokee Autumn Smoke. That's the brick veneer that we see on the Saint Mary's 01:01:55
Elementary School. 01:01:59
And then you see the silhouette of the Live Oak tree. 01:02:04
We took on the left hand side. You'll see the precedent studies that we looked at. 01:02:08
You'll see those architectural beams, we'll call them, which are kind of. 01:02:13
They're powder coated aluminum posts actually, that go kind of up from the ground and up from the sign. 01:02:18
And the precedent study was the Hilton Head Airport. The idea is that the design is calling back to the history of the site as an 01:02:25
airport, but is also showing the forward progression as James mentioned. 01:02:31
You know the city of Saint Mary's is moving forward. 01:02:37
And lighting will be very integral to this design, but I'll get to that in a minute. 01:02:40
I want to also focus a little bit on. 01:02:46
The materials that you see on this sign are drawn from the same materials in the same type of design that we're doing for the Exit 01:02:50
1 entryway monumentation signage. So this project just got out ahead a little bit before that project, but the same Cherokee brick 01:02:58
veneer, the same raised powder coated bronze colored letters, the same Live Oak tree silhouette. 01:03:07
And the trees that we selected, that will not go where the palm trees, not well, they will go where the palm trees are. These are 01:03:16
a specialty Live Oak, referred to as a boardwalk Live Oak. 01:03:20
You know, this is a Commerce Park after all. There will be heavy traffic that's flowing through there. The Boardwalk Live Oak is 01:03:26
one that grows in a little bit more of. 01:03:30
A conical shape rather than the kind of sprawling, you know, I have to trim it so, so trucks don't hit it. That was that we see 01:03:36
here downtown. So a lot of thought and intention. 01:03:41
Went into this and I also want to just kind of talk about. 01:03:47
In this design, we were really trying to set the tone that this is the level of design and development that we want to see, not 01:03:51
just in the commerce part, but all throughout the city. 01:03:56
And so, you know, really taking cues from our entryway monumentation signage for Exit 1. 01:04:02
And then? 01:04:09
Also. 01:04:11
There are two very prominent businesses that are in the Commerce, Commerce Park right now. So Griffin Lumber and Specialty Steel 01:04:13
products when I first joined the city, which will be two years in about two weeks. 01:04:20
When I first joined the city, I had the opportunity to work with Griffin Lumber. 01:04:28
They wanted their Saint Mary's site to be their showcase site. That was their their. They had several different locations 01:04:32
throughout the state, but they wanted it to be their showcase site. They worked really hard with our team to create what I think 01:04:38
is a lovely landscape plan which. 01:04:43

Everybody have a motion by Mr. Mass Minnow and second by Mr. Rossi. 00:01:53
Yep. Any discussion all those in favor? 00:01:59
Aye, any opposed? 00:02:02
OK. That's unanimous. Yes, Sir. 00:02:05
Presentations We have a presentation for. 00:02:10

And we have. 00:12:00

That manhole goes to a 24 inch sewer line. 00:16:42
That is located 18 feet down. 00:16:45
We are working to find a contractor to make emergency repairs to the manhole. 00:16:49
And this is being expedited. 00:16:53

Which has been forecasted to be above normal activity. 00:22:32
17 named storms are being forecasted, nine of which are hurricanes and four of those. 00:22:36
Being major hurricanes. 00:22:42
Staff has been reviewing our plans and working to be prepared. 00:22:44
Citizens should also be checking their plans and making preparations for potential for one of these storms could bring. 00:22:48
Mr. Mayor, that concludes my. 00:22:55
OK, we will now go through our consent agenda. 00:23:03
We have. 00:23:07
Old business The Saint Mary's Commerce Park entrance sign. 00:23:08

Lead service line inventory contract for field investigation services bid award. 00:23:35
Discuss. 00:23:42
Mowing contract for Charlie Smith Senior Highway, Dilworth St. and Colerain Rd. 00:23:48

Is that? 00:24:16
G Temporary construction easement #3 agreement between Radiant Saint Mary's and St. City of Saint Mary's fire station road 00:24:21
project. 00:24:25
Is that? 00:24:29
H New alcohol license for ALDI consent. 00:24:33
And I, the 2025 GMA annual voting delegate, I guess we'll need to discuss that. 00:24:39
All right, So the consent agenda is? 00:24:46
Set right now is. 00:24:50
Item B. 00:24:52
Item D. 00:24:56
EFG and H. 00:24:58
The other items will be discussed. 00:25:02
And so we'll now open. 00:25:06
Granting audience to the public. 00:25:08
So if you would like to have come in on anything that's on the agenda or. 00:25:11
Things that are not only agenda. 00:25:15
We'd ask you to respect the five minute time limit and give us your name and address as you come to the microphone. 00:25:18
Yeah. 00:25:28
Mayor. Councilman. 00:25:33
Shirley Sam's. 00:25:37
Yes. 00:25:39
